    Internal Migration in the U.S. During the COVID-19 Pandemic

    Survey and administrative internal migration data disagree on whether the COVID-19 pandemic increased or decreased mobility in the U.S. Moreover, though scholars have theorized and documented migration in response to environmental hazards and economic shocks, the novel conditions posed by a global pandemic make it difficult to hypothesize whether and how American migration might change as a result. We link individual-level data from the United States Postal Service's National Change of Address (NCOA) registry to American Community Survey (ACS) and Current Population Survey (CPS-ASEC) responses and other administrative records to document changes in the level, geography, and composition of migrant flows between 2019 and 2021. We find a 2% increase in address changes between 2019 and 2020, representing an additional 603,000 moves, driven primarily by young adults, earners at the extremes of the income distribution, and individuals (as opposed to families) moving over longer distances. Though the number of address changes returned to pre-pandemic levels in 2021, the pandemic-era geographic and compositional shifts in favor of longer distance moves away from the Pacific and Mid-Atlantic regions toward the South and in favor of younger, individual movers persisted. We also show that at least part of the disconnect between survey, media, and administrative/third-party migration data sources stems from the apparent misreporting of address changes on Census Bureau surveys. Among ACS and CPS-ASEC householders linked to NCOA data and filing a permanent change of address in their 1-year survey response reference period, only around 68% of ACS and 49% of CPS-ASEC householders also reported living in a different residence one year ago in their survey response.

    Long-Run Adult Socio-economic Outcomes from In Utero Airborne Lead Exposure

    As a neurotoxin, early exposure to lead has long been assumed to affect socioeconomic out-comes well into adulthood. However, the empirical literature documenting such effects has been limited. This study documents the long-term effects of in utero exposure to air lead on adult socio-economic outcomes, including earnings, disabilities, employment, public assistance, and education, using US survey and administrative data. Specifically, we match individuals in the 2000 US Decennial Census and 2001-2014 American Community Surveys to average lead concentrations in the individual's birth county during his/her 9 months in utero. We find a 0.5 'g/m3 decrease in air lead, representing the average 1975-85 change resulting from the passage of the U.S. Clean Air Act, is associated with an increase in earnings of 3.5%, or a present value, at birth, of $21,400 in lifetime earnings. Decomposing this effect, we find greater exposure to lead in utero is associated with an increase in disabilities in adulthood, an increase in receiving public assistance, and a decrease in employment. Looking at effects by sex, long-term effects for girls seem to fall on participation in the formal labor market, whereas for boys it appears to fall more on hours worked. This is the first study to document such long-term effects from lead using US data. We estimate the present value in 2020, from all earnings impacts from 1975 forward, to be $4,230 Billion using a discount rate of 3%. In 2020 alone, the benefits are $252 B, or about 1.2% of GDP. Thus, our estimates imply the Clean Air Act's lead phase out is still returning a national dividend of over 1% every year.

    The impact of manufacturing credentials on earnings and the probability of employment

    This paper examines the labor market returns to earning industry-certified credentials in the manufacturing sector. Specifically, we are interested in estimating the impact of a manufacturing credential on wages, probability of employment, and probability of employment specifically in the manufacturing sector post credential attainment. We link students who earned manufacturing credentials to their enrollment and completion records, and then further link them to their IRS tax records for earnings and employment (Form W2 and 1040) and to the American Community Survey and decennial census for demographic information. We present earnings trajectories for workers with credentials by type of credential, industry of employment, age, race and ethnicity, gender, and state. To obtain a more causal estimate of the impact of a credential on earnings, we implement a coarsened exact matching strategy to compare outcomes between otherwise similar people with and without a manufacturing credential. We find that the attainment of a manufacturing industry credential is associated with higher earnings and a higher likelihood of labor market participation when we compare attainers to a group of non-attainers who are otherwise similar.

    Mortality in a Multi-State Cohort of Former State Prisoners, 2010-2015

    Previous studies report that individuals who have been imprisoned have higher mortality rates than their demographic counterparts in the general population, particularly non-Hispanic white former prisoners. Most of these studies have been based on a single state's prison system, and the extent to which their findings can be generalized has not been established. In this study we explore the role that race/Hispanic origin, other demographic characteristics, and custodial/ criminal history factors have on post-release mortality, including on the timing of deaths. We also assess whether conditional release to community supervision or reimprisonment may explain the higher post-release mortality found among non-Hispanic whites. In the second part of the analysis, we estimate standardized mortality ratios (SMRs) by sex, age group, and race/Hispanic origin using as reference the U.S. general population. The data come from state prison releases from the Bureau of Justice Statistics' (BJS) National Corrections Reporting Program (NCRP). The NCRP records were linked to the Census Numident to identify deaths occurring within five years from prison release. We also linked NCRP records to previous decennial censuses and survey responses to obtain self-reported race and Hispanic origin if available. We found that non-Hispanic white former prisoners were more likely to die within five years after prison release and more likely to die in the initial weeks after release compared to racial minorities and Hispanics. Reimprisonment, age at release, and a history of multiple prison terms had a similar influence on the odds of dying across all race/Hispanic origin groups. Other factors, such as the type of release and the duration of the last term in prison, were associated with higher risks of mortality for some groups but not for others.

