    Finding Needles in Haystacks: Multiple-Imputation Record Linkage Using Machine Learning

    This paper considers the problem of record linkage between a household-level survey and an establishment-level frame in the absence of unique identifiers. Linkage between frames in this setting is challenging because the distribution of employment across establishments is highly skewed. To address these difficulties, this paper develops a probabilistic record linkage methodology that combines machine learning (ML) with multiple imputation (MI). This ML-MI methodology is applied to link survey respondents in the Health and Retirement Study to their workplaces in the Census Business Register. The linked data reveal new evidence that non-sampling errors in household survey data are correlated with respondents' workplace characteristics.

    The Impact of 2010 Decennial Census Hiring on the Unemployment Rate

    The decennial census is the largest peacetime operation of the U.S. federal government. The Census Bureau hires hundreds of thousands of temporary workers to conduct the decennial census. The magnitude of this temporary workforce influences the national employment situation when enumeration efforts ramp up and when they recede. The impact of decennial census hiring on the headline number of payroll jobs added each month is well established, but previous work has not established how decennial census hiring affects the headline unemployment rate. We link the 2010 Decennial Applicant Personnel and Payroll System data to the 2010 American Community Survey to answer this question. We find that the large hiring surge in May 2010 came mostly from people already employed (40 percent) or from people who were unemployed (33 percent). We estimate that the workers hired for Census 2010 lowered the May 2010 unemployment rate by one-tenth of a percentage point relative to the counterfactual. This one-tenth of a percentage point is within the standard error for the official unemployment rate, and BLS press releases would denote a change in the unemployment rate of 0.1% or less as 'unchanged.' We also estimate that relative to the counterfactual, the more gradual changes in decennial census employment influenced the unemployment rate by less than one-tenth of a percentage point in every other month during 2010.

    Matching State Business Registration Records to Census Business Data

    We describe our methodology and results from matching state Business Registration Records (BRR) to Census business data. We use data from Massachusetts and California to develop methods and preliminary results that could be used to guide matching data for additional states. We obtain matches to Census business records for 45% of the Massachusetts BRR records and 40% of the California BRR records. We find higher match rates for incorporated businesses and businesses with higher startup-quality scores as assigned in Guzman and Stern (2018). Clerical reviews show that using relatively strict matching on address is important for match accuracy, while results are less sensitive to name matching strictness. Among matched BRR records, the modal timing of the first match to the BR is in the year in which the BRR record was filed. We use two sets of software to identify matches: SAS DQ Match and a machine-learning algorithm described in Cuffe and Goldschlag (2018). We find preliminary evidence that while the ML-based method yields more match results, SAS DQ tends to result in higher accuracy rates. To conclude, we provide suggestions on how to proceed with matching other states' data in light of our findings using these two states.

    Optimal Probabilistic Record Linkage: Best Practice for Linking Employers in Survey and Administrative Data

    This paper illustrates an application of record linkage between a household-level survey and an establishment-level frame in the absence of unique identifiers. Linkage between frames in this setting is challenging because the distribution of employment across firms is highly asymmetric. To address these difficulties, this paper uses a supervised machine learning model to probabilistically link survey respondents in the Health and Retirement Study (HRS) with employers and establishments in the Census Business Register (BR) to create a new data source which we call the CenHRS. Multiple imputation is used to propagate uncertainty from the linkage step into subsequent analyses of the linked data. The linked data reveal new evidence that survey respondents' misreporting and selective nonresponse about employer characteristics are systematically correlated with wages.

    Just Passing Through: Characterizing U.S. Pass-Through Business Owners

    We investigate the use of administrative data on the owners of partnerships and S-corporations to develop new statistics that characterize business owners. Income from these types of entities is "passed through" to owners to be taxed on the owners' tax returns. The information returns associated with such pass-through entities (Form K1 records) make it possible to link individual owners to the businesses they own. These linkages can be leveraged to associate measures of the demographic and human capital characteristics of business owners with the characteristics of the businesses they own. This paper describes measurement issues associated with administrative records on these pass-through entities and their integration with other Census data products. In addition, we document a number of interesting trends in business ownership among pass-through entities. We show a substantial decline in both entry and exit with less churn among both owners and owned businesses. We also show that the owners of pass-through entities are older, more likely to be male, and more likely to be white compared to the working population.

