Working PaperInvestigating the Effect of Innovation Activities of Firms on Innovation Performance: Does Firm Size Matter?

Understanding the relationship between a firm's innovation activities and its performance has been of great interest to management scholars. While the literature on innovation activities is vast, there is a dearth of studies investigating the effect of key innovation activities of the firm on innovation outcomes in a single study, and whether their effects are dependent on the nature of firms, specifically firm size. Drawing from a longitudinal dataset from the Business Research & Development and Innovation Survey (BRDIS), and informed by contingency theory and resource orchestration theory, we examine the relationship between a firm's innovation activities - including its Research & Development (R&D) investment, securing patents, collaborative R&D, R&D toward new business areas, and grants for R&D - and its product innovation and process innovation. We also investigate whether these relationships are contingent on firm size. Consistent with contingency theory, we find a significant difference between large firms and small firms regarding how they enhance product innovation and process innovation. Large firms can improve product innovation by securing patents through applications and issuances, coupled with active participation in collaborative R&D efforts. Conversely, smaller firms concentrate their efforts on the number of patents applied for, directing R&D efforts toward new business areas, and often leveraging grants for R&D efforts. To achieve process innovation, a similar dichotomy emerges. Larger firms demonstrate a commitment to securing patents, engage in R&D efforts tailored to new business areas, and actively collaborate with external entities on R&D efforts. In contrast, smaller firms primarily focus on securing patents and channel their R&D efforts toward new business pursuits. This nuanced exploration highlights the varied strategies employed by large and small firms in navigating the intricate landscape of both product and process innovation. The results shed light on specific innovation activities as antecedents of innovation outcomes and demonstrate how the effectiveness of such assets is contingent upon firm size.View Full Paper PDF

This paper attempts to quantify the difference in performance, of 'treated' (program participant) and 'non-treated' (non-participant) firms in SBA's Scale-Up initiative. I combine data from the SBA with administrative data housed at Census using a combination of numeric and name and address matching techniques. My results show that after controlling for available observable characteristics, a positive correlation exists between participation in the Scale-Up initiative and firm growth. However, publicly available survey results have shown that entrepreneurs have a variety of goals in-mind when they start their businesses. Two prominent, and potentially contradictory ones are work-life balance and greater income. That means that not all firms may want to grow and I am unable to completely control for owner motivations. Finally, I do not find a statistically significant relationship between participation in Scale-Up and firm survival once other business characteristics are accounted for.View Full Paper PDF

Working PaperEvaluating the Long-Term Effect of NIST MEP Services on Establishment Performance

This work examines the effects of receipt of business assistance services from the Manufacturing Extension Partnership (MEP) on manufacturing establishment performance. Several measures of performance are considered: (1) change in value-added per employee (a measure of productivity); (2) change in sales per worker; (3) change in employment; and (4) establishment survival. To analyze these relationships, we merged program records from the MEP's client and project information files with administrative records from the Census of Manufacturers and other Census databases over the periods 1997'2002 and 2002'2007 to compare the outcomes and performance of 'served' and 'unserved' manufacturing establishments. The approach builds on, updates, and expands upon earlier studies comparing matched MEP client and non-client performance over time periods ending in 1992 and 2002. Our results generally indicate that MEP services had positive and significant impacts on establishment productivity and sales per worker for the 2002'2007 period with some exceptions based on employment size, industry, and type of service provided. MEP services also increased the probability of establishment survival for the 1997'2007 period. Regardless of econometric model specification, MEP clients with 1'19 employees have statistically significant and higher levels of labor productivity growth. We also observed significant productivity differences associated with MEP services by broad sector, with higher impacts over the 2002'2007 time period in the durable goods manufacturing sector. The study further finds that establishments receiving MEP assistance are more likely to survive than those that do not receive MEP assistance. Our study examines the mediating effect of spin-out team characteristics on the relationship between founder quality and parent and spin-out performance. Since the ability to transfer or recreate complementary assets is a critical determinant of performance, we theorize and show that founders with greater ability impact both parent firm and spin-out performance by assembling teams that represent strong complementary human capital. Using linked employee-employer US Census data from the legal services industry, we find founding team size and tenure mediate the founder quality effect. Our findings have practical implications for both managers of existing firms and aspiring founders as it relates to their human resource strategies: the factor most salient to performance is not the individual quality per se, but the manner in which it impacts the transfer and spillover of complementary human capital.View Full Paper PDF

Working PaperEvolving Property Rights and Shifting Organizational Forms: Evidence From Joint-Venture Buyouts Following China's WTO Accession

China's WTO accession offers a rare opportunity to observe multinationals' response to changes in property rights in a developing country. WTO accession reduced incentives for joint ventures while reducing constraints on wholly owned foreign subsidiaries. Concomitant with these changes was a more liberal investment environment for indigenous investors. An adaptation of Feenstra and Hanson's (2005) property rights model suggests that higher the productivity and value added of the joint venture, but the lower its domestic sales share, the more likely the venture is to be become wholly foreign owned following liberalization. Theory also suggests that an enterprise with lower productivity but higher value added and domestic sales will be more likely to switch from a joint venture to wholly domestic owned. Using newly created enterprise-level panel data on equity joint ventures and changes in registration type following China's WTO accession, we find evidence consistent with the property rights theory. More highly productive firms with higher value added and lower domestic sales shares are more likely to become wholly foreign owned, while less productive firms focused on the Chinese market are more likely to become wholly domestic owned rather than remain joint ventures. In addition to highlighting the importance of incomplete contracts and property rights in the international organization of production, these results support the view that external commitment to liberalization through WTO accession influences multinational and indigenous firms' behavior.View Full Paper PDF

