An important, unresolved question for health policymakers and consumers is whether cigarette smoking in young adulthood has significant lasting effects into later adulthood. The Vietnam era draft lottery offers an opportunity to address this question, because it randomly assigned young men to be more likely to experience conditions favoring cigarette consumption, including highly subsidized prices. Using this natural experiment, we find that military service increased the probability of smoking by 35 percentage points as of 1978-80, when men in the relevant cohorts were aged 25-30, but later in adulthood this effect was substantially attenuated and did not lead to large negative health effects.View Full Paper PDF

Working PaperChoices of Metropolitan Destinations by the 1995-2000 New Immigrants Born in Mexico and India: Characterization and Multivariate Explanation

Using the confidential long-form records of the 2000 population census, we study the choices of metropolitan destinations made by the Mexican-born and Indian-born immigrants who arrived in the United States in 1995-2000. Based on the application of a multinomial logit model to the data of each of these two ethnic groups, our main findings are as follows. The destination choice behaviors of both ethnic groups were in general consistent with the major theories of migration. Both groups were subject to (1) the attraction of co-ethnic communities and (2) the positive effects of wage level and total employment growth. With respect to the job increases in different wage deciles, both ethnic groups share the pattern that the less educated were subject to the pull of increase in low-wage jobs, whereas the better educated were subject to the pull of increase in high-wage jobs. With respect to the possibility of competitions against other foreignborn ethnics, both ethnic groups were found to be more prone to selecting destinations where their co-ethnics represented a relatively high proportion of the foreign-born population. The main differences in destination choice behaviors between the two ethnic groups resulted partly from the fact that the relative explanatory powers of our chosen explanatory factors differed substantially between the two ethnic groups. The Mexican-born were more subject to the attractions of (1) larger co-ethnic communities, (2) greater overall employment growth, (3) more job increases in low wage deciles, and (4) greater share of the foreign-born population by coethnics. Beyond the traditional methods of tabulations and public-use microdata samples, statistical agencies have developed four key alternatives for providing non-government researchers with access to confidential microdata to improve statistical modeling. The first, licensing, allows qualified researchers access to confidential microdata at their own facilities, provided certain security requirements are met. The second, statistical data enclaves, offer qualified researchers restricted access to confidential economic and demographic data at specific agency-controlled locations. Third, statistical agencies can offer remote access, through a computer interface, to the confidential data under automated or manual controls. Fourth, synthetic data developed from the original data but retaining the correlations in the original data have the potential for allowing a wide range of analyses.View Full Paper PDF

This paper examines the differences in characteristics between outsourcers and nonoutsourcers with a particular focus on productivity. The measure of outsourcing comes from a question in the 1987 and 1992 Census of Manufactures regarding plant-level purchases of foreign intermediate materials. There are two key findings. First, outsourcers are 'outstanding.' That is, all else equal, outsourcers tend to have premia for plant and firm characteristics, such as being larger, more capital intensive, and more productive. One exception to this outsourcing premia is that wages tend to be the same for both outsourcers and non-outsourcers. Second, outsourcing firms, but not plants, have significantly higher productivity growth.View Full Paper PDF
