Black Entrepreneurs, Job Creation, and Financial Constraints

Black-owned businesses tend to operate with less finance and employ fewer workers than those owned by Whites. Motivated by a simple conceptual framework, we document these facts and show they are causally connected using large firm-level surveys linked to universal employer data from the Census Bureau. We find that the racial financing gap is most pronounced at start-up and tends to narrow with firm age. At any age, Black-owned firms are less likely to receive bank loans, more likely to refrain from applying because they expect denial, and more likely to report that lack of finance reduces their profitability. Yet the observable characteristics of Black entrepreneurs are similar in most respects to Whites, and in some ways - higher education, growth-oriented motivations, and involvement in the business - would seem to imply higher, not lower, demand for finance. Concerning employment, we find that Black-owned firms have on average about 12 percent fewer employees than those owned by Whites, but the difference drops when controlling for firm age and other characteristics. However, when the analysis holds financial variables constant, the results imply that equally well-financed Black-owned rms would be larger than White-owned by about seven percent. Exploiting the credit supply shock of changing assignment to Community Reinvestment Act treatment through a Regression Discontinuity Design in a firm-level panel regression framework, we find that expanded credit access raises employment 5-7 percentage points more at Black-owned businesses than White-owned firms in treated neighborhoods.

Whose Job Is It Anyway? Co-Ethnic Hiring in New U.S. Ventures

We explore co-ethnic hiring among new ventures using U.S. administrative data. Co-ethnic hiring is ubiquitous among immigrant groups, averaging about 22.5% and ranging from 2% to 40%. Co-ethnic hiring grows with the size of the local ethnic workforce, greater linguistic distance to English, lower cultural/genetic similarity to U.S. natives, and in harsher policy environments for immigrants. Co ethnic hiring is remarkably persistent for ventures and for individuals. Co-ethnic hiring is associated with greater venture survival and growth when thick local ethnic employment surrounds the business. Our results are consistent with a blend of hiring due to information advantages within ethnic groups with some taste-based hiring.

Changes in Metropolitan Area Definition, 1910-2010

The Census Bureau was established as a permanent agency in 1902, as industrialization and urbanization were bringing about rapid changes in American society. The years following the establishment of a permanent Census Bureau saw the first attempts at devising statistical geography for tabulating statistics for large cities and their environs. These efforts faced several challenges owing to the variation in settlement patterns, political organization, and rates of growth across the United States. The 1910 census proved to be a watershed, as the Census Bureau offered a definition of urban places, established the first census tract boundaries for tabulating data within cities, and introduced the first standardized metropolitan area definition. It was not until the middle of the twentieth century, however, the Census Bureau in association with other statistical agencies had established a flexible standard metropolitan definition and a more consistent means of tabulating urban data. Since 1950, the rules for determining the cores and extent of metropolitan areas have been largely regarded as comparable. In the decades that followed, however, a number of rule changes were put into place that accounted for metropolitan complexity in differing ways, and these have been the cause of some confusion. Changes put into effect with the 2000 census represent a consensus of sorts for how to handle these issues.

Female Executives and the Motherhood Penalty

Childbirth and subsequent breaks from the labor market are a primary reason why the average earnings of women is lower than that of men. This paper uses linked survey and administrative data from the United States to investigate whether the sex composition of executives at the firm, defined as the top earners, affects the earnings and employment outcomes of new mothers. We begin by documenting that (i) the male-female earnings gap is smaller in industries in which a larger share of executives are women, and (ii) the male-female earnings gap has declined more in industries that have experienced larger increases in the share of executives who are female. Despite these cross-sectional and longitudinal correlations, we find no evidence that the sex composition of the executives at the firm has a causal effect on the childbirth and motherhood penalties that impact women's earnings and employment.

This report documents the efforts of the Census Bureau's Citizen Voting-Age Population (CVAP) Internal Expert Panel (IEP) and Technical Working Group (TWG) toward the use of multiple data sources to produce block-level statistics on the citizen voting-age population for use in enforcing the Voting Rights Act. It describes the administrative, survey, and census data sources used, and the four approaches developed for combining these data to produce CVAP estimates. It also discusses other aspects of the estimation process, including how records were linked across the multiple data sources, and the measures taken to protect the confidentiality of the data.

