Productivity Dispersion and Structural Change in Retail Trade

The retail sector has changed from a sector full of small firms to one dominated by large, national firms. We study how this transformation has impacted productivity levels, growth, and dispersion between 1987 and 2017. We describe this transformation using three overlapping phases: expansion (1980s and 1990s), consolidation (2000s), and stagnation (2010s). We document five findings that help us understand these phases. First, productivity growth was high during the consolidation phase but has fallen more recently. Second, entering establishments drove productivity growth during the expansion phase, but continuing establishments have increased in importance more recently. Third, national chains have more productive establishments than single-unit firms on average, but some single-unit establishments are highly productive. Fourth, productivity dispersion is significant and increasing over time. Finally, more productive firms pay higher wages and grow more quickly. Together, these results suggest that the increasing importance of large national retail firms has been an important driver of productivity and wage growth in the retail sector.

Quality Adjustment at Scale: Hedonic vs. Exact Demand-Based Price Indices

This paper explores alternative methods for adjusting price indices for quality change at scale. These methods can be applied to large-scale item-level transactions data that in cludes information on prices, quantities, and item attributes. The hedonic methods can take into account the changing valuations of both observable and unobservable charac teristics in the presence of product turnover. The paper also considers demand-based approaches that take into account changing product quality from product turnover and changing appeal of continuing products. The paper provides evidence of substantial quality-adjustment in prices for a wide range of goods, including both high-tech consumer products and food products.

Methodology on Creating the U.S. Linked Retail Health Clinic (LiRHC) Database

Retail health clinics (RHCs) are a relatively new type of health care setting and understanding the role they play as a source of ambulatory care in the United States is important. To better understand these settings, a joint project by the Census Bureau and National Center for Health Statistics used data science techniques to link together data on RHCs from Convenient Care Association, County Business Patterns Business Register, and National Plan and Provider Enumeration System to create the Linked RHC (LiRHC, pronounced 'lyric') database of locations throughout the United States during the years 2018 to 2020. The matching methodology used to perform this linkage is described, as well as the benchmarking, match statistics, and manual review and quality checks used to assess the resulting matched data. The large majority (81%) of matches received quality scores at or above 75/100, and most matches were linked in the first two (of eight) matching passes, indicating high confidence in the final linked dataset. The LiRHC database contained 2,000 RHCs and found that 97% of these clinics were in metropolitan statistical areas and 950 were in the South region of the United States. Through this collaborative effort, the Census Bureau and National Center for Health Statistics strive to understand how RHCs can potentially impact population health as well as the access and provision of health care services across the nation.

The Evolution of U.S. Retail Concentration

Increases in national concentration have been a salient feature of industry dynamics in the U.S. and have contributed to concerns about increasing market power. Yet, local trends may be more informative about market power, particularly in the retail sector where consumers have traditionally shopped at nearby stores. We find that local concentration has increased almost in parallel with national concentration using novel Census data on product-level revenue for all U.S. retail stores. The increases in concentration are broad based, affecting most markets, products, and retail industries. We implement a new decomposition of the national Herfindahl Hirschman Index and show that despite similar trends, national and local concentration reflect different changes in the retail sector. The increase in national concentration comes from consumers in different markets increasingly buying from the same firms and does not reflect changes in local market power. We estimate a model of retail competition which links local concentration to markups. The model implies that the increase in local concentration explains one-third of the observed increase in markups.

A Note on the Locational Determinants of the Agricultural Supply Chain

Over the past several decades, an increasing share of the agricultural supply chain is located beyond the farmgate, implying that some set of economic factors are influencing the location decisions of food and agricultural establishments. We explore the location decisions of several food and agricultural industries for employer and non-employer establishments by expanding on the empirical implications of Carpenter et al. (2021)'s demand threshold models. While Carpenter et al. (2021) focus on methods to estimate these industries' demand thresholds using restricted access data, we focus on expanding the interpretations of their empirical research and explore additional industries along the agricultural supply chain using their refined methods. Results highlight the influential role of the Land Grant University system for specific establishment types, the importance of diverse industries within local economies, and the changing rurality of the agricultural supply chain.

