LEHD Infrastructure S2014 files in the FSRDC

The Longitudinal Employer-Household Dynamics (LEHD) Program at the U.S. Census Bureau, with the support of several national research agencies, maintains a set of infrastructure files using administrative data provided by state agencies, enhanced with information from other administrative data sources, demographic and economic (business) surveys and censuses. The LEHD Infrastructure Files provide a detailed and comprehensive picture of workers, employers, and their interaction in the U.S. economy. This document describes the structure and content of the 2014 Snapshot of the LEHD Infrastructure files as they are made available in the Census Bureau's secure and restricted-access Research Data Center network. The document attempts to provide a comprehensive description of all researcher-accessible files, of their creation, and of any modifications made to the files to facilitate researcher access.

Individual Changes in Identification with Hispanic Ethnic Origins: Evidence from Linked 2000 and 2010 Census Data

Population estimates and demographic profiles are central to both academic and public debates about immigration, immigrant assimilation, and minority mobility. Analysts' conclusions are shaped by the choices that survey respondents make about how to identify themselves on surveys, but such choices change over time. Using linked responses to the 2000 and 2010 Censuses, our paper examines the extent to which individuals change between specific Hispanic categories such as Mexican origin. We first examine how changes in identification affect population change for national and regional origin groups. We then examine patterns of entry and exit to understand which groups more often switch between a non-Hispanic, another specific origin, or a general Hispanic identification. Finally, we profile who is most likely to change identification. Our findings affirm the fluidity of ethnic identification, especially between categories of Hispanic origin, which in turn carries important implications for population and compositional changes.

What Drives Differences in Management?

Partnering with the Census we implement a new survey of 'structured' management practices in 32,000 US manufacturing plants. We find an enormous dispersion of management practices across plants, with 40% of this variation across plants within the same firm. This management variation accounts for about a fifth of the spread of productivity, a similar fraction as that accounted for by R&D and twice as much as explained by IT. We find evidence for four 'drivers' of management: competition, business environment, learning spillovers and human capital. Collectively, these drivers account for about a third of the dispersion of structured management practices.

Firm Dynamics, Persistent Effects of Entry Conditions, and Business Cycles

This paper examines how the state of the economy when businesses begin operations affects
their size and performance over the lifecycle. Using micro-level data that covers the entire universe of businesses operating in the U.S. since the late 1970s, I provide new evidence that businesses born in downturns start on a smaller scale and remain smaller over their entire lifecycle. In fact, I find no evidence that these differences attenuate even long after entry. Using new data on the productivity and composition of startup businesses, I show that this persistence is related to selection at entry and demand-side channels.

Are firm-level idiosyncratic shocks important for U.S. aggregate volatility?

This paper quantitatively assesses whether firm-specific shocks can drive the U.S. business cycle. Firm-specific shocks to the largest firms can directly contribute to aggregate fluctuations whenever the firm size distribution is fat-tailed giving rise to the granular hypothesis. I use a novel, comprehensive data set compiled from administrative sources that contains the universe of firms and trade transactions, and find that the granular hypothesis accounts at most for 16 percent of the variation in aggregate sales growth. This is about half of that found by previous studies that imposed Gibrat's law where all firms are equally volatile regardless of their size. Using the full distribution of growth rates among U.S. firms, I find robust evidence of a negative relationship between firm-level volatility and size, i.e. the size-variance relationship. The largest firms (whose shocks drive granularity) are the least volatile under the size-variance relationship, thus their influence on aggregates is mitigated. I show that by taking this relationship into account the effect of firm-specific shocks on observed macroeconomic volatility is substantially reduced. I then investigate several plausible mechanisms that could explain the negative sizevariance relationship. After empirically ruling out some of them, I suggest a 'market power' channel in which large firms face smaller price elasticities and therefore respond less to a givensized productivity shock than small firms do. I provide direct evidence for this mechanism by estimating demand elasticities among U.S. manufactures. Lastly, I construct an analytically tractable framework that is consistent with several empirical regularities related to firm size.

