    Using Internal Current Population Survey Data to Reevaluate Trends in Labor Earnings Gaps by Gender, Race, and Education Level

    Most empirical studies of trends in labor earnings gaps by gender, race or education level are based on data from the public use March Current Population Survey (CPS). Using the internal March CPS, we show that inconsistent topcoding in the public use data will understate these gaps and inaccurately capture their trends. We create a cell mean series beginning in 1975 that provides the mean of all values above the topcode for each income source in the public use March CPS and better approximate earnings gaps found in the internal March CPS than was previously possible using publically available data.

    Consistent Cell Means for Topcoded Incomes in the Public Use March CPS (1976-2007)

    Using the internal March CPS, we create and in this paper distribute to the larger research community a cell mean series that provides the mean of all income values above the topcode for any income source of any individual in the public use March CPS that has been topcoded since 1976. We also describe our construction of this series. When we use this series together with the public use March CPS, we closely match the yearly mean income levels and income inequalities of the U.S. population found using the internal March CPS data.

    Trends in the Relative Household Income of Working-Age Men with Work Limitations: Correcting the Record Using Internal Current Population Survey Data

    Previous research measuring the economic well-being of working-age men with work limitations relative to such men without work limitations in the public use March Current Population Survey (CPS) systematically understates the mean household income of both groups; overstates the relative household income of those with work limitations; and understates the decline in their relative household income over time. Using the internal March CPS, we demonstrate this by creating a cell mean series beginning in 1975 that provides the mean reported income of all topcoded persons for each source of income in the public use March CPS data. Using our cell mean series with the public use March CPS, we closely match the yearly mean income of working-age men with and without work limitations over the period 1987-2004 in the internal data and show that this match is superior to ones using alternative methods of correcting for topcoding currently used in the disability literature. We then provide levels and trends in the relative income of working-age men with work limitations from 1980-2006, the earliest year in the March CPS that such comparisons can be made.

    Diversification, Organizational Adjustment and Firm Performance: Evidence from Microdata

    This paper proposes that diversification taxes firms' existing organizational systems by altering routines, formal contract structures and strategies. I test the proposition that organizational adjustment costs associated with diversification erode incumbent competitive advantage, using novel microdata on taxicab firms from the Economic Census. The tests exploit exogenous local characteristics of taxi markets to identify the impact of diversification on firm organization and performance. Supporting the contention that diversification leads to organizational adjustments, the results show that diversifying firms are less likely to adopt computerized dispatching systems for their taxicabs and make significant changes in their formal contract structures governing asset ownership. Consistent with the theory, diversification is associated with falling taxi productivity. Comparing the productivity of diversified and focused start-ups and incumbent firms reveals that the organizational change component of diversification accounts for an 18% decrease in paid ride-miles per taxi. The results support the core contention of the paper that diversification taxes firms' existing organizational capital.

    Access Methods for United States Microdata

    Beyond the traditional methods of tabulations and public-use microdata samples, statistical agencies have developed four key alternatives for providing non-government researchers with access to confidential microdata to improve statistical modeling. The first, licensing, allows qualified researchers access to confidential microdata at their own facilities, provided certain security requirements are met. The second, statistical data enclaves, offer qualified researchers restricted access to confidential economic and demographic data at specific agency-controlled locations. Third, statistical agencies can offer remote access, through a computer interface, to the confidential data under automated or manual controls. Fourth, synthetic data developed from the original data but retaining the correlations in the original data have the potential for allowing a wide range of analyses.

    Using the P90/P10 Index to Measure U.S. Inequality Trends with Current Population Survey Data: A View From Inside the Census Bureau Vaults

    The March Current Population Survey (CPS) is the primary data source for estimation of levels and trends in labor earnings and income inequality in the USA. Time-inconsistency problems related to top coding in theses data have led many researchers to use the ratio of the 90th and 10th percentiles of these distributions (P90/P10) rather than a more traditional summary measure of inequality. With access to public use and restricted-access internal CPS data, and bounding methods, we show that using P90/P10 does not completely obviate time inconsistency problems, especially for household income inequality trends. Using internal data, we create consistent cell mean values for all top-coded public use values that, when used with public use data, closely track inequality trends in labor earnings and household income using internal data. But estimates of longer-term inequality trends with these corrected data based on P90/P10 differ from those based on the Gini coefficient. The choice of inequality measure matters.

