Expanding the Frontier of Economic Statistics Using Big Data: A Case Study of Regional Employment

Big data offers potentially enormous benefits for improving economic measurement, but it also presents challenges (e.g., lack of representativeness and instability), implying that their value is not always clear. We propose a framework for quantifying the usefulness of these data sources for specific applications, relative to existing official sources. We specifically weigh the potential benefits of additional granularity and timeliness, while examining the accuracy associated with any new or improved estimates, relative to comparable accuracy produced in existing official statistics. We apply the methodology to employment estimates using data from a payroll processor, considering both the improvement of existing state-level estimates, but also the production of new, more timely, county-level estimates. We find that incorporating payroll data can improve existing state-level estimates by 11% based on out-of-sample mean absolute error, although the improvement is considerably higher for smaller state-industry cells. We also produce new county-level estimates that could provide more timely granular estimates than previously available. We develop a novel test to determine if these new county-level estimates have errors consistent with official series. Given the level of granularity, we cannot reject the hypothesis that the new county estimates have an accuracy in line with official measures, implying an expansion of the existing frontier. We demonstrate the practical importance of these experimental estimates by investigating a hypothetical application during the COVID-19 pandemic, a period in which more timely and granular information could have assisted in implementing effective policies. Relative to existing estimates, we find that the alternative payroll data series could help identify areas of the country where employment was lagging. Moreover, we also demonstrate the value of a more timely series.

Trade Liberalization and Labor-Market Outcomes: Evidence from US Matched Employer-Employee Data

We use matched employer-employee data to examine outcomes among workers initially employed within and outside manufacturing after trade liberalization with China. We find that exposure to this shock operates predominantly through workers' counties (versus industries), that larger own industry and downstream exposure typically reduce relative earnings, and that greater upstream exposure often raises them. The latter is particularly important outside manufacturing: while we find substantial and persistent predicted declines in relative earnings among manufacturing workers, those outside manufacturing are generally predicted to experience relative earnings gains. Investigation of employment reactions indicates they account for a small share of the earnings effect.

What Do Establishments Do When Wages Increase?
Evidence from Minimum Wages in the United States

I investigate how establishments adjust their production plans on various margins when wage rates increase. Exploiting state-by-year variation in minimum wage, I analyze U.S. manufacturing plants' responses over a 23-year period. Using instrumental variable method and Census Microdata, I find that when the hourly wage of production workers increases by one percent, manufacturing plants reduce the total hours worked by production workers by 0.7 percent and increase capital expenditures on machinery and equipment by 2.7 percent. The reduction in total hours worked by production workers is driven by intensive-margin changes. The estimated elasticity of substitution between capital and labor is 0.85. Following the wage increases, no statistically significant changes emerge in revenue, materials or total factor productivity. Additionally, I nd that when wage rates increase, establishments are more likely to exit the market. Finally, I provide evidence that when the minimum wage increases the wages of some of the establishments in a firm, the firm also increases the wages for its other establishments.

Pay, Employment, and Dynamics of Young Firms

Why do young firms pay less? Using confidential microdata from the US Census Bureau, we find lower earnings among workers at young firms. However, we argue that such measurement is likely subject to worker and firm selection. Exploiting the two-sided panel nature of the data to control for relevant dimensions of worker and firm heterogeneity, we uncover a positive and significant young-firm pay premium. Furthermore, we show that worker selection at firm birth is related to future firm dynamics, including survival and growth. We tie our empirical findings to a simple model of pay, employment, and dynamics of young firms.

The Effects of Industry Classification Changes on US Employment Composition

This paper documents the extent to which compositional changes in US employment from 1976 to 2009 are due to changes in the industry classification scheme used to categorize economic
activity. In 1997, US statistical agencies began implementation of a change from the Standard Industrial Classification System (SIC) to the North American Industrial Classification System (NAICS). NAICS was designed to provide a consistent classification scheme that consolidated declining or obsolete industries and added categories for new industries. Under NAICS, many activities previously classified as Manufacturing, Wholesale Trade, or Retail Trade were re-classified into the Services sector. This re-classification resulted in a significant shift of measured activities across sectors without any change in underlying economic activity. Using a newly developed establishment-level database of employment activity that is consistently classified on a NAICS basis, this paper shows that the change from SIC to NAICS increased the share of Services employment by approximately 36 percent. 7.6 percent of US manufacturing employment, equal to approximately 1.4 million jobs, was reclassified to services. Retail trade and wholesale trade also experienced a significant reclassification of activities in the transition.

