    You're (not) Hired: Artificial Intelligence and Early Career Hiring in the Quarterly Workforce Indicators

    Using detailed tabulations from matched employer-employee administrative data, I document evidence of an immediate, sizable, and persistent decrease in the level of early career (22-24 year old) hires following introduction of ChatGPT within the industry-state cells that are most exposed to AI. The decline in hires is the primary cause of large observed declines in employment over the subsequent period. Regressionadjusted employment of early career workers in the most AI-exposed quintile of industry-state cells declined by 12% over the 10 quarters following the introduction of ChatGPT, even as employment in lessexposed industries has remained stable. The rate of hiring largely recovered by early 2025, attributable to a smaller employment base. Earnings growth of early career workers in the most exposed industries slowed slightly relative to those in less exposed industries. Although the most AI-exposed quintile of detailed industries is dominated by a handful of industry sectors, I find that the association of higher AI exposure with reduced early career employment and fewer hires is observed across most sectors of the economy. Timing of effects in event studies is consistent with an immediate effect on hiring following introduction of ChatGPT. However, triple difference estimates provide some evidence of earlier trend shifts on employment, hiring, and separations around the onset of the COVID pandemic. I discuss potential explanations, including the increase in remote work and increased educational attainment among workers in AI-exposed occupations. Nonetheless, job gains to early career workers and backfill hires show evidence of discontinuous decline at the time of ChatGPT's release in comparison to older workers in the same industries. A local projections analysis at the NAICS industry group level shows that industries with high AI exposure are not particularly sensitive to unexpected fluctuations in monetary policy on average relative to other industries in employment, hiring, or separations. A historical decomposition suggests that up to one quarter of relative early career employment declines through 2025q2 may be attributable to monetary policy shocks through 2023, but the analysis does not find evidence that these shocks can explain the rapid decline in hires at the most AI-exposed firms in comparison to others.

    Trapped or Transferred: Worker Mobility and Labor Market Power in the Energy Transition

    Using matched employer-employee data covering 1.35 million US workers separated from the fossil fuel extraction industry between 1999 and 2019, I estimate how local fossil fuel labor demand shocks affect employment and earnings. Employment probabilities fall markedly after exposure, and earnings decline gradually over the first seven years with only partial recovery by ten years since exposure to the shocks. Workers who remain in the fossil fuel sector, disproportionately men in sector-specific roles, experience nearly twice the earnings losses of those who switch sectors, possibly due to limited occupational mobility. Among non-switchers, losses are larger in labor markets with high employer concentration, indicating that scarce outside options translate into lower reemployment wages and weaker bargaining positions. Geographic movers fare worse than stayers, reflecting negative selection (younger, lower-earning) and relocation to metropolitan areas where fossil fuel or low-skilled service sectors remain highly concentrated, leaving monopsony power intact.

    Transitional Costs and the Decline of Coal: Worker-Level Evidence

    We examine the labor market impacts of the U.S. coal industry's decline using comprehensive administrative data on workers from 2005-2021. Coal workers most exposed to the industry's contraction experienced substantial earnings losses, equivalent to 1.6 years of predecline wages. These losses stem from both reduced employment duration (0.37 fewer years employed) and lower annual earnings (17 percent decline) between 2012-2019, relative to similar workers less exposed to coal's decline. Earnings reductions primarly occur when workers remain in local labor markets but are not employed in mining. While coal workers do not exhibit lower geographic mobility, relocation does not significantly mitigate their earnings losses.

    Earnings Growth, Job Flows and Churn

    How much do workers making job-to-job transitions benefit from moving away from a shrinking and towards a growing firm? We show that earnings growth in the transition increases with net employment growth at the destination firm and, to a lesser extent, decreases if the origin firm is shrinking. So, we sum the effect of leaving a shrinking and entering a growing firm and remove the excess turnover-related hires because gross hiring has a much smaller association with earnings growth than net employment growth. We find that job-to-job transitions with the cross-firm job flow have 23% more earnings growth than average.

    How Credit Constraints Impact Job Finding Rates, Sorting & Aggregate Output*

    We empirically and theoretically examine how consumer credit access affects dis- placed workers. Empirically, we link administrative employment histories to credit reports. We show that an increase in credit limits worth 10% of prior annual earnings allows individuals to take .15 to 3 weeks longer to find a job. Conditional on finding a job, they earn more and work at more productive firms. We develop a labor sorting model with credit to provide structural estimates of the impact of credit on employ- ment outcomes, which we find are similar to our empirical estimates. We use the model to understand the impact of consumer credit on the macroeconomy. We find that if credit limits tighten during a downturn, employment recovers quicker, but output and productivity remain depressed. This is because when limits tighten, low-asset, low- productivity job losers cannot self-insure. Therefore, they search less thoroughly and take more accessible jobs at less productive firms.

