    Addressing Data Gaps: Four New Lines of Inquiry in the 2017 Economic Census

    We describe four new lines of inquiry added to the 2017 Economic Census regarding (i) retail health clinics, (ii) management practices in health care services, (iii) self-service in retail and service industries, and (iv) water use in manufacturing and mining industries. These were proposed by economists from the U.S. Census Bureau's Center for Economic Studies in order to fill data gaps in current Census Bureau products concerning the U.S. economy. The new content addresses such issues as the rise in importance of health care and its complexity, the adoption of automation technologies, and the importance of measuring water, a critical input to many manufacturing and mining industries.

    Re-engineering Key National Economic Indicators

    Traditional methods of collecting data from businesses and households face increasing challenges. These include declining response rates to surveys, increasing costs to traditional modes of data collection, and the difficulty of keeping pace with rapid changes in the economy. The digitization of virtually all market transactions offers the potential for re-engineering key national economic indicators. The challenge for the statistical system is how to operate in this data-rich environment. This paper focuses on the opportunities for collecting item-level data at the source and constructing key indicators using measurement methods consistent with such a data infrastructure. Ubiquitous digitization of transactions allows price and quantity be collected or aggregated simultaneously at the source. This new architecture for economic statistics creates challenges arising from the rapid change in items sold. The paper explores some recently proposed techniques for estimating price and quantity indices in large scale item-level data. Although those methods display tremendous promise, substantially more research is necessary before they will be ready to serve as the basis for the official economic statistics. Finally, the paper addresses implications for building national statistics from transactions for data collection and for the capabilities and organization of the statistical agencies in the 21st century.

    Automating Response Evaluation For Franchising Questions On The 2017 Economic Census

    Between the 2007 and 2012 Economic Censuses (EC), the count of franchise-affiliated establishments declined by 9.8%. One reason for this decline was a reduction in resources that the Census Bureau was able to dedicate to the manual evaluation of survey responses in the franchise section of the EC. Extensive manual evaluation in 2007 resulted in many establishments, whose survey forms indicated they were not franchise-affiliated, being recoded as franchise-affiliated. No such evaluation could be undertaken in 2012. In this paper, we examine the potential of using external data harvested from the web in combination with machine learning methods to automate the process of evaluating responses to the franchise section of the 2017 EC. Our method allows us to quickly and accurately identify and recode establishments have been mistakenly classified as not being franchise-affiliated, increasing the unweighted number of franchise-affiliated establishments in the 2017 EC by 22%-42%.

    Business Dynamics Statistics of High Tech Industries

    Modern market economies are characterized by the reallocation of resources from less productive, less valuable activities to more productive, more valuable ones. Businesses in the High Technology sector play a particularly important role in this reallocation by introducing new products and services that impact the entire economy. Tracking the performance of this sector is therefore of primary importance, especially in light of recent evidence that suggests a slowdown in business dynamism in High Tech industries. The Census Bureau produces the Business Dynamics Statistics (BDS), a suite of data products that track job creation, job destruction, startups, and exits by firm and establishment characteristics including sector, firm age, and firm size. In this paper we describe the methodologies used to produce a new extension to the BDS focused on businesses in High Technology industries.

    National Estimates of Gross Employment and Job Flows from the Quarterly Workforce Indicators with Demographic and Industry Detail

    The Quarterly Workforce Indicators (QWI) are local labor market data produced and released every quarter by the United States Census Bureau. Unlike any other local labor market series produced in the U.S. or the rest of the world, the QWI measure employment flows for workers (accession and separations), jobs (creations and destructions) and earnings for demographic subgroups (age and gender), economic industry (NAICS industry groups), detailed geography (block (experimental), county, Core- Based Statistical Area, and Workforce Investment Area), and ownership (private, all) with fully interacted publication tables. The current QWI data cover 47 states, about 98% of the private workforce in those states, and about 92% of all private employment in the entire economy. State participation is sufficiently extensive to permit us to present the first national estimates constructed from these data. We focus on worker, job, and excess (churning) reallocation rates, rather than on levels of the basic variables. This permits comparison to existing series from the Job Openings and Labor Turnover Survey and the Business Employment Dynamics Series from the Bureau of Labor Statistics. The national estimates from the QWI are an important enhancement to existing series because they include demographic and industry detail for both worker and job flow data compiled from underlying micro-data that have been integrated at the job and establishment levels by the Longitudinal Employer-Household Dynamics Program at the Census Bureau. The estimates presented herein were compiled exclusively from public-use data series and are available for download.

