    Estimating the Potential Impact of Combined Race and Ethnicity Reporting on Long-Term Earnings Statistics

    We use place of birth information from the Social Security Administration linked to earnings data from the Longitudinal Employer-Household Dynamics Program and detailed race and ethnicity data from the 2010 Census to study how long-term earnings differentials vary by place of birth for different self-identified race and ethnicity categories. We focus on foreign-born persons from countries that are heavily Hispanic and from countries in the Middle East and North Africa (MENA). We find substantial heterogeneity of long-term earnings differentials within country of birth, some of which will be difficult to detect when the reporting format changes from the current two-question version to the new single-question version because they depend on self-identifications that place the individual in two distinct categories within the single-question format, specifically, Hispanic and White or Black, and MENA and White or Black. We also study the USA-born children of these same immigrants. Long-term earnings differences for the 2nd generation also vary as a function of self-identified ethnicity and race in ways that changing to the single-question format could affect.

    Citizenship Question Effects on Household Survey Response

    Several small-sample studies have predicted that a citizenship question in the 2020 Census would cause a large drop in self-response rates. In contrast, minimal effects were found in Poehler et al.'s (2020) analysis of the 2019 Census Test randomized controlled trial (RCT). We reconcile these findings by analyzing associations between characteristics about the addresses in the 2019 Census Test and their response behavior by linking to independently constructed administrative data. We find significant heterogeneity in sensitivity to the citizenship question among households containing Hispanics, naturalized citizens, and noncitizens. Response drops the most for households containing noncitizens ineligible for a Social Security number (SSN). It falls more for households with Latin American-born immigrants than those with immigrants from other countries. Response drops less for households with U.S.-born Hispanics than households with noncitizens from Latin America. Reductions in responsiveness occur not only through lower unit self-response rates, but also by increased household roster omissions and internet break-offs. The inclusion of a citizenship question increases the undercount of households with noncitizens. Households with noncitizens also have much higher citizenship question item nonresponse rates than those only containing citizens. The use of tract-level characteristics and significant heterogeneity among Hispanics, the foreign-born, and noncitizens help explain why the effects found by Poehler et al. were so small. Linking administrative microdata with the RCT data expands what we can learn from the RCT.

    Examining Racial Identity Responses Among People with Middle Eastern and North African Ancestry in the American Community Survey

    People with Middle Eastern and North African (MENA) backgrounds living in the United States are defined and classified as White by current Federal standards for race and ethnicity, yet many MENA people do not identify as White in surveys, such as those conducted by the U.S. Census Bureau. Instead, they often select 'Some Other Race', if it is provided, and write in MENA responses such as Arab, Iranian, or Middle Eastern. In processing survey data for public release, the Census Bureau classifies these responses as White in accordance with Federal guidance set by the U.S. Office of Management and Budget. Research that uses these edited public data relies on limited information on MENA people's racial identification. To address this limitation, we obtained unedited race responses in the nationally representative American Community Survey from 2005-2019 to better understand how people of MENA ancestry report their race. We also use these data to compare the demographic, cultural, socioeconomic, and contextual characteristics of MENA individuals who identify as White versus those who do not identify as White. We find that one in four MENA people do not select White alone as their racial identity, despite official guidance that defines 'White' as people having origins in any of the original peoples of Europe, the Middle East, or North Africa. A variety of individual and contextual factors are associated with this choice, and some of these factors operate differently for U.S.-born and foreign-born MENA people living in the United States.