    Locate Your Nearest Exit: Mass Layoffs and Local Labor Market Response

    Large shocks to local labor markets cause lasting changes to communities and their residents. We examine four main channels through which the local labor force adjusts following mass layoffs: in- and out-migration, retirement, and disability insurance enrollment. We show that these channels account for over half of the labor force reductions following a mass layoff event. By measuring the residual difference between these channels and labor force change, we also show that labor force non-participation grew in the period during and after the Great Recession. This result highlights the growing importance of non-participation as a response to labor demand shocks.

    Cyclical Reallocation of Workers Across Employers by Firm Size and Firm Wage

    Do the job-to-job moves of workers contribute to the cyclicality of employment growth at different types of firms? In this paper, we use linked employer-employee data to provide direct evidence on the role of job-to-job flows in job reallocation in the U.S. economy. To guide our analysis, we look to the theoretical literature on on-the-job search, which predicts that job-to-job flows should reallocate workers from small to large firms. While this prediction is not supported by the data, we do find that job-to-job moves generally reallocate workers from lower paying to higher paying firms, and this reallocation of workers is highly procyclical. During the Great Recession, this firm wage job ladder collapsed, with net worker reallocation to higher wage firms falling to zero. We also find that differential responses of net hires from non-employment play an important role in the patterns of the cyclicality of employment dynamics across firms classified by size and wage. For example, we find that small and low wage firms experience greater reductions in net hires from non-employment during periods of economic contractions.

    The Recent Decline of Single Quarter Jobs

    Rates of hiring and job separation fell by as much as a third in the U.S. between the late 1990s and the early 2010s. Half of this decline is associated with the declining incidence of jobs that start and end in the same calendar quarter, employment events that we call 'single quarter jobs.' We investigate this unique subset of jobs and its decline using matched employer-employee data for the years 1996-2012. We characterize the worker demographics and employer characteristics of single quarter jobs, and demonstrate that changes over time in workforce and employer composition explain little of the decline in these jobs. We find that the decline in these jobs accounts for about a third of the decline in the fraction of the population that holds a job in the private sector that occurred from the mid 2000s to the early 2010s. We also find little evidence that single quarter jobs are stepping stones into longer-term employment. Finally, we show that the inclusion or exclusion of these single quarter jobs creates divergent trends in average earnings and the dispersion of earnings for the years 1996-2012. To the extent that administrative records measure the volatile tail of the employment distribution better thanconventional household surveys, these findings show that measurement of short duration jobs matters for economic analysis.

    The United States Labor Market: Status Quo or A New Normal?

    The recession of 2007-09 witnessed high rates of unemployment that have been slow to recede. This has led many to conclude that structural changes have occurred in the labor market and that the economy will not return to the low rates of unemployment that prevailed in the recent past. Is this true? The question is important because central banks may be able to reduce unemployment that is cyclic in nature, but not that which is structural. An analysis of labor market data suggests that there are no structural changes that can explain movements in unemployment rates over recent years. Neither industrial nor demographic shifts nor a mismatch of skills with job vacancies is behind the increased rates of unemployment. Although mismatch increased during the recession, it retreated at the same rate. The patterns observed are consistent with unemployment being caused by cyclic phenomena that are more pronounced during the current recession than in prior recessions.

    Using linked employer-employee data to investigate the speed of adjustments in downsizing firms

    When firms are faced with a demand shock, adjustment can take many forms. Firms can adjust physical capital, human capital, or both. The speed of adjustment may differ as well: costs of adjustment, the type of shock, the legal and economic enviroment all matter. In this paper, we focus on firms that downsized between 1992 and 1997, but ultimately survive, and investigate how the human capital distribution within a firm influences the speed of adjustment, ceteris paribus. In other words, when do firms use mass layoffs instead of attrition to adjust the level of employment. We combine worker-level wage records and measures of human capital with firm-level characteristics of the production function, and use levels and changes in these variables to characterize the choice of adjustment method and speed. Firms are described/compared up to 9 years prior to death. We also consider how workers fare after leaving downsizing firms, and analyze if observed differences in post-separation outcomes of workers provide clues to the choice of adjustment speed.
