Community Engagement and Public Safety: Evidence From Crime Enforcement Targeting Immigrants

We study the role of victim reporting in the production of public safety. We examine the Secure Communities program, a crime-reduction policy that involved police in detecting unauthorized immigrants and increased deportation fears in immigrant communities. We find that the policy reduced the likelihood that Hispanic victims report crimes to police and increased offending against Hispanics. The number of reported crimes is unchanged, masking these opposing effects. We show that reduced reporting drives the offending increase and provide the first elasticity of offending to victim reporting in the literature, calculating that a 10% decline in reporting increases offending by 7.9%.

The Evolving Impact of Founders on Startup Employee Retention

Founders are known to attract prospective employees by signaling their startup's mission, culture, and potential. But do they also shape who stays? And if so, does the founder's influence diminish as the startup matures? Using matched employer-employee data from the U.S. Census, we address these questions, especially focusing on cases of founder premature death to identify plausibly exogenous exits. We find that founder departures significantly increase employee turnover. These effects are stronger in older and larger startups. Further analyses show that the impact of founder departure is more salient among employees who had longer shared tenure or have the same sex as the founder. These patterns suggest that employees develop complementarities with founders over time'an alignment in skills, relationships, or culture'that reinforce founders' influence as startups mature.

Measurement Matters: Financial Reporting and Productivity

We examine how differences in financial reporting practices shape firm productivity. Leveraging new audit questions in the U.S. Census Bureau's 2021 Management and Organizational Practices Survey (MOPS), and complementary tax return data from the Internal Revenue Service (IRS) and detailed financial records from Sageworks, we find that (i) variation in reporting quality explains 10-20 percent of intra-industry total factor productivity dispersion, and (ii) evidence of complementarity between the effects of financial audits and management practices driving firm productivity. We then examine the underlying mechanisms. First, audits function as a managerial technology, improving the precision of internal information and raising efficiency, with stronger effects in competitive, low-margin industries and among younger firms. Second, exploiting cross-state variation in tax incentives, we show that audits constrain underreporting and mitigate the downward bias in measured productivity. Together, these results highlight the underrated importance of financial reporting quality driving firm productivity.

Matching Compustat Data to the Longitudinal Business Database, 1976-2020

This paper details the methodology for creating an updated Compustat-Longitudinal Business Database (LBD) bridge, facilitating linkage between company identifiers in Compustat and firm identifiers in the LBD. In addition to data from Compustat, we incorporate historical data on public companies from various public and private sources, including information on executive names. Our methodology involves a series of stages using fuzzy name and address matching, including EIN, telephone number, and industry code matching. Qualified researchers with approved proposals can access this bridge though the Federal Statistical Research Data Centers. The Compustat-SSL bridge serves as a crucial resource for longitudinal studies on U.S. businesses, corporate governance, and executive compensation.

Work Organization and Cumulative Advantage

Over decades of wage stagnation, researchers have argued that reorganizing work can boost pay for disadvantaged workers. But upgrading jobs could inadvertently shift hiring away from those workers, exacerbating their disadvantage. We theorize how work organization affects cumulative advantage in the labor market, or the extent to which high-paying positions are increasingly allocated to already-advantaged workers. Specifically, raising technical skill demands exacerbates cumulative advantage by shifting hiring towards higher-skilled applicants. In contrast, when employers increase autonomy or skills learned on-the-job, they raise wages to buy worker consent or commitment, rather than pre-existing skill. To test this idea, we match administrative earnings to task descriptions from job posts. We compare earnings for workers hired into the same occupation and firm, but under different task allocations. When employers raise complexity and autonomy, new hires' starting earnings increase and grow faster. However, while the earnings boost from complex, technical tasks shifts employment toward workers with higher prior earnings, worker selection changes less for tasks learned on-the-job and very little for high autonomy tasks. These results demonstrate how reorganizing work can interrupt cumulative advantage.

