    From Marcy to Madison Square? The Effects of Growing Up in Public Housing on Early Adulthood Outcomes

    This paper studies the effects of growing up in public housing in New York City on children's long-run outcomes. Using linked administrative data, we exploit variation in the age children move into public housing to estimate the effects of spending an additional year of childhood in public housing on a range of economic and social outcomes in early adulthood. We find that childhood exposure to public housing improves labor market outcomes and reduces participation in federal safety net programs, particularly for children from the most disadvantaged families. Additionally, we find there is some heterogeneity in impacts across public housing developments. Developments located in neighborhoods with relatively fewer renters and higher household incomes are better for children overall. Our estimate of the marginal value of public funds suggests that for every $1 the government spends per child on public housing, children receive $1.40 in benefits, including $2.30 for children from the most disadvantaged families.

    The Impact of Industrial Opt-Out from Utility Sponsored Energy Efficiency Programs

    Industry accounts for one-third of energy consumption in the US. Studies suggest that energy efficiency opportunities represent a potential energy resource for regulated utilities and have resulted in rate of return regulated demand-side management (DSM) and energy efficiency (EE) programs. However, many large customers are allowed to self-direct or opt-out. In the Carolinas (NC and SC), over half of industrial and large commercial customers have selected to opt out. Although these customers claim they invest in EE improvements when it is economic and cost-effective to do so, there is no mechanism to validate whether they actually achieved energy savings. This project examines the industrial energy efficiency between the program participants and non participants in the Carolinas by utilizing the non-public Census of Manufacturing data and the public list of firms that have chosen to opt out. We compare the relative energy efficiency between the stay-in and opt-out plants. The t-test results suggest opt-out plants are less efficient. However, the opt-out decisions are not random; large plants or plants belonging to large firms are more likely to opt out, possibly because they have more information and resources. We conduct a propensity score matching method to account for factors that could affect the opt-out decisions. We find that the opt-out plants perform at least as well or slightly better than the stay-in plants. The relative performance of the opt-out firms suggest that they may not need utility program resources to obtain similar levels of efficiency from the stay-in group.

    Housing Booms and the U.S. Productivity Puzzle

    The United States has been experiencing a slowdown in productivity growth for more than a decade. I exploit geographic variation across U.S. Metropolitan Statistical Areas (MSAs) to investigate the link between the 2006-2012 decline in house prices (the housing bust) and the productivity slowdown. Instrumental variable estimates support a causal relationship between the housing bust and the productivity slowdown. The results imply that one standard deviation decline in house prices translates into an increment of the productivity gap -- i.e. how much an MSA would have to grow to catch up with the trend -- by 6.9p.p., where the average gap is 14.51%. Using a newly-constructed capital expenditures measure at the MSA level, I find that the long investment slump that came out of the Great Recession explains an important part of this effect. Next, I document that the housing bust led to the investment slump and, ultimately, the productivity slowdown, mostly through the collapse in consumption expenditures that followed the bust. Lastly, I construct a quantitative general equilibrium model that rationalizes these empirical findings, and find that the housing bust is behind roughly 50 percent of the productivity slowdown.

    An Empirical Analysis of Capacity Costs

    A central premise of management accounting is that including the cost of unused capacity in product costs can distort these costs and misguide users. Yet, there is little large-scale empirical evidence on the materiality of the cost of unused capacity. This study uses a confidential Census sample of 151,900 U.S. manufacturing plants from 1974-2011 to investigate the impact of separating the cost of unused capacity. We find that excluding the cost of unused capacity increases operating profit margins by approximately 26 percent. This order of magnitude is economically significant, and is pervasive across industries and over time. In additional analyses, we find that separating the cost of unused capacity largely smooths the time-series variation in unitized product costs and profit margins. Our finding of higher mean and lower variation of adjusted margins should be of considerable interest to both investors and managers.

    Simultaneous Edit-Imputation for Continuous Microdata

    Many statistical organizations collect data that are expected to satisfy linear constraints; as examples, component variables should sum to total variables, and ratios of pairs of variables should be bounded by expert-specified constants. When reported data violate constraints, organizations identify and replace values potentially in error in a process known as edit-imputation. To date, most approaches separate the error localization and imputation steps, typically using optimization methods to identify the variables to change followed by hot deck imputation. We present an approach that fully integrates editing and imputation for continuous microdata under linear constraints. Our approach relies on a Bayesian hierarchical model that includes (i) a flexible joint probability model for the underlying true values of the data with support only on the set of values that satisfy all editing constraints, (ii) a model for latent indicators of the variables that are in error, and (iii) a model for the reported responses for variables in error. We illustrate the potential advantages of the Bayesian editing approach over existing approaches using simulation studies. We apply the model to edit faulty data from the 2007 U.S. Census of Manufactures. Supplementary materials for this article are available online.

