    Shift or replenishment? Reassessing the prospect of stable Spanish bilingualism across contexts of ethnic change

    Much of the existing literature on Latinos' use of Spanish claims that a general pattern of intergenerational decline in the use of Spanish will produce an overall shift away from Spanish use in the U.S. (Rumbaut, Massey, and Bean 2006; Veltman 1983b, 1990). In contrast, recent works emphasize the importance of the social and linguistic context in reinforcing the use of Spanish as well as (pan)ethnic identities among U.S.-born Latinos (Linton 2004; Linton and Jim'nez 2009; Stevens 1992). This literature suggests conditions under which Spanish-English bilingualism might become stable at the level of metropolitan areas; however, such conditions depend on how immigration shapes the context of language use for native-born Latinos. Given the declining levels of immigration from Latin America, will bilingualism subside in the U.S., or have certain communities created conditions in which bilingualism can be stable? Using geocoded data from restricted access versions of the Survey of Income and Program Participation (SIPP) and the American Community Survey (ACS), we model the probability of Spanish-English bilingualism among second- and third-generation Latinos using multilevel models with contextual measures of immigration and language use at both the neighborhood and metropolitan levels. We find evidence that U.S.-born Latinos are heavily influenced by the prevalence of Spanish use among U.S. born Latinos at both the metropolitan and neighborhood levels. Further, the proportion of foreign-born Latinos has little effect on the native born, after controlling for Spanish use among U.S,-born Latinos. These results are a first step in understanding the link between ethnic or panethnic contexts and language practices, and also in producing a better characterization of stable bilingualism that can be tested quantitatively.

    Whose Job Is It Anyway? Co-Ethnic Hiring in New U.S. Ventures

    We explore co-ethnic hiring among new ventures using U.S. administrative data. Co-ethnic hiring is ubiquitous among immigrant groups, averaging about 22.5% and ranging from 2% to 40%. Co-ethnic hiring grows with the size of the local ethnic workforce, greater linguistic distance to English, lower cultural/genetic similarity to U.S. natives, and in harsher policy environments for immigrants. Co ethnic hiring is remarkably persistent for ventures and for individuals. Co-ethnic hiring is associated with greater venture survival and growth when thick local ethnic employment surrounds the business. Our results are consistent with a blend of hiring due to information advantages within ethnic groups with some taste-based hiring.

    Foreign vs. U.S. Graduate Degrees: The Impact on Earnings Assimilation and Return Migration for the Foreign Born

    Using a novel panel data set of recent immigrants to the U.S., we identify return migration rates and earnings trajectories of two immigrant groups: those with foreign graduate degrees and those with a U.S. graduate degree. We focus on immigrants (of both genders) to the U.S. who arrive in the same entry cohort and from the same country of birth over the period 2005-2015. In Census-IRS administrative data, we find that downward earnings trajectories are predictive of return migration for immigrants with degrees acquired abroad. Meanwhile, immigrants with U.S.-acquired graduate degrees experience mainly upward earnings mobility.

    Immigrants' Earnings Growth and Return Migration from the U.S.: Examining their Determinants using Linked Survey and Administrative Data

    Using a novel panel data set of recent immigrants to the U.S. (2005-2007) from individual-level linked U.S. Census Bureau survey data and Internal Revenue Service (IRS) administrative records, we identify the determinants of return migration and earnings growth for this immigrant arrival cohort. We show that by 10 years after arrival almost 40 percent have return migrated. Our analysis examines these flows by educational attainment, country of birth, and English language ability separately for each gender. We show, for the first time, that return migrants experience downward earnings mobility over two to three years prior to their return migration. This finding suggests that economic shocks are closely related to emigration decisions; time-variant unobserved characteristics may be more important in determining out-migration than previously known. We also show that wage assimilation with native-born populations occurs fairly quickly; after 10 years there is strong convergence in earnings by several characteristics. Finally, we confirm that the use of stock-based panel data lead to estimates of slower earnings growth than is found using repeated cross-section data. However, we also show, using selection-correction methods in our panel data, that stock-based panel data may understate the rate of earnings growth for the initial immigrant arrival cohort when emigration is not accounted for.

    Individual Changes in Identification with Hispanic Ethnic Origins: Evidence from Linked 2000 and 2010 Census Data

    Population estimates and demographic profiles are central to both academic and public debates about immigration, immigrant assimilation, and minority mobility. Analysts' conclusions are shaped by the choices that survey respondents make about how to identify themselves on surveys, but such choices change over time. Using linked responses to the 2000 and 2010 Censuses, our paper examines the extent to which individuals change between specific Hispanic categories such as Mexican origin. We first examine how changes in identification affect population change for national and regional origin groups. We then examine patterns of entry and exit to understand which groups more often switch between a non-Hispanic, another specific origin, or a general Hispanic identification. Finally, we profile who is most likely to change identification. Our findings affirm the fluidity of ethnic identification, especially between categories of Hispanic origin, which in turn carries important implications for population and compositional changes.

