Is There Really an Export Wage Premium? A Case Study of Los Angeles Using Matched Employee-Employer Data

This paper investigates the effects of exporting on wages, specifically the claim that workers are paid higher wages if they are employed in manufacturing plants that export vis-'-vis plants that do not export. Past research on US plants has supported the existence of an export wage premium, though European studies dispute those results calling for more care in econometric investigation to control for worker characteristics. We answer this call developing a matched employee-employer data set linking worker characteristics from the one-in-six long form of the Decennial Household Census to manufacturing establishment data from the Longitudinal Research Database. Analysis focuses on 1990 and 2000 data for the Los Angeles Consolidated Metropolitan Statistical Area. Our results confirm that the average wage in manufacturing plants that export is greater than that in manufacturing plants that do not export. However, after controlling for worker characteristics such as age, gender, education, race and nationality, the export wage premium vanishes. That is, when comparing workers with similar characteristics, there is no wage difference between exporting and non-exporting plants. These results concord with recent findings from Europe and elsewhere.

Measuring the Dynamics of Young and Small Businesses: Integrating the Employer and Nonemployer Universes

We develop a preliminary version of an Integrated Longitudinal Business Database (ILBD) that combines administrative records and survey-based data for virtually all employer and nonemployer business units in the United States. In the process, we confront conceptual and practical issues that arise in measuring the importance and dynamic behavior of younger and smaller businesses. We also document some basic facts about younger and smaller businesses. In doing so, we exploit the ability of the ILBD to follow business transitions between employer and nonemployer status, and vice-versa. This aspect of the ILBD opens a new frontier for the study of business formation and the precursors to job creation in the U.S. economy.

Prices, Spatial Competition, and Heterogeneous Producers: An Empirical Test

In markets where spatial competition is important, many models predict that average prices are lower in denser markets (i.e., those with more producers per unit area). Homogeneous-producer models attribute this effect solely to lower optimal markups. However, when producers instead differ in their production costs, a second mechanism also acts to lower equilibrium prices: competition-driven selection on costs. Consumers' greater substitution possibilities in denser markets make it more difficult for high-cost firms to profitably operate, truncating the equilibrium cost (and price) distributions from above. This selection process can be empirically distinguished from the homogenous-producer case because it implies that not only do average prices fall as density rises, but that upper-bound prices and price dispersion should also decline as well. I find empirical support for this process using a rich set of price data from U.S. ready-mixed concrete plants. Features of the industry offer an arguably exogenous source of producer density variation with which to identify these effects. I also show that the findings do not simply result from lower factor prices in dense markets, but rather because dense-market producers are low-cost because they are more efficient.

Productivity Adjustments and Learning-by-Doing as Human Capital

This paper measures plant-level productivity gains associated with learning curves across the entire manufacturing sector. We measure these gains at plant startups and also after major employment changes. We find: 1.) The gains are strongly associated with a variety of human capital measures implying that learning-by-doing is largely a firm-specific human capital investment. 2.) This implicit investment is large; many plants invest as much in learning-by-doing as they invest in physical capital and much more than they invest in formal job training. 3.) This investment differs persistently over industries and is higher with greater R&D. 4.) Consistent with a learning-by-doing interpretation, the human capital investment is much larger following employment decreases than increases. We conclude that learning-by-doing is a major factor in wage determination, technical progress and asymmetric employment adjustment costs.

Efficiency of Bankrupt Firms and Industry Conditions: Theory and Evidence

We show that the incentives to reorganize inefficient firms and redeploy their assets depend on the change in industry output and industry characteristics. We use plant-level data to investigate the productivity of Chapter 11 bankrupt firms and asset-sale and closure decisions. We find no evidence of bankruptcy costs in industries with declining output growth, where most bankruptcies occur. In declining industries, bankrupt firms' plants are not less productive than industry averages and do not decline in productivity while in Chapter 11. In these industries, Chapter 11 appears to be a mechanism for fostering exit of capacity. In high-growth industries, there is some limited evidence of productivity declines while in Chapter 11 for a subsample of firms that remain in Chapter 11 for four or more years. Examining asset sales and closures by bankrupt firms and their competitors, we find that Chapter 11 status is of limited importance in predicting these decisions once industry and plant characteristics are taken into account. More generally, the findings imply that Chapter 11 may involve few real economic costs, and that industry effects and sample selection issues are very important in evaluating the performance of bankrupt firms.

