    Neighborhood Effects on High-School Drop-Out Rates and Teenage Childbearing: Tests for Non-Linearities, Race-Specific Effects, Interactions with Family Characteristics, and Endogenous Causation using Geocoded California Census Microdata

    This paper examines the relationship between neighborhood characteristics and the likelihood that a youth will drop out of high school or have a child during the teenage years. Using a dataset that is uniquely wellsuited to the study of neighborhood effects, the impact of the neighborhood poverty rate and the percentage of professionals in the local labor force on youth outcomes in California is examined. The first section of the paper tests for non-linearities in the relationship between indicators of neighborhood distress and youth outcomes. Some evidence is found for a break-point at low levels of poverty. Suggestive but inconclusive evidence is also found for a second breakpoint, at very high levels of poverty, for African-American youth only. The second part of the paper examines interactions between family background characteristics and neighborhood effects, and finds that White youth are most sensitive to neighborhood effects, while the effect of parental education depends on the neighborhood measure in question. Among White youth, those from single-parent households are more vulnerable to neighborhood conditions. The third section of the paper finds that for White youth and Hispanic youth, the relevant neighborhood variables appear to be the own-race poverty rates and the percentage of professionals of youths' own race. The final section of the paper estimates a tract-fixed effects model, using the results from the third section to define multiple relevant poverty rates within each tract. The fixed-effects specification suggests that for White and Hispanic youth in California, neighborhood effects remain significant, even with the inclusion of controls for any unobserved family and neighborhood characteristics that are constant within tracts.

    The Impact of Local Labor Market Conditions on the Demand for Education: Evidence from Indian Casinos

    Using restricted-use data from the 1990 and 2000 Census long-form, we analyze the impact of local labor market conditions on the demand for education using the economic shock produced by the opening of a new casino on an Indian reservation as the identifying event. Federal legislation in 1988 allowed Indian tribes to open casinos in many states and since then, over 400 casinos have opened, 240 of which have Las Vegas-style games. We demonstrate that the opening of a casino increased the employment and wages of low-skilled workers. Young adults responded by dropping out of high school and reducing college enrollment rates, even though many tribes have generous college tuition subsidy programs.

    Air Pollution Abatement Costs Under the Clean Air Act: Evidence from the PACE Survey

    This paper uses establishment-level data from the U.S. Census Bureau's Pollution Abatement Costs and Expenditures (PACE) survey to investigate the effects of air quality regulation on the air pollution abatement capital expenditures and operating costs of manufacturing plants from 1979-1988. Results, based on some 90,000 observations, show that heavy emitters of the 'criteria' air pollutants (covered under the Clean Air Act) had significantly larger APA costs, and those subject to greater 'local' regulation (due to county NAAQS non-attainment) had expenditures that were greater still. The local regulation of a particular air pollutant generally resulted in hundreds of thousands of dollars (or more) of additional costs, with larger establishments and capital expenditures disproportionately affected. Federal and state environmental standards appear to have played a notable role, particularly in industries producing chemicals, petroleum, primary metals, and nonmetallic minerals. The findings of this paper support those of several recent studies.

    Preferential Procurement Programs Do Not Necessarily Help Minority-Owned Business

    Some minority business enterprises (MBEs) benefit from their participation in government preferential procurement programs and some do not. A subset of minority vendors identified in this study behaves in ways suggesting sensitivity to penalties for violating minority business certification and procurement program regulations. These firms flourish in the absence of fraud penalties. A different group of minority vendors selling to government benefits from an environment in which MBE certification is comprehensive, bonding and working capital assistance are available, and assistance is delivered by a staff dedicated to aiding potential and actual MBE vendors. The preferential procurement program can serve as either a valuable economic development tool for fostering minority business development, or it can promote MBE front companies that pass on their procurement contracts to nonminority firms. Some governments choose to operate the former type of program; others opt for the latter.

    The Structure Of Technology, Substitution, And Productivity In The Interstate Natural Gas Transmission Industry Under The NGPA Of 1978

    The structure of production in the natural gas transmission industry is estimated using the dual restricted cost function based on panel data for twenty four firms. A standard translog variable cost function with firm fixed effects is augmented with controls for capacity utilization, technical change, and shifting regulatory regimes. During the implementation of the Natural Gas Policy Act (NGPA), 1978-1985, the industry exhibited no significant increase in productivity, largely attributable to the decline in output for the industry. Regulatory efforts to promote voluntary non-contract transmission appear to have enabled some firms to mitigate the overall industry productivity stagnation. The NGPA instituted a complex schedule of partial and gradual decontrol of natural gas prices at the well head. This form of deregulation costs natural gas producers over $100 billion in lost revenues, relative to immediate and full price deregulation. However, the transmission firms benefited by paying $1.5 billion less for natural gas than they would have under total deregulation. The benefits to consumers, totaling $98.7 billion, were unevenly distributed. On average, for the 1978-1985 period, utilities, commercial, and industrial users paid less for their gas than they would have under total decontrol and residential users paid $8.6 billion more. The NGPA and Federal Regulatory Commission oversight practices allow the transmission industry to price discriminate among customers.
