Working PaperYou're (not) Hired: Artificial Intelligence and Early Career Hiring in the Quarterly Workforce Indicators

Using detailed tabulations from matched employer-employee administrative data, I document evidence of an immediate, sizable, and persistent decrease in the level of early career (22-24 year old) hires following introduction of ChatGPT within the industry-state cells that are most exposed to AI. The decline in hires is the primary cause of large observed declines in employment over the subsequent period. Regressionadjusted employment of early career workers in the most AI-exposed quintile of industry-state cells declined by 12% over the 10 quarters following the introduction of ChatGPT, even as employment in lessexposed industries has remained stable. The rate of hiring largely recovered by early 2025, attributable to a smaller employment base. Earnings growth of early career workers in the most exposed industries slowed slightly relative to those in less exposed industries. Although the most AI-exposed quintile of detailed industries is dominated by a handful of industry sectors, I find that the association of higher AI exposure with reduced early career employment and fewer hires is observed across most sectors of the economy. Timing of effects in event studies is consistent with an immediate effect on hiring following introduction of ChatGPT. However, triple difference estimates provide some evidence of earlier trend shifts on employment, hiring, and separations around the onset of the COVID pandemic. I discuss potential explanations, including the increase in remote work and increased educational attainment among workers in AI-exposed occupations. Nonetheless, job gains to early career workers and backfill hires show evidence of discontinuous decline at the time of ChatGPT's release in comparison to older workers in the same industries. A local projections analysis at the NAICS industry group level shows that industries with high AI exposure are not particularly sensitive to unexpected fluctuations in monetary policy on average relative to other industries in employment, hiring, or separations. A historical decomposition suggests that up to one quarter of relative early career employment declines through 2025q2 may be attributable to monetary policy shocks through 2023, but the analysis does not find evidence that these shocks can explain the rapid decline in hires at the most AI-exposed firms in comparison to others.View Full Paper PDF

Over time and across states in the U.S., the number of firms is more closely tied to overall employment than to output per worker. In many models of firm dynamics, trade, and growth with a free entry condition, these facts imply that the costs of creating a new firm increase sharply with productivity growth. This increase in entry costs can stem from the rising cost of labor used in entry and weak or negative knowledge spillovers from prior entry. Our findings suggest that productivity-enhancing policies will not induce firm entry, thereby limiting the total impact of such policies on welfare.View Full Paper PDF

Working PaperFamily-Leave Mandates and Female Labor at U.S. Firms: Evidence from a Trade Shock

We study the role of family-leave mandates in shaping the gender composition at U.S. firms that experience a negative demand shock. In a regression discontinuity framework, we compare firms mandated to provide job-protected leave under the Family and Medical Leave Act (FMLA) and firms that are exempt from the law (non-FMLA) following the post-2001 surge in Chinese imports. Using confidential microdata on matched employers and employees in the U.S. non-farm private sector, we find that between 2000 and 2003, an increase in import competition decreases the share of female workers at FMLA compared to non-FMLA firms. The negative differential effect is driven by female workers in prime childbearing years, with less than college education, and is strongest at firms with all male managers. We find similar patterns in changes in the female share of earnings and promotions. These results suggest that, when traditional gender norms prevail, adverse shocks may exacerbate gender inequalities in the presence of job-protected leave mandates.View Full Paper PDF

Working PaperThe Distributional Effects of Minimum Wages: Evidence from Linked Survey and Administrative Data

States and localities are increasingly experimenting with higher minimum wages in response to rising income inequality and stagnant economic mobility, but commonly used public datasets offer limited opportunities to evaluate the extent to which such changes affect earnings growth. We use administrative earnings data from the Social Security Administration linked to the Current Population Survey to overcome important limitations of public data and estimate effects of the minimum wage on growth incidence curves and income mobility profiles, providing insight into how cross-sectional effects of the minimum wage on earnings persist over time. Under both approaches, we find that raising the minimum wage increases earnings growth at the bottom of the distribution, and those effects persist and indeed grow in magnitude over several years. This finding is robust to a variety of specifications, including alternatives commonly used in the literature on employment effects of the minimum wage. Instrumental variables and subsample analyses indicate that geographic mobility likely contributes to the effects we identify. Extrapolating from our estimates suggests that a minimum wage increase comparable in magnitude to the increase experienced in Seattle between 2013 and 2016 would have blunted some, but not nearly all, of the worst income losses suffered at the bottom of the income distribution during the Great Recession.View Full Paper PDF

