    Business Dynamics on American Indian Reservations: Evidence from Longitudinal Datasets

    We use confidential US Census Bureau data to analyze the difference in business establishment dynamics by geographic location on or off of American Indian reservations over the period of the Great Recession, and subsequent recovery (2007-2016). We geocoded U.S. Census Bureau's Longitudinal Business Database, a dataset with records of all employer business establishments in the U.S. for location in an American Indian Reservation and used it to examine whether there are differences in business establishment survival rates over time by virtue of their location. We find that business establishments located on American Indian reservations have higher survival rates than establishments located in comparable counties. These results are particularly strong for the education, arts and entertainment, wholesale and retail, and public administration industries. While we are not fully able to explain this result, it is consistent with the business establishments being positively selected with respect to survival given the large obstacles necessary to start a business on a reservation in the first place. Alternatively, there may be certain safeguards in a reservation economy that protect business establishments from external economic shocks.

    Statistics on the Small Business Administration's Scale-Up America Program

    This paper attempts to quantify the difference in performance, of 'treated' (program participant) and 'non-treated' (non-participant) firms in SBA's Scale-Up initiative. I combine data from the SBA with administrative data housed at Census using a combination of numeric and name and address matching techniques. My results show that after controlling for available observable characteristics, a positive correlation exists between participation in the Scale-Up initiative and firm growth. However, publicly available survey results have shown that entrepreneurs have a variety of goals in-mind when they start their businesses. Two prominent, and potentially contradictory ones are work-life balance and greater income. That means that not all firms may want to grow and I am unable to completely control for owner motivations. Finally, I do not find a statistically significant relationship between participation in Scale-Up and firm survival once other business characteristics are accounted for.

    Brighter Prospects? Assessing the Franchise Advantage using Census Data

    This paper uses Census micro data to examine how starting a business as a franchise rather than an independent business affects its survival and growth prospects. We first consider the factors that influence the business owner's decision about being franchised, and then use different empirical approaches to correct for selection bias in our performance analyses. We find that franchised businesses on average benefit from higher survival rates and faster initial growth relative to independent businesses. However, the effects are not large and, conditional on first-year survival, the differences basically disappear. We briefly discuss potential mechanisms to explain these results. U.S. Census Bureau.     TAKEN BY STORM: BUSINESS SURVIVAL IN THE AFTERMATH OF HURRICANE KATRINA

    We use Hurricane Katrina's damage to the Mississippi coast in 2005 as a natural experiment to study business survival in the aftermath of a cost shock. We find that damaged establishments that returned to operation were more resilient than those that had never been damaged. This effect is particularly strong for establishments belonging to younger and smaller rms. The effect of damage on establishments in older and larger chains was more limited, and they were subsequently less resilient having survived the damage. These selection effects persist up to five years after the initial shock. We interpret these findings as evidence that the effect of the shock is tied to the presence of financial and other constraints.

    Business Success: Factors Leading to Surviving and Closing Successfully

    This paper focuses on the startup factors that lead to new firms remaining open, and if they close, the factors leading to whether the owner considered the firm successful at closure. Two independent logit models were developed for closure and success characteristics using the Bureau of the Census' Characteristics of Business Owners (CBO). Business Information Tracking Series (BITS, formerly the LEEM), also from the Bureau of the Census, was used to evaluate business survival rates as the CBO had non-response bias with respect to closure. About half of new employer firms survive at least four years (an estimated one-third of non-employer firms survive this period), and of the firms that closed, owners of about a third felt the firm was successful at closure. Major factors leading to remaining open are having ample capital, having employees, having a good education, and starting for personal reasons (freedom for family life, or wanting to become one's own boss). If the firm closed, major factors leading to owners perceiving the business successful at closure are having no start-up capital or ample capital, having previous ownership experience, and avoiding the retail trade industry. Owners of firms with and without employees had similar rates of believing closed businesses were successful at closure. Owners who were young or started without capital had a higher likelihood of closure but when they closed, they were more likely to consider the firm successful. Gender, race and being older play a small, if any, role in survivability or in owners' perception that the closed firm was successful. Retail trade was the only variable that led to businesses being more likely to close, and more likely to be deemed unsuccessful by the owner at closure.

    This study analyzes survival patterns among franchisee firms adn establishments that began operations in 1986 and 1987. Differing methodologies and data bases are utilized to demonstrate that 1) franchises have higher survival rates than independents, and 2) franchises have lower survival rates than independent business formations. Analyses of corporate establishment data generate high franchisee survival rates relative to independents, while analyses of young firm data generate the opposite pattern. In either case, the franchise trait is one of several determinants of survival prospects. The larger-scale, more established firms consistently stay in operation more frequently than smaller-scale, younger firms. Analysis of all corporate establishment restaurant units opened in 1986 or 1987 that use paid employees in 1987 helps to reconcile the seeming inconsistencies reported above. Most of the young franchisee units were not owned by young firms: rather, their parents were multi-establishment franchisees, and most of them were mature firms. Among the true newcomers, franchise survival rates are low; among the entrenched multi-establishment franchisees, survival rates were high.

    On The Turnover of Business Firms and Business Managers

    The success of a business depends in part on whether or not the manager and the business make a good "fit" or "match." Success also depends upon characteristics of the business that are distinct from the manager, for example, the convenience of the business location to customers. Variations across firms in "match quality" and in "business quality" account, in part, for why some businesses survive and others are discontinued. This paper is a first attempt at assessing the relative importance of variation in match quality and variation in business quality in accounting for the turnover dynamics of the U.S. small business sector. An evolutionary model is developed in which a selection process tends to eliminate both "unfit" business as well as "unfit" pairings between businesses and managers. We estimated this model with the Characteristics of Business Owners Survey. Our estimates suggest that variations in match quality play a more significant role than variations in business, or general, quality in accounting for turnover behavior of U.S. of small businesses. We discuss the implications of this finding and demonstrate its importance in the context of an experiment conducted in the estimated model economy.