The Impact of 2010 Decennial Census Hiring on the Unemployment Rate

The decennial census is the largest peacetime operation of the U.S. federal government. The Census Bureau hires hundreds of thousands of temporary workers to conduct the decennial census. The magnitude of this temporary workforce influences the national employment situation when enumeration efforts ramp up and when they recede. The impact of decennial census hiring on the headline number of payroll jobs added each month is well established, but previous work has not established how decennial census hiring affects the headline unemployment rate. We link the 2010 Decennial Applicant Personnel and Payroll System data to the 2010 American Community Survey to answer this question. We find that the large hiring surge in May 2010 came mostly from people already employed (40 percent) or from people who were unemployed (33 percent). We estimate that the workers hired for Census 2010 lowered the May 2010 unemployment rate by one-tenth of a percentage point relative to the counterfactual. This one-tenth of a percentage point is within the standard error for the official unemployment rate, and BLS press releases would denote a change in the unemployment rate of 0.1% or less as 'unchanged.' We also estimate that relative to the counterfactual, the more gradual changes in decennial census employment influenced the unemployment rate by less than one-tenth of a percentage point in every other month during 2010.

Housing Booms and the U.S. Productivity Puzzle

The United States has been experiencing a slowdown in productivity growth for more than a decade. I exploit geographic variation across U.S. Metropolitan Statistical Areas (MSAs) to investigate the link between the 2006-2012 decline in house prices (the housing bust) and the productivity slowdown. Instrumental variable estimates support a causal relationship between the housing bust and the productivity slowdown. The results imply that one standard deviation decline in house prices translates into an increment of the productivity gap -- i.e. how much an MSA would have to grow to catch up with the trend -- by 6.9p.p., where the average gap is 14.51%. Using a newly-constructed capital expenditures measure at the MSA level, I find that the long investment slump that came out of the Great Recession explains an important part of this effect. Next, I document that the housing bust led to the investment slump and, ultimately, the productivity slowdown, mostly through the collapse in consumption expenditures that followed the bust. Lastly, I construct a quantitative general equilibrium model that rationalizes these empirical findings, and find that the housing bust is behind roughly 50 percent of the productivity slowdown.

What Caused Racial Disparities in Particulate Exposure to Fall? New Evidence from the Clean Air Act and Satellite-Based Measures of Air Quality

Racial differences in exposure to ambient air pollution have declined significantly in the United States over the past 20 years. This project links restricted-access Census Bureau microdata to newly available, spatially continuous high resolution measures of ambient particulate pollution (PM2.5) to examine the underlying causes and consequences of differences in black-white pollution exposures. We begin by decomposing differences in pollution exposure into components explained by observable population characteristics (e.g., income) versus those that remain unexplained. We then use quantile regression methods to show that a significant portion of the 'unexplained' convergence in black-white pollution exposure can be attributed to differential impacts of the Clean Air Act (CAA) in non-Hispanic African American and non-Hispanic white communities. Areas with larger black populations saw greater CAA-related declines in PM2.5 exposure. We show that the CAA has been the single largest contributor to racial convergence in PM2.5 pollution exposure in the U.S. since 2000 accounting for over 60 percent of the reduction.