The Effects of Occupational Licensing Evidence from Detailed Business-Level Data

Occupational licensing regulation has increased dramatically in importance over the last several decades, currently affecting more than one thousand occupations in the United States. I use confidential U.S. Census Bureau micro-data to study the relationship between occupational licensing and key business outcomes, such as number of practitioners, prices for consumers, and practitioners' entry and exit rates. The paper sheds light on the effect of occupational licensing on industry dynamics and intensity of competition, and is the first to study the effects on providers of required occupational training. I find that occupational licensing regulation does not affect the equilibrium number of practitioners or prices of services to consumers, but reduces significantly practitioner entry and exit rates. I further find that providers of occupational licensing training, namely, schools, are larger and seem to do better, in terms of revenues and gross margins, in states with more stringent occupational licensing regulation.

Industrial Investments in Energy Efficiency: A Good Idea?

Yes, from an energy-saving perspective. No, once we factor in the negative output and productivity adoption effects. These are the main conclusions we reach by conducting the first large-scale study on cogeneration technology adoption ' a prominent form of energy-saving investments ' in the U.S. manufacturing sector, using a sample that runs from 1982 to 2010 and drawing on multiple data sources from the U.S. Census Bureau and the U.S. Energy Information Administration. We first show through a series of event studies that no differential trends exist in energy consumption nor production activities between adopters and never-adopters prior to the adoption event. We then compute a distribution of realized returns to energy savings, using accounting methods and regression methods, based on our difference-in-difference estimator. We find that (1) significant heterogeneity exists in returns; (2) unlike previous studies in the residential sector, the realized and projected returns to energy savings are roughly consistent in the industrial sector, for both private and social returns; (3) however, cogeneration adoption decreases manufacturing output and productivity persistently for at least the next 7-10 years, relative to the control group. Our IV strategies also show sizable decline in TFP post adoption.

Evaluating the Use of Commercial Data to Improve Survey Estimates of Property Taxes

While commercial data sources offer promise to statistical agencies for use in production of official statistics, challenges can arise as the data are not collected for statistical purposes. This paper evaluates the use of 2008-2010 property tax data from CoreLogic, Inc. (CoreLogic), aggregated from county and township governments from around the country, to improve 2010 American Community Survey (ACS) estimates of property tax amounts for single-family homes. Particularly, the research evaluates the potential to use CoreLogic to reduce respondent burden, to study survey response error and to improve adjustments for survey nonresponse. The research found that the coverage of the CoreLogic data varies between counties as does the correspondence between ACS and CoreLogic property taxes. This geographic variation implies that different approaches toward using CoreLogic are needed in different areas of the country. Further, large differences between CoreLogic and ACS property taxes in certain counties seem to be due to conceptual differences between what is collected in the two data sources. The research examines three counties, Clark County, NV, Philadelphia County, PA and St. Louis County, MO, and compares how estimates would change with different approaches using the CoreLogic data. Mean county property tax estimates are highly sensitive to whether ACS or CoreLogic data are used to construct estimates. Using CoreLogic data in imputation modeling for nonresponse adjustment of ACS estimates modestly improves the predictive power of imputation models, although estimates of county property taxes and property taxes by mortgage status are not very sensitive to the imputation method.

Accounting for the New Gains from Trade Liberalization

We measure the "new" gains from trade reaped by Canada as a result of the Canada-US Free Trade Agreement (CUSFTA). We think of the "new" gains from trade of a country as all welfare effects pertaining to changes in the set of firms serving that country as emphasized in the so-called "new" trade literature. To this end, we first develop an exact decomposition of the gains from trade which separates "traditional" and "new" gains. We then apply this decomposition using Canadian and US micro data and find that the "new" welfare effects of CUSFTA on Canada were negative.

The Management and Organizational Practices Survey (MOPS): Cognitive Testing*

All Census Bureau surveys must meet quality standards before they can be sent to the public for data collection. This paper outlines the pretesting process that was used to ensure that the Management and Organizational Practices Survey (MOPS) met those standards. The MOPS is the first large survey of management practices at U.S. manufacturing establishments. The first wave of the MOPS, issued for reference year 2010, was subject to internal expert review and two rounds of cognitive interviews. The results of this pretesting were used to make significant changes to the MOPS instrument and ensure that quality data was collected. The second wave of the MOPS, featuring new questions on data in decision making (DDD) and uncertainty and issued for reference year 2015, was subject to two rounds of cognitive interviews and a round of usability testing. This paper illustrates the effort undertaken by the Census Bureau to ensure that all surveys released into the field are of high quality and provides insight into how respondents interpret the MOPS questionnaire for those looking to utilize the MOPS data.