An important step in understanding why employment fluctuates cyclically is determining the relative importance of cyclical movements in permanent and temporary plant-level employment changes. If movements in permanent employment changes are important, then recessions are times when the destruction of job specific capital picks up and/or investment in new job capital slows. If movements in temporary employment changes are important, then employment fluctuations are related to the temporary movement of workers across activities (e.g. from work to home production or search and back again) as the relative costs/benefits of these activities change. I estimate that in the manufacturing sector temporary employment changes account for approximately 60 percent of the change in employment growth over the cycle. However, if permanent employment changes create and destroy more capital than temporary employment changes, then their economic consequences would be relatively greater. The correlation between gross permanent employment changes and capital intensity across industries supports the hypothesis that permanent employment changes do create and destroy more capital than temporary employment changes.View Full Paper PDF

Microeconomic employment adjustment costs affect not only employment adjustments at the micro level but may also profoundly impact aggregate employment dynamics. This paper sheds light on the nature of these microeconomic employment adjustment costs and quantifies their impact on aggregate employment dynamics. The empirical exercises in the paper analyze the differences in employment adjustments by establishment characteristics within a hazard model framework using micro data for approximately 10,000 U.S. manufacturing plants. I find that employment adjustments vary systematically by establishment characteristics; moreover, these variations suggest that employment adjustment costs reflect the technology of the plant, the skill of its workforce, and the plant's access to capital markets. Concerning the structure of the adjustment costs, the employment adjustments have significant nonlinearities and asymmetries consistent with nonconvex, asymmetric adjustment costs. Specifically, employment adjustment behavior shows substantial inertia in the face of large employment surpluses, varied adjustment behavior for small deviations from desired employment, and (S,s)-type of bimodal adjustments in response to large employment shortages. Finally, the micro level heterogeneity, asymmetries, and nonlinearities significantly impact sectoral and aggregate employment dynamics.View Full Paper PDF

Micro employment adjustment costs affect not only establishment-level dynamics but can also affect aggregate employment dynamics. The difficulties in directly observing and measuring these adjustment costs necessitate an indirect approach in order to learn more about the sources and size of these costs. This paper examines differences in employment adjustments by worker and establishment characteristics using micro-level data for approximately 11,000 U.S. manufacturing plants. Differences in the speed of adjustment within the organizing framework of the traditional partial adjustment model are used to identify the source and size of employment adjustment costs. The estimates are undertaken using three different techniques and under a variety of assumptions concerning market structure, worker heterogeneity, and degree of interrelation of inputs. The estimates show that employment adjustment speeds differ over worker and establishment characteristics in a manner that is consistent with the underlying adjustment cost stories. These differences suggest that systematic changes in the distribution of establishments over these characteristics can influence aggregate employment dynamics in response to a shock through compositional effects.View Full Paper PDF

Working PaperThe Impact Of Ownership Change On Employment, Wages, And Labor Productivity In U.S. Manufacturing 1977-87

This paper reports on the impact of ownership change on productivity, wages, and employment in U.S. food manufacturing for the period 1977-87. Our analysis is based on both firm and plant level data taken from the U. S. Census Bureau's Longitudinal Research Database (LRD). Three principal results emerge from the analysis. First, ownership change is positively associated with productivity and wage growth, although the effects are significantly smaller for large plants. Second, ownership change appears to be associated with increases, not decreases, in employment at operating plants. Third, plants changing ownership show a greater likelihood of survival than those that do not change owners. These findings run counter to the notion that mergers and acquisitions cut wages and reduce employment. Finally, neither of the first two results are observed when firm level data are used for the analysis. This suggests that firm level data hide important dynamic activities within the firm. Thus, plant level data are necessary for studying the structure and performance of firms over time.View Full Paper PDF

This paper measures the heterogeneity of establishment-level employment changes in the U.S. manufacturing sector over the 1972 to 1986 period. Our empirical work exploits a rich data set with approximately 860,000 annual observations on 160,000 manufacturing establishments to calculate rates of gross job creation, gross job destruction, and their sum, gross job reallocation. The central empirical findings are as follows: (1) Based on March-to-March establishment-level employment changes, gross job reallocation averages more than 20% of employment per year. (2) For the manufacturing sector as a whole, March-to-March gross job reallocation varies over time from 17% to 23% of employment per year. (3) Time variation in gross job reallocation is countercyclic-gross job reallocation rates covary negatively with own-sector and manufacturing net employment growth rates. (4) Virtually all of the time variation in gross job reallocation is accounted for by idiosyncratic effects on the establishment growth rate density. Changes in the shape and location of the growth rate density due to aggregate-year effects and sector-year effects cannot explain the observed variation in gross job reallocation. (5) The part of gross job reallocation attributable to idiosyncratic effects fluctuates countercyclically. Combining (3) ' (5), we conclude that the intensity of shifts in the pattern of employment opportunities across establishments exhibits significant countercyclic variation.