    WHITE-LATINO RESIDENTIAL ATTAINMENTS AND SEGREGATION IN SIX CITIES: ASSESSING THE ROLE OF MICRO-LEVEL FACTORS

    This study examines the residential outcomes of Latinos in major metropolitan areas using new methods to connect micro-level analyses of residential attainments to overall patterns of segregation in the metropolitan area. Drawing on new formulations of standard measures of evenness, we conduct micro-level multivariate analyses using the restricted-use census microdata files to predict segregation-relevant neighborhood outcomes for individuals by race. We term the dependent variables segregation-relevant neighborhood outcomes because the differences in average outcomes for each group on these variables determine the values of the aggregate measures of evenness. This approach allows me to use standardization and components analysis to quantitatively assess the separate contributions that differences in social characteristics and differences in rates of return make towards determining the overall disparity in residential outcomes ' that is, the level of segregation ' between Whites and Latinos. Based on our micro-level residential attainment analyses we find that for Latinos, acculturation and gains in socioeconomic status are associated with greater residential contact with Whites, in agreement with spatial assimilation theory, which promotes lower segregation. However, our standardization and components analyses reveals that a substantial portion of White-Latino disparities in residential contact with Whites can be attributed to differences in rates of return; that is White-Latino differences in the ability to translate acculturation and gains in socioeconomic status into more residential contact with Whites. This is further elaborated upon by assessing the changes in contact with Whites for Whites and Latinos after manipulating single variables while holding all others constant. This can be interpreted as the role of discrimination which is emphasized by place stratification theory. Therefore we conclude that while members of minority groups make gains in residential outcomes that reduce segregation by attaining parity with Whites on social characteristics as spatial assimilation theory would predict, a substantial disparity will persist as Latinos cannot translate those gains into greater contact with Whites at the rate that Whites can. At the aggregate level of analysis, this means that White-Latino segregation remains substantial even when groups are equalized on social and economic characteristics.

    Assimilation and Coverage of the Foreign-Born Population in Administrative Records

    The U.S. Census Bureau is researching ways to incorporate administrative data in decennial census and survey operations. Critical to this work is an understanding of the coverage of the population by administrative records. Using federal and third party administrative data linked to the American Community Survey (ACS), we evaluate the extent to which administrative records provide data on foreign-born individuals in the ACS and employ multinomial logistic regression techniques to evaluate characteristics of those who are in administrative records relative to those who are not. We find that overall, administrative records provide high coverage of foreign-born individuals in our sample for whom a match can be determined. The odds of being in administrative records are found to be tied to the processes of immigrant assimilation - naturalization, higher English proficiency, educational attainment, and full-time employment are associated with greater odds of being in administrative records. These findings suggest that as immigrants adapt and integrate into U.S. society, they are more likely to be involved in government and commercial processes and programs for which we are including data. We further explore administrative records coverage for the two largest race/ethnic groups in our sample - Hispanic and non-Hispanic single-race Asian foreign born, finding again that characteristics related to assimilation are associated with administrative records coverage for both groups. However, we observe that neighborhood context impacts Hispanics and Asians differently.

    WHY IMMIGRANTS LEAVE NEW DESTINATIONS AND WHERE DO THEY GO?

    Immigrants have a markedly higher likelihood of migrating internally if they live in new estinations. This paper looks at why that pattern occurs and at how immigrants' out-migration to new versus traditional destinations responds to their labor market economic and industrial structure, nativity origins and concentration, geographic region, and 1995 labor market type. Confidential data from the 2000 and 1990 decennial censuses are used for the analysis. Metropolitan and non-metropolitan areas are categorized into 741 local labor markets and classified as new or traditional based on their nativity concentrations of immigrants from the largest Asian, Caribbean and Latin American origins. The analysis showed that immigrants were less likely to migrate to new destinations if they lived in areas of higher nativity concentration, foreign-born population growth, and wages but more likely to make that move if they were professionals, agricultural or blue collar workers, highly educated, fluent in English, and lived in other new destinations. While most immigrants are more likely to migrate to new rather than traditional destinations that outcome differs sharply for immigrants from different origins and for some immigrants, particularly those from the Caribbean, the dispersal process to new destinations has barely started.

    HUMAN CAPITAL TRAPS? ENCLAVE EFFECTS USING LINKED EMPLOYER-HOUSEHOLD DATA

    This study uses linked employer-household data to measure the impact of immigrant social networks, as identified via neighborhood and workplace affiliation, on immigrant earnings. Though ethnic enclaves can provide economic opportunities through job creation and job matching, they can also stifle the assimilation process by limiting interactions between enclave members and non-members. I find that higher residential and workplace ethnic clustering among immigrants is consistently correlated with lower earnings. For immigrants with a high school education or less, these correlations are primarily due to negative self-selection. On the other hand, self-selection fails to explain the lower earnings associated with higher ethnic clustering for immigrants with post-secondary schooling. The evidence suggests that co-ethnic clustering has no discernible effect on the earnings of immigrants with lower education, but may be leading to human capital traps for immigrants who have more than a high school education.

    COMMUNITY DETERMINANTS OF IMMIGRANT SELF-EMPLOYMENT: HUMAN CAPITAL SPILLOVERS AND ETHNIC ENCLAVES

    I find evidence that human capital spillovers have positive effects on the proclivity of low human capital immigrants to self-employ. Human capital spillovers within an ethnic community can increase the self-employment propensity of its members by decreasing the costs associated with starting and running a business (especially, transaction costs and information costs). Immigrants who do not speak English and those with little formal education are more likely to be self-employed if they reside in an ethnic community boasting higher human capital. On the other hand, the educational attainment of co-ethnics does not appear to affect the self-employment choices of immigrants with a post-secondary education to become self-employed. Further analysis suggests that immigrants in communities with more human capital choose industries that are more capital-intensive. Overall, the results suggest that the communities in which immigrants reside influences their self-employment decisions. For low-skilled immigrants who face high costs to learning English and/or acquiring more education, these human capital spillovers may serve as an alternative resource of information and labor mobility.
