The Appalachian Region has long suffered from poor economic performance as measured over a variety of dimensions. Even as the region has improved over the last few decades, Appalachia still lags behind the nation. A growing body of empirical work has found that reallocation is pervasive in the U.S. economy and is an integral component of economic growth. Productivity growth is improved when resources are shifted from less productive establishments towards more productive establishments either through changes in existing establishments or through the births and deaths of establishments. Establishments that use new products, technologies, and production processes replace establishments that do not in a continual process of creative destruction. Using establishment-level data, this paper examines the reallocation and productivity dynamics of the Appalachian Region. The first part of the paper compares the reallocation dynamics of Appalachia to the rest of the U.S. using a newly developed establishment-level database that covers virtually the entire U.S. economy. From this analysis, it is apparent that establishment birth and death rates and job creation and destruction rates for Appalachia are consistently below those for the rest of the U.S.. The second part of the paper uses data from the Economic Censuses to determine whether the establishment and employment dynamics of the Appalachian Region are also qualitatively different (in terms of their productivity rankings) from their U.S. counterparts. It appears that the North subregion of Appalachia has reallocation and productivity dynamics that are consistent with an impeded creative destruction story.

Establishment and Employment Dynamics in Appalachia: Evidence from the Longitudinal Business Database

One indicator of the general economic health of a region is the rate at which new jobs are created. The newly developed Longitudinal Business Database has been used in this paper to develop a detailed portrait of establishment formation and attrition and job creation and destruction in the Appalachian Region. The foremost finding is that the pace of reallocation in Appalachia is lower than it is for the U.S.. This is evident in Appalachia's relatively lower establishment birth and death rates and job creation and destruction rates. For example, on average over the study time period, the U.S. job creation rate exceeds 45 percent, while the Appalachian job creation rate is 43 percent. Similarly, the U.S. job destruction rate is about 35 percent, while the Appalachian job destruction rate is about 33 percent. Even when controlling for other differences, job creation rates are 1.2 percentage points lower and job destruction rates are 3.4 percentage points lower in Appalachia relative to the rest of the U.S. Another indicator of the general economic health of a region is the quality of its jobs. The quality of jobs is measured in this paper by the average wage paid at the establishment. Here too there is cause for concern about the economic health of Appalachia. The analysis shows that wages are about 10 percent lower in Appalachia than in the U.S. even when controlling for differences in other characteristics across the two areas. This wage discrepancy has not narrowed over the time of the study. Moreover, new establishments have a similar wage gap. Employees at new establishments earn wages 10 percent less than at new establishments in the rest of the U.S.

The Link Between Aggregate and Micro Productivity Growth: Evidence from Retail Trade

Understanding the nature and magnitude of resource reallocation, particularly as it relates to productivity growth, is important both because it affects how we model and interpret aggregate productivity dynamics, and also because market structure and institutions may affect the reallocation's magnitude and efficiency. Most evidence to date on the connection between reallocation and productivity dynamics for the U.S. and other countries comes from a single industry: manufacturing. Building upon a unique establishment-level data set of U.S. retail trade businesses, we provide some of the first evidence on the connection between reallocation and productivity dynamics in a non-manufacturing sector. Retail trade is a particularly appropriate subject for such a study since this large industry lies at the heart of many recent technological advances, such as E-commerce and advanced inventory controls. Our results show that virtually all of the productivity growth in the U.S. retail trade sector over the 1990s is accounted for by more productive entering establishments displacing much less productive exiting establishments. Interestingly, much of the between-establishment reallocation is a within, rather than betweenfirm phenomenon.

