    Revisions to the LEHD Establishment Imputation Procedure and Applications to Administrative Job Frame

    The Census Bureau is developing a 'job frame' to provide detailed job-level employment data across the U.S. through linked administrative records such as unemployment insurance and IRS W-2 filings. This working paper summarizes the research conducted by the job frame development team on modifying and extending the LEHD Unit-to-Worker (U2W) imputation procedure for the job frame prototype. It provides a conceptual overview of the U2W imputation method, highlighting key challenges and tradeoffs in its current application. The paper then presents four imputation methodologies and evaluates their performance in areas such as establishment assignment accuracy, establishment size matching, and job separation rates. The results show that all methodologies perform similarly in assigning workers to the correct establishment. Non-spell-based methodologies excel in matching establishment sizes, while spell-based methodologies perform better in accurately tracking separation rates.

    U.S. Long-Term Earnings Outcomes by Sex, Race, Ethnicity, and Place of Birth

    This paper is part of the Global Income Dynamics Project cross-country comparison of earnings inequality, volatility, and mobility. Using data from the U.S. Census Bureau's Longitudinal Employer-Household Dynamics (LEHD) infrastructure files we produce a uniform set of earnings statistics for the U.S. From 1998 to 2019, we find U.S. earnings inequality has increased and volatility has decreased. The combination of increased inequality and reduced volatility suggest earnings growth differs substantially across different demographic groups. We explore this further by estimating 12-year average earnings for a single cohort of age 25-54 eligible workers. Differences in labor supply (hours paid and quarters worked) are found to explain almost 90% of the variation in worker earnings, although even after controlling for labor supply substantial earnings differences across demographic groups remain unexplained. Using a quantile regression approach, we estimate counterfactual earnings distributions for each demographic group. We find that at the bottom of the earnings distribution differences in characteristics such as hours paid, geographic division, industry, and education explain almost all the earnings gap, however above the median the contribution of the differences in the returns to characteristics becomes the dominant component.

    A Comparison of Training Modules for Administrative Records Use in Nonresponse Followup Operations: The 2010 Census and the American Community Survey

    While modeling work in preparation for the 2020 Census has shown that administrative records can be predictive of Nonresponse Followup (NRFU) enumeration outcomes, there is scope to examine the robustness of the models by using more recent training data. The models deployed for workload removal from the 2015 and 2016 Census Tests were based on associations of the 2010 Census with administrative records. Training the same models with more recent data from the American Community Survey (ACS) can identify any changes in parameter associations over time that might reduce the accuracy of model predictions. Furthermore, more recent training data would allow for the incorporation of new administrative record sources not available in 2010. However, differences in ACS methodology and the smaller sample size may limit its applicability. This paper replicates earlier results and examines model predictions based on the ACS in comparison with NRFU outcomes. The evaluation consists of a comparison of predicted counts and household compositions with actual 2015 NRFU outcomes. The main findings are an overall validation of the methodology using independent data.

    Job-to-Job Flows and Earnings Growth*

    The U.S. workforce has had little change in real wages, income, or earnings since the year 2000. However, even when there is little change in the average rate at which workers are compensated, individual workers experienced a distribution of wage and earnings changes. In this paper, we demonstrate how earnings evolve in the U.S. economy in the years 2001-2014 on a forthcoming dataset on earnings for stayers and transitioners from the U.S. Census Bureau's Job-to-Job Flows data product to account for the role of on-the-job earnings growth, job-to-job flows, and nonemployment in the growth of U.S. earnings.

    Who Works for Whom? Worker Sorting in a Model of Entrepreneurship with Heterogeneous Labor Markets

    Young and small firms are typically matched with younger and nonemployed individuals, and they provide these workers with lower earnings compared to other firms. To explore the mechanisms behind these facts, a dynamic model of entrepreneurship is introduced, where individuals can choose not to work, become entrepreneurs, or work in one of the two sectors: corporate or entrepreneurial. The differences in production technology, financial constraints, and labor market frictions lead to sector-specific wages and worker sorting across the two sectors. Individuals with lower assets tend to accept lower-paying jobs in the entrepreneurial sector, an implication that finds support in the data. The effect on the entrepreneurial sector of changes in key parameters is also studied to explore some channels that may have contributed to the decline of entrepreneurship in the United States.

    COMPARING METHODS FOR IMPUTING EMPLOYER HEALTH INSURANCE CONTRIBUTIONS IN THE CURRENT POPULATION SURVEY

    The degree to which firms contribute to the payment of workers' health insurance premiums is an important consideration in the measurement of income and for understanding the potential impact of the 2010 Affordable Care Act on employment-based health insurance participation. Currently the U.S. Census Bureau imputes employer contributions in the Annual Social and Economic Supplement of the Current Population Survey based on data from the 1977 National Medical Care Expenditure Survey. The goal of this paper is to assess the extent to which this imputation methodology produces estimates reflective of the current distribution of employer contributions. The paper uses recent contributions data from the Medical Expenditure Panel Survey-Insurance Component to estimate a new model to inform the imputation procedure and to compare the resulting distribution of contributions. These new estimates are compared with those produced under current production methods across employee and employer characteristics.
