Longitudinally-linked microdata on U.S. manufacturing plants are currently available to researchers for 1963, 1967, and 1972-2009. In this paper, we provide a first look at recently recovered manufacturing microdata files from the 1950s and 1960s. We describe their origins and background, discuss their contents, and begin to explore their sample coverage. We also begin to examine whether the available establishment identifier(s) allow record linking. Our preliminary analyses suggest that longitudinally-linked Annual Survey of Manufactures microdata from the mid-1950s through the present ' containing 16 years of additional data ' appears possible though challenging. While a great deal of work remains, we see tremendous value in extending the manufacturing microdata series back into time. With these data, new lines of research become possible and many others can be revisited.

Issues and Challenges in Measuring Environmental Expenditures by U.S. Manufacturing: The Redevelopment of the PACE Survey

The Pollution Abatement Costs and Expenditures (PACE) survey is the most comprehensive source of information on U.S. manufacturing's capital expenditures and operating costs associated with pollution abatement. In 2003, the U.S. Environmental Protection Agency began a significant initiative to redevelop the survey, guided by the advice of a multi-disciplinary workgroup consisting of economists, engineers, survey design experts, and experienced data users, in addition to incorporating feedback from key manufacturing industries. This paper describes some of these redevelopment efforts. Issues discussed include the approach to developing the new survey instrument, methods used to evaluate (and improve) its performance, innovations in sampling, and the special development and role of outside expertise. The completely redesigned PACE survey was first administered in early 2006.

A Change of PACE: Comparing the 1994 and 1999 Pollution Abatement Costs and Expenditures Surveys

Since 1973, the Pollution Abatement Costs and Expenditures (PACE) survey has been the principle source of information on U.S. industries' capital expenditure and operating costs associated with pollution abatement efforts. The PACE survey was discontinued after 1994 and then revived in 1999 for one year ' in a substantially different form than the preceding surveys however, making longitudinal analysis quite difficult. Conceptual differences include matters as fundamental as the scope and meaning of pollution abatement as well as the definition of operating costs. A number of other critical changes also exist, including ones of industrial coverage and sample selection. This paper is the first comprehensive effort to document the many changes in the PACE survey across these years and to provide a detailed guide for researchers and policymakers who wish to compare the 1994 and 1999 data. Overall, we find a 27% decline in environmental spending by the manufacturing sector between these two years, though there appears to be significant heterogeneity across industries. We discuss potential reasons for this dramatic decline, focusing mainly on issues of survey methodology and design. This paper should help inform current efforts to redevelop the PACE survey and re-establish it as a regular, annual survey.

The Pollution Abatement Costs and Expenditures Survey (PACE) is an annual survey of manufacturing establishment=s operating costs and capital investment expenditures for pollution abatement purposes. This paper provides a description and evaluation of the PACE micro data available at the Center for Economic Studies (CES). The paper provides an overview of the survey, how the sample is drawn, how the survey questionnaire has changed over time, an assessment of the data quality, and suggestions for the use of the data, as well as its limitations. Also included are suggestions for modifying the survey design and data processing procedures. The PACE data series, linked to the economic data in CES= Longitudinal Research Database (LRD), covers the years 1979-1993, excluding 1983 and 1987.

Water Use and Conservation in Manufacturing:
Evidence from U.S. Microdata

Water can be a scarce resource, particularly in certain places at certain times. Understanding both water use and conservation efforts can help ensure that limited supplies can meet the demands of a growing population and economy. This paper examines water use and recirculation in the U.S. manufacturing sector, using newly recovered microdata from the Survey of Water Use in Manufacturing, merged with establishment-level data from the Annual Survey of Manufactures and the Census of Manufactures. Results suggest that water use per unit of output is largest for larger establishments, in part because larger establishments use water for more purposes. Larger establishments are also found to recirculate water more ' satisfying demand (water use) without necessarily increasing water intake. Various costs also appear to play a role in water recirculation. In particular, the water circulation rate is found to be higher when water is purchased from a utility. Relatively low (internal) prices for self-supplied water could suppress the incentive to invest in recirculation. Meanwhile, establishments with higher per-gallon intake treatment costs also recirculate more, as might be expected. The cost associated with water discharge ' due to regulation or otherwise ' also increases circulation rates. The aridity of a locale is found to have little effect on circulation rates.

