    'Class of Customer' Question from the US Economic Census

    The Economic Census (EC) collects detailed information on the class of customers served by establishments'for example, the share of an establishment's sales to other businesses or to government entities'for a subset of sectors in the economy. In this paper, we evaluate the data from the 'Class of Customer' question from the EC, with a particular focus on sales to the government. These data have seldom been used in empirical research and are unique in that they enable researchers to link establishment-level Census data with information on government procurement. We compile and analyze large volumes of publicly available tabulated data about the class of customer question over time. Using these data, we document three main findings. First, total sales to government from establishments covered by the class of customer question account for approximately 4 percent of GDP'just under half of total government procurement as measured in the national accounts. Second, the sectoral distribution of government expenditure is significantly different from that of private sector spending. Certain industries, such as Construction and Professional, Scientific, and Technical Services, account for a much larger share of government expenditure relative to private sector expenditure. Third, sales to the government make up a substantial portion of total sales in several sectors'for instance, 70 percent in Facilities Support Services, 30 percent in Waste Treatment and Disposal, and 17 percent in Construction. Finally, we use the microdata to examine nonresponse rates to the class of customer question across establishments based on the number of employees.

    National Chains and Trends in Retail Productivity Dispersion

    Productivity dispersion within an industry is an important characteristic of the business environment, potentially reflecting factors such as market structure, production technologies, and reallocation frictions. The retail trade sector saw significant changes between 1987 and 2017, and dispersion statistics can help characterize how it evolved over this period. In this paper, we shed light on this transformation by developing public-use Dispersion Statistics on Productivity (DiSP) data for the retail sector for 1987 through 2017. We find that from 1987 through 2017, dispersion increased between retail stores at the bottom and middle of the productivity distribution. However, when we weight stores by employment dispersion, the middle of the distribution is lower initially and decreases over time. These patterns are consistent with a retail landscape featuring more and more activity taking place in chain stores with similar productivity. Firm-based dispersion measures exhibit a similar pattern. Further investigation reveals that there is substantial heterogeneity in dispersion levels across industries.

    Starting Up AI

    Using comprehensive administrative data on business applications over the period 2004- 2023, we study business applications (ideas) and the resulting startups that aim to develop AI technologies or produce goods or services that use, integrate, or rely on AI. The annual number of new AI-related business applications is stable between 2004 and 2011, but begins to rise in 2012 with further increases from 2016 onward into the Covid-19 pandemic and beyond, with a large, discrete jump in 2023. The distribution of these applications is highly uneven across states and sectors. AI business applications have a higher likelihood of becoming employer startups compared to other applications. Moreover, businesses originating from these applications exhibit higher revenue, average wage, and labor share, but similar labor productivity and lower survival rate, compared to other businesses. While it is still early in the diffusion of AI, the rapid rise in AI business applications, combined with the better performance of resulting businesses in several key outcomes, suggests a growing contribution from AI-related business formation to business dynamism.

    Productivity Dispersion and Structural Change in Retail Trade

    The retail sector has changed from a sector full of small firms to one dominated by large, national firms. We study how this transformation has impacted productivity levels, growth, and dispersion between 1987 and 2017. We describe this transformation using three overlapping phases: expansion (1980s and 1990s), consolidation (2000s), and stagnation (2010s). We document five findings that help us understand these phases. First, productivity growth was high during the consolidation phase but has fallen more recently. Second, entering establishments drove productivity growth during the expansion phase, but continuing establishments have increased in importance more recently. Third, national chains have more productive establishments than single-unit firms on average, but some single-unit establishments are highly productive. Fourth, productivity dispersion is significant and increasing over time. Finally, more productive firms pay higher wages and grow more quickly. Together, these results suggest that the increasing importance of large national retail firms has been an important driver of productivity and wage growth in the retail sector.

    The Evolution of U.S. Retail Concentration

    Increases in national concentration have been a salient feature of industry dynamics in the U.S. and have contributed to concerns about increasing market power. Yet, local trends may be more informative about market power, particularly in the retail sector where consumers have traditionally shopped at nearby stores. We find that local concentration has increased almost in parallel with national concentration using novel Census data on product-level revenue for all U.S. retail stores. The increases in concentration are broad based, affecting most markets, products, and retail industries. We implement a new decomposition of the national Herfindahl Hirschman Index and show that despite similar trends, national and local concentration reflect different changes in the retail sector. The increase in national concentration comes from consumers in different markets increasingly buying from the same firms and does not reflect changes in local market power. We estimate a model of retail competition which links local concentration to markups. The model implies that the increase in local concentration explains one-third of the observed increase in markups.

