Tapping Business and Household Surveys to Sharpen Our View of Work from Home

Timely business-level measures of work from home (WFH) are scarce for the U.S. economy. We review prior survey-based efforts to quantify the incidence and character of WFH and describe new questions that we developed and fielded for the Business Trends and Outlook Survey (BTOS). Drawing on more than 150,000 firm-level responses to the BTOS, we obtain four main findings. First, nearly a third of businesses have employees who work from home, with tremendous variation across sectors. The share of businesses with WFH employees is nearly ten times larger in the Information sector than in Accommodation and Food Services. Second, employees work from home about 1 day per week, on average, and businesses expect similar WFH levels in five years. Third, feasibility aside, businesses' largest concern with WFH relates to productivity. Seven percent of businesses find that onsite work is more productive, while two percent find that WFH is more productive. Fourth, there is a low level of tracking and monitoring of WFH activities, with 70% of firms reporting they do not track employee days in the office and 75% reporting they do not monitor employees when they work from home. These lessons serve as a starting point for enhancing WFH-related content in the American Community Survey and other household surveys.

The Rise of Industrial AI in America: Microfoundations of the Productivity J-curve(s)

We examine the prevalence and productivity dynamics of artificial intelligence (AI) in American manufacturing. Working with the Census Bureau to collect detailed large-scale data for 2017 and 2021, we focus on AI-related technologies with industrial applications. We find causal evidence of J-curve-shaped returns, where short-term performance losses precede longer-term gains. Consistent with costly adjustment taking place within core production processes, industrial AI use increases work-in-progress inventory, investment in industrial robots, and labor shedding, while harming productivity and profitability in the short run. These losses are unevenly distributed, concentrating among older businesses while being mitigated by growth-oriented business strategies and within-firm spillovers. Dynamics, however, matter: earlier (pre-2017) adopters exhibit stronger growth over time, conditional on survival. Notably, among older establishments, abandonment of structured production-management practices accounts for roughly one-third of these losses, revealing a specific channel through which intangible factors shape AI's impact. Taken together, these results provide novel evidence on the microfoundations of technology J-curves, identifying mechanisms and illuminating how and why they differ across firm types. These findings extend our understanding of modern General Purpose Technologies, explaining why their economic impact'exemplified here by AI'may initially disappoint, particularly in contexts dominated by older, established firms.

Applying Current Core Based Statistical Area Standards to Historical Census Data, 1940-2020

In the middle of the twentieth century, the Bureau of the Budget, in conjunction with the Census Bureau and other federal statistical agencies, introduced a widely used unit of statistical geography, the county-based Standard Metropolitan Area. Metropolitan definitions since then have been generally regarded as comparable, but methodological changes have resulted in comparability issues, particularly among the largest and most complex metro areas. With the 2000 census came an effort to simplify the rules for defining metro areas. This study attempts to gather all available historical geographic and commuting data to apply the current rules for defining metro areas to create comparable statistical geography covering the period from 1940 to 2020. The changes that accompanied the 2000 census also brought a new category, "Micropolitan Statistical Areas," which established a metro hierarchy. This research expands on this approach, using a more elaborate hierarchy based on the size of urban cores. The areas as delineated in this paper provide a consistent set of statistical geography that can be used in a wide variety of applications.

Tip of the Iceberg: Tip Reporting at U.S. Restaurants, 2005-2018

Tipping is a significant form of compensation for many restaurant jobs, but it is poorly measured and therefore not well understood. We combine several large administrative and survey datasets and document patterns in tip reporting that are consistent with systematic under-reporting of tip income. Our analysis indicates that although the vast majority of tipped workers do report earning some tips, the dollar value of tips is under-reported and is sensitive to reporting incentives. In total, we estimate that about eight billion in tips paid at full-service, single-location, restaurants were not captured in tax data annually over the period 2005-2018. Due to changes in payment methods and reporting incentives, tip reporting has increased over time. Our findings have implications for downstream measures dependent on accurate measures of compensation including poverty measurement among tipped restaurant workers.

The China Shock Revisited: Job Reallocation and Industry Switching in U.S. Labor Markets

Using confidential administrative data from the U.S. Census Bureau we revisit how the rise in Chinese import penetration has reshaped U.S. local labor markets. Local labor markets more exposed to the China shock experienced larger reallocation from manufacturing to services jobs. Most of this reallocation occurred within firms that simultaneously contracted manufacturing operations while expanding employment in services. Notably, about 40% of the manufacturing job loss effect is due to continuing establishments switching their primary activity from manufacturing to trade-related services such as research, management, and wholesale. The effects of Chinese import penetration vary by local labor market characteristics. In areas with high human capital, including much of the West Coast and large cities, job reallocation from manufacturing to services has been substantial. In areas with low human capital and a high initial manufacturing share, including much of the Midwest and the South, we find limited job reallocation. We estimate this differential response to the China shock accounts for half of the 1997-2007 job growth gap between these regions.

