This paper describes the construction of two confidential crosswalk files enabling a comprehensive identification of multinational rms in the U.S. economy. The effort combines firm-level surveys on direct investment conducted by the U.S. Bureau of Economic Analysis (BEA) and the U.S. Census Bureau's Business Register (BR) spanning the universe of employer businesses from 1997 to 2017. First, the parent crosswalk links BEA firm-level surveys on U.S. direct investment abroad and the BR. Second, the affiliate crosswalk links BEA firm-level surveys on foreign direct investment in the United States and the BR. Using these newly available links, we distinguish between U.S.- and foreign-owned multinational firms and describe their prevalence and economic activities in the national economy, by sector, and by geography.View Full Paper PDF

Over the past half-century, while self-employment has consistently accounted for around one in ten of the United States workforce, its composition has changed. Since 1970, industries with high startup capital requirements have declined from 53% of self-employment to 23%. This same time period also witnessed declines in 'hometown' local entrepreneurship and the probability of the self-employed being among top earners. Using 2016 data, we show that high startup capital requirements are linked with lower profitability at small scales. The transition away from high startup capital industries appears most closely linked to changes in small business production functions and less due to advantageous reallocation to other opportunities, growth in returns-to-scale among large businesses, or a worsening of financing conditions and debt levels.View Full Paper PDF

Working PaperA Long View of Employment Growth and Firm Dynamics in the United States: Importers vs. Exporters vs. Non-Traders

The first experimental product from the U.S. Census Bureau's Business Dynamics Statistics (BDS) program -- BDS-Goods Traders -- provides annual, public-use measures of business dynamics by four mutually exclusive goods-trading classifications: exporter only, importer only, exporter and importer, and non-trader. The BDS-Goods Traders offers a comprehensive view of employment growth at firms associated with goods trading activities in the United States from 1992-2019. We highlight three patterns. First, employment is skewed towards goods traders in several ways. Only 6% of all U.S. firms are goods traders but they account for half of total employment. Moreover, 80% of large firms and 70% of older firms are goods traders. Second, exporter-importer firms represent 70% of manufacturing employment and over half of employment in services-producing industries (management, retail, transportation, utilities, and wholesale). Third, goods-traders exhibit higher net job creation rates than non-traders controlling for firm size, age, and sector. The U.S. Census Bureau's Business Dynamics Statistics (BDS) provide annual measures of how many businesses begin, end, or continue their operations and the associated job creation and destruction. The BDS is a valuable resource for information on the U.S. economy because of its long time series (1978-2019), its complete coverage (all private sector, non-farm U.S. businesses), and its tabulations for both individual establishments and the firms that own and control them. In this paper, we use the publicly available BDS data to describe the dynamics of the economy over the past 40 years. We highlight the increasing concentration of employment at old and large firms and describe net job creation trends in the manufacturing, retail, information, food/accommodations, and healthcare industry sectors. We show how the spatial distribution of employment has changed, first moving away from the largest cities and then back again. Finally, we show long-run trends for a group of industries we classify as high-tech and explore how the share of employment at small and young firms has changed for this part of the economy.View Full Paper PDF

Within-industry productivity dispersion is pervasive and exhibits substantial variation across countries, industries, and time. We build on prior research that explores the hypothesis that periods of innovation are initially associated with a surge in business start-ups, followed by increased experimentation that leads to rising dispersion potentially with declining aggregate productivity growth, and then a shakeout process that results in higher productivity growth and declining productivity dispersion. Using novel detailed industry-level data on total factor productivity and labor productivity dispersion from the Dispersion Statistics on Productivity along with novel measures of entry rates from the Business Dynamics Statistics and productivity growth data from the Bureau of Labor Statistics for U.S. manufacturing industries, we find support for this hypothesis, especially for the high-tech industries.View Full Paper PDF

