Working Paper'Oh, Give Me a Home (Trade Share)': Differential Import Price Inflation and Gains from Trade Across U.S. Households

Consumers are differentially exposed to trade based on their expenditures, but there is little data on how such trade exposure differs across consumer groups and over time. In this paper, we construct 'home trade shares' that vary by age, race, marital status, education, and urban status, and use these to analyze differences in inflation and welfare gains from trade for U.S. demographic groups over the years 1996'2018. We show that over this time period, import prices (inclusive of the effects of taste change) held down overall inflation for all groups. For the typical group, more than a quarter of the gains from trade relative to autarky accrued in our time period. Welfare gains from trade over our time period are largest for rural households, and smallest for Black households. Adding taste change to the typical welfare gains from trade formula boosts the gains for every group relative to the standard formula.View Full Paper PDF

We construct new population-level linked administrative data to study households' access to credit in the United States. These data reveal large differences in credit access by race, class, and hometown. By age 25, Black individuals, those who grew up in low-income families, and those who grew up in certain areas (including the Southeast and Appalachia) have significantly lower credit scores than other groups. Consistent with lower scores generating credit constraints, these individuals have smaller balances, more credit inquiries, higher credit card utilization rates, and greater use of alternative higher-cost forms of credit. Tests for alternative definitions of algorithmic bias in credit scores yield results in opposite directions. From a calibration perspective, group-level differences in credit scores understate differences in delinquency: conditional on a given credit score, Black individuals and those from low-income families fall delinquent at relatively higher rates. From a balance perspective, these groups receive lower credit scores even when comparing those with the same future repayment behavior. Addressing both of these biases and expanding credit access to groups with lower credit scores requires addressing group-level differences in delinquency rates. These delinquencies emerge soon after individuals access credit in their early twenties, often due to missed payments on credit cards, student loans, and other bills. Comprehensive measures of individuals' income profiles, income volatility, and observed wealth explain only a small portion of these repayment gaps. In contrast, we find that the large variation in repayment across hometowns mostly reflects the causal effect of childhood exposure to these places. Places that promote upward income mobility also promote repayment and expand credit access even conditional on income, suggesting that common place-level factors may drive behaviors in both credit and labor markets. We discuss suggestive evidence for several mechanisms that drive our results, including the role of social and cultural capital. Working PaperIncorporating Administrative Data in Survey Weights for the 2018-2022 Survey of Income and Program Participation

Response rates to the Survey of Income and Program Participation (SIPP) have declined over time, raising the potential for nonresponse bias in survey estimates. A potential solution is to leverage administrative data from government agencies and third-party data providers when constructing survey weights. In this paper, we modify various parts of the SIPP weighting algorithm to incorporate such data. We create these new weights for the 2018 through 2022 SIPP panels and examine how the new weights affect survey estimates. Our results show that before weighting adjustments, SIPP respondents in these panels have higher socioeconomic status than the general population. Existing weighting procedures reduce many of these differences. Comparing SIPP estimates between the production weights and the administrative data-based weights yields changes that are not uniform across the joint income and program participation distribution. Unlike other Census Bureau household surveys, there is no large increase in nonresponse bias in SIPP due to the COVID-19 Pandemic. In summary, the magnitude and sign of nonresponse bias in SIPP is complicated, and the existing weighting procedures may change the sign of nonresponse bias for households with certain incomes and program benefit statuses.View Full Paper PDF

This paper studies firm diversification over 6-digit NAICS industries in U.S. manufacturing. We find that firms specializing in fewer industries now account for a substantially greater share of production than 40 years ago. This reallocation is a key driver of rising industry concentration. Specialized firms have displaced diversified firms among industry leaders'absent this reallocation concentration would have decreased. We then provide evidence that specialized firms produce higher-quality goods: specialized firms tend to charge higher unit prices and are more insulated against Chinese import competition. Based on our empirical findings, we propose a theory in which growth shifts demand toward specialized, high-quality firms, which eventually increases concentration. We conclude that one should expect rising industry concentration in a growing economy.View Full Paper PDF