    The Relation among Human Capital, Productivity and Market Value: Building Up from Micro Evidence

    This paper investigates and evaluates the direct and indirect contribution of human capital to business productivity and shareholder value. The impact of human capital may occur in two ways: the specific knowledge of workers at businesses may directly increase business performance, or a skilled workforce may also indirectly act as a complement to improved technologies, business models or organizational practices. We use newly created firm-level measures of workforce human capital and productivity to examine links between those measures and the market value of the employing firm. The new human capital measures come from an integrated employer-employee data base under development at the US Census Bureau. We link these data to financial information from Compustat at the firm level, which provides measures of market value and tangible assets. The combination of these two sources permits examination of the link between human capital, productivity, and market value. There is a substantial positive relation between human capital and market value that is primarily related to the unmeasured personal characteristics of the employees, which are captured by the new measures.

    Measuring the Electronic Economy: Current Status and Next Steps

    The recent growth of consumer retailing over the Internet draws attention to the electronic economy. However, businesses also conduct other business processes over computer networks, and many have been doing so for some time. Uses of computer networks attract attention because of assertions that they lead to new products and services, new delivery methods, streamlined or re-engineered business processes, new business structures, and enhanced business performance. These changes, in turn, potentially affect the performance of the entire economy, including economic growth, productivity, prices, employment, trade, and the structures of businesses, regions, and markets. Evaluating these assertions, and their effects on economic performance, requires solid statistical information about the electronic economy. This paper develops principles for identifying information critical to measuring the size and evaluating the potential effects of the electronic economy, relates that information to current data collection programs, and notes relevant measurement issues. Some of the required information about the electronic economy can be collected by adding questions to existing surveys, making the scope of existing surveys consistent, or developing new surveys. However, many key pieces of information pose significant challenges to economic measurement. While some of those challenges are specific to the electronic economy, others are long-standing ones. Interest in the electronic economy highlights the importance of continuing attempts to address these challenges. Improving and enhancing the statistical system to provide information about the electronic economy, therefore, would also substantially improve the baseline information available for evaluating the performance of the entire economy.

    Analytic Use Of Economic Microdata; A Model For Researcher Access With Confidentiality Protection

    A primary responsibility of the Center for Economic Studies (CES) of the U.S. Bureau of the Census is to facilitate researcher access to confidential economic microdata files. Benefits from this program accrue not only to policy makers--there is a growing awareness of the importance of microdata for analyzing both the descriptive and welfare implications of regulatory and environmental changes--but also and importantly to the statistical agencies themselves. In fact, there is substantial recent literature arguing for the proposition that the largest single improvement that the U.S. statistical system could make is to improve its analytic capabilities. In this paper I briefly discuss these benefits to greater access for analytical work and ways to achieve them. Due to the nature of business data, public use databases and masking technologies are not available as vehicles for releasing useful microdata files. I conclude that a combination of outside and inside research programs, carefully coordinated and integrated is the best model for ensuring that statistical agencies reap the gains from analytic data users. For the United States, at least, this is fortuitous with respect to justifying access since any direct research with confidential data by outsiders must have a "statistical purpose". Until the advent of CES, it was virtually impossible for researchers to work with the economic microdata collected by the various economic censuses. While the CES program is quite large, as it now stands, researchers, or their representatives, must come to the Census Bureau in Washington, D.C. to access the data. The success of the program has led to increasing demands for data access in facilities outside of the Washington, D.C. area. Two options are considered: 1) Establish Census Bureau facilities in various universities or similar nonprofit research facilities and 2) Develop CES regional operations in existing Census Bureau regional offices.
