    Earnings Through the Stages: Using Tax Data to Test for Sources of Error in CPS ASEC Earnings and Inequality Measures

    In this paper, I explore the impact of generalized coverage error, item non-response bias, and measurement error on measures of earnings and earnings inequality in the CPS ASEC. I match addresses selected for the CPS ASEC to administrative data from 1040 tax returns. I then compare earnings statistics in the tax data for wage and salary earnings in samples corresponding to seven stages of the CPS ASEC survey production process. I also compare the statistics using the actual survey responses. The statistics I examine include mean earnings, the Gini coefficient, percentile earnings shares, and shares of the survey weight for a range of percentiles. I examine how the accuracy of the statistics calculated using the survey data is affected by including imputed responses for both those who did not respond to the full CPS ASEC and those who did not respond to the earnings question. I find that generalized coverage error and item nonresponse bias are dominated by measurement error, and that an important aspect of measurement error is households reporting no wage and salary earnings in the CPS ASEC when there are such earnings in the tax data. I find that the CPS ASEC sample misses earnings at the high end of the distribution from the initial selection stage and that the final survey weights exacerbate this.

    Revisions to the LEHD Establishment Imputation Procedure and Applications to Administrative Job Frame

    The Census Bureau is developing a 'job frame' to provide detailed job-level employment data across the U.S. through linked administrative records such as unemployment insurance and IRS W-2 filings. This working paper summarizes the research conducted by the job frame development team on modifying and extending the LEHD Unit-to-Worker (U2W) imputation procedure for the job frame prototype. It provides a conceptual overview of the U2W imputation method, highlighting key challenges and tradeoffs in its current application. The paper then presents four imputation methodologies and evaluates their performance in areas such as establishment assignment accuracy, establishment size matching, and job separation rates. The results show that all methodologies perform similarly in assigning workers to the correct establishment. Non-spell-based methodologies excel in matching establishment sizes, while spell-based methodologies perform better in accurately tracking separation rates.

    Empirical Distribution of the Plant-Level Components of Energy and Carbon Intensity at the Six-digit NAICS Level Using a Modified KAYA Identity

    Three basic pillars of industry-level decarbonization are energy efficiency, decarbonization of energy sources, and electrification. This paper provides estimates of a decomposition of these three components of carbon emissions by industry: energy intensity, carbon intensity of energy, and energy (fuel) mix. These estimates are constructed at the six-digit NAICS level from non-public, plant-level data collected by the Census Bureau. Four quintiles of the distribution of each of the three components are constructed, using multiple imputation (MI) to deal with non-reported energy variables in the Census data. MI allows the estimates to avoid non-reporting bias. MI also allows more six-digit NAICS to be estimated under Census non-disclosure rules, since dropping non-reported observations may have reduced the sample sizes unnecessarily. The estimates show wide variation in each of these three components of emissions (intensity) and provide a first empirical look into the plant-level variation that underlies carbon emissions.

    Revisiting Methods to Assign Responses when Race and Hispanic Origin Reporting are Discrepant Across Administrative Records and Third Party Sources

    The Best Race and Ethnicity Administrative Records Composite file ('Best Race file') is an composite file which combines Census, federal, and Third Party Data (TPD) sources and applies business rules to assign race and ethnicity values to person records. The first version of the Best Race administrative records composite was first constructed in 2015 and subsequently updated each year to include more recent vintages, when available, of the data sources originally included in the composite file. Where updates were available for data sources, the most recent information for persons was retained, and the business rules were reapplied to assign a single race and single Hispanic origin value to each person record. The majority of person records on the Best Race file have consistent race and ethnicity information across data sources. Where there are discrepancies in responses across data sources, we apply a series of business rules to assign a single race and ethnicity to each record. To improve the quality of the Best Race administrative records composite, we have begun revising the business rules which were developed several years ago. This paper discusses the original business rules as well as the implemented changes and their impact on the composite file.

    Producing U.S. Population Statistics Using Multiple Administrative Sources

    We identify several challenges encountered when constructing U.S. administrative record-based (AR-based) population estimates for 2020. Though the AR estimates are higher than the 2020 Census at the national level, they are over 15 percent lower in 5 percent of counties, suggesting that locational accuracy can be improved. Other challenges include how to achieve comprehensive coverage, maintain consistent coverage across time, filter out nonresidents and people not alive on the reference date, uncover missing links across person and address records, and predict demographic characteristics when multiple ones are reported or when they are missing. We discuss several ways of addressing these issues, e.g., building in redundancy with more sources, linking children to their parents' addresses, and conducting additional record linkage for people without Social Security Numbers and for addresses not initially linked to the Census Bureau's Master Address File. We discuss modeling to predict lower levels of geography for people lacking those geocodes, the probability that a person is a U.S. resident on the reference date, the probability that an address is the person's residence on the reference date, and the probability a person is in each demographic characteristic category. Regression results illustrate how many of these challenges and solutions affect the AR county population estimates.