Nonemployer Statistics by Demographics (NES-D):
Exploring Longitudinal Consistency and Sub-national Estimates

Until recently, the quinquennial Survey of Business Owners (SBO) was the only source of information for U.S. employer and nonemployer businesses by owner demographic characteristics such as race, ethnicity, sex and veteran status. Now, however, the Nonemployer Statistics by Demographics series (NES-D) will replace the SBO's nonemployer component with reliable, and more frequent (annual) business demographic estimates with no additional respondent burden, and at lower imputation rates and costs. NES-D is not a survey; rather, it exploits existing administrative and census records to assign demographic characteristics to the universe of approximately 25 million (as of 2016) nonemployer businesses.
Although only in the second year of its research phase, NES-D is rapidly moving towards production, with a planned prototype or experimental version release of 2017 nonemployer data in 2020, followed by annual releases of the series. After the first year of research, we released a working paper (Luque et al., 2019) that assessed the viability of estimating nonemployer demographics exclusively with administrative records (AR) and census data. That paper used one year of data (2015) to produce preliminary tabulations of business counts at the national level. This year we expand that research in multiple ways by: i) examining the longitudinal consistency of administrative and census records coverage, and of our AR-based demographics estimates, ii) evaluating further coverage from additional data sources, iii) exploring estimates at the sub-national level, iv) exploring estimates by industrial sector, v) examining demographics estimates of business receipts as well as of counts, and vi) implementing imputation of missing demographic values.
Our current results are consistent with the main findings in Luque et al. (2019), and show that high coverage and demographic assignment rates are not the exception, but the norm. Specifically, we find that AR coverage rates are high and stable over time for each of the three years we examine, 2014-2016. We are able to identify owners for approximately 99 percent of nonemployer businesses (excluding C-corporations), 92 to 93 percent of identified nonemployer owners have no missing demographics, and only about 1 percent are missing three or more demographic characteristics in each of the three years. We also find that our demographics estimates are stable over time, with expected small annual changes that are consistent with underlying population trends in the U.S.. Due to data limitations, these results do not include C-corporations, which represent only 2 percent of nonemployer businesses and 4 percent of receipts.
Without added respondent burden and at lower imputation rates and costs, NES-D will provide high-quality business demographics estimates at a higher frequency (annual vs. every 5 years) than the SBO.

Nonemployer Statistics by Demographics (NES-D): Using Administrative and Census Records Data in Business Statistics

The quinquennial Survey of Business Owners or SBO provided the only comprehensive source of information in the United States on employer and nonemployer businesses by the sex, race, ethnicity and veteran status of the business owners. The annual Nonemployer Statistics series (NES) provides establishment counts and receipts for nonemployers but contains no demographic information on the business owners. With the transition of the employer component of the SBO to the Annual Business Survey, the Nonemployer Statistics by Demographics series or NES-D represents the continuation of demographics estimates for nonemployer businesses. NES-D will leverage existing administrative and census records to assign demographic characteristics to the universe of approximately 24 million nonemployer businesses (as of 2015). Demographic characteristics include key demographics measured by the SBO (sex, race, Hispanic origin and veteran status) as well as other demographics (age, place of birth and citizenship status) collected but not imputed by the SBO if missing. A spectrum of administrative and census data sources will provide the nonemployer universe and demographics information. Specifically, the nonemployer universe originates in the Business Register; the Census Numident will provide sex, age, place of birth and citizenship status; race and Hispanic origin information will be obtained from multiple years of the decennial census and the American Community Survey; and the Department of Veteran Affairs will provide administrative records data on veteran status.
The use of blended data in this manner will make possible the production of NES-D, an annual series that will become the only source of detailed and comprehensive statistics on the scope, nature and activities of U.S. businesses with no paid employment by the demographic characteristics of the business owner. Using the 2015 vintage of nonemployers, initial results indicate that demographic information is available for the overwhelming majority of the universe of nonemployers. For instance, information on sex, age, place of birth and citizenship status is available for over 95 percent of the 24 million nonemployers while race and Hispanic origin are available for about 90 percent of them. These results exclude owners of C-corporations, which represent only 2 percent of nonemployer firms. Among other things, future work will entail imputation of missing demographics information (including that of C-corporations), testing the longitudinal consistency of the estimates, and expanding the set of characteristics beyond the demographics mentioned above. Without added respondent burden and at lower imputation rates and costs, NES-D will meet the needs of stakeholders as well as the economy as a whole by providing reliable estimates at a higher frequency (annual vs. every 5 years) and with a more timely dissemination schedule than the SBO.