    Distribution Preserving Statistical Disclosure Limitation

    One approach to limiting disclosure risk in public-use microdata is to release multiply-imputed, partially synthetic data sets. These are data on actual respondents, but with confidential data replaced by multiply-imputed synthetic values. A mis-specified imputation model can invalidate inferences because the distribution of synthetic data is completely determined by the model used to generate them. We present two practical methods of generating synthetic values when the imputer has only limited information about the true data generating process. One is applicable when the true likelihood is known up to a monotone transformation. The second requires only limited knowledge of the true likelihood, but nevertheless preserves the conditional distribution of the confidential data, up to sampling error, on arbitrary subdomains. Our method maximizes data utility and minimizes incremental disclosure risk up to posterior uncertainty in the imputation model and sampling error in the estimated transformation. We validate the approach with a simulation and application to a large linked employer-employee database.

    Using linked employer-employee data to investigate the speed of adjustments in downsizing firms

    When firms are faced with a demand shock, adjustment can take many forms. Firms can adjust physical capital, human capital, or both. The speed of adjustment may differ as well: costs of adjustment, the type of shock, the legal and economic enviroment all matter. In this paper, we focus on firms that downsized between 1992 and 1997, but ultimately survive, and investigate how the human capital distribution within a firm influences the speed of adjustment, ceteris paribus. In other words, when do firms use mass layoffs instead of attrition to adjust the level of employment. We combine worker-level wage records and measures of human capital with firm-level characteristics of the production function, and use levels and changes in these variables to characterize the choice of adjustment method and speed. Firms are described/compared up to 9 years prior to death. We also consider how workers fare after leaving downsizing firms, and analyze if observed differences in post-separation outcomes of workers provide clues to the choice of adjustment speed.

    Confidentiality Protection in the Census Bureau Quarterly Workforce Indicators

    The QuarterlyWorkforce Indicators are new estimates developed by the Census Bureau's Longitudinal Employer-Household Dynamics Program as a part of its Local Employment Dynamics partnership with 37 state Labor Market Information offices. These data provide detailed quarterly statistics on employment, accessions, layoffs, hires, separations, full-quarter employment (and related flows), job creations, job destructions, and earnings (for flow and stock categories of workers). The data are released for NAICS industries (and 4-digit SICs) at the county, workforce investment board, and metropolitan area levels of geography. The confidential microdata - unemployment insurance wage records, ES-202 establishment employment, and Title 13 demographic and economic information - are protected using a permanent multiplicative noise distortion factor. This factor distorts all input sums, counts, differences and ratios. The released statistics are analytically valid - measures are unbiased and time series properties are preserved. The confidentiality protection is manifested in the release of some statistics that are flagged as "significantly distorted to preserve confidentiality." These statistics differ from the undistorted statistics by a significant proportion. Even for the significantly distorted statistics, the data remain analytically valid for time series properties. The released data can be aggregated; however, published aggregates are less distorted than custom postrelease aggregates. In addition to the multiplicative noise distortion, confidentiality protection is provided by the estimation process for the QWIs, which multiply imputes all missing data (including missing establishment, given UI account, in the UI wage record data) and dynamically re-weights the establishment data to provide state-level comparability with the BLS's Quarterly Census of Employment and Wages.

    The LEHD Infrastructure Files and the Creation of the Quarterly Workforce Indicators

    The Longitudinal Employer-Household Dynamics (LEHD) Program at the U.S. Census Bureau, with the support of several national research agencies, has built a set of infrastructure files using administrative data provided by state agencies, enhanced with information from other administrative data sources, demographic and economic (business) surveys and censuses. The LEHD Infrastructure Files provide a detailed and comprehensive picture of workers, employers, and their interaction in the U.S. economy. Beginning in 2003 and building on this infrastructure, the Census Bureau has published the Quarterly Workforce Indicators (QWI), a new collection of data series that offers unprecedented detail on the local dynamics of labor markets. Despite the fine detail, confidentiality is maintained due to the application of state-of-the-art confidentiality protection methods. This article describes how the input files are compiled and combined to create the infrastructure files. We describe the multiple imputation methods used to impute in missing data and the statistical matching techniques used to combine and edit data when a direct identifier match requires improvement. Both of these innovations are crucial to the success of the final product. Finally, we pay special attention to the details of the confidentiality protection system used to protect the identity and micro data values of the underlying entities used to form the published estimates. We provide a brief description of public-use and restricted-access data files with pointers to further documentation for researchers interested in using these data.
