Working PaperThe Consequences of Long Term Unemployment: Evidence from Matched Employer-Employee Data*

It is well known that the long-term unemployed fare worse in the labor market than the short-term unemployed, but less clear why this is so. One potential explanation is that the long-term unemployed are 'bad apples' who had poorer prospects from the outset of their spells (heterogeneity). Another is that their bad outcomes are a consequence of the extended unemployment they have experienced (state dependence). We use Current Population Survey (CPS) data on unemployed individuals linked to wage records for the same people to distinguish between these competing explanations. For each person in our sample, we have wage record data that cover the period from 20 quarters before to 11 quarters after the quarter in which the person is observed in the CPS. This gives us rich information about prior and subsequent work histories not available to previous researchers that we use to control for individual heterogeneity that might be affecting subsequent labor market outcomes. Even with these controls in place, we find that unemployment duration has a strongly negative effect on the likelihood of subsequent employment. This finding is inconsistent with the heterogeneity ('bad apple') explanation for why the long-term unemployed fare worse than the short-term unemployed. We also find that longer unemployment durations are associated with lower subsequent earnings, though this is mainly attributable to the long-term unemployed having a lower likelihood of subsequent employment rather than to their having lower earnings once a job is found.View Full Paper PDF

Working PaperWhen Race and Hispanic Origin Reporting are Discrepant Across Administrative Records and Third Party Sources: Exploring Methods to Assign Responses

The U.S. Census Bureau is researching uses of administrative records and third party data in survey and decennial census operations. One potential use of administrative records is to utilize these data when race and Hispanic origin responses are missing. When federal and third party administrative records are compiled, race and Hispanic origin responses are not always the same for an individual across sources. We explore different methods to assign one race and one Hispanic response when these responses are discrepant. We also describe the characteristics of individuals with matching, non-matching, and missing race and Hispanic origin data by demographic, household, and contextual variables. We find that minorities, especially Hispanics, are more likely to have non-matching Hispanic origin and race responses in administrative records and third party data compared to the 2010 Census. Minority groups and individuals ages 0-17 are more likely to have missing race or Hispanic origin data in administrative records and third party data. Larger households tend to have more missing race data in administrative records and third party data than smaller households.View Full Paper PDF

The U.S. Census Bureau is researching possible uses of administrative records in decennial census and survey operations. The 2010 Census Match Study and American Community Survey (ACS) Match Study represent recent efforts by the Census Bureau to evaluate the extent to which administrative records provide data on persons and addresses in the 2010 Census and 2010 ACS. The 2010 Census Match Study also examines demographic response data collected in administrative records. Building on this analysis, we match data from the 2010 ACS to federal administrative records and third party data as well as to previous census data and examine administrative records coverage and agreement of ACS age, sex, race, and Hispanic origin responses. We find high levels of coverage and agreement for sex and age responses and variable coverage and agreement across race and Hispanic origin groups. These results are similar to findings from the 2010 Census Match Study.View Full Paper PDF

Using administrative records data from federal government agencies and commercial sources, the 2010 ACS Match Study measures administrative records coverage of 2010 ACS addresses, persons, and persons at addresses at different levels of geography as well as by demographic characteristics and response mode. The 2010 ACS Match Study represents a continuation of the research undertaken in the 2010 Census Match Study, the first national-level evaluation of administrative records data coverage. Preliminary results indicate that administrative records provide substantial coverage for addresses and persons in the 2010 ACS (92.7 and 92.1 percent respectively), and less extensive though substantial coverage, for person-address pairs (74.3 percent). In addition, some variation in address, person and/or person-address coverage is found across demographic and response mode groups. This research informs future uses of administrative records in survey and decennial census operations to address the increasing costs of data collection and declining response rates.View Full Paper PDF

The Census Bureau Person Identification Validation System (PVS) assigns unique person identifiers to federal, commercial, census, and survey data to facilitate linkages across files. PVS uses probabilistic matching to assign a unique Census Bureau identifier for each person. This paper presents a method to measure the false match rate in PVS following the approach of Belin and Rubin (1995). The Belin and Rubin methodology requires truth data to estimate a mixture model. The parameters from the mixture model are used to obtain point estimates of the false match rate for each of the PVS search modules. The truth data requirement is satisfied by the unique access the Census Bureau has to high quality name, date of birth, address and Social Security (SSN) data. Truth data are quickly created for the Belin and Rubin model and do not involve a clerical review process. These truth data are used to create estimates for the Belin and Rubin parameters, making the approach more feasible. Both observed and modeled false match rates are computed for all search modules in federal administrative records data and commercial data.View Full Paper PDF

Working PaperChildhood Housing and Adult Earnings: A Between-Siblings Analysis of Housing Vouchers and Public Housing

To date, research on the long-term effects of childhood participation in voucher-assisted and public housing has been limited by the lack of data and suitable identification strategies. We create a national level longitudinal data set that enables us to analyze how children's housing experiences affect adult earnings and incarceration rates. While naive estimates suggest there are substantial negative consequences to childhood participation in voucher assisted and public housing, this result appears to be driven largely by selection of households into housing assistance programs. To mitigate this source of bias, we employ household fixed-effects specifications that use only within-household (across-sibling) variation for identification. Compared to naive specifications, household fixed-effects estimates for earnings are universally more positive, and they suggest that there are positive and statistically significant benefits from childhood residence in assisted housing on young adult earnings for nearly all demographic groups. Childhood participation in assisted housing also reduces the likelihood of incarceration across all household race/ethnicity groups. Time spent in voucher-assisted or public housing is especially beneficial for females from non-Hispanic Black households, who experience substantial increases in expected earnings and lower incarceration rates.View Full Paper PDF

Working PaperThe Case of the Missing Ethnicity: Indians without Tribes in the 21st Century

Among American Indians and Alaska Natives, most aspects of ethnicity are tightly associated with the person's tribal origins. Language, history, foods, land, and traditions differ among the hundreds of tribes indigenous to the United States. Why did almost one million of them fail to respond to the tribal affiliation part of the Census 2000 race question? We investigate four hypotheses about why one-third of multiracial American Indians and one-sixth of single-race American Indians did not report a tribe: (1) survey item non-response which undermines all fillin- the-blank questions, (2) a non-salient tribal identity, (3) a genealogy-based affiliation, and (4) mestizo identity which does not require a tribe. We use multivariate logistic regression models and high-density restricted-use Census 2000 data. We find support for the first two hypotheses and note that the predictors and results differ substantially for single race versus multiple race American Indians.View Full Paper PDF

Referral networks may affect the efficiency and equity of labor market outcomes, but few studies have been able to identify earnings effects empirically. To make progress, I set up a model of on-the-job search in which referral networks channel information about high-paying jobs. I evaluate the model using employer-employee matched data for the U.S. linked to the Census block of residence for each worker. The referral effect is identified by variations in the quality of local referral networks within narrowly defined neighborhoods. I find, consistent with the model, a positive and significant role for local referral networks on the full distribution of earnings outcomes from job search.View Full Paper PDF