    Plant Turnover and Demand Fluctuations in the Ready-Mix Concrete Industry

    Fluctuations in demand cause some plants to exit a market and other to enter. Would eliminating these 'uctuations reduce plant turnover? A structural model of entry and exit in concentrated markets is estimated for the ready-mix concrete industry, using plant level data from the U.S. Census. The Nested Pseudo-Likelihood algorithm is used to 'nd parameters which rationalize behavior of 'rms involved in repeated competition. Due to high sunk costs, turnover rates would only be reduced by 3% by eliminating demand 'uctuations at the county level, saving around 20 million dollars a year in scrapped capital. However, demand 'uctuations blunt 'rms'incentive to invest, reducing the number of large plants by more than 50%.

    Alternative Measures of Income Poverty and the Anti-Poverty Effects of Taxes and Transfers

    The Census Bureau prepared a number of alternative income-based measures of poverty to illustrate the distributional impacts of several alternatives to the official measure. The paper examines five income variants for two different units of analysis (families and households) for two different assumptions about inflation (the historical Consumer Price Index and a 'Research Series' alternative that uses current methods) for two different sets of thresholds (official and a formula-based alternative base on three parameters). The poverty rate effects are analyzed for the total population, the distributional effects are analyzed using poverty shares, and the anti-poverty effects of taxes and transfers are analyzed using a percentage reduction in poverty rates. Suggestions for future research are included.

    Pollution Abatement Expenditures and Plant-Level Productivity: A Production Function Approach

    In this paper, we investigate the impact of environmental regulation on productivity using a Cobb-Douglas production function framework. Estimating the effects of regulation on productivity can be done with a top-down approach using data for broad sectors of the economy, or a more disaggregated bottom-up approach. Our study follows a bottom-up approach using data from the U.S. paper, steel, and oil industries. We measure environmental regulation using plant-level information on pollution abatement expenditures, which allows us to distinguish between productive and abatement expenditures on each input. We use annual Census Bureau information (1979-1990) on output, labor, capital, and material inputs, and pollution abatement operating costs and capital expenditures for 68 pulp and paper mills, 55 oil refineries, and 27 steel mills. We find that pollution abatement inputs generally contribute little or nothing to output, especially when compared to their '''productive''' equivalents. Adding an aggregate pollution abatement cost measure to a Cobb-Douglas production function, we find that a $1 increase in pollution abatement costs leads to an estimated productivity decline of $3.11, $1.80, and $5.98 in the paper, oil, and steel industries respectively. These findings imply substantial differences across industries in their sensitivity to pollution abatement costs, arguing for a bottom-up approach that can capture these differences. Further differentiating plants by their production technology, we find substantial differences in the impact of pollution abatement costs even within industries, with higher marginal costs at plants with more polluting technologies. Finally, in all three industries, plants concentrating on change-in-production-process abatement techniques have higher productivity than plants doing predominantly end-of-line abatement, but also seem to be more affected by pollution abatement operating costs. Overall, our results point to the importance using detailed, disaggregated analyses, even below the industry level, when trying to model the costs of forcing plants to reduce their emissions.

    Parent-Child Bargaining, Parental Transfers, and the Postsecondary Education Decision

    Economic models of schooling decisions are largely unitary preference in nature. They ignore parent-child conflict, with parents often acting as the sole decisionmaker. In this paper, a theoretical model is formulated in which parents and child participate in cooperative bargaining as a means of resolving disagreements. The model's implications are compared to those of the unitary preference model, motivating tests of parental altruism and income pooling. Reduced form equations for years of postsecondary schooling and transfers are estimated, both for the full sample and for subsamples defined by type of disagreement, using student-level data from the National Center for Education Statistics' High School and Beyond Surveys. While income pooling is rejected only for the group of students who prefer more schooling than their parents, parental altruism is rejected for all groups. A major finding is that parent-child disagreement is an important determinant of the level of financial support parents provide.

    Plant Vintage, Technology, and Environmental Regulation

    Does the impact of environmental regulation differ by plant vintage and technology? We answer this question using annual Census Bureau information on 116 pulp and paper mills' vintage, technology, productivity, and pollution abatement operating costs for 1979-1990. We find a significant negative relationship between pollution abatement costs and productivity levels. This is due almost entirely to integrated mills (those incorporating a pulping process), where a one standard deviation increase in abatement costs is predicted to reduce productivity by 5.4 percent. Older plants appear to have lower productivity but are less sensitive to abatement costs, perhaps due to 'grandfathering' of regulations. Mills which undergo renovations are also less sensitive to abatement costs, although these vintage and renovation results are not generally significant. We find similar results using a log-linear version of a three input Cobb-Douglas production function in which we include our technology, vintage, and renovation variables. Sample calculations of the impact of pollution abatement on productivity show the importance of allowing for differences based on plant technology. In a model incorporating technology interactions we estimate that total pollution abatement costs reduce productivity levels by an average of 4.7 percent across all the plants. The comparable estimate without technology interactions is 3.3 percent, approximately 30% lower.