Business Applications as Economic Indicators

How are applications to start new businesses related to aggregate economic activity? This paper explores the properties of three monthly business application series from the U.S. Census Bureau's Business Formation Statistics as economic indicators: all business applications, business applications that are relatively likely to turn into new employer businesses ('likely employers'), and the residual series -- business applications that have a relatively low rate of becoming employers ('likely non-employers'). The analysis indicates that growth in applications for likely employers significantly leads total nonfarm employment growth and has a positive correlation with it, whereas growth in all applications and applications for likely non-employers have weaker positive correlations and shorter leads. Furthermore, growth in applications for likely employers leads growth in nearly all of the monthly Principal Federal Economic Indicators (PFEI) included in this study. Impulse response functions from vector autoregression analysis indicate that growth of both total nonfarm employment and advance monthly sales in retail and food services have positive and long-lasting responses to innovations in growth of applications for likely employers. Overall, applications for likely employers appear to be a strong leading indicator of monthly PFEIs and aggregate economic activity, whereas applications for likely non-employers provide early information about changes in increasingly prevalent self-employment activity in the U.S. economy.

High Frequency Business Dynamics in the United States During the COVID-19 Pandemic

Existing small businesses experienced very sharp declines in activity, business sentiment, and expectations early in the pandemic. While there has been some recovery since the early days of the pandemic, small businesses continued to exhibit indicators of negative growth, business sentiment, and expectations through the first week of January 2021. These findings are from a unique high frequency, real time survey of small employer businesses, the Census Bureau's Small Business Pulse Survey (SBPS). Findings from the SBPS show substantial variation across sectors in the outcomes for small businesses. Small businesses in Accommodation and Food Services have been hit especially hard relative to those Finance and Insurance. However, even in Finance and Insurance small businesses exhibit indicators of negative growth, business sentiment, and expectations for all weeks from late April 2020 through the first week of 2021. While existing small businesses have fared poorly, after an initial decline, there has been a surge in new business applications based on the high frequency, real time Business Formation Statistics (BFS). Most of these applications are for likely nonemployers that are out of scope for the SBPS. However, there has also been a surge in new applications for likely employers. The surge in applications has been especially apparent in Retail Trade (and especially Non-store Retailers). We compare and contrast the patterns from these two new high frequency data products that provide novel insights into the distinct patterns of dynamics for existing small businesses relative to new business formations.

Business Formation: A Tale of Two Recessions

The trajectory of new business applications and transitions to employer businesses differ markedly during the Great Recession and COVID-19 Recession. Both applications and transitions to employer startups decreased slowly but persistently in the post-Lehman crisis period of the Great Recession. In contrast, during the COVID-19 Recession new applications initially declined but have since sharply rebounded, resulting in a surge in applications during 2020. Projected transitions to employer businesses also rise but this is dampened by a change in the composition of applications in 2020 towards applications that are more likely to be nonemployers.

Do Walmart Supercenters Improve Food Security?

This paper examines the effect of Walmart Supercenters, which lower food prices and expand food availability, on household and child food insecurity. Our food insecurity-related outcomes come from the 2001-2012 waves of the December Current Population Study Food Security Supplement. Using narrow geographic identifiers available in the restricted version of these data, we compute the distance between each household's census tract of residence and the nearest Walmart Supercenter. We estimate instrumental variables models that leverage the predictable geographic expansion patterns of Walmart Supercenters outward from Walmart's corporate headquarters. Results suggest that closer proximity to a Walmart Supercenter improves the food security of households and children, as measured by number of affirmative responses to a food insecurity questionnaire and an indicator for food insecurity. The effects are largest among low-income households and children, but are also sizeable for middle-income children.

The Effects of Industry Classification Changes on US Employment Composition

This paper documents the extent to which compositional changes in US employment from 1976 to 2009 are due to changes in the industry classification scheme used to categorize economic
activity. In 1997, US statistical agencies began implementation of a change from the Standard Industrial Classification System (SIC) to the North American Industrial Classification System (NAICS). NAICS was designed to provide a consistent classification scheme that consolidated declining or obsolete industries and added categories for new industries. Under NAICS, many activities previously classified as Manufacturing, Wholesale Trade, or Retail Trade were re-classified into the Services sector. This re-classification resulted in a significant shift of measured activities across sectors without any change in underlying economic activity. Using a newly developed establishment-level database of employment activity that is consistently classified on a NAICS basis, this paper shows that the change from SIC to NAICS increased the share of Services employment by approximately 36 percent. 7.6 percent of US manufacturing employment, equal to approximately 1.4 million jobs, was reclassified to services. Retail trade and wholesale trade also experienced a significant reclassification of activities in the transition.
