This study estimates eligibility and access rates for the U.S. Department of Agriculture's (USDA) Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) administrative data linked with American Community Survey (ACS) data. This study is one result of a long-term research collaboration among USDA's Economic Research Service; the U.S. Department of Commerce, Bureau of the Census; USDA's Food and Nutrition Service (FNS); and participating state WIC agencies.'By analyzing WIC participation at the state and substate levels, the report provides insights into program reach and demographic differences. The findings confirm that the Census Bureau estimates meet high statistical reliability standards, providing valuable data for program officials and managers, and other stakeholders, to enhance program outreach and effectiveness. A key focus of the report is the comparison between Census Bureau and USDA, FNS estimates, which differ in methodology and measurement scope.

Integrating Administrative and Survey Data to Estimate WIC Eligibility and Access

The Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) provides benefits to low-income, nutritionally at-risk women, infants, and children. To administer WIC, officials and program managers at the federal and state level want to understand who is eligible for the program, who among the eligible population chooses to participate, and who is not accessing the program despite their eligibility. Novel individual-level data linkages between restricted-use WIC Administrative Records and the American Community Survey provide WIC access rates estimated at the state and county levels, as well as estimates disaggregated by the demographic and socioeconomic characteristics of individuals and their households. These estimates are developed by the Census-FNS-ERS Joint Project, a research partnership among the U.S. Census Bureau, the US Department of Agriculture's Food and Nutrition Service and Economic Research Service, and state WIC agencies that provide the requisite WIC administrative data to the Census Bureau. This paper details and evaluates our current data linkage and estimation methods, reports results, and identifies areas for improvement and further research.

CTC and ACTC Participation Results and IRS-Census Match Methodology, Tax Year 2021

The Child Tax Credit (CTC) and Additional Child Tax Credit (ACTC) help ease the financial burden of families with children. This paper provides taxpayer and dollar participation estimates for the CTC and ACTC covering tax year 2021. In this tax year the credit was temporarily expanded under the American Rescue Plan Act. The estimates derive from linking the 2022 Current Population Survey Annual Social and Economic Supplement (CPS ASEC) to IRS administrative data. This approach, called the Exact Match, uses survey data to identify CTC/ACTC eligible taxpayers and IRS administrative data to indicate which eligible taxpayers claimed and received the credit. Overall, in tax year 2021, eligible taxpayers participated in the CTC and ACTC program at a rate of 91 percent while dollar participation was 85 percent.

A METHOD OF CORRECTING FOR MISREPORTING APPLIED TO THE FOOD STAMP PROGRAM

Survey misreporting is known to be pervasive and bias common statistical analyses. In this paper, I first use administrative data on SNAP receipt and amounts linked to American Community Survey data from New York State to show that survey data can misrepresent the program in important ways. For example, more than 1.4 billion dollars received are not reported in New York State alone. 46 percent of dollars received by house- holds with annual income above the poverty line are not reported in the survey data, while only 19 percent are missing below the poverty line. Standard corrections for measurement error cannot remove these biases. I then develop a method to obtain consistent estimates by combining parameter estimates from the linked data with publicly available data. This conditional density method recovers the correct estimates using public use data only, which solves the problem that access to linked administrative data is usually restricted. I examine the degree to which this approach can be used to extrapolate across time and geography, in order to solve the problem that validation data is often based on a convenience sample. I present evidence from within New York State that the extent of heterogeneity is small enough to make extrapolation work well across both time and geography. Extrapolation to the entire U.S. yields substantive differences to survey data and reduces deviations from official aggregates by a factor of 4 to 9 compared to survey aggregates.

The Measurement of Medicaid Coverage in the SIPP: Evidence from California, 1990-1996

This paper studies the accuracy of reported Medicaid coverage in the Survey of Income and Program Participation (SIPP) using a unique data set formed by matching SIPP survey responses to administrative records from the State of California. Overall, we estimate that the SIPP underestimates Medicaid coverage in the California populaton by about 10 percent. Among SIPP respondents who can be matched to administrative records, we estimate that the probability someone reports Medicaid coverage in a month when they are actually covered is around 85 percent. The corresponding probability for low-income children is even higher ' at least 90 percent. These estimates suggest that the SIPP provides reasonably accurate coverage reports for those who are actually in the Medicaid system. On the other hand, our estimate of the false positive rate (the rate of reported coverage for those who are not covered in the administrative records) is relatively high: 2.5 percent for the sample as a whole, and up to 20 percent for poor children. Some of this is due to errors in the recording of Social Security numbers in the administrative system, rather than to problems in the SIPP.

The Impact of Expanding Public Health Insurance on Safety Net Program Participation: Evidence From the ACA Medicaid Expansion

We examine spillover effects from the ACA Medicaid expansion to public programs providing cash and food assistance. We consider program participation in contiguous county pairs crossing state borders, where one state took up the Medicaid expansion and the other did not, allowing us to better control for local economic trends that could affect program participation. We find that the Medicaid expansion increased participation in food assistance and one of the cash programs, with impacts mainly due to participation conditional on eligibility, rather than from labor supply responses. Our results demonstrate the potential for spillovers across safety net programs.

