    Places versus People: The Ins and Outs of Labor Market Adjustment to Globalization

    We analyze the distinct adjustment paths of U.S. labor markets (places) and U.S. workers (people) to increased Chinese import competition during the 2000s. Using comprehensive register data for 2000'2019, we document that employment levels more than fully rebound in trade-exposed places after 2010, while employment-to-population ratios remain depressed and manufacturing employment further atrophies. The adjustment of places to trade shocks is generational: affected areas recover primarily by adding workers to non-manufacturing who were below working age when the shock occurred. Entrants are disproportionately native-born Hispanics, foreign-born immigrants, women, and the college-educated, who find employment in relatively low-wage service sectors like medical services, education, retail, and hospitality. Using the panel structure of the employer-employee data, we decompose changes in the employment composition of places into trade-induced shifts in the gross flows of people across sectors, locations, and non-employment status. Contrary to standard models, trade shocks reduce geographic mobility, with both in- and out-migration remaining depressed through 2019. The employment recovery instead stems almost entirely from young adults and foreign-born immigrants taking their first U.S. jobs in affected areas, with minimal contributions from cross-sector transitions of former manufacturing workers. Although worker inflows into non-manufacturing more than fully offset manufacturing employment losses in trade-exposed locations after 2010, incumbent workers neither fully recover earnings losses nor predominately exit the labor market, but rather age in place as communities undergo rapid demographic and industrial transitions.

    Neighborhood Revitalization and Residential Sorting

    The HOPE VI Revitalization program sought to transform high-poverty neighborhoods into mixed-income communities through the demolition of public housing projects and the construction of new housing. We use longitudinal administrative data to investigate how the program affected both neighborhoods and individual residential outcomes. In line with the stated objectives, we find that the program reduced poverty rates in targeted neighborhoods and enabled subsidized renters to live in lower-poverty neighborhoods, on average. The primary beneficiaries were not the original neighborhood residents, most of whom moved away. Instead, subsidized renters who moved into the neighborhoods after an award experienced the largest reductions in neighborhood poverty. The program reduced the stock of public housing in targeted neighborhoods but expanded access to housing vouchers in other, lower-poverty neighborhoods. Spillover effects on the poverty rates of other neighborhoods were small and dispersed throughout the city. Our estimates imply that cities that revitalized half of their public housing stock reduced the average neighborhood poverty rate among all subsidized renters by 4.1 percentage points.

    Output Market Power and Spatial Misallocation

    Most product industries are local. In the U.S., firms selling goods and services to local consumers account for half of total sales and generate more than sixty percent of the nation's jobs. Competition in these industries occurs in local product markets: cities. I propose a theory of such competition in which firms have output market power. Spatial differences in local competition arise endogenously due to the spatial sorting of heterogeneous firms. The ability to charge higher markups induces more productive firms to overvalue locating in larger cities, leading to a misallocation of firms across space. The optimal policy incen tivizes productive firms to relocate to smaller cities, providing a rationale for commonly used place-based policies. I use U.S. Census establishment-level data to estimate markups and to structurally estimate the model. I document a significant heterogeneity in markups for local industries across U.S. cities. Cities in the top decile of the city-size distribution have a fifty percent lower markup than cities in the bottom decile. I use the estimated model to quantify the general equilibrium effects of place-based policies. Policies that remove markups and relocate firms to smaller cities yield sizable aggregate welfare gains.

    Using Restricted-Access ACS Data to Examine Economic and Noneconomic Factors of Interstate Migration By Race and Ethnicity

    We explore how determinants of internal migration differ between Black non-Hispanics, White non-Hispanics, and Hispanics using micro-level, restricted-use American Community Survey (ACS) data matched to data on attributes of sub-geographies down to the county level. This paper extends the discussion of internal migration in the U.S. by not only observing relationships between economic and noneconomic factors and household-level propensities to migrate, but also how these relationships differ across race and ethnicity within smaller geographies than have been explored in previous literature. We show that when controlling for household and location characteristics, minorities have a lower propensity to migrate than White households and document nuances in the responsiveness of internal migration to individual and locational attributes by racial and ethnic population subgroups.

