    Applying Current Core Based Statistical Area Standards to Historical Census Data, 1940-2020

    In the middle of the twentieth century, the Bureau of the Budget, in conjunction with the Census Bureau and other federal statistical agencies, introduced a widely used unit of statistical geography, the county-based Standard Metropolitan Area. Metropolitan definitions since then have been generally regarded as comparable, but methodological changes have resulted in comparability issues, particularly among the largest and most complex metro areas. With the 2000 census came an effort to simplify the rules for defining metro areas. This study attempts to gather all available historical geographic and commuting data to apply the current rules for defining metro areas to create comparable statistical geography covering the period from 1940 to 2020. The changes that accompanied the 2000 census also brought a new category, "Micropolitan Statistical Areas," which established a metro hierarchy. This research expands on this approach, using a more elaborate hierarchy based on the size of urban cores. The areas as delineated in this paper provide a consistent set of statistical geography that can be used in a wide variety of applications.

    Changes in Metropolitan Area Definition, 1910-2010

    The Census Bureau was established as a permanent agency in 1902, as industrialization and urbanization were bringing about rapid changes in American society. The years following the establishment of a permanent Census Bureau saw the first attempts at devising statistical geography for tabulating statistics for large cities and their environs. These efforts faced several challenges owing to the variation in settlement patterns, political organization, and rates of growth across the United States. The 1910 census proved to be a watershed, as the Census Bureau offered a definition of urban places, established the first census tract boundaries for tabulating data within cities, and introduced the first standardized metropolitan area definition. It was not until the middle of the twentieth century, however, the Census Bureau in association with other statistical agencies had established a flexible standard metropolitan definition and a more consistent means of tabulating urban data. Since 1950, the rules for determining the cores and extent of metropolitan areas have been largely regarded as comparable. In the decades that followed, however, a number of rule changes were put into place that accounted for metropolitan complexity in differing ways, and these have been the cause of some confusion. Changes put into effect with the 2000 census represent a consensus of sorts for how to handle these issues.

    Social Influence and the Consumer Bankruptcy Decision

    I examine the influence of neighbors on the consumer bankruptcy decision using administrative bankruptcy records linked the 2000 Decennial Census. Two empirical strategies remove unobserved common factors that affect identification. The first strategy uses small geographical areas to isolate neighborhood effects, and the second strategy identifies the effect using past bankruptcy filers who moved states. The findings from both strategies reinforce each other and confirm the role of social influence on the bankruptcy decision. Having a past bankruptcy filer move into the block from a different state increases the likelihood of filing by 10 percent.

    School Accountability and Residential Location Patterns: Evaluating the Unintended Consequences of No Child Left Behind

    The 2002 to 2015 No Child Left Behind (NCLB) Act is often considered the most significant federal intervention into education in the United States since 1965 with the passage of the Elementary and Secondary Education Act. There is growing evidence that holding schools accountable is leading to some improved educational outcomes for students. There is in contrast very little work examining whether these sweeping reforms have unintended consequences for the communities which these schools are serving. As school attendance, particularly at the elementary school level, is closely tied to one's residence, placing sanctions on a school could have negative repercussions for neighborhoods if it provides new information on school failure. In contrast, if these sanctions also bring new resources, including financial resources or school choice, they could spark additional demand within a neighborhood. Through the use of restricted access census data, which includes local housing values, rents and individual residential choices in combination with the use of a boundary discontinuity identification strategy, this paper seeks to examine how failure to meet Adequate Yearly Progress (AYP), the key enforcement mechanism of NCLB, is shaping local housing markets and residential choices in five diverse urban school districts: New York, Los Angeles, Philadelphia, Detroit and Tucson.

    Disconnected Geography: A Spatial Analysis of Disconnected Youth in the United States

    Since the Great Recession, US policy and advocacy groups have sought to better understand its effect on a group of especially vulnerable young adults who are not enrolled in school or training programs and not participating in the labor market, so called 'disconnected youth.' This article distinguishes between disconnected youth and unemployed youth and examines the spatial clustering of these two groups across counties in the US. The focus is to ascertain whether there are differences in underlying contextual factors among groups of counties that are mutually exclusive and spatially disparate (non-adjacent), comprising two types of spatial clusters ' high rates of disconnected youth and high rates of unemployed youth. Using restricted, household-level census data inside the Census Research Data Center (RDC) under special permission by the US Census Bureau, we were able to define these two groups using detailed household questionnaires that are not available to researchers outside the RDC. The geospatial patterns in the two types of clusters suggest that places with high concentrations of disconnected youth are distinctly different in terms of underlying characteristics from places with high concentrations of unemployed youth. These differences include, among other things, arrests for synthetic drug production, enclaves of poor in rural areas, persistent poverty in areas, educational attainment in the populace, children in poverty, persons without health insurance, the social capital index, and elders who receive disability benefits. This article provides some preliminary evidence regarding the social forces underlying the two types of observed geospatial clusters and discusses how they differ.