Working PaperIT for Information-Based Partnerships: Empirical Analysis of Environmental Contingencies to Value Co-Creation

We empirically examine IT value co-creation in supply chains, incorporating key contingencies of the competitive environment. Prior research suggests that IT used for strategic informationbased partnerships may benefit supply chains facing higher volatility, enabling tightly coupled integration and enhanced strategic response to changing consumer preferences. Analyzing a unique dataset comprising over 6,000 U.S. manufacturing plants, we obtain three principal results. First, value co-creation using either IT for strategic information-based partnerships (ITIP) or merely IT for transaction efficiency (ITT) is positive and significant. Second, the co-created value from ITIP is larger than that for (ITT), suggesting that information-based partnerships, while perhaps requiring a greater investment, yield a higher return. Third and most importantly, co-created value from using IT for information-based partnerships is positively moderated by demand volatility, i.e., value is greater in higher demand volatility environments. However, we find the opposite is true for using IT for efficient transactions. Working PaperEarnings Inequality and Coordination Costs: Evidence from U.S. Law Firms

Earnings inequality has increased substantially since the 1970s. Using evidence from confidential Census data on U.S. law offices on lawyers' organization and earnings, we study the extent to which the mechanism suggested by Lucas (1978) and Rosen (1982), a scale of operations effect linking spans of control and earnings inequality, is responsible for increases in inequality. We first show that earnings inequality among lawyers increased substantially between 1977 and 1992, and that the distribution of partner-associate ratios across offices changed in ways consistent with the hypothesis that coordination costs fell during this period. We then propose a 'hierarchical production function' in which output is the product of skill and time and estimate its parameters, applying insights from the equilibrium assignment literature. We find that coordination costs fell broadly and steadily during this period, so that hiring one's first associate leveraged a partner's skill by about 30% more in 1992 than 1977. We find also that changes in lawyers' hierarchical organization account for about 2/3 of the increase in earnings inequality among lawyers in the upper tail, but a much smaller share of the increase in inequality between lawyers in the upper tail and other lawyers. These findings indicate that new organizational efficiencies potentially explain increases in inequality, especially among individuals toward the top of the earnings distribution.View Full Paper PDF

This report describes the Characteristics of Business Owners (CBO), 1992 microdata available to researchers at the Center for Economic Studies and the CBO survey. The Bureau of the Census has conducted the 1982, 1987, and 1992 CBOs for the U.S. Small Business Administration, the Minority Business Development Agency, and the general public. For the 1992 CBO, there were three surveys, a sole proprietor survey, an owner survey for each owner in partnerships and S corporations, and a firm survey for each partnership and S corporation. For database purposes, the owner questions on the sole proprietors survey and owner survey were merged, and the firm questions on the sole proprietors survey and firm survey were merged. The owner database has 116,589 records, and the firm survey has 78,147 records. The CBO reports on owners about their background such as owner type (race, and ethnicity), age, education, work experience, veteran status, etc. The CBO reports on firms (with and without employees) about their economic details such as industry, financing, home-based, exporting, franchising, profits, etc. In addition, the CBO was conducted in 1996 on firms in existence in 1992 allowing for some survivability analysis. The CBO over samples women and minority owners to allow researchers to more reliably study these owners. This survey is an extension of the Survey of Minority-Owned Business Enterprises (SMOBE) and Survey of Women-Owned Businesses (WOB) within the economic census. This paper compares the survival rates of plants participating in manufacturing extension programs to nonparticipating plants. Participating plants receive technical and business assistance from one of a nationwide network of extension centers intended to assist smaller manufacturers. Results suggest that plant survival is related to plant size, age, productivity, capital intensity and ownership type. Importantly, the impact of extension services differs across ownership types. Participating in extension increases the probability of survival for single unit plants, but not for multi units. This result is consistent with the notion that single unit plants have less access to information on new technologies and would, therefore, benefit more from technical assistance programs such as manufacturing extension.View Full Paper PDF

In this paper, I measure the impact of the Manufacturing Extension Partnership (MEP) on productivity and sales growth at manufacturing plants. To do this, I match MEP client data to the Census Bureau's Longitudinal Research Database (LRD). The LRD contains data for all manufacturing establishments in the U.S. and provides a number of measures of plant performance and characteristics that are measured consistently across plants and time. This facilitates valid comparisons between both client and non-client plants and among clients served by different MEP centers. The National Institute of Standards and Technology (NIST) administers the MEP as part of their effort to improve the competitiveness of U.S. manufacturing. The program provides business and technical assistance to small and medium sized manufacturers much as agricultural extension does for farmers. The goal of the paper is to see if measures of plant performance (e.g., productivity and sales growth) are systematically related to participation in the MEP, while controlling for other factors that are known or thought to influence performance. Selection bias is often a problem in evaluation studies so I specify an econometric model that controls for selection. I estimate the model with data from 8 manufacturing extension centers in 2 states. The control group includes all plants from each state in the LRD. Preliminary results indicate that MEP participation is systematically related to productivity growth but not to sales growth.View Full Paper PDF