    The Potential for Using Combined Survey and Administrative Data Sources to Study Internal Labor Migration

    This paper introduces a novel data set combining survey data from the American Community Survey (ACS) with administrative data on employment from the Longitudinal Employer-Household Dynamics program, in order to study geographic labor mobility. With its rich set of information about individuals at the time of the migration decision, large sample size, and near-comprehensive ability to detect labor mobility, the new combined ACS-LEHD data offers several advantages over the existing data sets that are typically used in the study of migration, such as the Decennial Census, Current Population Survey, and Internal Revenue Service data. An overview of how these different data sets can be employed, and examples demonstrating the usefulness of the newly proposed data set, are provided. Aggregate statistics and stylized facts are generated from the ACS-LEHD data which reveal many of the same features as the existing data sets, including the decline of aggregate mobility throughout the past decade, as well as many of the known demographic differences in migration propensity.

    Locate Your Nearest Exit: Mass Layoffs and Local Labor Market Response

    Large shocks to local labor markets cause lasting changes to communities and their residents. We examine four main channels through which the local labor force adjusts following mass layoffs: in- and out-migration, retirement, and disability insurance enrollment. We show that these channels account for over half of the labor force reductions following a mass layoff event. By measuring the residual difference between these channels and labor force change, we also show that labor force non-participation grew in the period during and after the Great Recession. This result highlights the growing importance of non-participation as a response to labor demand shocks.

    THE URBAN DENSITY PREMIUM ACROSS ESTABLISHMENTS

    We use longitudinal microdata to estimate the urban density premium for U.S. establishments, controlling for observed establishment characteristics and dynamic establishment behavior. Consistent with previous studies, we estimate a density premium between 6 and 10 percent, even after controlling for establishment composition, local skill mix, and the endogeneity of location choice. More importantly, we find that the estimated density premium is realized almost entirely at birth and is constant over the life of establishments. We find little evidence that the endogenous entry or exit of establishments can account for any of the estimated density premium. We interpret our results as implying that the returns to agglomeration diffuse within a city through a reallocation channel rather than through an increase in the productivity of existing firms.

    UNEMPLOYMENT DURATION AND GEOGRAPHIC MOBILITY: DO MOVERS FARE BETTER THAN STAYERS?

    This study uses a sample of unemployed workers constructed from the American Community Survey and the LEHD database, to compare the unemployment durations of those who find subsequent employment by relocating to a metropolitan area outside of their originally observed residence, versus those who find employment in their original location. Results from a hazard analysis confirm the importance of many of the determinants of migration posited in the literature, such as age, education, and local labor market conditions. While simple averages and OLS estimates indicate that migrating for a new job reduces the probability of re-employment within a given time frame and lengthens the spell of unemployment in the aggregate, after controlling for selection into migration using an IV approach based on local house price changes, the results suggest that out-migrating for employment actually has a large and significant beneficial effect of shortening the time to re-employment. This implies that those who migrate for jobs in the data may be particularly disadvantaged in their ability to find employment and thus have a strong short-term incentive to relocate.

    Disentangling Labor Supply and Demand Shifts Using Spatial Wage Dispersion: The Case of Oil Price Shocks

    We separate changes in labor supply and demand through changes in higher-order moments of the wage distribution. We illustrate this idea in a study of the effects of oil price shocks, which generate a predictable labor demand adjustment across regions. Empirically, oil price shocks decrease average wages, particularly skilled wages, and increase wage dispersion, particularly unskilled wage dispersion. In a model with spatial energy intensity differences and nontradables, labor demand shifts, while explaining the response of average wages to oil price shocks, have counterfactual implications for the response of wage dispersion. Only shifts in labor supply can explain this latter fact.

    FALLING HOUSE PRICES AND LABOR MOBILITY: EVIDENCE FROM MATCHED EMPLOYER-EMPLOYEE DATA

    This study uses worker-level employment data from the U.S. Census Bureau to test whether falling home prices affect a worker's propensity to take a job in a different metropolitan area from where he is currently located. Using a sample of workers from the American Community Survey, I employ a within-MSA-time estimation that compares homeowners to renters in their propensities to relocate for jobs according to data from the Longitudinal Employer Household Dynamics database. This strategy allows me to disentangle the influence of house prices from that of other time-varying, location-specific shocks. Estimates show that homeowners who have experienced declines in the nominal value of their home are approximately 20% less likely to take a new job in a location outside of the metropolitan area that they currently live and work in, relative to an equivalent renter. This evidence is consistent with the hypothesis that housing lock-in has contributed to the decreased labor mobility of homeowners during the recent housing bust.