    DO PUBLIC TUITION SUBSIDIES PROMOTE COLLEGE ENROLLMENT? EVIDENCE FROM COMMUNITY COLLEGE TAXING DISTRICTS IN TEXAS

    This paper estimates the effect of tuition rates on college enrollment using data for Texas from the 1990 and 2000 Censuses and the 2004 ' 2010 American Community Surveys and geographical data on Community College Taxing Districts. The effect of tuition on enrollment is identified by the facts that tuition rates for those living within a taxing district are lower than those living outside the taxing district and in Texas not all geographic locations are in a taxing district. While the estimated effect of tuition on enrollment depends on the sample used, it is negative and mostly statistically significant in the samples of iadults 18 and older and negative and sometimes statistically significant in the samples of traditional age students 18 to 24. The estimated effect of tuition on enrollment, however, is found to vary considerably by poverty level status with an increase in tuition rates having a statistically significant negative effect on college enrollment for those with household incomes that are at least 200% of the poverty level both for traditional aged students 18 to 24 years old and all adults 18 and older.

    Evaluation of Commercial School and Teacher Lists to Enhance Survey Frames

    This report summarizes the potential for teacher lists obtained from commercial vendors for enhancing sampling frames for the National Teacher and Principal Survey (NTPS). We investigate three separate vendor lists, and compare coverage rates across a range of school and teacher characteristics. Across all vendors, coverage rates are higher for regular, non-charter schools. Vendor A stands out as having higher coverage rates than the other two, and we recommend further evaluating Vendor A's teacher lists during the upcoming 2014-2015 NTPS Field Test.

    Small Homes, Public Schools, and Property Tax Capitalization

    Efforts to estimate the degree to which local property taxes are capitalized into house values are complicated by any spurious correlation between property taxes and unobserved public services. One public service of particular interest is the provision of local public schools. Not only do public schools bulk large in the local property tax bill, but the inherent difficulty in measuring school quality has potentially undermined earlier attempts at achieving unbiased estimates of property tax capitalization. This particular problem has been of special concern since Oates' (1969) seminal paper. We sidestep the problem of omitted or misspecified measures of school quality by focusing on a segment of the housing market that likely places little-to-no value on school quality: small homes. Because few households residing in small homes have public school children, we anticipate that variations in their value does not account for differentials in public school quality. Using restricted-access microdata provided by the U.S. Census, and a quasi- experimental identification strategy, we estimate that local property taxes are nearly fully capitalized into the prices of small homes.

    Impacts of Central Business District Location: A Hedonic Analysis of Legal Service Establishments

    This analysis examines the business impacts on law firms of locating in Central Business Districts (CBDs) in major U.S. cities. Specifically, we measure the price premium that law firms pay to locate in CBDs. Using micro-level data from the 1992 and 2007 Census of Services, we find that after controlling for firm size, firm specialization characteristics, and MSA and county attributes, law firms within CBDs pay about 15 to 20 percent more in overhead compared to those firms outside CBDs ' a result consistent across time between 1992 and 2007. When including an important additional measure of firm quality, however, we find that this impact is reduced to about 7 to 9 percent, but still statistically significant. Additional results show that there is a significant correlation between firm quality and CBD location. We also find that firm size and firm specialization measures are important factors in the choice to locate within CBDs. We argue that these results indicate that CBD location for law firms may serve as networking, quality sorting, and branding mechanisms.

    Access to Workers or Employers? An Intra-Urban Analysis of Plant Location Decisions

    This analysis attributes economies of agglomeration to either labor market pooling or employer-based productivity spillovers by distinguishing the effect of access to workers, measured by place-of-residence, from the effect of access to employers. New establishment location choices serve as a measure of productivity advantages, while census tract level data on access to same-industry employment, other-industry employment, and specialized workers, as well as metropolitan area fixed effects, measure sources of agglomeration and other locational characteristics. The four industries included are selected so that each relies on a workforce with a specialized occupation that is identifiable by place-of-residence, and that productivity and cost advantages are the primary drivers of location choice. The results show that both access to specialized workers and access to same-industry employers contribute to economies of agglomeration at an intra-urban spatial scale, and that the magnitude of the worker effect is large relative to employer-based productivity spillovers.