The Evolution of National Retail Chains: How We Got Here

The growth and dominance of large, national chains is a ubiquitous feature of the US retail sector. The recent literature has documented the rise of these chains and the contribution of this structural change to productivity growth in the retail trade sector. Recent studies have also shown that the establishments of large, national chains are both more productive and more stable than the establishments of single-unit firms they are displacing. We build on this literature by following the paths of retail firms and establishments from 1977 to 2007 using establishment- and firm-level data from the Census of Retail Trade and the Longitudinal Business Database. We dissect the shift towards large, national chains on several margins. We explore the differences in entry and exit as well as job creation and destruction patterns at the establishment and firm level. We find that over this period there are consistently high rates of entry and job creation by the establishments of single-unit firms and large, national firms, but net growth is much higher for the large, national firms. Underlying this difference is far lower exit and job destruction rates of establishments from national chains. Thus, the story of the increased dominance of national chains is not so much due to a declining entry rate of new single-unit firms but rather the much greater stability of the new establishments belonging to national chains relative to their single-unit counterparts. Given the increasing dominant role of these chains, we dissect the paths to success of national chains, including an analysis of four key industries in retail trade. We find dramatically different patterns across industries. In General Merchandise, the rise in national chains is dominated by slow but gradual growth of firms into national chain status. In contrast, in Apparel, which has become much more dominated by national chains in recent years, firms that quickly became national chains play a much greater role.

REALLOCATION IN THE GREAT RECESSION: CLEANSING OR NOT?

The high pace of output and input reallocation across producers is pervasive in the U.S. economy. Evidence shows this high pace of reallocation is closely linked to productivity. Resources are shifted away from low productivity producers towards high productivity producers. While these patterns hold on average, the extent to which the reallocation dynamics in recessions are 'cleansing' is an open question. That is, are recessions periods of increased reallocation that move resources away from lower productivity activities towards higher productivity uses? It could be recessions are times when the opportunity cost of time and resources are low implying recessions will be times of accelerated productivity enhancing reallocation. Prior research suggests the recession in the early 1980s is consistent with an accelerated pace of productivity enhancing reallocation. Alternative hypotheses highlight the potential distortions to reallocation dynamics in recessions. Such distortions might arise from many factors including, for example, distortions to credit markets. We find that in post-1980 recessions prior to the Great Recession, downturns are periods of accelerated reallocation that is even more productivity enhancing than in normal times. In the Great Recession, we find the intensity of reallocation fell rather than rose (due to the especially sharp decline in job creation) and the reallocation that did occur was less productivity enhancing than in prior recessions.

Gross Job Flows for the U.S. Manufacturing Sector: Measurement from the Longitudinal Research Database

Measures of job creation and destruction are now produced regularly by the U.S. statistical agencies. The Bureau of Labor Statistics releases via the Business Employment Dynamics (BED) on a quarterly basis measures of job creation and destruction for the U.S. nonfarm business sector and related disaggregation by industrial sector and size class. The U.S. Census Bureau has developed the Longitudinal Business Database (LBD) covering the nonfarm business sector that has been used to produce research analysis and special tabulations including tabulations of job creation and destruction. Both of these data programs build upon the measurement methods and data analysis of job creation and destruction measures from the Longitudinal Research Database (LRD) developed and published by Davis, Haltiwanger and Schuh (1996). In this paper, the LRD based estimates of job creation and destruction are updated and made available for consistent annual and quarterly series from 1972-1998. While the BED and LBD programs are more comprehensive in scope than the LRD, the extensive development of the LRD permits the construction of measures of job creation and destruction for a rich array of employer characteristics including industry, size, business age, ownership structure, location and wage structure. The updated series that are released with this working paper provide measures along each of these dimensions. The paper describes in detail the changes in the processing of the Annual Survey of Manufactures over the 1972-1998 period that are important to incorporate by users of the LRD at Census Research Data Centers as well as users of products from the LRD such as job creation and destruction.

Differences in Job Growth and Persistence in Services and Manufacturing

Employment flows in services have greatly exceeded those in manufacturing over the recent decade. We examine these differences and their variation over establishment sizes and types. We test three hypotheses which have been offered to explain these differences: (1) that the difference in behavior of single and multi-unit establishments accounts for much of the difference in the net and gross growth rates of jobs in services and manufacturing; (2) that relative wage differences have a disparate effect on employment growth for services and manufacturing, and (3) that the rates of persistence (or retention) of new jobs are higher in multi-unit establishments than in single unit firms, and similar between the sectors after controlling for this. We find that it is primarily the underlying differences in establishment age and size distributions that account for the substantial differences in the average gross and net job flow rates of the two sectors, and that relative wage differences have a similar effect on employment growth in services and manufacturing.

