    Incorporating Administrative Data in Survey Weights for the 2018-2022 Survey of Income and Program Participation

    Response rates to the Survey of Income and Program Participation (SIPP) have declined over time, raising the potential for nonresponse bias in survey estimates. A potential solution is to leverage administrative data from government agencies and third-party data providers when constructing survey weights. In this paper, we modify various parts of the SIPP weighting algorithm to incorporate such data. We create these new weights for the 2018 through 2022 SIPP panels and examine how the new weights affect survey estimates. Our results show that before weighting adjustments, SIPP respondents in these panels have higher socioeconomic status than the general population. Existing weighting procedures reduce many of these differences. Comparing SIPP estimates between the production weights and the administrative data-based weights yields changes that are not uniform across the joint income and program participation distribution. Unlike other Census Bureau household surveys, there is no large increase in nonresponse bias in SIPP due to the COVID-19 Pandemic. In summary, the magnitude and sign of nonresponse bias in SIPP is complicated, and the existing weighting procedures may change the sign of nonresponse bias for households with certain incomes and program benefit statuses.

    Whose Neighborhood Now? Gentrification and Community Life in Low-Income Urban Neighborhoods

    Gentrification is a process of urban change that has wide-ranging social and political impacts, but previous studies provide divergent findings. Does gentrification leave residents feeling alienated, or does it bolster neighborhood social satisfaction? Politically, does urban change mobilize residents, or leave them disengaged? I assess a national, cross-sectional sample of about 17,500 respondents in lower-income urban neighborhoods, and use a structural equation modeling approach to model six latent variables pertaining to local social environment and political participation. Amongst the full sample, gentrification has a positive association with all six factors. However, this relationship depends upon respondents' level of income, length of residency, and racial identity. White residents and those with shorter length of residency report higher levels of social cohesion as gentrification increases, but there is no such association amongst racial minority groups and longer-term residents. This finding aligns with a perspective on gentrification as a racialized process, and demonstrates that gentrification-related amenities primarily serve the interests of white residents and newcomers. All groups, however, are more likely to participate in neighborhood politics as gentrification increases, drawing attention to the agency of local residents as they attempt to influence processes of urban change.

    Where to Build Affordable Housing? Evaluating the Tradeoffs of Location

    How does the location of affordable housing affect tenant welfare, the distribution of assistance, and broader societal objectives such as racial integration? Using administrative data on tenants of units funded by the Low-Income Housing Tax Credit (LIHTC), we first show that characteristics such as race and proxies for need vary widely across neighborhoods. Despite fixed eligibility requirements, LIHTC developments in more opportunity-rich neighborhoods house tenants who are higher income, more educated, and far less likely to be Black. To quantify the welfare implications, we build a residential choice model in which households choose from both market-rate and affordable housing options, where the latter must be rationed. While building affordable housing in higher-opportunity neighborhoods costs more, it also increases household welfare and reduces city-wide segregation. The gains in household welfare, however, accrue to more moderate-need, non-Black/Hispanic households at the expense of other households. This change in the distribution of assistance is primarily due to a 'crowding out' effect: households that only apply for assistance in higher-opportunity neighborhoods crowd out those willing to apply regardless of location. Finally, other policy levers'such as lowering the income limits used for means-testing'have only limited effects relative to the choice of location.

    Fatal Errors: The Mortality Value of Accurate Weather Forecasts

    We provide the first revealed preference estimates of the benefits of routine weather forecasts. The benefits come from how people use advance information to reduce mor tality from heat and cold. Theoretically, more accurate forecasts reduce mortality if and only if mortality risk is convex in forecast errors. We test for such convexity using data on the universe of mortality events and weather forecasts for a twelve-year period in the U.S. Results show that erroneously mild forecasts increase mortality whereas erro neously extreme forecasts do not reduce mortality. Making forecasts 50% more accurate would save 2,200 lives per year. The public would be willing to pay $112 billion to make forecasts 50% more accurate over the remainder of the century, of which $22 billion reflects how forecasts facilitate adaptation to climate change.

    Estimating the U.S. Citizen Voting-Age Population (CVAP) Using Blended Survey Data, Administrative Record Data, and Modeling: Technical Report

    This report develops a method using administrative records (AR) to fill in responses for nonresponding American Community Survey (ACS) housing units rather than adjusting survey weights to account for selection of a subset of nonresponding housing units for follow-up interviews and for nonresponse bias. The method also inserts AR and modeling in place of edits and imputations for ACS survey citizenship item nonresponses. We produce Citizen Voting-Age Population (CVAP) tabulations using this enhanced CVAP method and compare them to published estimates. The enhanced CVAP method produces a 0.74 percentage point lower citizen share, and it is 3.05 percentage points lower for voting-age Hispanics. The latter result can be partly explained by omissions of voting-age Hispanic noncitizens with unknown legal status from ACS household responses. Weight adjustments may be less effective at addressing nonresponse bias under those conditions.

    Comparing the 2019 American Housing Survey to Contemporary Sources of Property Tax Records: Implications for Survey Efficiency and Quality

    Given rising nonresponse rates and concerns about respondent burden, government statistical agencies have been exploring ways to supplement household survey data collection with administrative records and other sources of third-party data. This paper evaluates the potential of property tax assessment records to improve housing surveys by comparing these records to responses from the 2019 American Housing Survey. Leveraging the U.S. Census Bureau's linkage infrastructure, we compute the fraction of AHS housing units that could be matched to a unique property parcel (coverage rate), as well as the extent to which survey and property tax data contain the same information (agreement rate). We analyze heterogeneity in coverage and agreement across states, housing characteristics, and 11 AHS items of interest to housing researchers. Our results suggest that partial replacement of AHS data with property data, targeted toward certain survey items or single-family detached homes, could reduce respondent burden without altering data quality. Further research into partial-replacement designs is needed and should proceed on an item-by-item basis. Our work can guide this research as well as those who wish to conduct independent research with property tax records that is representative of the U.S. housing stock.

    The Shifting of the Property Tax on Urban Renters: Evidence from New York State's Homestead Tax Option

    In 1981, New York State enabled their cities to adopt the Homestead Tax Option (HTO), which created a multi-tiered property tax system for rental properties in New York City, Buffalo, and Rochester. The HTO enabled these municipalities to impose a higher property tax rate on rental units in buildings with four or more units, compared to rental units in buildings with three or fewer units. Using restricted-use American Housing Survey data and historical property tax rates from each of these cities, we exploit within-unit across-time variation in property tax rates and rents to estimate the degree to which property taxes are shifted onto renters in the form of higher rents. We find that property owners shift approximately 14 percent of an increase in taxes onto renters. This study is the first to use within-unit across time variation in property taxes and rents to identify this shifting effect. Our estimated effect is measurably smaller than most previous studies, which often found shifting effects of over 60 percent.

The document attempts to provide a comprehensive description of all researcher-accessible files, of their creation, and of any modifications made to the files to facilitate researcher access.
