    The Racial and Ethnic Composition of Local Government Employees in Large Metro Areas, 1960-2010

    This study uses census microdata from 1960 to 2010 to look at how the racial and ethnic composition of local government employees has reflected the diversity of the general population in the 100 largest metro areas over the last half century. Historically, one route to upward social mobility has been employment in local government. This study uses microdata that predates key immigration and civil rights legislation of the 1960s through to the present to examine changes in the racial and ethnic composition of local government employees and in the general population. For this study, local government employees have been divided into high- and low-wage occupations. These data indicate that local workforces have grown more diverse over time, though representation across different racial and ethnic groups and geographic areas is uneven. African-Americans were underrepresented in high-wage local government employment and overrepresented in low-wage jobs in the early years of this study, particularly in the South, but have since become proportionally represented in high-wage jobs on a national level. In contrast, the most recent data indicate that Hispanic and other races are underrepresented in this employment group, particularly in the West. Though the numbers of Hispanic and Asian high-wage local government employees are increasing, it appears that it will take several years for those groups to achieve proportional representation throughout the United States.

    Choices of Metropolitan Destinations by the 1995-2000 New Immigrants Born in Mexico and India: Characterization and Multivariate Explanation

    Using the confidential long-form records of the 2000 population census, we study the choices of metropolitan destinations made by the Mexican-born and Indian-born immigrants who arrived in the United States in 1995-2000. Based on the application of a multinomial logit model to the data of each of these two ethnic groups, our main findings are as follows. The destination choice behaviors of both ethnic groups were in general consistent with the major theories of migration. Both groups were subject to (1) the attraction of co-ethnic communities and (2) the positive effects of wage level and total employment growth. With respect to the job increases in different wage deciles, both ethnic groups share the pattern that the less educated were subject to the pull of increase in low-wage jobs, whereas the better educated were subject to the pull of increase in high-wage jobs. With respect to the possibility of competitions against other foreignborn ethnics, both ethnic groups were found to be more prone to selecting destinations where their co-ethnics represented a relatively high proportion of the foreign-born population. The main differences in destination choice behaviors between the two ethnic groups resulted partly from the fact that the relative explanatory powers of our chosen explanatory factors differed substantially between the two ethnic groups. The Mexican-born were more subject to the attractions of (1) larger co-ethnic communities, (2) greater overall employment growth, (3) more job increases in low wage deciles, and (4) greater share of the foreign-born population by coethnics. In contrast, the Indian-born were more attracted by (1) higher wage level, and (2) more job increases in high wage deciles.

    You Can Take it With You: Proposition 13 Tax Benefits, Residential Mobility, and Willingness to Pay for Housing Amenities

    The endogeneity of prices has long been recognized as the main identification problem in the estimation of marginal willingness to pay (MWTP) for the characteristics of a given product. This issue is particularly important when estimating MWTP in the housing market, since a number of housing and neighborhood features are unobserved by the econometrician. This paper proposes the use of a well defined type of transaction costs ' moving costs generated by property tax laws - to deal with this type of omitted variable bias. California's Proposition 13 property tax law is the source of variation in transaction costs used in the empirical analysis. Beyond its fiscal consequences, Proposition 13 created a lock-in effect on housing choice because of the implicit tax break enjoyed by homeowners living in the same house for a long time. First, I provide estimates of this lock-in effect using a natural experiment created by two subsequent amendments to Proposition 13 - Propositions 60 and 90. These amendments allow households headed by an individual over the age of 55 to transfer the implicit tax benefit to a new home. I show that mobility rates of 55-year old homeowners are approximately 25% higher than those of 54 year olds. Second, all these features of the tax law are then incorporated into a household sorting model. The key insight of this model is that because of the property tax law, different potential buyers have different user costs for the same house. The exogenous property tax component of this user cost then works as an instrument for prices. I find that MWTP estimates for housing characteristics are approximately 100% upward biased when the model does not account for the price endogeneity.

    Long-Term Effects of Vietnam-Era Conscription: Schooling, Experience and Earnings

    Instrumental variables (IV) estimates using the draft lottery show that white Vietnam-era draftees suffered substantial post-service earnings losses in the 1970s and 1980s. Angrist (1990) explains these losses as due primarily to lost labor market experience. Non-public use data from the 2000 Census allow the first longerterm follow-up for a large sample from the draft-lottery cohorts. We use these data to estimate the effects of military service on earnings, schooling, and a number of other variables. Consistent with the loss-of -experience model, IV estimates of the effects of Vietnam-era service on earnings are close to zero in 2000, when the draft-lottery cohorts were middle-aged and experience profiles relatively flat. On the other hand, draft-lottery estimates show a marked increase in schooling for Vietnam-era veterans. A variety of evidence suggests this increase reflects the impact of the Vietnam-era GI Bill more than draft-avoidance behavior. The economic return to the increased schooling generated by Vietnam-era service, estimated in a wage equation that constrains the impact of Vietnam-era military service to run solely through the experience and schooling channels, appears to be less than the OLS return. Finally, we look at measures of disability. The IV estimates point to an increase in non-workrelated disability rates and non-SSA disability income, but the fact that there is no corresponding effect on employment, hours worked, or work-related disability rates suggests health was affected little by Vietnam-era service. Allowing for excess disability among veterans raises the estimated returns to GI-Bill schooling slightly.

    Do Alternative Opportunities Matter? The Role of Female Labor Markets in the Decline of Teacher Quality

    This paper documents the widely perceived but little investigated notion that teachers today are less qualified than they once were. Using standardized test scores, undergraduate institution selectivity, and positive assortative mating characteristics as measures of quality, evidence of a marked decline in the quality of young women going into teaching between 1960 and 1990 is presented. In contrast, the quality of young women becoming professionals increased. The Roy model of selfselection is used to highlight how occupation differences in the returns to skill determine average teacher quality. Estimates suggest the significance of increasing professional opportunities for women in affecting the decline in teacher quality.
