A Search and Learning Model of Export Dynamics

Exporting abroad is much harder than selling at home, and overcoming hurdles to exporting takes time. Our goal is to identify specific barriers to exporting and to measure their importance. We develop a model of firm-level export dynamics that features costly customer search, network effects in finding buyers, and learning about product appeal. Fitting the model to customs records of U.S. imports of manufactures from Colombia we replicate patterns of exporter maturation. A potentially valuable intangible asset of a firm is its customer base and knowledge of a market. Our model delivers some striking estimates of what such assets are worth. Averaging across active exporters, the loss from total market amnesia (losing its current U.S. customer base along with its accumulated knowledge of product appeal) is US$ 3.4 million, about 34 percent of the value of exporting overall. About half is the loss of future sales to existing customers while the rest is the cost of relearning its appeal in the market and reestablishing visibility as an exporter. Given the importance of search, learning, and visibility, the 5-year response of total export sales to an exchange rate shock exceeds the 1-year response by about 40 percent.

Are Customs Records Consistent Across Countries? Evidence from the U.S. and Colombia

In many countries, official customs records include identifying information on the exporting and importing firms involved in each shipment. This information allows researchers to study international business networks, offshoring patterns, and the micro-foundations of aggregate trade flows. It also provides the government with a basis for tariff assessments at the border. However, there are no mechanisms in place to ensure that the shipment-level information recorded by the exporting country is consistent with the shipment-level information recorded by the importing country. And to the extent that there are discrepancies, it is not clear how prevalent they are or what form they take. In this paper we explore these issues, both to enhance our understanding of the limitations of customs records, and to inform future discussions of possible revisions in the way they are collected.
Specifically, we match U.S.-bound export shipments that appear in Colombian Customs records (DIAN) with their counterparts in the US Customs records (LFTTD): U.S. import shipments from Colombia. Several patterns emerge. First, differences in the coverage of the two countries customs records lead to significant discrepancies in the official bilateral trade flow statistics of these two countries: the DIAN database records 8 percent fewer transactions than the LFTTD database over the sample period, and the average export shipment size in the DIAN is roughly 4 percent smaller than the corresponding import shipment size in the LFTTD. These discrepancies are not due to difference in minimum shipment sizes and they are not particular to a few sectors, though they are more common among small shipments and they evolve over time.
Second, if we rely exclusively on firms' names and addresses, ignoring other shipment characteristics (value, product code, etc.), we are able to match 85 percent of the value of U.S. imports from Colombia in our LFTTD sample with particular Colombian suppliers in the DIAN. Further, fully 97 percent of the value of Colombian exports to the U.S. can be mapped onto particular importers in the U.S. LFTTD.
Third, however, match rates at the shipment level within buyer-seller pairs are low. That is, while buyers and sellers can be paired up fairly accurately, only 25-30 percent of the individual transactions in the customs records of the two countries can be matched using fuzzy algorithms at reasonable tolerance levels.
Fourth, the manufacturer ID (MANUF_ID) that appears in the LFTTD implies there are roughly twice as many Colombian exporters as actually appear in the DIAN. And similar comments apply to an analogous MANUF_ID variable constructed from importer name and address information in the DIAN. Hence studies that treat each MANUF_ID value as a distinct firm are almost surely overstating the number of foreign firms that engage in trade with the U.S. by a substantial amount.
Finally, we conclude that if countries were to require that exporters report standardized shipment identifiers'either invoice numbers or bill of lading/air waybill numbers'it would be far easier to track individual transactions and to identify international discrepancies in reporting.

Statistics on the Small Business Administration's Scale-Up America Program

This paper attempts to quantify the difference in performance, of 'treated' (program participant) and 'non-treated' (non-participant) firms in SBA's Scale-Up initiative. I combine data from the SBA with administrative data housed at Census using a combination of numeric and name and address matching techniques. My results show that after controlling for available observable characteristics, a positive correlation exists between participation in the Scale-Up initiative and firm growth. However, publicly available survey results have shown that entrepreneurs have a variety of goals in-mind when they start their businesses. Two prominent, and potentially contradictory ones are work-life balance and greater income. That means that not all firms may want to grow and I am unable to completely control for owner motivations. Finally, I do not find a statistically significant relationship between participation in Scale-Up and firm survival once other business characteristics are accounted for.

Small Business Growth and Failure during the Great Recession: The Role of House Prices, Race & Gender

Using 2002-2011 data from the Longitudinal Business Database linked to the 2002 and 2007 Survey of Business Owners, this paper explores whether (through a collateral channel) the rise in home prices over the early 2000's and their subsequent fall associated with the Great Recession had differential impacts on business performance across owner race, ethnicity and gender. We find that the employment growth rate of minority-owned firms, particularly black and Hispanic-owned firms, is more sensitive to changes in house prices than is that of their nonminority-owned counterparts.

Statistics on the International Trade Administration's Global Markets Program

Recent mandates for evidence-based policy choices from both the Executive and Legislative branches of the federal government underscore the importance of understanding the relationship between program participation and business outcomes. In this paper, we examine the correlations between participation in an export-promotion program and business outcomes. We use this experience to provide more general lessons learned about combining program data on treatments with Census Bureau micro data that can be used as a control. Note this paper does not evaluate a program, but instead provides critical information about a program.
The mission of the Commercial Service/Global Markets program is to help companies either start or increase their exports of goods and services. It pursues this mission through advocacy, events, and counseling. This study looks at a very small part of the overall program. While we cannot rule-out several sources of bias in our results, we do observe several consistent patterns across our models. In particular, program participation is positively correlated with export growth and change and, for small businesses, also with positive employment growth. However, overall, and for large firms in particular, there is a negative correlation with employment growth and counseling. The paper concludes with a 'Lessons Learned' section that highlights areas where measurement can be improved.

