    Scientific Talent Leaks Out of Funding Gaps

    We study how delays in NIH grant funding affect the career outcomes of research personnel. Using comprehensive earnings and tax records linked to university transaction data along with a difference-in-differences design, we find that a funding interruption of more than 30 days has a substantial effect on job placements for personnel who work in labs with a single NIH R01 research grant, including a 3 percentage point (40%) increase in the probability of not working in the US. Incorporating information from the full 2020 Decennial Census and data on publications, we find that about half of those induced into nonemployment appear to permanently leave the US and are 90% less likely to publish in a given year, with even larger impacts for trainees (postdocs and graduate students). Among personnel who continue to work in the US, we find that interrupted personnel earn 20% less than their continuously-funded peers, with the largest declines concentrated among trainees and other non-faculty personnel (such as staff and undergraduates). Overall, funding delays account for about 5% of US nonemployment in our data, indicating that they have a meaningful effect on the scientific labor force at the national level.

    A Tale of Two Fields? STEM Career Outcomes

    Is the labor market for US researchers experiencing the best or worst of times? This paper analyzes the market for recently minted Ph.D. recipients using supply-and-demand logic and data linking graduate students to their dissertations and W2 tax records. We also construct a new dissertation-industry 'relevance' measure, comparing dissertation and patent text and linking patents to assignee firms and industries. We find large disparities across research fields in placement (faculty, postdoc, and industry positions), earnings, and the use of specialized human capital. Thus, it appears to simultaneously be a good time for some fields and a bad time for others.

    An Evaluation of the Gender Wage Gap Using Linked Survey and Administrative Data

    The narrowing of the gender wage gap has slowed in recent decades. However, current estimates show that, among full-time year-round workers, women earn approximately 18 to 20 percent less than men at the median. Women's human capital and labor force characteristics that drive wages increasingly resemble men's, so remaining differences in these characteristics explain less of the gender wage gap now than in the past. As these factors wane in importance, studies show that others like occupational and industrial segregation explain larger portions of the gender wage gap. However, a major limitation of these studies is that the large datasets required to analyze occupation and industry effectively lack measures of labor force experience. This study combines survey and administrative data to analyze and improve estimates of the gender wage gap within detailed occupations, while also accounting for gender differences in work experience. We find a gender wage gap of 18 percent among full-time, year-round workers across 316 detailed occupation categories. We show the wage gap varies significantly by occupation: while wages are at parity in some occupations, gaps are as large as 45 percent in others. More competitive and hazardous occupations, occupations that reward longer hours of work, and those that have a larger proportion of women workers have larger gender wage gaps. The models explain less of the wage gap in occupations with these attributes. Occupational characteristics shape the conditions under which men and women work and we show these characteristics can make for environments that are more or less conducive to gender parity in earnings.

    How long do early career decisions follow women? The impact of industry and firm size history on the gender and motherhood wage gaps

    We add to the gender wage gap literature by considering how characteristics of past employers are correlated with current wages and whether differences between the work histories of men and women are related to the persistent gender wage gap. Our hypothesis is that women have spent less time over the course of their careers in higher paying industries and have less job- and industry-specific human capital and that these characteristics are correlated with male-female earnings differences. Additionally, we expect that difference in the work histories between women with children and childless women might help explain the observed motherhood wage gap. We use unique administrative employer history data to conduct a standard decomposition exercise to determine the impact of differences in observable job history characteristics on the gender and motherhood wage gaps. We find that industry work history has two opposing effects on both these wage gaps. The distribution of work experience across industries contributes to increasing the wage gaps, but the share of experience spent in the industry sector of the current job works to decrease earnings differences.

    Who Moves Up the Job Ladder?*

    In this paper, we use linked employer-employee data to study the reallocation of heterogeneous workers between heterogeneous firms. We build on recent evidence of a cyclical job ladder that reallocates workers from low productivity to high productivity firms through job-to-job moves. In this paper we turn to the question of who moves up this job ladder, and the implications for worker sorting across firms. Not surprisingly, we find that job-to-job moves reallocate younger workers disproportionately from less productive to more productive firms. More surprisingly, especially in the context of the recent literature on assortative matching with on-the-job search, we find that job-to- job moves disproportionately reallocate less-educated workers up the job ladder. This finding holds even though we find that more educated workers are more likely to work with more productive firms. We find that while highly educated workers are less likely to match to low productivity firms, they are also less likely to separate from them, with less-educated workers both more likely to separate to a better employer in expansions and to be shaken off the ladder (separate to nonemployment) in contractions. Our findings underscore the cyclical role job-to-job moves play in matching workers to better paying employers.

    Locked In? The Enforceability of Covenants Not to Compete and the Careers of High-Tech Workers

    We examine how the enforceability of covenants not to compete (CNCs) affects employee mobility and wages of high-tech workers. We expect CNC enforceability to lengthen job spells and constrain mobility, but its impact on wages is ambiguous. Using a matched employer-employee dataset covering the universe of jobs in thirty U.S states, we find that higher CNC enforceability is associated with longer job spells (fewer jobs over time), and a greater chance of leaving the state for technology workers. Consistent with a 'lock-in' effect of CNCs, we find persistent wage-suppressing effects that last throughout a worker's job and employment history.

    The New Lifecycle of Women's Employment: Disappearing Humps, Sagging Middle, Expanding Tops

    The new lifecycle of women's employment is initially high and flat, there is a dip in the middle and a phasing out that is more prolonged than for previous cohorts. The hump is gone, the middle is a bit sagging and the top has greatly expanded. We explore the increase in cumulative work experience for women from the 1930s to the 1970s birth cohorts using the SIPP and the HRS. We investigate the changing labor force impact of a birth event across cohorts and by education and also the impact of taking leave or quitting. We find greatly increased labor force experience across cohorts, far less time out after a birth and greater labor force recovery for those who take paid or unpaid leave. More work experience across the lifecycle is related to the increased employment of women in their older ages.

    Wage Determination in Social Occupations: the Role of Individual Social Capital

    We make use of predicted social and civic activities (social capital) to account for selection into "social" occupations. Individual selection accounts for more than the total difference in wages observed between social and non-social occupations. The role that individual social capital plays in selecting into these occupations and the importance of selection in explaining wage differences across occupations is similar for both men and women. We make use of restricted 2000 Decennial Census and 2000 Social Capital Community Benchmark Survey. Individual social capital is instrumented by distance weighted surrounding census tract characteristics.

    Long-Run Earnings Volatility and Health Insurance Coverage: Evidence from the SIPP Gold Standard File

    Despite the notable increase in earnings volatility and the attention paid to the growing ranks of the uninsured, the relationship between career earnings and short- and mediumrun health insurance status has been ignored due to a lack of data. I use a new dataset, the SIPP Gold Standard File, that merges health insurance status and demographics from the Survey of Income and Program Participation with career earnings records from the Social Security Administration (SSA) and the Internal Revenue Service (IRS) to examine the relationship between long-run family earnings volatility and health insurance coverage. I find that more volatile career earnings are associated with an increased probability of experiencing an uninsured episode, with larger effects for men, young workers, and the unmarried. These findings are consistent with the 'scarring' literature, and suggest the importance of safety-net measures for job losses and health insurance coverage.