Interfirm Segregation and the Black/White Wage Gap

This paper studies interfirm racial segregation in two newly developed firm-level databases. Within the representative MSA, we find that the interfirm distribution of black and white workers is close to what would be implied by the random assignment of workers to firms. However, we also find that black workers are systematically clustered in "black" employers where managers, owners, and customers are also black. These facts may be reconciled by the facts that a) there are not enough black employers to generate much segregation and that b) perhaps other difficult-to-identify forces serve to systematically integrate black and white workers. Finally, we find that the black/white wage gap is entirely a within-firm phenomenon, as blacks do not work in firms that pay low wages on average.

Innovation and Regulation in the Pesticide Industry

This paper examines the hypothesis that regulation negatively affects pesticide innovation, causes pesticide companies to introduce more harmful pesticides, and discourages firms from developing pesticides for minor crop markets. The results confirm that pesticide regulation adversely affects innovation and discourages firms from developing pesticides for minor crop markets. Contrary to the hypothesis, however, regulation encourages firms to develop less toxic pesticides. Estimates suggest that it requires about $29 million in industry expenditures on health and environmental testing to affect the toxicity of one new pesticide.

The Span of the Effect of R&D in the Firm and Industry

Previous studies have found that the firm's own research and spillovers of research by related firms increase firm productivity. In contrast, in this paper we explore the impact of firm R&D on the productivity of its individual plants. We carry out this investigation of within firm R&D effects using a unique set of Census data. The data, which are from the chemicals industry, are a match of plant level productivity and other characteristics with firm level data on R&D of the parent company, cross-classified by location and applied product field. We explore three aspects of the span of effect of the firm's R&D: (i), the degree to which its R&D is "public" across plants; (ii), the extent of its localization in geographic space, and (iii), the breadth of its relevance outside the applied product area in which it is classified. We find that (i), firm R&D acts more like a private input which is strongly amortized by the number of plants in the firm; (ii), firm R&D is geographically localized, and exerts greater influence on productivity when it is conducted nearer to the plant; and (iii), firm R&D in a given applied product area is of limited relevance to plants producing outside that product area. Moreover, we find that while geographic localization remains significant, it diminishes over time. This trend is consistent with the effect of improved telecommunications on increased information flows within organizations. Finally, we consider spillovers of R&D from the rest of industry, finding that the marginal product of industry R&D on plant productivity, though positive and significant, is far smaller than the marginal product of parent firm's R&D.

Academic Science, Industrial R&D, and the Growth of Inputs

This paper is a theoretical and empirical investigation of the connection between science, R&D, and the growth of capital. Studies of high technology industries and recent labor studies agree in assigning a large role to science and technology in the growth of human and physical capital, although direct tests of these relationships have not been carried out. This paper builds on the search approach to R&D of Evenson and Kislev (1976) to unravel the complex interactions between science, R&D, and factor markets suggested by these studies. In our theory lagged science increases the returns to R&D, so that scientific advance later feeds into growth of R&D. In turn, product quality improvements and price declines lead to the growth of industry by shifting out new product demand, perhaps at the expense of traditional industries. All this tends to be in favor of the human and physical capital used intensively by high technology industries. This is the source of the factor bias which is implicit in the growth of capital per head. Our empirical work overwhelmingly supports the contention that growth of labor skills and physical capital are linked to science and R&D. It also supports the strong sequencing of events that is a crucial feature of our model, first from science to R&D, and later to output and factor markets.

Gender Segregation Small Firms

This paper studies interfirm gender segregation in a unique sample of small employers. We focus on small firms because previous research on interfirm segregation has studied only large firms and because it is easier to link the demographic characteristics of employers and employees in small firms. This latter feature permits an assessment of the role of employer discrimination in creating gender segregation. Our first finding is that interfirm segregation is prevalent among small employers. Indeed men and women rarely work in fully integrated firms. Our second finding is that the education and gender of the business owner strongly influence the gender composition of a firm's workforce. This suggests that employer discrimination may be an important cause of workplace gender segregation. Finally, we estimate that interfirm segregation can account for up to 50% of the gender gap in annual earnings.