    High Frequency Business Dynamics in the United States During the COVID-19 Pandemic

    Existing small businesses experienced very sharp declines in activity, business sentiment, and expectations early in the pandemic. While there has been some recovery since the early days of the pandemic, small businesses continued to exhibit indicators of negative growth, business sentiment, and expectations through the first week of January 2021. These findings are from a unique high frequency, real time survey of small employer businesses, the Census Bureau's Small Business Pulse Survey (SBPS). Findings from the SBPS show substantial variation across sectors in the outcomes for small businesses. Small businesses in Accommodation and Food Services have been hit especially hard relative to those Finance and Insurance. However, even in Finance and Insurance small businesses exhibit indicators of negative growth, business sentiment, and expectations for all weeks from late April 2020 through the first week of 2021. While existing small businesses have fared poorly, after an initial decline, there has been a surge in new business applications based on the high frequency, real time Business Formation Statistics (BFS). Most of these applications are for likely nonemployers that are out of scope for the SBPS. However, there has also been a surge in new applications for likely employers. The surge in applications has been especially apparent in Retail Trade (and especially Non-store Retailers). We compare and contrast the patterns from these two new high frequency data products that provide novel insights into the distinct patterns of dynamics for existing small businesses relative to new business formations.

    Recall and Response: Relationship Adjustments to Adverse Information Shocks

    How resilient are U.S. buyer-foreign supplier relationships to new information about product defects? We construct a novel dataset of U.S. consumer-product recalls sourced from foreign suppliers between 1995 and 2013. Using an event-study approach, we find that compared to control relationships, buyers that experience recalls temporarily reduce their probability of trading with the suppliers of the recalled products by 17%. The reduction is much larger for new than established buyer'supplier relationships. Buyers that experience a recall are more likely to add other suppliers to their portfolios, diversifying supplier-specific risk in the aftermath of a recall; this effect, too, is larger for buyers impacted by recalls in new relationships. There is a long lag ' up to two years ' before diversification, consistent with a high cost of establishing new relationships.

    Upstream, Downstream: Diffusion and Impacts of the Universal Product Code

    We study the adoption, diffusion, and impacts of the Universal Product Code (UPC) between 1975 and 1992, during the initial years of the barcode system. We find evidence of network effects in the diffusion process. Matched-sample difference-in-difference estimates show that firm size and trademark registrations increase following UPC adoption by manufacturers. Industry-level import penetration also increases with domestic UPC adoption. Our findings suggest that barcodes, scanning, and related technologies helped stimulate variety-enhancing product innovation and encourage the growth of international retail supply chains.

    How Wide Is the Firm Border?

    We quantify the normally unobservable forces that determine the boundary of the firm; that is, which transactions are mediated by ownership control as opposed to contracts or markets. To do so, we examine the shipment decisions of tens of thousands of establishments that produce and distribute a variety of products throughout the goods-producing sector. We examine how a firm's willingness to ship over distance varies with whether the recipient is owned by the firm. Because shipping costs increase with distance for many reasons, a greater volume of internal transactions at any given distance reveals the size of the firm's perceived net cost advantage of internal transactions. We find that the firm boundary is notably wide. Having one more vertically integrated downstream establishment in a location has the same effect on transaction volumes to that location as does a 40 percent reduction in distance between sender and destination. We further characterize how this 'internal advantage' varies with observable attributes of the transaction or product being shipped. Finally, we conduct a calibration of a multi-sector general equilibrium trade model and find that costs associated with transacting across firm boundaries also have discernible economy-wide implications.

    Customer-Employee Substitution: Evidence from Gasoline Stations*

    We document the adoption of self-service pumps in U.S. gasoline stations from 1977 to 1992. Using establishment-level data from the Census of Retail Trade over this period, we show that self-service stations employ approximately one quarter fewer attendants per pump, all else equal. The work done by these attendants has shifted to customers, biasing upwards conventional measures of productivity growth.