Food Security Status Across the Rural-Urban Continuum Before and During the COVID-19 Pandemic

Background: Food security, defined as consistent access to sufficient food to support an active life, is a crucial social determinant of health. A key dimension affecting food security is position along the rural-urban continuum, as there are important socio-economic and environmental differences between communities related to urbanicity or rurality that impact food access. The COVID-19 pandemic created social and economic shocks that altered financial and food security, which may have had differential effects by rurality and urbanicity. However, there has been limited research on how food security differs across the shades of the rural-urban community spectrum, as most often researchers have characterized communities as either urban or rural.
Methods: In this study, which linked restricted use Current Population Survey Food Security Supplement data to census-tract level United States Department of Agriculture Rural-Urban Commuting Area codes, we estimated the prevalence of household food security across temporal (2015-2019 versus 2020-2021) and socio-spatial (urban, large rural city/town, small rural town, or isolated rural town/area) dimensions in order to characterize variations before and during the COVID-19 pandemic by urbanicity/rurality. We report prevalences as point estimates with 95% confidence intervals.
Results: The prevalence of food security was 87.7% (87.5-88.0%) in 2015-2019 and 88.8% (88.4-89.3%) in 2020-2021 for urban areas, 85.5% (84.7-86.2%) in 2015-2019 and 87.1% (85.7-88.3%) in 2020-2021 for large rural towns/cities, 82.8% (81.5-84.1%) in 2015-2019 and 87.3% (85.7-89.2%) in 2020-2021 for small rural towns, and 87.6% (86.3-88.8%) in 2015-2019 and 90.9% (88.7-92.7%) in 2020-2021 for isolated rural towns/areas.
Conclusion: These findings show that rural communities experiences of food security vary and aggregating households in these environments may mask areas of concern and concentrated need.

Within and Across County Variation in SNAP Misreporting: Evidence from Linked ACS and Administrative Records

This paper examines sub-state spatial and temporal variation in misreporting of participation in the Supplemental Nutrition Assistance Program (SNAP) using several years of the American Community Survey linked to SNAP administrative records from New York (2008-2010) and Texas (2006-2009). I calculate county false-negative (FN) and false-positive (FP) rates for each year of observation and find that, within a given state and year, there is substantial heterogeneity in FN rates across counties. In addition, I find evidence that FN rates (but not FP rates) persist over time within counties. This persistence in FN rates is strongest among more populous counties, suggesting that when noise from sampling variation is not an issue, some counties have consistently high FN rates while others have consistently low FN rates. This finding is important for understanding how misreporting might bias estimates of sub-state SNAP participation rates, changes in those participation rates, and effects of program participation. Spillovers From Costly Credit

Recent research on the effects of credit access among low- and moderate-income households finds that high-cost payday loans exacerbate, rather than alleviate, financial distress for a subset of borrowers (Melzer 2011; Skiba and Tobacman 2011). In this study I find that others, outside the borrowing household, bear a portion of these costs too: households with payday loan access are 20% more likely to use food assistance benefits and 10% less likely to make child support payments required of non-resident parents. These findings suggest that as borrowers accommodate interest and principal payments on payday loan debt, they prioritize loan payments over other liabilities like child support payments and they turn to transfer programs like food stamps to supplement the household's resources. To establish this finding, the analysis uses a measure of payday loan access that is robust to the concern that lender location decisions and state policies governing payday lending are endogenous relative to household financial condition. The analysis also confirms that the effect is absent in the mid-1990s, prior to the spread of payday lending, and that the effect grows over time, in parallel with the growth of payday lending.

Potential Bias When Using Administrative Data to Measure the Family Income of School-Aged Children

Researchers and practitioners increasingly rely on administrative data sources to measure family income. However, administrative data sources are often incomplete in their coverage of the population, giving rise to potential bias in family income measures, particularly if coverage deficiencies are not well understood. We focus on the school-aged child population, due to its particular import to research and policy, and because of the unique challenges of linking children to family income information. We find that two of the most significant administrative sources of family income information that permit linking of children and parents'IRS Form 1040 and SNAP participation records'usefully complement each other, potentially reducing coverage bias when used together. In a case study considering how best to measure economic disadvantage rates in the public school student population, we demonstrate the sensitivity of family income statistics to assumptions about individuals who do not appear in administrative data sources.

Response Error & the Medicaid undercount in the CPS

The Current Population Survey Annual Social and Economic Supplement (CPS ASEC) is an important source for estimates of the uninsured population. Previous research has shown that survey estimates produce an undercount of beneficiaries compared to Medicaid enrollment records. We extend past work by examining the Medicaid undercount in the 2007-2011 CPS ASEC compared to enrollment data from the Medicaid Statistical Information System for calendar years 2006-2010. By linking individuals across datasets, we analyze two types of response error regarding Medicaid enrollment - false negative error and false positive error. We use regression analysis to identify factors associated with these two types of response error in the 2011 CPS ASEC. We find that the Medicaid undercount was between 22 and 31 percent from 2007 to 2011. In 2011, the false negative rate was 40 percent, and 27 percent of Medicaid reports in CPS ASEC were false positives. False negative error is associated with the duration of enrollment in Medicaid, enrollment in Medicare and private insurance, and Medicaid enrollment in the survey year. False positive error is associated with enrollment in Medicare and shared Medicaid coverage in the household. We discuss implications for survey reports of health insurance coverage and for estimating the uninsured population.