Is Air Pollution Regulation Too Lenient? Evidence from US Offset Markets

This paper describes a framework to estimate the marginal cost of air pollution regulation, then applies it to assess whether a large set of existing U.S. air pollution regulations have marginal benefits exceeding their marginal costs. The approach utilizes an important yet under-explored provision of the Clean Air Act requiring new or expanding plants to pay incumbents in the same or neighboring counties to reduce their pollution emissions. These "offset" regulations create several hundred decentralized, local markets for pollution that differ by pollutant and location. Economic theory and empirical tests suggest these market prices reveal information about the marginal cost of abatement for new or expanding firms. We compare estimates of the marginal benefit of abatement from leading air quality models to offset prices. We find that, for most regions and pollutants, the marginal benefits of pollution abatement exceed mean offset prices more than ten-fold. In at least one market, however, estimated marginal benefits are below offset prices.

Quality Adjustment at Scale: Hedonic vs. Exact Demand-Based Price Indices

This paper explores alternative methods for adjusting price indices for quality change at scale. These methods can be applied to large-scale item-level transactions data that in cludes information on prices, quantities, and item attributes. The hedonic methods can take into account the changing valuations of both observable and unobservable charac teristics in the presence of product turnover. The paper also considers demand-based approaches that take into account changing product quality from product turnover and changing appeal of continuing products. The paper provides evidence of substantial quality-adjustment in prices for a wide range of goods, including both high-tech consumer products and food products.

National Experimental Wellbeing Statistics - Version 1

This is the U.S. Census Bureau's first release of the National Experimental Wellbeing Statistics (NEWS) project. The NEWS project aims to produce the best possible estimates of income and poverty given all available survey and administrative data. We link survey, decennial census, administrative, and third-party data to address measurement error in income and poverty statistics. We estimate improved (pre-tax money) income and poverty statistics for 2018 by addressing several possible sources of bias documented in prior research. We address biases from 1) unit nonresponse through improved weights, 2) missing income information in both survey and administrative data through improved imputation, and 3) misreporting by combining or replacing survey responses with administrative information. Reducing survey error substantially affects key measures of well-being: We estimate median household income is 6.3 percent higher than in survey estimates, and poverty is 1.1 percentage points lower. These changes are driven by subpopulations for which survey error is particularly relevant. For house holders aged 65 and over, median household income is 27.3 percent higher and poverty is 3.3 percentage points lower than in survey estimates. We do not find a significant impact on median household income for householders under 65 or on child poverty. Finally, we discuss plans for future releases: addressing other potential sources of bias, releasing additional years of statistics, extending the income concepts measured, and including smaller geographies such as state and county.

Diversity and Labor Market Outcomes in the Economics Profession

While the lack of gender and racial diversity in economics in academia (for students and professors) is well-established, less is known about the overall placement and earnings of economists by gender and race. Understanding demand-side factors is important, as improvements in the supply side by diversifying the pipeline alone may not be enough to improve equity in the profession. Using the Survey of Earned Doctorates (SED) linked to Longitudinal Employer-Household Dynamics (LEHD) jobs data, we examine placements and earnings for economists working in the U.S. after receiving a PhD by gender and race. We find enormous dispersion in pay for economists within and across sectors that grows over time. Female PhD economists earn about 12 percent less than their male colleagues on average; Black PhD economists earn about 15 percent less than their white counterparts on average; and overall underrepresented minority PhD economists earn about 8 percent less than their white counterparts. These pay disparities are attenuated in some sectors and when controlling for rank of PhD granting institution and employer.

The Color of Money: Federal vs. Industry Funding of University Research

U.S. universities, which are important producers of new knowledge, have experienced a shift in research funding away from federal and towards private industry sources. This paper compares the effects of federal and private university research funding, using data from 22 universities that include individual-level payments for everyone employed on all grants for each university year and that are linked to patent and Census data, including IRS W-2 records. We instrument for an individual's source of funding with government-wide R&D expenditure shocks within a narrow field of study. We find that a higher share of federal funding causes fewer but more general patents, more high-tech entrepreneurship, a higher likelihood of remaining employed in academia, and a lower likelihood of joining an incumbent firm. Increasing the private share of funding has opposite effects for most outcomes. It appears that private funding leads to greater appropriation of intellectual property by incumbent firms.