Punctuated Entrepreneurship (Among Women)

The gender gap in entrepreneurship may be explained in part by employee non-compete agreements. Exploiting exogenous state-level variation in non-compete policy, I find that women more strictly subject to non-competes are 11-17% more likely to start companies after their employers dissolve. This result is not explained by the incidence of non-competes or lawsuits; however, women face higher relative costs in defending against potential litigation and in returning to paid employment after abandoning their ventures. Thus entrepreneurship among women may be 'punctuated' in that would-be female founders are throttled by non-competes, their potential unleashed only by the failure of their employers.

State and Local Determinants of Employment Outcomes among Individuals with Disabilities

In the United States, employment rates among individuals with disabilities are persistently low but vary substantially. In this study, we examine the relationship between employment outcomes and features of the state and county physical, economic, and policy environment among a national sample of individuals with disabilities. To do so, we merge a set of state- and county-level environmental variables with data from the 2009'2011 American Community Survey accessed in a U.S. Census Research Data Center. We estimate regression models of employment, work hours, and earnings as a function of health conditions, personal characteristics, and these environmental features. We find that certain environmental variables are significantly associated with employment outcomes. Although the estimated importance of environmental variables is small relative to individual health and personal characteristics, our results suggest that these variables may present barriers or facilitators to employment that can explain some geographic variation in employment outcomes across the United States.

How Credit Constraints Impact Job Finding Rates, Sorting & Aggregate Output*

We empirically and theoretically examine how consumer credit access affects dis- placed workers. Empirically, we link administrative employment histories to credit reports. We show that an increase in credit limits worth 10% of prior annual earnings allows individuals to take .15 to 3 weeks longer to find a job. Conditional on finding a job, they earn more and work at more productive firms. We develop a labor sorting model with credit to provide structural estimates of the impact of credit on employ- ment outcomes, which we find are similar to our empirical estimates. We use the model to understand the impact of consumer credit on the macroeconomy. We find that if credit limits tighten during a downturn, employment recovers quicker, but output and productivity remain depressed. This is because when limits tighten, low-asset, low- productivity job losers cannot self-insure. Therefore, they search less thoroughly and take more accessible jobs at less productive firms.

Evaluating the Long-Term Effect of NIST MEP Services on Establishment Performance

This work examines the effects of receipt of business assistance services from the Manufacturing Extension Partnership (MEP) on manufacturing establishment performance. Several measures of performance are considered: (1) change in value-added per employee (a measure of productivity); (2) change in sales per worker; (3) change in employment; and (4) establishment survival. To analyze these relationships, we merged program records from the MEP's client and project information files with administrative records from the Census of Manufacturers and other Census databases over the periods 1997'2002 and 2002'2007 to compare the outcomes and performance of 'served' and 'unserved' manufacturing establishments. The approach builds on, updates, and expands upon earlier studies comparing matched MEP client and non-client performance over time periods ending in 1992 and 2002. Our results generally indicate that MEP services had positive and significant impacts on establishment productivity and sales per worker for the 2002'2007 period with some exceptions based on employment size, industry, and type of service provided. MEP services also increased the probability of establishment survival for the 1997'2007 period. Regardless of econometric model specification, MEP clients with 1'19 employees have statistically significant and higher levels of labor productivity growth. We also observed significant productivity differences associated with MEP services by broad sector, with higher impacts over the 2002'2007 time period in the durable goods manufacturing sector. The study further finds that establishments receiving MEP assistance are more likely to survive than those that do not receive MEP assistance. Detailed findings of the study, as well as caveats and limitations, are discussed in the paper.

Changes in EITC Eligibility and Participation, 2005'2009

The rate of participation in the Earned Income Tax Credit (EITC) has been widely studied, but changes over time in eligibility for the credit have received less attention. One question of importance to policy-makers is whether (or by how much) eligibility might increase during economic downturns. The EITC is fundamentally tied to work. During periods of high unemployment, eligibility may decrease due to a lower number of workers - especially low-skilled workers - filing for a given tax year. On the other hand, family structure and underemployment may lead to increases in eligibility. For example, earners may become eligible when a two-earner family loses one job or when an earner works part of the year or fewer hours. Using IRS tax data linked with the Current Population Survey Annual Social and Economic Supplement (CPS ASEC), I examine changes in EITC eligibility and take-up between tax years 2005 and 2009, during which time the Great Recession began and ended. Employing fixed-effects models, I assess patterns of eligibility among demographic groups based on characteristics that also predict labor market outcomes. Results indicate that, in a period when overall EITC eligibility rates increased, the state unemployment rate had a significant positive effect on eligibility and a significant negative effect on take-up. Meanwhile, although joint filers, those with more children, and men experienced increasing rates of eligibility, those with less education experienced decreasing rates. Results point to the possibility that labor market groups who experienced the highest rates of unemployment in the recession may have become ineligible due to full-year job loss.
