    The Effect of Oil News Shocks on Job Creation and Destruction

    Using data from the Annual Survey of Manufactures (ASM) and the Census of Manufacturing (CMF), we construct quarterly measures of job creation and destruction by 3-digit NAICS industries spanning from 1980Q3-2016Q4. These long series allow us to address three questions regarding the effect of oil news shocks. What is the average effect of oil news shocks on sectoral labor reallocation? What characteristics explain the observed heterogeneity in the average responses across industries? Has the response of US manufacturing changed over time? We find evidence that oil news shocks exert only a moderate effect on total manufacturing net employment growth but lead to a significant increase in job reallocation. However, we find a high degree of heterogeneity in responses across industries. We then show that the cross-industry variation in the sensitivity of net employment growth and excess job reallocation to oil news shocks is related to differences in energy costs, the rate of energy to capital expenditures, and the share of mature firms in the industry. Finally, we illustrate how the dynamic response of sectoral job creation and destruction to oil news shocks has declined since the mid-2000s.

    Payroll Tax Incidence: Evidence from Unemployment Insurance

    Economic models assume that payroll tax burdens fall fully on workers, but where does tax incidence fall when taxes are firm-specific and time-varying? Unemployment insurance in the United States has the key feature of varying both across employers and over time, creating the potential for labor demand responses if tax costs cannot be fully passed through to worker wages. Using state policy changes and administrative data of matched employer-employee job spells, I study how employment and earnings respond to unexpected payroll tax increases for highly exposed employers. I find significant drops in employment growth driven by lower hiring, and minimal evidence of passthrough to earnings. The negative employment effects are strongest for young workers and single-establishment firms.

    The Icing on the Cake: The Effects of Monetary Incentives on Income Data Quality in the SIPP

    Accurate measurement of key income variables plays a crucial role in economic research and policy decision-making. However, the presence of item nonresponse and measurement error in survey data can cause biased estimates. These biases can subsequently lead to sub-optimal policy decisions and inefficient allocation of resources. While there have been various studies documenting item nonresponse and measurement error in economic data, there have not been many studies investigating interventions that could reduce item nonresponse and measurement error. In our research, we investigate the impact of monetary incentives on reducing item nonresponse and measurement error for labor and investment income in the Survey of Income and Program Participation (SIPP). Our study utilizes a randomized incentive experiment in Waves 1 and 2 of the 2014 SIPP, which allows us to assess the effectiveness of incentives in reducing item nonresponse and measurement error. We find that households receiving incentives had item nonresponse rates that are 1.3 percentage points lower for earnings and 1.5 percentage points lower for Social Security income. Measurement error was 6.31 percentage points lower at the intensive margin for interest income, and 16.48 percentage points lower for dividend income compared to non-incentive recipient households. These findings provide valuable insights for data producers and users and highlight the importance of implementing strategies to improve data quality in economic research.

    Technology Lock-In and Costs of Delayed Climate Policy

    This paper studies the implications of current energy prices for future energy efficiency and climate policy. Using U.S. Census microdata and quasi-experimental variation in energy prices, we first show that manufacturing plants that open when electricity prices are low consume more energy throughout their lifetime, regardless of current electricity prices. We then estimate that a persistent bias of technological change toward energy can explain the long-term effects of entry-year electricity prices on energy intensity. Overall, this 'technology lock-in' implies that increasing entry-year electricity prices by 10% would decrease a plant's energy intensity of production by 3% throughout its lifetime.

    The Spillover Effects of Top Income Inequality

    Top income inequality in the United States has increased considerably within occupations. This phenomenon has led to a search for a common explanation. We instead develop a theory where increases in income inequality originating within a few occupations can 'spill over' through consumption into others. We show theoretically that such spillovers occur when an occupation provides non divisible services to consumers, with physicians our prime example. Examining local income inequality across U.S. regions, the data suggest that such spillovers exist for physicians, dentists, and real estate agents. Estimated spillovers for other occupations are consistent with the predictions of our theory.

