Working PaperImproving Patent Assignee-Firm Bridge with Web Search Results

This paper constructs a patent assignee-firm longitudinal bridge between U.S. patent assignees and firms using firm-level administrative data from the U.S. Census Bureau. We match granted patents applied between 1976 and 2016 to the U.S. firms recorded in the Longitudinal Business Database (LBD) in the Census Bureau. Building on existing algorithms in the literature, we first use the assignee name, address (state and city), and year information to link the two datasets. We then introduce a novel search-aided algorithm that significantly improves the matching results by 7% and 2.9% at the patent and the assignee level, respectively. Overall, we are able to match 88.2% and 80.1% of all U.S. patents and assignees respectively. We contribute to the existing literature by 1) improving the match rates and quality with the web search-aided algorithm, and 2) providing the longest and longitudinally consistent crosswalk between patent assignees and LBD firms.View Full Paper PDF

Working PaperIntroducing the Medical Expenditure Panel Survey-Insurance Component with Administrative Records (MEPS-ICAR): Description, Data Construction Methodology, and Quality Assessment

This report introduces a new dataset, the Medical Expenditure Panel Survey-Insurance Component with Administrative Records (MEPS-ICAR), consisting of MEPS-IC survey data on establishments and their health insurance benefits packages linked to Decennial Census data and administrative tax records on MEPS-IC establishments' workforces. These data include new measures of the characteristics of MEPS-IC establishments' parent firms, employee turnover, the full distribution of MEPS-IC workers' personal and family incomes, the geographic locations where those workers live, and improved workforce demographic detail. Next, this report details the methods used for producing the MEPS-ICAR. Broadly, the linking process begins by matching establishments' parent firms to their workforces using identifiers appearing in tax records. The linking process concludes by matching establishments to their own workforces by identifying the subset of their parent firm's workforce that best matches the expected size, total payroll, and residential geographic distribution of the establishment's workforce. Finally, this report presents statistics characterizing the match rate and the MEPS-ICAR data itself. Key results include that match rates are consistently high (exceeding 90%) across nearly all data subgroups and that the matched data exhibit a reasonable distribution of employment, payroll, and worker commute distances relative to expectations and external benchmarks. Notably, employment measures derived from tax records, but not used in the match itself, correspond with high fidelity to the employment levels that establishments report in the MEPS-IC. Cumulatively, the construction of the MEPS-ICAR significantly expands the capabilities of the MEPS-IC and presents many opportunities for analysts.View Full Paper PDF

Working PaperCovering Undocumented Immigrants: The Effects of a Large-Scale Prenatal Care Intervention

Undocumented immigrants are ineligible for public insurance coverage for prenatal care in most states, despite their children representing a large fraction of births and having U.S. citizenship. In this paper, we examine a policy that expanded Medicaid pregnancy coverage to undocumented immigrants. Using a novel dataset that links California birth records to Census surveys, we identify siblings born to immigrant mothers before and after the policy. Implementing a mothers' fixed effects design, we find that the policy increased coverage for and use of prenatal care among pregnant immigrant women, and increased average gestation length and birth weight among their children.View Full Paper PDF

While the lack of gender and racial diversity in economics in academia (for students and professors) is well-established, less is known about the overall placement and earnings of economists by gender and race. Understanding demand-side factors is important, as improvements in the supply side by diversifying the pipeline alone may not be enough to improve equity in the profession. Using the Survey of Earned Doctorates (SED) linked to Longitudinal Employer-Household Dynamics (LEHD) jobs data, we examine placements and earnings for economists working in the U.S. after receiving a PhD by gender and race. We find enormous dispersion in pay for economists within and across sectors that grows over time. Female PhD economists earn about 12 percent less than their male colleagues on average; Black PhD economists earn about 15 percent less than their white counterparts on average; and overall underrepresented minority PhD economists earn about 8 percent less than their white counterparts. These pay disparities are attenuated in some sectors and when controlling for rank of PhD granting institution and employer.View Full Paper PDF

The magnitude varied from -1.5 percentage point for household sampled in January 2019 to -15.1 percent point for households sampled in December 2019. The Community Eligibility Provision (CEP) allows high-poverty schools to offer free meals to all students regardless of household income. Conceptualizing universal meal provision as a strategy to alleviate stigma associated with school meals, we hypothesize that CEP implementation reduces the incidence of suspensions, particularly for students from low-income backgrounds and minoritized students. We link educational records for students enrolled in Oregon public schools between 2010 and 2017 with administrative data describing their families' household income and social safety net program participation. Difference-in-differences analyses indicate that CEP has protective effects on the probability of suspension for students in participating schools, particularly for students from low-income families, students who received free or reduced-price meals prior to CEP implementation, and Hispanic students.View Full Paper PDF

Working PaperComparing the 2019 American Housing Survey to Contemporary Sources of Property Tax Records: Implications for Survey Efficiency and Quality

Given rising nonresponse rates and concerns about respondent burden, government statistical agencies have been exploring ways to supplement household survey data collection with administrative records and other sources of third-party data. This paper evaluates the potential of property tax assessment records to improve housing surveys by comparing these records to responses from the 2019 American Housing Survey. Leveraging the U.S. Census Bureau's linkage infrastructure, we compute the fraction of AHS housing units that could be matched to a unique property parcel (coverage rate), as well as the extent to which survey and property tax data contain the same information (agreement rate). We analyze heterogeneity in coverage and agreement across states, housing characteristics, and 11 AHS items of interest to housing researchers. Our results suggest that partial replacement of AHS data with property data, targeted toward certain survey items or single-family detached homes, could reduce respondent burden without altering data quality. Further research into partial-replacement designs is needed and should proceed on an item-by-item basis. Our work can guide this research as well as those who wish to conduct independent research with property tax records that is representative of the U.S. housing stock.View Full Paper PDF

Working PaperAgglomeration Spillovers and Persistence: New Evidence from Large Plant Openings

We use confidential Census microdata to compare outcomes for plants in counties that 'win' a new plant to plants in similar counties that did not to receive the new plant, providing empirical evidence on the economic theories used to justify local industrial policies. We find little evidence that the average highly incentivized large plant generates significant productivity spillovers. Our semiparametric estimates of the overall local agglomeration function indicate that residual TFP is linear for the range of 'agglomeration' densities most frequently observed, suggesting local economic shocks do not push local economies to a new higher equilibrium. Examining changes twenty years after the new plant entrant, we find some evidence of persistent, positive increases in winning county-manufacturing shares that are not driven by establishment births.View Full Paper PDF

This paper shows that the unequal incidence of recessions in the labor market amplifies aggregate shocks. Using administrative data from the United States, I document a positive covariance between worker marginal propensities to consume (MPCs) and their elasticities of earnings to GDP, which is a key moment for a new class of heterogeneous-agent models. I define the Matching Multiplier as the increase in the multiplier stemming from this matching of high MPC workers to more cyclical jobs. I show that this covariance is large enough to increase the aggregate MPC by 20 percent over an equal exposure benchmark.View Full Paper PDF

We document the role of intangible capital in manufacturing firms' substantial contribution to non-manufacturing employment growth from 1977-2019. Exploiting data on firms' 'auxiliary' establishments, we develop a novel measure of proprietary in-house knowledge and show that it is associated with increased growth and industry switching. We rationalize this reallocation in a model where irms combine physical and knowledge inputs as complements, and where producing the latter in-house confers a sector-neutral productivity advantage facilitating within-firm structural transformation. Consistent with the model, manufacturing firms with auxiliary employment pivot towards services in response to a plausibly exogenous decline in their physical input prices.View Full Paper PDF