    This report documents the efforts of the Census Bureau's Citizen Voting-Age Population (CVAP) Internal Expert Panel (IEP) and Technical Working Group (TWG) toward the use of multiple data sources to produce block-level statistics on the citizen voting-age population for use in enforcing the Voting Rights Act. It describes the administrative, survey, and census data sources used, and the four approaches developed for combining these data to produce CVAP estimates. It also discusses other aspects of the estimation process, including how records were linked across the multiple data sources, and the measures taken to protect the confidentiality of the data.

    Developing a Residence Candidate File for Use With Employer-Employee Matched Data

    This paper describes the Longitudinal Employer-Household Dynamics (LEHD) program's ongoing efforts to use administrative records in a predictive model that describes residence locations for workers. This project was motivated by the discontinuation of a residence file produced elsewhere at the U.S. Census Bureau. The goal of the Residence Candidate File (RCF) process is to provide the LEHD Infrastructure Files with residence information that maintains currency with the changing state of administrative sources and represents uncertainty in location as a probability distribution. The discontinued file provided only a single residence per person/year, even when contributing administrative data may have contained multiple residences. This paper describes the motivation for the project, our methodology, the administrative data sources, the model estimation and validation results, and the file specifications. We find that the best prediction of the person-place model provides similar, but superior, accuracy compared with previous methods and performs well for workers in the LEHD jobs frame. We outline possibilities for further improvement in sources and modeling as well as recommendations on how to use the preference weights in downstream processing.

    Evaluating Race and Hispanic Origin Responses of Medicaid Participants Using Census Data

    Health and health care disparities associated with race or Hispanic origin are complex and continue to challenge researchers and policy makers. With the intention of improving the measurement and monitoring of these disparities, provisions of the Patient Protection and Affordable Care Act (ACA) of 2010 require states to collect, report and analyze data on demographic characteristics of applicants and participants in Medicaid and other federally supported programs. By linking Medicaid records to 2010 Census, American Community Survey, and Census 2000, this new large-scale study examines and documents the extent to which pre-ACA Medicaid administrative records match self-reported race and Hispanic origin in Census data. Linked records allow comparisons between individuals with matching and non-matching race and Hispanic origin data across several demographic, socioeconomic and neighborhood characteristics, such as age, gender, language proficiency, education and Census tract variables. Identification of the groups most likely to have non-matching and missing race and Hispanic origin data in Medicaid relative to Census data can inform strategies to improve the quality of demographic data collected from Medicaid populations.

    The recent release of the 1940 Census manuscripts enables the creation of longitudinal data spanning the whole of the twentieth century. Linked historical and contemporary data would allow unprecedented analyses of the causes and consequences of health, demographic, and economic change. The Census Bureau is uniquely equipped to provide high quality linkages of person records across datasets. This paper summarizes the linkage techniques employed by the Census Bureau and discusses utilization of these techniques to append protected identification keys to the 1940 Census.

    Changes in EITC Eligibility and Participation, 2005'2009

    The rate of participation in the Earned Income Tax Credit (EITC) has been widely studied, but changes over time in eligibility for the credit have received less attention. One question of importance to policy-makers is whether (or by how much) eligibility might increase during economic downturns. The EITC is fundamentally tied to work. During periods of high unemployment, eligibility may decrease due to a lower number of workers - especially low-skilled workers - filing for a given tax year. On the other hand, family structure and underemployment may lead to increases in eligibility. For example, earners may become eligible when a two-earner family loses one job or when an earner works part of the year or fewer hours. Using IRS tax data linked with the Current Population Survey Annual Social and Economic Supplement (CPS ASEC), I examine changes in EITC eligibility and take-up between tax years 2005 and 2009, during which time the Great Recession began and ended. Employing fixed-effects models, I assess patterns of eligibility among demographic groups based on characteristics that also predict labor market outcomes. Results indicate that, in a period when overall EITC eligibility rates increased, the state unemployment rate had a significant positive effect on eligibility and a significant negative effect on take-up. Meanwhile, although joint filers, those with more children, and men experienced increasing rates of eligibility, those with less education experienced decreasing rates. Results point to the possibility that labor market groups who experienced the highest rates of unemployment in the recession may have become ineligible due to full-year job loss.

    2010 American Community Survey Match Study

    Using administrative records data from federal government agencies and commercial sources, the 2010 ACS Match Study measures administrative records coverage of 2010 ACS addresses, persons, and persons at addresses at different levels of geography as well as by demographic characteristics and response mode. The 2010 ACS Match Study represents a continuation of the research undertaken in the 2010 Census Match Study, the first national-level evaluation of administrative records data coverage. Preliminary results indicate that administrative records provide substantial coverage for addresses and persons in the 2010 ACS (92.7 and 92.1 percent respectively), and less extensive though substantial coverage, for person-address pairs (74.3 percent). In addition, some variation in address, person and/or person-address coverage is found across demographic and response mode groups. This research informs future uses of administrative records in survey and decennial census operations to address the increasing costs of data collection and declining response rates.