    Hires and Separations in Equilibrium

    Hiring occurs primarily to fill vacant slots that occur when workers separate. Equivalently, separation occurs to move workers to better alternatives. A model of efficient separations yields several specific predictions. Labor market churn is most likely when mean wages are low and the variance in wages is high. Additionally, over the business cycle, churn decreases during recessions, with hires falling at the beginning of recessions and separations declining later to match hiring. Furthermore, the young disproportionately bear the brunt of employment declines. More generally, hires and separations are positively correlated over time as well as across industry and firm. These predictions are borne out in the LEHD microdata at the economy and firm level.

    Selection and Specialization in the Evolution of Marriage Earnings Gaps

    We examine changes in marriage and earnings patterns across four cohorts born between 1936 and 1975, using data from a series of Survey of Income and Program Participation panels linked to administrative data on earnings. We find that for both men and women, marriage has become increasingly positively associated with education and earnings potential. We compare ordinary least squares (OLS) and fixed effect (FE) estimates of the earnings differential associated with marriage. We find that the marriage earnings gap fell for women in fixed-effect estimates implying that the impact of specialization has diminished over time. We also find that increasingly positive selection into marriage means that OLS estimates overstate the reduction in the marriage earnings gap. While our findings imply that marriage is no longer associated with lower earnings among women without minor children in our most recent cohort, the motherhood gap remains large. Among men, we find that the marriage premium actually increases for more recent birth cohorts in fixed-effects regressions.

    Trends in Earnings Inequality and Earnings Instability among U.S. Couples: How Important is Assortative Matching?

    We examine changes in inequality and instability of the combined earnings of married couples over the 1980-2009 period using two U.S. panel data sets: Social Security earnings data matched to Survey of Income and Program Participation panels (SIPP-SSA) and the Panel Study of Income Dynamics. Relative to male earnings inequality, the inequality of couples' earnings is both lower in levels and rises by a smaller amount. We also find that couples' earnings instability is lower in levels compared to male earnings instability and actually declines in the SIPP-SSA data. While wives' earnings played an important role in dampening the rise in inequality and year-to-year variation in resources at the family level, we find that marital sorting and coordination of labor supply decisions at the family level played a minor role. Comparing actual couples to randomly paired simulated couples, we find very similar trends in earnings inequality and instability.

    Workplace Characteristics and Employment of Older Workers

    As aging of the U.S. population places increased demands on public programs such as Social Security, an important question is how long older Americans are willing and able to work before they retire from the labor force. While studies based on household surveys have provided information on the role of savings, health status, pension and health insurance coverage, there is relatively little information on how workplace and employer characteristics affect the employment of older workers. In this study we use linked employer-employee data to explore the relationship between the characteristics of jobs held at age 55 and early retirement. We focus on a sample of 63-year-olds drawn from the 2005-2008 American Community Survey. We match this sample to information on their earnings, employment, employers and coworkers drawn from the Longitudinal Employer-Household Dynamics data for the years in which they age from 55 to 63. We use employment status as reported in the ACS to split the sample into those who have retired by age 63 and those who continue to work. We then examine differences between early retirees and continuing workers in the characteristics of their employment at age 55, and at how these characteristics change as they approach age 63. We find that early retirees are more likely to be employed by larger employers at age 55 than are continuers. They work for employers with somewhat higher pay than do continuers, and are less likely to have young coworkers.

    Workplace Concentration of Immigrants

    To what extent do immigrants and the native-born work in separate workplaces? Do worker and employer characteristics explain the degree of workplace concentration? We explore these questions using a matched employer-employee database that extensively covers employers in selected MSAs. We find that immigrants are much more likely to have immigrant coworkers than are natives, and are particularly likely to work with their compatriots. We find much higher levels of concentration for small businesses than for large ones, that concentration varies substantially across industries, and that concentration is particularly high among immigrants with limited English skills. We also find evidence that neighborhood job networks are strongly positively associated with concentration. The effects of networks and language remain strong when type is defined by country of origin rather than simply immigrant status. The importance of these factors varies by immigrant country of origin'for example, not speaking English well has a particularly strong association with concentration for immigrants from Asian countries. Controlling for differences across MSAs, we find that observable employer and employee characteristics account for about half of the difference between immigrants and natives in the likelihood of having immigrant coworkers, with differences in industry, residential segregation and English speaking skills being the most important factors.