Differences in consumption patterns across demographic groups mean that international price shocks differentially affect such groups. We construct import price indexes for U.S. households that vary by age, race, marital status, education, and urban status. Black households and urban households experienced significantly higher import price inflation from 1996-2018 compared to other groups, such as white households and rural households. Sensitivity to international price shocks varies widely, implying movements in exchange rates and foreign prices, both during our sample and during the Covid-19 pandemic, drove sizable differences in import price inflation ' and total inflation ' across households.View Full Paper PDF

This paper shows that the unequal incidence of recessions in the labor market amplifies aggregate shocks. Using administrative data from the United States, I document a positive covariance between worker marginal propensities to consume (MPCs) and their elasticities of earnings to GDP, which is a key moment for a new class of heterogeneous-agent models. I define the Matching Multiplier as the increase in the multiplier stemming from this matching of high MPC workers to more cyclical jobs. I show that this covariance is large enough to increase the aggregate MPC by 20 percent over an equal exposure benchmark.View Full Paper PDF

Traditional methods of collecting data from businesses and households face increasing challenges. These include declining response rates to surveys, increasing costs to traditional modes of data collection, and the difficulty of keeping pace with rapid changes in the economy. The digitization of virtually all market transactions offers the potential for re-engineering key national economic indicators. The challenge for the statistical system is how to operate in this data-rich environment. This paper focuses on the opportunities for collecting item-level data at the source and constructing key indicators using measurement methods consistent with such a data infrastructure. Ubiquitous digitization of transactions allows price and quantity be collected or aggregated simultaneously at the source. This new architecture for economic statistics creates challenges arising from the rapid change in items sold. The paper explores some recently proposed techniques for estimating price and quantity indices in large scale item-level data. Although those methods display tremendous promise, substantially more research is necessary before they will be ready to serve as the basis for the official economic statistics. Finally, the paper addresses implications for building national statistics from transactions for data collection and for the capabilities and organization of the statistical agencies in the 21st century.View Full Paper PDF

We test whether two-earner married couples are more likely to file for consumer bankruptcy in the future than similar married couples. Since two-earner households are unable to adjust their income on the extensive margin, they are more vulnerable to income shocks, and thus at risk of bankruptcy in the future. We find that two-earner married couples in 1999 are more likely to file for bankruptcy from 2002-2004 compared to other married couples. In this paper, we investigate the potential of applying administrative records income data to the Consumer Expenditure (CE) survey to inform measurement error properties of CE estimates, supplement respondent-collected data, and estimate the representativeness of the CE survey by income level. We match individual responses to Consumer Expenditure Quarterly Interview Survey data collected from July 2013 through December 2014 to IRS administrative data in order to analyze CE questions on wages, social security payroll deductions, self-employment income receipt and retirement income. We find that while wage amounts are largely in alignment between the CE and administrative records in the middle of the wage distribution, there is evidence that wages are over-reported to the CE at the bottom of the wage distribution and under-reported at the top of the wage distribution. We find mixed evidence for alignment between the CE and administrative records on questions covering payroll deductions and self-employment income receipt, but find substantial divergence between CE responses and administrative records when examining retirement income. In addition to the analysis using person-based linkages, we also match responding and non-responding CE sample units to the universe of IRS 1040 tax returns by address to examine non-response bias. We find that non-responding households are substantially richer than responding households, and that very high income households are less likely to respond to the CE.View Full Paper PDF

Working PaperEstimating Unequal Gains across U.S. Consumers with Supplier Trade Data

Using supplier-level trade data, we estimate the effect on consumer welfare from changes in U.S. imports both in the aggregate and for different household income groups from 1998 to 2014. To do this, we use consumer preferences which feature non-homotheticity both within sectors and across sectors. After structurally estimating the parameters of the model, using the universe of U.S. goods imports, we construct import price indexes in which a variety is defined as a foreign establishment producing an HS10 product that is exported to the United States. We find that lower income households experienced the most import price inflation, while higher income households experienced the least import price inflation during our time period. Thus, we do not find evidence that the consumption channel has mitigated the distributional effects of trade that have occurred through the nominal income channel in the United States over the past two decades.View Full Paper PDF