The Longitudinal Research Database (LRD): Status And Research Possibilities

This paper discusses the development and use of the Longitudinal Research Data available at the Center for Economic Studies of the Bureau of the Census in terms of what has been accomplished thus far, what projects are currently in progress, and what plans are in place for the near future. The major achievement to date is the construction of the database itself, which contains data for manufacturing establishments collected by the Census in 1963, 1967, 1972, 1977 and 1982, and the Annual Survey of Manufactures for non-Census years from 1973 to 1985. These data now reside in the Center's computer in a consistent format across all years. In addition, a large software development task that greatly simplifies the task of selecting subsets of the database for specific research projects is well underway. Finally, a number of powerful microcomputers have been purchased for use by researchers for their statistical analysis. Current efforts underway at the Center include research on such policy-relevant issues as mergers and their impact on profits and production, high technology trade, import competition, plant level productivity, entry and exit, and productivity differences between large and small firms. Due to the confidentiality requirements of the Census data, most of their research is performed by Center staff and Special Sworn Employees. Under certain circumstances, the Center accepts user-written programs from outside researchers. These routines are executed by Center staff, and the resultant output is reviewed thoroughly for disclosure problems. The Center is also an active member of a task force working on methods on release "masked" or "cloned" microdata in public-use files that will protect the confidentiality of the data while at the same time provide a research tool for outside users. The Center research program contributes directly to future research possibilities. The current batch of research projects is adding insight into the nature of the LRD database. This information is continually being incorporated into the Center's software system, thus facilitating yet more research activity. Moreover, since a good portion of the research involves linking the Longitudinal Research Data to other data files, such as the NSF/Census R&D data, the scope of the databases is continually being expanded. Furthermore, the Center is exploring the possibility of linking the demographic data collected by the Census Bureau to the LRD database.

Development of Survey Questions on Robotics Expenditures and Use in U.S. Manufacturing Establishments

The U.S. Census Bureau in partnership with a team of external researchers developed a series of questions on the use of robotics in U.S. manufacturing establishments. The questions include: (1) capital expenditures for new and used industrial robotic equipment in 2018, (2) number of industrial robots in operation in 2018, and (3) number of industrial robots purchased in 2018. These questions are to be included in the 2018 Annual Survey of Manufactures. This paper documents the background and cognitive testing process used for the development of these questions.

The Center for Economic Studies 1982-2007: A Brief History

More than half a century ago, visionaries representing both the Census Bureau and the external research community laid the foundation for the Center for Economic Studies (CES) and the Research Data Center (RDC) system. They saw a clear need for a system meeting the inextricably related requirements of providing more and better information from existing Census Bureau data collections while preserving respondent confidentiality and privacy. CES opened in 1982 to house new longitudinal business databases, develop them further, and make them available to qualified researchers. CES and the RDC system evolved to meet the designers' requirements. Research at CES and the RDCs meets the commitments of the Census Bureau (and, recently, of other agencies) to preserving confidentiality while contributing paradigm-shifting fundamental research in a range of disciplines and up-to-the-minute critical tools for decision-makers.

Do Environmental Regulations Disproportionately Affect Small Businesses? Evidence from the Pollution Abatement Costs and Expenditures Survey

It remains an open question whether the impact of environmental regulations differs by the size of the business. Such differences might be expected because of statutory, enforcement, and/or compliance asymmetries. Here, we consider the net effect of these three asymmetries, by estimating the relationship between plant size and pollution abatement expenditures, using establishment-level data on U.S. manufacturers from the Census Bureau's Pollution Abatement Costs and Expenditures (PACE) surveys of 1974-1982, 1984-1986, 1988-1994, 1999, and 2005, combined with data from the Annual Survey of Manufactures and Census of Manufactures. We model establishments' PAOC intensity - that is, their pollution abatement operating costs per unit of economic activity - as a function of establishment size, industry, and year. Our results show that PAOC intensity increases with establishment size. We also find that larger firms spend more per unit of output than do smaller firms.

On Spatial Heterogeneity in Environmental Compliance Costs

This paper examines the extent of variation in regulatory stringency below the state level, using establishment-level data from the U.S. Census Bureau's Pollution Abatement Costs and Expenditures (PACE) survey to estimate a county-level index of environmental compliance costs (ECC). County-level variation is found to explain 11-18 times more of the variation in ECC than state-level variation alone, and the range of ECC within a state is often large. At least 34% of U.S. counties have ECC that are statistically different from their states'. Results suggest that important spatial variation is lost in state-level studies of environmental regulation.
