Changes in Metropolitan Area Definition, 1910-2010

The Census Bureau was established as a permanent agency in 1902, as industrialization and urbanization were bringing about rapid changes in American society. The years following the establishment of a permanent Census Bureau saw the first attempts at devising statistical geography for tabulating statistics for large cities and their environs. These efforts faced several challenges owing to the variation in settlement patterns, political organization, and rates of growth across the United States. The 1910 census proved to be a watershed, as the Census Bureau offered a definition of urban places, established the first census tract boundaries for tabulating data within cities, and introduced the first standardized metropolitan area definition. It was not until the middle of the twentieth century, however, the Census Bureau in association with other statistical agencies had established a flexible standard metropolitan definition and a more consistent means of tabulating urban data. Since 1950, the rules for determining the cores and extent of metropolitan areas have been largely regarded as comparable. In the decades that followed, however, a number of rule changes were put into place that accounted for metropolitan complexity in differing ways, and these have been the cause of some confusion. Changes put into effect with the 2000 census represent a consensus of sorts for how to handle these issues.

Dynamically Consistent Noise Infusion and Partially Synthetic Data as Confidentiality Protection Measures for Related Time Series

The Census Bureau's Quarterly Workforce Indicators (QWI) provide detailed quarterly statistics on employment measures such as worker and job flows, tabulated by worker characteristics in various combinations. The data are released for several levels of NAICS industries and geography, the lowest aggregation of the latter being counties. Disclosure avoidance methods are required to protect the information about individuals and businesses that contribute to the underlying data. The QWI disclosure avoidance mechanism we describe here relies heavily on the use of noise infusion through a permanent multiplicative noise distortion factor, used for magnitudes, counts, differences and ratios. There is minimal suppression and no complementary suppressions. To our knowledge, the release in 2003 of the QWI was the first large-scale use of noise infusion in any official statistical product. We show that the released statistics are analytically valid along several critical dimensions { measures are unbiased and time series properties are preserved. We provide an analysis of the degree to which confidentiality is protected. Furthermore, we show how the judicious use of synthetic data, injected into the tabulation process, can completely eliminate suppressions, maintain analytical validity, and increase the protection of the underlying confidential data.

Measuring U.S. Innovative Activity

Innovation has long been credited as a leading source of economic strength and vitality in the United States because it leads to new goods and services and increases productivity, leading to better living standards. Better measures of innovative activities'activities including but not limited to innovation alone'could improve what we know about the sources of productivity and economic growth. The U.S. Census Bureau either currently collects, or has collected, data on some measures of innovative activities, such as the diffusion of innovations and technologies, human and organizational capital, entrepreneurship and other worker and firm characteristics, and the entry and exit of businesses, that research shows affect productivity and other measures of economic performance. But developing an understanding of how those effects work requires more than just measures of innovative activity. It also requires solid statistical information about core measures of the economy: that is, comprehensive coverage of all industries, including improved measures of output and sales and additional information on inputs and purchased materials at the micro (enterprise) level for the same economic unit over time (so the effects can be measured). Filling gaps in core data would allow us to rule out the possibility that a measure of innovative activity merely proxies for something that is omitted from or measured poorly in the core data, provide more information about innovative activities, and strengthen our ability to evaluate the performance of the entire economy. These gaps can be filled by better integrating existing data and by more structured collections of new data.

Using Worker Flows in the Analysis of the Firm

This paper uses a novel approach to measure firm entry and exit, mergers and
acquisition. It uses information about the flows of clusters of workers across business
units to identify longitudinal linkage relationships in longitudinal business data. These
longitudinal relationships may be the result of either administrative or economic changes
and we explore both types of newly identified longitudinal relationships. In particular,
we develop a set of criteria based on worker flows to identify changes in firm
relationships ? such as mergers and acquisitions, administrative identifier changes and
outsourcing. We demonstrate how this new data infrastructure and this cluster flow
methodology can be used to better differentiate true firm entry/exit and simple changes in
administrative identifiers. We explore the role of outsourcing in a variety of ways but in
particular the outsourcing of workers to the temporary help industry. While the primary
focus is on developing the data infrastructure and the methodology to identify and
interpret these clustered flows of workers, we conclude the paper with an analysis of the
impact of these changes on the earnings of workers.

Productivity Races II: The Issue of Capital Measurement

This paper explores the role of capital measurement in determining the productivity of individual textile plants. In addition to gross book value of capital, we experiment with a perpetual inventory measure of capital and implicit (estimated) deflator associated with the age of the plant. Following the methodology of the earlier paper (Productivity Races I), we find that measures of productivity constructed from different measures of capital are highly correlated. Further, their association with alternative measures of economic performance is approximately the same. Nevertheless, the perpetual inventory measure of capital -- the most desirable measure from a theoretical perspective -- does consistently outperform the other two measures.

Productivity Races I: Are Some Productivuty Measures Better Than Others?

In this study we construct twelve different measures of productivity at the plant level and test which measures of productivity are most closely associated with direct measures of economic performance. We first examine how closely correlated these measures are with various measures of profits. We then evaluate the extent to which each productivity measure is associated with lower rates of plant closure and faster plant growth (growth in employment, output, and capital). All measures of productivity considered are credible in the sense that highly productive plants, regardless of measure, are clearly more profitable, less likely to close, and grow faster. Nevertheless, labor productivity and measures of total factor productivity that are based on regression estimates of production functions are better predictors of plant growth and survival than factor share-based measures of total factor productivity (TFP). Measures of productivity that are based on several years of data appear to outperform measures of productivity that are based solely on data from the most recent year.

Whittling Away At Productivity Dispersion Futher Notes: Persistent Dispersion or Measurement Error?

This note considers several hypotheses regarding measurement error as a source of observed cross-sectional dispersion in plant-level productivity in the US textile industry. The hypotheses that reporting error and/or price rigidity in either materials and/or output account for a substantial portion of the observed dispersion in productivity are consistent with the data. Similarly, the hypothesis that transitory product niches or fashion effects lead to differential markups and consequently dispersion in observed productivity is consistent with the data. The hypothesis that transfer pricing problems lead to persistent differences in plant-level productivity, in contrast, does not appear to be consistent with the data. Finally, the hypothesis that some plants have permanent product niches that lead to dispersion in observed productivity does not appear to be consistent with data. In order to avoid imposing a strong functional form on the data, this note follows a non-parametric methodology developed in the early paper.

Managerial Tenure, Business Age And Small Business Dynamics

This paper studies a Census Bureau survey of the small business sector that contains information on business age, business size and other proxies for business quality, information, typically available on business data sets, as well as proxies for the quality of the manager of each business, information that is not common to such data sets. One of the key proxies for managerial quality is the length of time the manager has been running the business, that is, managerial tenure. With proxies for both the underlying quality of each business and for the quality of the manager running the business, we are able to begin separating the influences of the manager from that of the underlying business on such factors as business discontinuance and business transfer. An example of the questions we explore is: Holding business quality fixed, what is the impact of the manager on the probability of business discontinuance? Regarding this question, we find that managers have a large impact on the course of their businesses, in particular, among businesses of the same age, managerial tenure has a significant impact on the probability of business discontinuance and transfer.