    Shift or replenishment? Reassessing the prospect of stable Spanish bilingualism across contexts of ethnic change

    Much of the existing literature on Latinos' use of Spanish claims that a general pattern of intergenerational decline in the use of Spanish will produce an overall shift away from Spanish use in the U.S. (Rumbaut, Massey, and Bean 2006; Veltman 1983b, 1990). In contrast, recent works emphasize the importance of the social and linguistic context in reinforcing the use of Spanish as well as (pan)ethnic identities among U.S.-born Latinos (Linton 2004; Linton and Jim'nez 2009; Stevens 1992). This literature suggests conditions under which Spanish-English bilingualism might become stable at the level of metropolitan areas; however, such conditions depend on how immigration shapes the context of language use for native-born Latinos. Given the declining levels of immigration from Latin America, will bilingualism subside in the U.S., or have certain communities created conditions in which bilingualism can be stable? Using geocoded data from restricted access versions of the Survey of Income and Program Participation (SIPP) and the American Community Survey (ACS), we model the probability of Spanish-English bilingualism among second- and third-generation Latinos using multilevel models with contextual measures of immigration and language use at both the neighborhood and metropolitan levels. We find evidence that U.S.-born Latinos are heavily influenced by the prevalence of Spanish use among U.S. born Latinos at both the metropolitan and neighborhood levels. Further, the proportion of foreign-born Latinos has little effect on the native born, after controlling for Spanish use among U.S,-born Latinos. These results are a first step in understanding the link between ethnic or panethnic contexts and language practices, and also in producing a better characterization of stable bilingualism that can be tested quantitatively.

    Federal-Local Partnerships on Immigration Law Enforcement: Are the Policies Effective in Reducing Violent Victimization?

    Our understanding of how immigration enforcement impacts crime has been informed by data from the police crime statistics. This study complements existing research by using longitudinal multilevel data from the National Crime Victimization Survey (NCVS) for 2005-2014 to simultaneously assess the impact of the three predominant immigration policies that have been implemented in local communities. The results indicate that the activation of Secure Communities and 287(g) task force agreements significantly increased violent victimization risk among Latinos, whereas they showed no evident impact on victimization risk among non-Latino Whites and Blacks. The activation of 287(g) jail enforcement agreements and anti-detainer policies had no significant impact on violent victimization risk during the period.Contrary to their stated purpose of enhancing public safety, our results show that the Secure Communities program and 287(g) task force agreements did not reduce crime, but instead eroded security in American communities by increasing the likelihood that Latinos experienced violent victimization. These results support the Federal government's ending of 287(g) task force agreements and its more recent move to end the Secure Communities program. Additionally, the results of our study add to the evidence challenging claims that anti-detainer policies pose a threat to violence risk.

    Factors that Influence Change in Hispanic Identification: Evidence from Linked Decennial Census and American Community Survey Data

    This study explores patterns of ethnic boundary crossing as evidenced by changes in Hispanic origin responses across decennial census and survey data. We identify socioeconomic, cultural, and demographic factors associated with Hispanic response change. In addition, we assess whether changes in the Hispanic origin question between the 2000 and 2010 censuses influenced changes in Hispanic reporting. We use a unique large dataset that links a person's unedited responses to the Hispanic origin question across Census 2000, the 2010 Census and the 2006-2010 American Community Survey five-year file. We find that most of the individuals in the sample identified consistently as Hispanic regardless of changes in the wording of the Hispanic origin question. Individuals who changed in or out of a Hispanic identification, as well as those who consistently identified as non-Hispanic (of Hispanic ancestry), differed in socioeconomic and cultural characteristics from individuals who consistently reported as Hispanic. The likelihood of changing their Hispanic origin response is higher among U.S.-born individuals, those reporting mixed Hispanic and non-Hispanic ancestries, those who speak only English at home, and those who live in tracts that are predominantly non-Hispanic. Racial identification and detailed Hispanic background also influence changes in Hispanic origin responses. Finally, changes in mode and relationship to the reference person in the household are associated with changes in Hispanic origin responses, suggesting that data collection elements also can influence Hispanic origin response change.

