    Changing Opportunity: Sociological Mechanisms Underlying Growing Class Gaps and Shrinking Race Gaps in Economic Mobility

    We show that intergenerational mobility changed rapidly by race and class in recent decades and use these trends to study the causal mechanisms underlying changes in economic mobility. For white children in the U.S. born between 1978 and 1992, earnings increased for children from high-income families but decreased for children from low-income families, increasing earnings gaps by parental income ('class') by 30%. Earnings increased for Black children at all parental income levels, reducing white- Black earnings gaps for children from low-income families by 30%. Class gaps grew and race gaps shrank similarly for non-monetary outcomes such as educational attainment, standardized test scores, and mortality rates. Using a quasi-experimental design, we show that the divergent trends in economic mobility were caused by differential changes in childhood environments, as proxied by parental employment rates, within local communities defined by race, class, and childhood county. Outcomes improve across birth cohorts for children who grow up in communities with increasing parental employment rates, with larger effects for children who move to such communities at younger ages. Children's outcomes are most strongly related to the parental employment rates of peers they are more likely to interact with, such as those in their own birth cohort, suggesting that the relationship between children's outcomes and parental employment rates is mediated by social interaction. Our findings imply that community-level changes in one generation can propagate to the next generation and thereby generate rapid changes in economic mobility.

    Where Are Your Parents? Exploring Potential Bias in Administrative Records on Children

    This paper examines potential bias in the Census Household Composition Key's (CHCK) probabilistic parent-child linkages. By linking CHCK data to the American Community Survey (ACS), we reveal disparities in parent-child linkages among specific demographic groups and find that characteristics of children that can and cannot be linked to the CHCK vary considerably from the larger population. In particular, we find that children from low-income, less educated households and of Hispanic origin are less likely to be linked to a mother or a father in the CHCK. We also highlight some data considerations when using the CHCK.

    When and Why Does Nonresponse Occur? Comparing the Determinants of Initial Unit Nonresponse and Panel Attrition

    Though unit nonresponse threatens data quality in both cross-sectional and panel surveys, little is understood about how initial nonresponse and later panel attrition may be theoretically or empirically distinct phenomena. This study advances current knowledge of the determinants of both unit nonresponse and panel attrition within the context of the U.S. Census Bureau's Survey of Income and Program Participation (SIPP) panel survey, which I link with high-quality federal administrative records, paradata, and geographic data. By exploiting the SIPP's interpenetrated sampling design and relying on cross-classified random effects modeling, this study quantifies the relative effects of sample household, interviewer, and place characteristics on baseline nonresponse and later attrition, addressing a critical gap in the literature. Given the reliance on successful record linkages between survey sample households and federal administrative data in the nonresponse research, this study also undertakes an explicitly spatial analysis of the place-based characteristics associated with successful record linkages in the U.S.

    Virtual Charter Students Have Worse Labor Market Outcomes as Young Adults

    Virtual charter schools are increasingly popular, yet there is no research on the long-term outcomes of virtual charter students. We link statewide education records from Oregon with earnings information from IRS records housed at the U.S. Census Bureau to provide evidence on how virtual charter students fare as young adults. Virtual charter students have substantially worse high school graduation rates, college enrollment rates, bachelor's degree attainment, employment rates, and earnings than students in traditional public schools. Although there is growing demand for virtual charter schools, our results suggest that students who enroll in virtual charters may face negative long-term consequences.