Identifying Foreign Suppliers in U.S. Merchandise Import Transactions

The availability of international trade transactions data capturing individual relationships between buyers and suppliers permits the answering of numerous new questions governing the economic activity of traders. In this paper, we explore the reliability of two-sided firm trade transactions data sourced from the United States by comparing the number of foreign suppliers from U.S. merchandise import transaction data to origin-country data. We find that the statistic derived from the origin-country data, on average, tends to be 20 percent lower than using the raw U.S. data. Guided by this finding, we propose and implement a set of methods that are capable of aligning the counts more closely from these two different data sources. Overall, our analysis presents broad support for the use of U.S. merchandise import transactions data to study buyer-supplier relationships in international trade.

The Evolution of National Retail Chains: How We Got Here

The growth and dominance of large, national chains is a ubiquitous feature of the US retail sector. The recent literature has documented the rise of these chains and the contribution of this structural change to productivity growth in the retail trade sector. Recent studies have also shown that the establishments of large, national chains are both more productive and more stable than the establishments of single-unit firms they are displacing. We build on this literature by following the paths of retail firms and establishments from 1977 to 2007 using establishment- and firm-level data from the Census of Retail Trade and the Longitudinal Business Database. We dissect the shift towards large, national chains on several margins. We explore the differences in entry and exit as well as job creation and destruction patterns at the establishment and firm level. We find that over this period there are consistently high rates of entry and job creation by the establishments of single-unit firms and large, national firms, but net growth is much higher for the large, national firms. Underlying this difference is far lower exit and job destruction rates of establishments from national chains. Thus, the story of the increased dominance of national chains is not so much due to a declining entry rate of new single-unit firms but rather the much greater stability of the new establishments belonging to national chains relative to their single-unit counterparts. Given the increasing dominant role of these chains, we dissect the paths to success of national chains, including an analysis of four key industries in retail trade. We find dramatically different patterns across industries. In General Merchandise, the rise in national chains is dominated by slow but gradual growth of firms into national chain status. In contrast, in Apparel, which has become much more dominated by national chains in recent years, firms that quickly became national chains play a much greater role.

OWNER CHARACTERISTICS AND FIRM PERFORMANCE DURING THE GREAT RECESSION

Minority owned businesses are an increasing important component of the U.S. economy, growing at twice the rate of all U.S. businesses between 2002 and 2007. However, a growing literature indicates that minority-owned businesses may have been especially impacted by the Great Recession. As house prices declined, foreclosures fell disproportionately on urban minority neighborhoods and one of the sources of credit for business owners was severely constrained. Using 2002-2011 data from the Longitudinal Business Database linked to the 2002 Survey of Business Owners, this paper adds to the literature by examining the employment growth and survival of minority and women employer businesses during the last decade, including the Great Recession. At first glance, our preliminary findings suggest that black and women-owned businesses underperform white, male-owned businesses, that Asian-owned businesses outperform other groups, and that Hispanic-owned businesses outperform non-Hispanic ones in regards to employment growth. However, when we look only at continuing firms, black-owned businesses outperform white-owned businesses in terms of employment growth. At the same time, we also find that the recession appears to have impacted black-owned and Hispanic-owned businesses more severely than their counterparts, in terms of employment growth as well as survival. This is also the case for continuing black and Hispanic-owned firms.

Decomposing Aggregate Trade Flows: New Evidence from U.S. Traders

Using firm-level data on export transactions, we uncover a rich set of results about the extensive margins of exporting and exporter responses during periods of global downturns. We perform our analysis with respect to firm size, age, ownership status, and sector to emphasize the role of firm heterogeneity. We uncover a larger role for firm entry and exit in changes in annual export flows of single-unit, smaller, and younger firms. Young, small firms perform best during both periods of crises as well as non-crises periods. We also decompose the margins of U.S. imports at the U.S. importer, foreign supplier, and U.S. importer-foreign supplier pair levels. While export flows are closely correlated with global business cycles, import flows more closely approximate U.S. economic cycles. Additionally, both pair and foreign supplier flows are far more volatile than U.S. import flows, that is, U.S. importer-foreign supplier matches experience more churning on average than do either U.S. importers or foreign suppliers.

Past Experience and Future Success: New Evidence on Owner Characteristics and Firm Performance

Because the ability of entrepreneurs to start their own businesses is key to the success of the U.S. economy and to the economic mobility of many disadvantaged demographic groups, understanding why entrepreneurship activity varies across groups and geography is an increasingly important issue. As a step in this direction we employ a novel set of metrics of business success to the growing literature and find great variation across groups and metrics. For example, we find that black-owned firms grow slower than white or Asian-owned firms. However, once we condition on firm survival, the differences disappear. Interestingly, we also find differences across groups in their start-up histories. For example, Asian-owned firms are less likely than white-owned firms to have started-out as nonemployers but firms owned by all other minority groups, as well as women-owned firms, are more likely to start-out without employees.