    Individual Changes in Identification with Hispanic Ethnic Origins: Evidence from Linked 2000 and 2010 Census Data

    Population estimates and demographic profiles are central to both academic and public debates about immigration, immigrant assimilation, and minority mobility. Analysts' conclusions are shaped by the choices that survey respondents make about how to identify themselves on surveys, but such choices change over time. Using linked responses to the 2000 and 2010 Censuses, our paper examines the extent to which individuals change between specific Hispanic categories such as Mexican origin. We first examine how changes in identification affect population change for national and regional origin groups. We then examine patterns of entry and exit to understand which groups more often switch between a non-Hispanic, another specific origin, or a general Hispanic identification. Finally, we profile who is most likely to change identification. Our findings affirm the fluidity of ethnic identification, especially between categories of Hispanic origin, which in turn carries important implications for population and compositional changes.

    WHITE-LATINO RESIDENTIAL ATTAINMENTS AND SEGREGATION IN SIX CITIES: ASSESSING THE ROLE OF MICRO-LEVEL FACTORS

    This study examines the residential outcomes of Latinos in major metropolitan areas using new methods to connect micro-level analyses of residential attainments to overall patterns of segregation in the metropolitan area. Drawing on new formulations of standard measures of evenness, we conduct micro-level multivariate analyses using the restricted-use census microdata files to predict segregation-relevant neighborhood outcomes for individuals by race. We term the dependent variables segregation-relevant neighborhood outcomes because the differences in average outcomes for each group on these variables determine the values of the aggregate measures of evenness. This approach allows me to use standardization and components analysis to quantitatively assess the separate contributions that differences in social characteristics and differences in rates of return make towards determining the overall disparity in residential outcomes ' that is, the level of segregation ' between Whites and Latinos. Based on our micro-level residential attainment analyses we find that for Latinos, acculturation and gains in socioeconomic status are associated with greater residential contact with Whites, in agreement with spatial assimilation theory, which promotes lower segregation. However, our standardization and components analyses reveals that a substantial portion of White-Latino disparities in residential contact with Whites can be attributed to differences in rates of return; that is White-Latino differences in the ability to translate acculturation and gains in socioeconomic status into more residential contact with Whites. This is further elaborated upon by assessing the changes in contact with Whites for Whites and Latinos after manipulating single variables while holding all others constant. This can be interpreted as the role of discrimination which is emphasized by place stratification theory. Therefore we conclude that while members of minority groups make gains in residential outcomes that reduce segregation by attaining parity with Whites on social characteristics as spatial assimilation theory would predict, a substantial disparity will persist as Latinos cannot translate those gains into greater contact with Whites at the rate that Whites can. At the aggregate level of analysis, this means that White-Latino segregation remains substantial even when groups are equalized on social and economic characteristics.

    This paper takes advantage of the Michigan Census Research Data Center to merge limited-access Census Bureau data with county level information to investigate the impact of Latino-owned business (LOB) employment share on local economic performance measures, namely per capita income, employment, poverty, and population growth. Beginning with OLS and then moving to the Spatial Durbin Model, this paper shows the impact of LOB overall employment share is insignificant. When decomposed into various industries, however, LOB employment share does have a significant impact on economic performance measures. Significance varies by industry, but the results support a divide in the impact of LOB employment share in low and high-barrier industries.

    THE DYNAMICS OF LATINO-OWNED BUSINESS WITH COMPARISIONS TO OTHER ETHNICITIES

    This paper employs the Michigan Census Research Data Center to merge three limited-access Census Bureau data sets by individual firm and establishment level to investigate the factors associated with the Latino-owned Business (LOB) location and dynamics over time. The three main LOB outcomes under analysis are as follows: (1) the probability of a business being Latino-owned as opposed to a business being Asian-owned, Black-owned, or White-owned; (2) the probability of new business entry and exit; and (3) LOB employment growth. This paper then compares these factors associated with LOB with past findings on businesses that are Asian-owned, Black-owned, and White-owned. Some notable findings include: (1) only Black business owners are less associated with using personal savings as start-up capital than Latinos; (2) the only significant coefficient on start-up capital source is personal savings and it increases the odds of survival of a Latino business by 4%; (3) on average, having Puerto Rican ancestry decreases the odds of business survival; and (4) LOB are relatively likely to start a business with a small amount of capital, which, in turn, limits their future growth.