    Are Customs Records Consistent Across Countries? Evidence from the U.S. and Colombia

    In many countries, official customs records include identifying information on the exporting and importing firms involved in each shipment. This information allows researchers to study international business networks, offshoring patterns, and the micro-foundations of aggregate trade flows. It also provides the government with a basis for tariff assessments at the border. However, there are no mechanisms in place to ensure that the shipment-level information recorded by the exporting country is consistent with the shipment-level information recorded by the importing country. And to the extent that there are discrepancies, it is not clear how prevalent they are or what form they take. In this paper we explore these issues, both to enhance our understanding of the limitations of customs records, and to inform future discussions of possible revisions in the way they are collected. Specifically, we match U.S.-bound export shipments that appear in Colombian Customs records (DIAN) with their counterparts in the US Customs records (LFTTD): U.S. import shipments from Colombia. Several patterns emerge. First, differences in the coverage of the two countries customs records lead to significant discrepancies in the official bilateral trade flow statistics of these two countries: the DIAN database records 8 percent fewer transactions than the LFTTD database over the sample period, and the average export shipment size in the DIAN is roughly 4 percent smaller than the corresponding import shipment size in the LFTTD. These discrepancies are not due to difference in minimum shipment sizes and they are not particular to a few sectors, though they are more common among small shipments and they evolve over time. Second, if we rely exclusively on firms' names and addresses, ignoring other shipment characteristics (value, product code, etc.), we are able to match 85 percent of the value of U.S. imports from Colombia in our LFTTD sample with particular Colombian suppliers in the DIAN. Further, fully 97 percent of the value of Colombian exports to the U.S. can be mapped onto particular importers in the U.S. LFTTD. Third, however, match rates at the shipment level within buyer-seller pairs are low. That is, while buyers and sellers can be paired up fairly accurately, only 25-30 percent of the individual transactions in the customs records of the two countries can be matched using fuzzy algorithms at reasonable tolerance levels. Fourth, the manufacturer ID (MANUF_ID) that appears in the LFTTD implies there are roughly twice as many Colombian exporters as actually appear in the DIAN. And similar comments apply to an analogous MANUF_ID variable constructed from importer name and address information in the DIAN. Hence studies that treat each MANUF_ID value as a distinct firm are almost surely overstating the number of foreign firms that engage in trade with the U.S. by a substantial amount. Finally, we conclude that if countries were to require that exporters report standardized shipment identifiers'either invoice numbers or bill of lading/air waybill numbers'it would be far easier to track individual transactions and to identify international discrepancies in reporting.

    The Long-Run Effects of Recessions on Education and Income

    This paper examines the long-run effects of the 1980-1982 recession on education and income. Using confidential Census data, I estimate generalized difference-in-differences regressions that exploit variation across counties in the severity of the recession and across cohorts in age at the time of the recession. I find that children born in counties with a more severe recession are less likely to obtain a college degree and, as adults, earn less income and experience higher poverty rates. The negative effects on college graduation are most severe and essentially constant for individuals age 0-13 in 1979, suggesting that the underlying mechanisms are a decline in childhood human capital or a long-term decline in parental resources to pay for college. I find little evidence that states with more generous or more progressive transfer systems mitigated these long-run effects. The magnitude of my estimates and the large number of affected individuals suggest that the 1980-1982 recession depresses aggregate economic output today.

    Evaluating the Use of Commercial Data to Improve Survey Estimates of Property Taxes

    While commercial data sources offer promise to statistical agencies for use in production of official statistics, challenges can arise as the data are not collected for statistical purposes. This paper evaluates the use of 2008-2010 property tax data from CoreLogic, Inc. (CoreLogic), aggregated from county and township governments from around the country, to improve 2010 American Community Survey (ACS) estimates of property tax amounts for single-family homes. Particularly, the research evaluates the potential to use CoreLogic to reduce respondent burden, to study survey response error and to improve adjustments for survey nonresponse. The research found that the coverage of the CoreLogic data varies between counties as does the correspondence between ACS and CoreLogic property taxes. This geographic variation implies that different approaches toward using CoreLogic are needed in different areas of the country. Further, large differences between CoreLogic and ACS property taxes in certain counties seem to be due to conceptual differences between what is collected in the two data sources. The research examines three counties, Clark County, NV, Philadelphia County, PA and St. Louis County, MO, and compares how estimates would change with different approaches using the CoreLogic data. Mean county property tax estimates are highly sensitive to whether ACS or CoreLogic data are used to construct estimates. Using CoreLogic data in imputation modeling for nonresponse adjustment of ACS estimates modestly improves the predictive power of imputation models, although estimates of county property taxes and property taxes by mortgage status are not very sensitive to the imputation method.