    The Radius of Economic Opportunity: Evidence from Migration and Local Labor Markets

    We examine the geographic incidence of local labor market growth across locations of childhood residence. We ask: when wages grow in a given US labor market, do the benefits flow to individuals growing up in nearby or distant locations? We begin by constructing new statistics on migration rates across labor markets between childhood and young adulthood. This migration matrix shows 80% of young adults migrate less than 100 miles from where they grew up. 90% migrate less than 500 miles. Migration distances are shorter for Black and Hispanic individuals and for those from low income families. These migration patterns provide information on the first order geographic incidence of local wage growth. Next, we explore the responsiveness of location choices to economic shocks. Using geographic variation induced by the recovery from the Great Recession, we estimate the elasticity of migration with respect to increases in local labor market wage growth. We develop and implement a novel test for validating whether our identifying wage variation is driven by changes in labor market opportunities rather than changes in worker composition due to sorting. We find that higher wages lead to increased in-migration, decreased out-migration and a partial capitalization of wage increases into local prices. Our results imply that for a 2 rank point increase in annual wages (approximately $1600) in a given commuting zone (CZ), approximately 99% of wage gains flow to those who would have resided in the CZ in the absence of the wage change. The geographically concentrated nature of most migration and the small magnitude of these migration elasticities suggest that the incidence of labor market conditions across childhood residences is highly local. For many individuals, the 'radius of economic opportunity' is quite narrow.

    Has toughness of local competition declined?

    Recent evidence on rm-level markups and concentration raises a concern that market competition has declined in the U.S. over the last few decades. Since measuring competition is difficult, methodologies used to arrive at these findings have merits but also raise technical concerns which question the validity of these results. Given the significance of documenting how competition has changed, I contribute to this literature by studying a different measure of competition. Specifically, I estimate the toughness of local competition over time. To derive this estimate, I use a generalized monopolistic competition model with variable markups. This model generates insights that allows me to measure competition as the sensitivity of weighted-average markup to changes in the number of competitors using directly observable variables. Compared to firm-level markups estimation, this method relaxes the need to estimate production functions. I then use confidential Census data to estimate toughness of local competition from 1997 to 2016, which shows that local competition has decreased in non-tradable industries on average in the U.S. during this time period.

    What Do Establishments Do When Wages Increase? Evidence from Minimum Wages in the United States

    I investigate how establishments adjust their production plans on various margins when wage rates increase. Exploiting state-by-year variation in minimum wage, I analyze U.S. manufacturing plants' responses over a 23-year period. Using instrumental variable method and Census Microdata, I find that when the hourly wage of production workers increases by one percent, manufacturing plants reduce the total hours worked by production workers by 0.7 percent and increase capital expenditures on machinery and equipment by 2.7 percent. The reduction in total hours worked by production workers is driven by intensive-margin changes. The estimated elasticity of substitution between capital and labor is 0.85. Following the wage increases, no statistically significant changes emerge in revenue, materials or total factor productivity. Additionally, I nd that when wage rates increase, establishments are more likely to exit the market. Finally, I provide evidence that when the minimum wage increases the wages of some of the establishments in a firm, the firm also increases the wages for its other establishments.

    Pay, Employment, and Dynamics of Young Firms

    Why do young firms pay less? Using confidential microdata from the US Census Bureau, we find lower earnings among workers at young firms. However, we argue that such measurement is likely subject to worker and firm selection. Exploiting the two-sided panel nature of the data to control for relevant dimensions of worker and firm heterogeneity, we uncover a positive and significant young-firm pay premium. Furthermore, we show that worker selection at firm birth is related to future firm dynamics, including survival and growth. We tie our empirical findings to a simple model of pay, employment, and dynamics of young firms.

    Import Competition from and Offshoring to Low-Income Countries: Implications for Employment and Wages at U.S. Domestic Manufacturers

    Using confidential linked firm-level trade transactions and census data between 1997 and 2012, we provide new evidence on how American firms without foreign affiliates adjust employment and wages as they adapt to import competition from low-income countries. We provide stylized facts on the input sourcing strategies of these domestic firms, contrasting them with multinationals operating in the same industry. We then investigate how changes in firm input purchases from low-income countries as well as domestic market import penetration from these sources are correlated with changes in employment and wages at surviving domestic firms. Greater offshoring by domestic firms from low-income countries correlates with larger declines in manufacturing employment and in the average production workers' wage. Given the negative association, however, the estimated magnitudes are small, even for a narrow measure of offshoring that includes only intermediate goods. Import penetration of U.S. markets from these sources is associated with relatively larger changes in employment for arm's length importing firms, but has no significant correlation with employment changes at firms that do not trade. Given differences in the degree of both offshoring and import penetration, we find substantial variation across industries in the magnitude of changes associated with low-income country imports.