After the Storm: How Emergency Liquidity Helps Small Businesses Following Natural Disasters

Does emergency credit prevent long-term financial distress? We study the causal effects of government-provided recovery loans to small businesses following natural disasters. The rapid financial injection might enable viable firms to survive and grow or might hobble precarious firms with more risk and interest obligations. We show that the loans reduce exit and bankruptcy, increase employment and revenue, unlock private credit, and reduce delinquency. These effects, especially the crowding-in of private credit, appear to reflect resolving uncertainty about repair. We do not find capital reallocation away from neighboring firms and see some evidence of positive spillovers on local entry.

Examining Racial Identity Responses Among People with Middle Eastern and North African Ancestry in the American Community Survey

People with Middle Eastern and North African (MENA) backgrounds living in the United States are defined and classified as White by current Federal standards for race and ethnicity, yet many MENA people do not identify as White in surveys, such as those conducted by the U.S. Census Bureau. Instead, they often select 'Some Other Race', if it is provided, and write in MENA responses such as Arab, Iranian, or Middle Eastern. In processing survey data for public release, the Census Bureau classifies these responses as White in accordance with Federal guidance set by the U.S. Office of Management and Budget. Research that uses these edited public data relies on limited information on MENA people's racial identification. To address this limitation, we obtained unedited race responses in the nationally representative American Community Survey from 2005-2019 to better understand how people of MENA ancestry report their race. We also use these data to compare the demographic, cultural, socioeconomic, and contextual characteristics of MENA individuals who identify as White versus those who do not identify as White. We find that one in four MENA people do not select White alone as their racial identity, despite official guidance that defines 'White' as people having origins in any of the original peoples of Europe, the Middle East, or North Africa. A variety of individual and contextual factors are associated with this choice, and some of these factors operate differently for U.S.-born and foreign-born MENA people living in the United States.

The 2010 Census Confidentiality Protections Failed, Here's How and Why

Using only 34 published tables, we reconstruct five variables (census block, sex, age, race, and ethnicity) in the confidential 2010 Census person records. Using the 38-bin age variable tabulated at the census block level, at most 20.1% of reconstructed records can differ from their confidential source on even a single value for these five variables. Using only published data, an attacker can verify that all records in 70% of all census blocks (97 million people) are perfectly reconstructed. The tabular publications in Summary File 1 thus have prohibited disclosure risk similar to the unreleased confidential microdata. Reidentification studies confirm that an attacker can, within blocks with perfect reconstruction accuracy, correctly infer the actual census response on race and ethnicity for 3.4 million vulnerable population uniques (persons with nonmodal characteristics) with 95% accuracy, the same precision as the confidential data achieve and far greater than statistical baselines. The flaw in the 2010 Census framework was the assumption that aggregation prevented accurate microdata reconstruction, justifying weaker disclosure limitation methods than were applied to 2010 Census public microdata. The framework used for 2020 Census publications defends against attacks that are based on reconstruction, as we also demonstrate here. Finally, we show that alternatives to the 2020 Census Disclosure Avoidance System with similar accuracy (enhanced swapping) also fail to protect confidentiality, and those that partially defend against reconstruction attacks (incomplete suppression implementations) destroy the primary statutory use case: data for redistricting all legislatures in the country in compliance with the 1965 Voting Rights Act.

Poach or Promote? Job Sorting and Gender Earnings Inequality across U.S. Industries

I outline the sociological theory that would predict that external labor markets ' those in which more positions are filled with new hires rather from firm-internal promotions ' heighten gender based discrimination and contribute to earnings inequality. I test this theory by treating industries as miniature labor markets within the US with varying levels of gender inequality and different hiring practices. Using high quality administrative data from 1985 to 2013, including detailed work histories from this period, I compare the earnings of alike men and women across industries with different levels of reliance on external markets at different times. I find that men experience greater unexplained earnings relative to women ' unexplained in that it is not accounted for by work history or observable demographic characteristics ' when a greater share of earnings increase events occur outside the firm.

This report develops a method using administrative records (AR) to fill in responses for nonresponding American Community Survey (ACS) housing units rather than adjusting survey weights to account for selection of a subset of nonresponding housing units for follow-up interviews and for nonresponse bias. The method also inserts AR and modeling in place of edits and imputations for ACS survey citizenship item nonresponses. We produce Citizen Voting-Age Population (CVAP) tabulations using this enhanced CVAP method and compare them to published estimates. The enhanced CVAP method produces a 0.74 percentage point lower citizen share, and it is 3.05 percentage points lower for voting-age Hispanics. The latter result can be partly explained by omissions of voting-age Hispanic noncitizens with unknown legal status from ACS household responses. Weight adjustments may be less effective at addressing nonresponse bias under those conditions.