Heavy tails play an important role in modern macroeconomics and international economics. Previous work often assumes a Pareto distribution for firm size, typically with a shape parameter approaching Zipf's law. This convenient approximation has dramatic consequences for the importance of large firms in the economy. But we show that a lognormal distribution, or better yet, a convolution of a lognormal and a non-Zipf Pareto distribution, provides a better description of the U.S. economy, using confidential Census Bureau data. These findings hold even far in the upper tail and suggest heterogeneous firm models should more systematically explore deviations from Zipf's law.View Full Paper PDF

In this paper we describe the U.S. Census Bureau's redesign and production implementation of the Longitudinal Business Database (LBD) first introduced by Jarmin and Miranda (2002). The LBD is used to create the Business Dynamics Statistics (BDS), tabulations describing the entry, exit, expansion, and contraction of businesses. The new LBD and BDS also incorporate information formerly provided by the Statistics of U.S. Businesses program, which produced similar year-to-year measures of employment and establishment flows. We describe in detail how the LBD is created from curation of the input administrative data, longitudinal matching, retiming of economic census-year births and deaths, creation of vintage consistent industry codes and noise factors, and the creation and cleaning of each year of LBD data. This documentation is intended to facilitate the proper use and understanding of the data by both researchers with approved projects accessing the LBD microdata and those using the BDS tabulations.View Full Paper PDF

Working PaperHigh Frequency Business Dynamics in the United States During the COVID-19 Pandemic

Existing small businesses experienced very sharp declines in activity, business sentiment, and expectations early in the pandemic. While there has been some recovery since the early days of the pandemic, small businesses continued to exhibit indicators of negative growth, business sentiment, and expectations through the first week of January 2021. These findings are from a unique high frequency, real time survey of small employer businesses, the Census Bureau's Small Business Pulse Survey (SBPS). Findings from the SBPS show substantial variation across sectors in the outcomes for small businesses. Small businesses in Accommodation and Food Services have been hit especially hard relative to those Finance and Insurance. However, even in Finance and Insurance small businesses exhibit indicators of negative growth, business sentiment, and expectations for all weeks from late April 2020 through the first week of 2021. While existing small businesses have fared poorly, after an initial decline, there has been a surge in new business applications based on the high frequency, real time Business Formation Statistics (BFS). Most of these applications are for likely nonemployers that are out of scope for the SBPS. However, there has also been a surge in new applications for likely employers. The surge in applications has been especially apparent in Retail Trade (and especially Non-store Retailers). We compare and contrast the patterns from these two new high frequency data products that provide novel insights into the distinct patterns of dynamics for existing small businesses relative to new business formations.View Full Paper PDF

The trajectory of new business applications and transitions to employer businesses differ markedly during the Great Recession and COVID-19 Recession. Both applications and transitions to employer startups decreased slowly but persistently in the post-Lehman crisis period of the Great Recession. In contrast, during the COVID-19 Recession new applications initially declined but have since sharply rebounded, resulting in a surge in applications during 2020. Projected transitions to employer businesses also rise but this is dampened by a change in the composition of applications in 2020 towards applications that are more likely to be nonemployers.View Full Paper PDF

Working PaperEntrepreneurial Teams: Diversity of Skills and Early-Stage Growth

We use employer-employee linked data to track the employment histories of team members prior to startup formation for a full cohort of new firms in the U.S. Using pre-startup industry experience to measure skillsets, we find that startups that have founding teams with more diverse collective skillsets grow faster than peer firms in the same industries and local economies. A one standard deviation increase in teams' skill diversity is associated with an increase in five-year employment (sales) growth of 16% (10%) from the mean. The effects are stronger among startups in innovative industries and among startups facing greater ex-ante uncertainty. Moreover, the results are robust to a variety of approaches to address the endogeneity of team composition. Overall, our results suggest that teams with more diverse collective skillsets adapt their strategies more successfully in the uncertain environments faced by (innovative) startup firms.View Full Paper PDF