    Estimating the U.S. Citizen Voting-Age Population (CVAP) Using Blended Survey Data, Administrative Record Data, and Modeling: Technical Report

    This report develops a method using administrative records (AR) to fill in responses for nonresponding American Community Survey (ACS) housing units rather than adjusting survey weights to account for selection of a subset of nonresponding housing units for follow-up interviews and for nonresponse bias. The method also inserts AR and modeling in place of edits and imputations for ACS survey citizenship item nonresponses. We produce Citizen Voting-Age Population (CVAP) tabulations using this enhanced CVAP method and compare them to published estimates. The enhanced CVAP method produces a 0.74 percentage point lower citizen share, and it is 3.05 percentage points lower for voting-age Hispanics. The latter result can be partly explained by omissions of voting-age Hispanic noncitizens with unknown legal status from ACS household responses. Weight adjustments may be less effective at addressing nonresponse bias under those conditions.

    Full Report of the Comparisons of Administrative Record Rosters to Census Self-Responses and NRFU Household Member Responses

    One of the U.S. Census Bureau's innovations in the 2020 U.S. Census was the use of administrative records (AR) to create household rosters for enumerating some addresses when a self response was not available but high-quality ARs were. The goal was to reduce the cost of fieldwork during the Nonresponse Followup operation (NRFU). The original plan had NRFU beginning in mid-May and continuing through late July 2020. However, the COVID-19 pandemic forced the delay of NRFU and caused the Internal Revenue Service to postpone the income tax filing deadline, resulting in an interruption in the delivery of ARs to the U.S. Census Bureau. The delays were not anticipated when U.S. Census Bureau staff conducted the research on AR enumeration with the 2010 Census data in preparation for the 2020 Census or during the fine tuning of plans for using ARs during the 2018 End-to-End Census Test. These circumstances raised questions about whether the quality of the AR household rosters was high enough for use in enumeration. To aid in investigating the concern about the quality of the AR rosters, our analyses compared AR rosters to self-response rosters and NRFU household member responses at addresses where both ARs and a self-response were available.

    National Experimental Wellbeing Statistics - Version 1

    This is the U.S. Census Bureau's first release of the National Experimental Wellbeing Statistics (NEWS) project. The NEWS project aims to produce the best possible estimates of income and poverty given all available survey and administrative data. We link survey, decennial census, administrative, and third-party data to address measurement error in income and poverty statistics. We estimate improved (pre-tax money) income and poverty statistics for 2018 by addressing several possible sources of bias documented in prior research. We address biases from 1) unit nonresponse through improved weights, 2) missing income information in both survey and administrative data through improved imputation, and 3) misreporting by combining or replacing survey responses with administrative information. Reducing survey error substantially affects key measures of well-being: We estimate median household income is 6.3 percent higher than in survey estimates, and poverty is 1.1 percentage points lower. These changes are driven by subpopulations for which survey error is particularly relevant. For house holders aged 65 and over, median household income is 27.3 percent higher and poverty is 3.3 percentage points lower than in survey estimates. We do not find a significant impact on median household income for householders under 65 or on child poverty. Finally, we discuss plans for future releases: addressing other potential sources of bias, releasing additional years of statistics, extending the income concepts measured, and including smaller geographies such as state and county.

    Finding Needles in Haystacks: Multiple-Imputation Record Linkage Using Machine Learning

    This paper considers the problem of record linkage between a household-level survey and an establishment-level frame in the absence of unique identifiers. Linkage between frames in this setting is challenging because the distribution of employment across establishments is highly skewed. To address these difficulties, this paper develops a probabilistic record linkage methodology that combines machine learning (ML) with multiple imputation (MI). This ML-MI methodology is applied to link survey respondents in the Health and Retirement Study to their workplaces in the Census Business Register. The linked data reveal new evidence that non-sampling errors in household survey data are correlated with respondents' workplace characteristics.

    Total Error and Variability Measures for the Quarterly Workforce Indicators and LEHD Origin Destination Employment Statistics in OnTheMap

    We report results from the first comprehensive total quality evaluation of five major indicators in the U.S. Census Bureau's Longitudinal Employer-Household Dynamics (LEHD) Program Quarterly Workforce Indicators (QWI): total flow-employment, beginning-of-quarter employment, full quarter employment, average monthly earnings of full-quarter employees, and total quarterly payroll. Beginning-of-quarter employment is also the main tabulation variable in the LEHD Origin-Destination Employment Statistics (LODES) workplace reports as displayed in On-TheMap (OTM), including OnTheMap for Emergency Management. We account for errors due to coverage; record-level non response; edit and imputation of item missing data; and statistical disclosure limitation. The analysis reveals that the five publication variables under study are estimated very accurately for tabulations involving at least 10 jobs. Tabulations involving three to nine jobs are a transition zone, where cells may be fit for use with caution. Tabulations involving one or two jobs, which are generally suppressed on fitness-for-use criteria in the QWI and synthesized in LODES, have substantial total variability but can still be used to estimate statistics for untabulated aggregates as long as the job count in the aggregate is more than 10.
