    Why the Economics Profession Must Actively Participate in the Privacy Protection Debate

    When Google or the U.S. Census Bureau publish detailed statistics on browsing habits or neighborhood characteristics, some privacy is lost for everybody while supplying public information. To date, economists have not focused on the privacy loss inherent in data publication. In their stead, these issues have been advanced almost exclusively by computer scientists who are primarily interested in technical problems associated with protecting privacy. Economists should join the discussion, first, to determine where to balance privacy protection against data quality; a social choice problem. Furthermore, economists must ensure new privacy models preserve the validity of public data for economic research.

    Optimal Probabilistic Record Linkage: Best Practice for Linking Employers in Survey and Administrative Data

    This paper illustrates an application of record linkage between a household-level survey and an establishment-level frame in the absence of unique identifiers. Linkage between frames in this setting is challenging because the distribution of employment across firms is highly asymmetric. To address these difficulties, this paper uses a supervised machine learning model to probabilistically link survey respondents in the Health and Retirement Study (HRS) with employers and establishments in the Census Business Register (BR) to create a new data source which we call the CenHRS. Multiple imputation is used to propagate uncertainty from the linkage step into subsequent analyses of the linked data. The linked data reveal new evidence that survey respondents' misreporting and selective nonresponse about employer characteristics are systematically correlated with wages.

The LEHD Infrastructure Files provide a detailed and comprehensive picture of workers, employers, and their interaction in the U.S. economy. This document describes the structure and content of the 2014 Snapshot of the LEHD Infrastructure files as they are made available in the Census Bureau's secure and restricted-access Research Data Center network. The document attempts to provide a comprehensive description of all researcher-accessible files, of their creation, and of any modifications made to the files to facilitate researcher access.

    Firm Leverage, Labor Market Size, and Employee Pay

    We provide new estimates of the wage costs of firms' debt using an empirical approach that exploits within-firm geographical variation in workers' expected unemployment costs due to variation in local labor market in a large sample of public firms. We find that, following an increase in firm leverage, workers with higher unemployment costs experience higher wage growth relative to workers at the same firm with lower unemployment costs. Overall, our estimates suggest wage costs are an important component in the overall cost of debt, but are not as large as implied by estimates based on ex post employee wage losses due to bankruptcy; we estimate that a 10 percentage point increase in firm leverage increases wage compensation for the median worker by 1.9% and total firm wage costs by 17 basis points of firm value.

    An Economic Analysis of Privacy Protection and Statistical Accuracy as Social Choices

    Statistical agencies face a dual mandate to publish accurate statistics while protecting respondent privacy. Increasing privacy protection requires decreased accuracy. Recognizing this as a resource allocation problem, we propose an economic solution: operate where the marginal cost of increasing privacy equals the marginal benefit. Our model of production, from computer science, assumes data are published using an efficient differentially private algorithm. Optimal choice weighs the demand for accurate statistics against the demand for privacy. Examples from U.S. statistical programs show how our framework can guide decision-making. Further progress requires a better understanding of willingness-to-pay for privacy and statistical accuracy.

    Punctuated Entrepreneurship (Among Women)

    The gender gap in entrepreneurship may be explained in part by employee non-compete agreements. Exploiting exogenous state-level variation in non-compete policy, I find that women more strictly subject to non-competes are 11-17% more likely to start companies after their employers dissolve. This result is not explained by the incidence of non-competes or lawsuits; however, women face higher relative costs in defending against potential litigation and in returning to paid employment after abandoning their ventures. Thus entrepreneurship among women may be 'punctuated' in that would-be female founders are throttled by non-competes, their potential unleashed only by the failure of their employers.

    Disclosure Limitation and Confidentiality Protection in Linked Data

    Confidentiality protection for linked administrative data is a combination of access modalities and statistical disclosure limitation. We review traditional statistical disclosure limitation methods and newer methods based on synthetic data, input noise infusion and formal privacy. We discuss how these methods are integrated with access modalities by providing three detailed examples. The first example is the linkages in the Health and Retirement Study to Social Security Administration data. The second example is the linkage of the Survey of Income and Program Participation to administrative data from the Internal Revenue Service and the Social Security Administration. The third example is the Longitudinal Employer-Household Dynamics data, which links state unemployment insurance records for workers and firms to a wide variety of censuses and surveys at the U.S. Census Bureau. For examples, we discuss access modalities, disclosure limitation methods, the effectiveness of those methods, and the resulting analytical validity. The final sections discuss recent advances in access modalities for linked administrative data.

