Business Dynamics Statistics of Coastal Counties: A Description of Differences in Coastal Areas Over Time

The Business Dynamics Statistics of Coastal Counties (BDS-CC) is a new experimental data product extending the set of statistics published by the Business Dynamics Statistics (BDS) program to provide more detail on businesses operating in coastal regions of the United States. The BDS-CC provides annual measures of employment, the number of establishments and firms, job creation, job destruction, openings, and closings for businesses in Coastal Shoreline (CS), Coastal Non-Shoreline (CNS), and Non-Coastal (NC) counties. Counties are grouped into these categories based on definitions from the National Oceanic and Atmospheric Administration (NOAA). This product allows for comparisons across industries and coastal regions of the impact of natural disasters and other events that affect coastal areas. The BDS-CC series provides annual statistics for 1978 to 2022 for each of the coastal categories by firm size and firm age, initial firm size, establishment size and establishment age, initial establishment size, sector, 3-digit NAICS code, 4-digit NAICS code, urban/rural categories, and various coastal regions. Following a description of the data and methodology, we highlight some historical trends and analyses conducted using these data.

Measuring the Business Dynamics of Firms that Received Pandemic Relief Funding: Findings from a New Experimental BDS Data Product

This paper describes a new experimental data product from the U.S. Census Bureau's Center for Economic Studies: the Business Dynamics Statistics (BDS) of firms that received Small Business Administration (SBA) pandemic funding. This new product, BDS-SBA COVID, expands the set of currently published BDS tables by linking loan-level program participation data from SBA to internal business microdata at the U.S. Census Bureau. The linked programs include the Paycheck Protection Program (PPP), COVID Economic Injury Disaster Loans (COVID-EIDL), the Restaurant Revitalization Fund (RRF), and Shuttered Venue Operators Grants (SVOG). Using these linked data, we tabulate annual firm and establishment counts, measures of job creation and destruction, and establishment entry and exit for recipients and non-recipients of program funds in 2020-2021. We further stratify the tables by timing of loan receipt and loan size, and business characteristics including geography, industry sector, firm size, and firm age. We find that for the youngest firms that received PPP, the timing of receipt mattered. Receiving an early loan correlated with a lower job destruction rate compared to non-recipients and businesses that received a later loan. For the smallest firms, simply participating in PPP was associated with lower employment loss. The timing of PPP receipt was also related to establishment exit rates. For businesses of nearly all ages, those that received an early loan exited at a lower rate in 2022 than later loan recipients.

Revisions to the LEHD Establishment Imputation Procedure and Applications to Administrative Job Frame

The Census Bureau is developing a 'job frame' to provide detailed job-level employment data across the U.S. through linked administrative records such as unemployment insurance and IRS W-2 filings. This working paper summarizes the research conducted by the job frame development team on modifying and extending the LEHD Unit-to-Worker (U2W) imputation procedure for the job frame prototype. It provides a conceptual overview of the U2W imputation method, highlighting key challenges and tradeoffs in its current application. The paper then presents four imputation methodologies and evaluates their performance in areas such as establishment assignment accuracy, establishment size matching, and job separation rates. The results show that all methodologies perform similarly in assigning workers to the correct establishment. Non-spell-based methodologies excel in matching establishment sizes, while spell-based methodologies perform better in accurately tracking separation rates.

Productivity Dispersion and Structural Change in Retail Trade

The retail sector has changed from a sector full of small firms to one dominated by large, national firms. We study how this transformation has impacted productivity levels, growth, and dispersion between 1987 and 2017. We describe this transformation using three overlapping phases: expansion (1980s and 1990s), consolidation (2000s), and stagnation (2010s). We document five findings that help us understand these phases. First, productivity growth was high during the consolidation phase but has fallen more recently. Second, entering establishments drove productivity growth during the expansion phase, but continuing establishments have increased in importance more recently. Third, national chains have more productive establishments than single-unit firms on average, but some single-unit establishments are highly productive. Fourth, productivity dispersion is significant and increasing over time. Finally, more productive firms pay higher wages and grow more quickly. Together, these results suggest that the increasing importance of large national retail firms has been an important driver of productivity and wage growth in the retail sector.

Local and National Concentration Trends in Jobs and Sales: The Role of Structural Transformation

National U.S. industrial concentration rose between 1992-2017. Simultaneously, the Herfindhahl Index of local (six-digit-NAICS by county) employment concentration fell. This divergence between national and local employment concentration is due to structural transformation. Both sales and employment concentration rose within industry-by-county cells. But activity shifted from concentrated Manufacturing towards relatively un-concentrated Services. A stronger between-sector shift in employment relative to sales explains the fall in local employment concentration. Had sectoral employment shares remained at their 1992 levels, average local employment concentration would have risen by 9% by 2017 rather than falling by 7%.