    WHITE-LATINO RESIDENTIAL ATTAINMENTS AND SEGREGATION IN SIX CITIES: ASSESSING THE ROLE OF MICRO-LEVEL FACTORS

    This study examines the residential outcomes of Latinos in major metropolitan areas using new methods to connect micro-level analyses of residential attainments to overall patterns of segregation in the metropolitan area. Drawing on new formulations of standard measures of evenness, we conduct micro-level multivariate analyses using the restricted-use census microdata files to predict segregation-relevant neighborhood outcomes for individuals by race. We term the dependent variables segregation-relevant neighborhood outcomes because the differences in average outcomes for each group on these variables determine the values of the aggregate measures of evenness. This approach allows me to use standardization and components analysis to quantitatively assess the separate contributions that differences in social characteristics and differences in rates of return make towards determining the overall disparity in residential outcomes ' that is, the level of segregation ' between Whites and Latinos. Based on our micro-level residential attainment analyses we find that for Latinos, acculturation and gains in socioeconomic status are associated with greater residential contact with Whites, in agreement with spatial assimilation theory, which promotes lower segregation. However, our standardization and components analyses reveals that a substantial portion of White-Latino disparities in residential contact with Whites can be attributed to differences in rates of return; that is White-Latino differences in the ability to translate acculturation and gains in socioeconomic status into more residential contact with Whites. This is further elaborated upon by assessing the changes in contact with Whites for Whites and Latinos after manipulating single variables while holding all others constant. This can be interpreted as the role of discrimination which is emphasized by place stratification theory. Therefore we conclude that while members of minority groups make gains in residential outcomes that reduce segregation by attaining parity with Whites on social characteristics as spatial assimilation theory would predict, a substantial disparity will persist as Latinos cannot translate those gains into greater contact with Whites at the rate that Whites can. At the aggregate level of analysis, this means that White-Latino segregation remains substantial even when groups are equalized on social and economic characteristics.

    The Timing of Teenage Births: Estimating the Effect on High School Graduation and Later Life Outcomes

    We examine the long-term outcomes for a population of teenage mothers who give birth to their children around the end of their high school year. We compare the mothers whose high school education was interrupted by childbirth, because the child was born before her expected graduation date to mothers who did not experience the same disruption to their education. We find that mothers who give birth during the school year are seven percent less likely to graduate from high school, are less likely to be married, and have more children than their counterparts who gave birth just a few months later. The labor market outcomes for these two sets of teenage mothers are not statistically different, but with a lower likelihood of marriage and more children, the households of the treated mothers are more likely to fall below the poverty threshold. While differences in educational attainment have narrowed over time, the differences in labor market outcomes and family structure have remained stable.

    DO PUBLIC TUITION SUBSIDIES PROMOTE COLLEGE ENROLLMENT? EVIDENCE FROM COMMUNITY COLLEGE TAXING DISTRICTS IN TEXAS

    This paper estimates the effect of tuition rates on college enrollment using data for Texas from the 1990 and 2000 Censuses and the 2004 ' 2010 American Community Surveys and geographical data on Community College Taxing Districts. The effect of tuition on enrollment is identified by the facts that tuition rates for those living within a taxing district are lower than those living outside the taxing district and in Texas not all geographic locations are in a taxing district. While the estimated effect of tuition on enrollment depends on the sample used, it is negative and mostly statistically significant in the samples of iadults 18 and older and negative and sometimes statistically significant in the samples of traditional age students 18 to 24. The estimated effect of tuition on enrollment, however, is found to vary considerably by poverty level status with an increase in tuition rates having a statistically significant negative effect on college enrollment for those with household incomes that are at least 200% of the poverty level both for traditional aged students 18 to 24 years old and all adults 18 and older.