    The Employee Clientele of Corporate Leverage: Evidence from Personal Labor Income Diversification

    Using employee job-level data, we empirically test the equilibrium matching between a firm's debt usage and its employee job risk aversion ('clientele effect'), as predicted by the existing theories. We measure job risk aversion for a firm's employees using their labor income concentration in the firm, calculated as the fraction of the employees' total personal labor income or total household labor income that is accounted for by their income from this particular firm. Using a sample of about 1,400 U.S. public firms from 1990-2008, we find a robust negative relation between leverage and employee job risk aversion, which is consistent with the clientele effect. Specifically, when a firm's existing employees have higher labor income concentration in it, the firm tends to have lower contemporaneous and future leverage. Moreover, in terms of new hires, firms with lower leverage are more likely to recruit employees with less alternative labor income. Our results continue to hold after we control for firm fixed effects, other employee characteristics such as wages, gender, age, race, and education, and managerial risk attitudes. Further, the matching between a firm's leverage and its workers' labor income concentration in it is more pronounced for firms with higher labor intensity and those in financial distress.

    Total Error and Variability Measures with Integrated Disclosure Limitation for Quarterly Workforce Indicators and LEHD Origin Destination Employment Statistics in On The Map

    We report results from the rst comprehensive total quality evaluation of five major indicators in the U.S. Census Bureau's Longitudinal Employer-Household Dynamics (LEHD) Program Quarterly Workforce Indicators (QWI): total employment, beginning-of-quarter employment, full-quarter employment, total payroll, and average monthly earnings of full-quarter employees. Beginning-of-quarter employment is also the main tabulation variable in the LEHD Origin-Destination Employment Statistics (LODES) workplace reports as displayed in OnTheMap (OTM). The evaluation is conducted by generating multiple threads of the edit and imputation models used in the LEHD Infrastructure File System. These threads conform to the Rubin (1987) multiple imputation model, with each thread or implicate being the output of formal probability models that address coverage, edit, and imputation errors. Design-based sampling variability and nite population corrections are also included in the evaluation. We derive special formulas for the Rubin total variability and its components that are consistent with the disclosure avoidance system used for QWI and LODES/OTM workplace reports. These formulas allow us to publish the complete set of detailed total quality measures for QWI and LODES. The analysis reveals that the five publication variables under study are estimated very accurately for tabulations involving at least 10 jobs. Tabulations involving three to nine jobs have quality in the range generally deemed acceptable. Tabulations involving zero, one or two jobs, which are generally suppressed in the QWI and synthesized in LODES, have substantial total variability but their publication in LODES allows the formation of larger custom aggregations, which will in general have the accuracy estimated for tabulations in the QWI based on a similar number of workers.

    The Need to Account for Complex Sampling Features when Analyzing Establishment Survey Data: An Illustration using the 2013 Business Research and Development and Innovation Survey (BRDIS)

    The importance of correctly accounting for complex sampling features when generating finite population inferences based on complex sample survey data sets has now been clearly established in a variety of fields, including those in both statistical and non statistical domains. Unfortunately, recent studies of analytic error have suggested that many secondary analysts of survey data do not ultimately account for these sampling features when analyzing their data, for a variety of possible reasons (e.g., poor documentation, or a data producer may not provide the information in a publicuse data set). The research in this area has focused exclusively on analyses of household survey data, and individual respondents. No research to date has considered how analysts are approaching the data collected in establishment surveys, and whether published articles advancing science based on analyses of establishment behaviors and outcomes are correctly accounting for complex sampling features. This article presents alternative analyses of real data from the 2013 Business Research and Development and Innovation Survey (BRDIS), and shows that a failure to account for the complex design features of the sample underlying these data can lead to substantial differences in inferences about the target population of establishments for the BRDIS.