Antitrust Enforcement Increases Economic Activity

We hand-collect and standardize information describing all 3,055 antitrust law suits brought by the Department of Justice (DOJ) between 1971 and 2018. Using restricted establishment-level microdata from the U.S. Census, we compare the economic outcomes of a non-tradable industry in states targeted by DOJ antitrust lawsuits to outcomes of the same industry in other states that were not targeted. We document that DOJ antitrust enforcement actions permanently increase employment by 5.4% and business formation by 4.1%. Using an event-study design, we find (1) a sharp increase in payroll that exceeds the increase in employment, meaning that DOJ antitrust enforcement increases average wages, (2) an economically smaller increase in sales that is statistically insignificant, and (3) a precise increase in the labor share. While we cannot separately measure the quantity and price of output, the increase in production inputs (employment), together with a proportionally smaller increase in sales, strongly suggests that these DOJ antitrust enforcement actions increase the quantity of output and simultaneously decrease the price of output. Our results show that government antitrust enforcement leads to persistently higher levels of economic activity in targeted industries.

Structural Change Within Versus Across Firms: Evidence from the United States

We document the role of intangible capital in manufacturing firms' substantial contribution to
non-manufacturing employment growth from 1977-2019. Exploiting data on firms' 'auxiliary' establishments, we develop a novel measure of proprietary in-house knowledge and show that it
is associated with increased growth and industry switching. We rationalize this reallocation in a
model where irms combine physical and knowledge inputs as complements, and where producing
the latter in-house confers a sector-neutral productivity advantage facilitating within-firm structural
transformation. Consistent with the model, manufacturing firms with auxiliary employment pivot towards services in response to a plausibly exogenous decline in their physical input prices.

Small Business Pulse Survey Estimates by Owner Characteristics and Rural/Urban Designation

In response to requests from policymakers for additional context for Small Business Pulse Survey (SBPS) measures of the impact of COVID-19 on small businesses, we researched developing estimates by owner characteristics and rural/urban locations. Leveraging geographic coding on the Business Register, we create estimates of the effect of the pandemic on small businesses by urban and rural designations. A more challenging exercise entails linking micro-level data from the SBPS with ownership data from the Annual Business Survey (ABS) to create estimates of the effect of the pandemic on small businesses by owner race, sex, ethnicity, and veteran status. Given important differences in survey design and concerns about nonresponse bias, we face significant challenges in producing estimates for owner demographics. We discuss our attempts to meet these challenges and provide discussion about caution that must be used in interpreting the results. The estimates produced for this paper are available for download. Reflecting the Census Bureau's commitment to scientific inquiry and transparency, the micro data from the SBPS will be available to qualified researchers on approved projects in the Federal Statistical Research Data Center network.

High Frequency Business Dynamics in the United States During the COVID-19 Pandemic

Existing small businesses experienced very sharp declines in activity, business sentiment, and expectations early in the pandemic. While there has been some recovery since the early days of the pandemic, small businesses continued to exhibit indicators of negative growth, business sentiment, and expectations through the first week of January 2021. These findings are from a unique high frequency, real time survey of small employer businesses, the Census Bureau's Small Business Pulse Survey (SBPS). Findings from the SBPS show substantial variation across sectors in the outcomes for small businesses. Small businesses in Accommodation and Food Services have been hit especially hard relative to those Finance and Insurance. However, even in Finance and Insurance small businesses exhibit indicators of negative growth, business sentiment, and expectations for all weeks from late April 2020 through the first week of 2021. While existing small businesses have fared poorly, after an initial decline, there has been a surge in new business applications based on the high frequency, real time Business Formation Statistics (BFS). Most of these applications are for likely nonemployers that are out of scope for the SBPS. However, there has also been a surge in new applications for likely employers. The surge in applications has been especially apparent in Retail Trade (and especially Non-store Retailers). We compare and contrast the patterns from these two new high frequency data products that provide novel insights into the distinct patterns of dynamics for existing small businesses relative to new business formations.

Entrepreneurial Teams: Diversity of Skills and Early-Stage Growth

We use employer-employee linked data to track the employment histories of team members prior to startup formation for a full cohort of new firms in the U.S. Using pre-startup industry experience to measure skillsets, we find that startups that have founding teams with more diverse collective skillsets grow faster than peer firms in the same industries and local economies. A one standard deviation increase in teams' skill diversity is associated with an increase in five-year employment (sales) growth of 16% (10%) from the mean. The effects are stronger among startups in innovative industries and among startups facing greater ex-ante uncertainty. Moreover, the results are robust to a variety of approaches to address the endogeneity of team composition. Overall, our results suggest that teams with more diverse collective skillsets adapt their strategies more successfully in the uncertain environments faced by (innovative) startup firms.