Job Flow Dynamics in the Service Sector

This paper uses the new comprehensive Longitudinal Establishment and Enterprise Microdata at CES to investigate gross and net job flows for 1990 to 1995 for all establishments in the service sector. After examining the recent shifts in the distribution of employment in non-financial services, from single unit firms to multi-unit firms, and from smaller firms to larger ones, we calculate five year gross and net job flow rates for these various types of establishments. This shows that the increasing share of service employment in large firms is not due to higher growth in larger firms. Seeking the dynamics behind the shift of employment to larger firms, we investigate how job flow rates are related to firm and establishment size, using alternative size classification methods. Gross job flow rates vary inversely with the age of establishments in services, as do net growth rates of surviving establishments, even after controlling for size. To help distinguish among the effects of age, firm size, and establishment size on gross and net job flows in services, multivariate regression analysis is used. We find that all gross job flow rates decline with increasing age of establishments when size and industry differences are controlled. Because the job destruction rate falls faster than the creation rate as age increases, net growth rates increase with age for services as a whole. Gross and net job creation also declines with increasing size of establishments, but destruction rates increase with size when controlling for age and industry differences. Firm size differences contribute little or nothing additional when we control for establishment size and age.

Productivity Dispersion and Structural Change in Retail Trade

The retail sector has changed from a sector full of small firms to one dominated by large, national firms. We study how this transformation has impacted productivity levels, growth, and dispersion between 1987 and 2017. We describe this transformation using three overlapping phases: expansion (1980s and 1990s), consolidation (2000s), and stagnation (2010s). We document five findings that help us understand these phases. First, productivity growth was high during the consolidation phase but has fallen more recently. Second, entering establishments drove productivity growth during the expansion phase, but continuing establishments have increased in importance more recently. Third, national chains have more productive establishments than single-unit firms on average, but some single-unit establishments are highly productive. Fourth, productivity dispersion is significant and increasing over time. Finally, more productive firms pay higher wages and grow more quickly. Together, these results suggest that the increasing importance of large national retail firms has been an important driver of productivity and wage growth in the retail sector.

A Comparison of Job Creation and Job Destruction in Canada and the United States

In recent years a growing number of countries have constructed data series on job creation and job destruction using establishment-level data sets. This paper provides a description and detailed comparison of these new data series for the United States and Canada. First, the Canadian and United States industry-level job creation and destruction data are remarkably similar. Industries with high (low) job creation in the US are evidenced by high (low) job creation in Canada. The same is true for job destruction. In addition, the overall magnitude of gross job flows in the two countries is comparable. Second, the time-series patterns of creation and destruction are qualitatively similar but do differ in a number of important respects. In both countries, job destruction is much more cyclically volatile than job creation. This cyclical asymmetry is, however, more pronounced in the United States. The paper finishes with a characterization of the job flow patterns using a modified Blanchard and Diamond (1992) model.

Who Creates Jobs? Small vs. Large vs. Young

There's been a long, sometimes heated, debate on the role of firm size in employment growth. Despite skepticism in the academic community, the notion that growth is negatively related to firm size remains appealing to policymakers and small business advocates. The widespread and repeated claim from this community is that most new jobs are created by small businesses. Using data from the Census Bureau Business Dynamics Statistics and Longitudinal Business Database, we explore the many issues regarding the role of firm size and growth that have been at the core of this ongoing debate (such as the role of regression to the mean). We find that the relationship between firm size and employment growth is sensitive to these issues. However, our main finding is that once we control for firm age there is no systematic relationship between firm size and growth. Our findings highlight the important role of business startups and young businesses in U.S. job creation. Business startups contribute substantially to both gross and net job creation. In addition, we find an 'up or out' dynamic of young firms. These findings imply that it is critical to control for and understand the role of firm age in explaining U.S. job creation.
