    Labor Market Effects of the Affordable Care Act: Evidence from a Tax Notch

    States that declined to raise their Medicaid income eligibility cutoffs to 138 percent of the federal poverty level (FPL) under the Affordable Care Act (ACA) created a "coverage gap'' between their existing, often much lower Medicaid eligibility cutoffs and the FPL, the lowest level of income at which the ACA provides refundable, advanceable "premium tax credits'' to subsidize the purchase of private insurance. Lacking access to any form of subsidized health insurance, residents of those states with income in that range face a strong incentive, in the form of a large, discrete increase in post-tax income (i.e. an upward notch) at the FPL, to increase their earnings and obtain the premium tax credit. We investigate the extent to which they respond to that incentive. Using the universe of tax returns, we document excess mass, or bunching, in the income distribution surrounding this notch. Consistent with Saez (2010), we find that bunching occurs only among filers with self-employment income. Specifically, filers without children and married filers with three or fewer children exhibit significant bunching. Analysis of tax data linked to labor supply measures from the American Community Survey, however, suggests that this bunching likely reflects a change in reported income rather than a change in true labor supply. We find no evidence that wage and salary workers adjust their labor supply in response to increased availability of directly purchased health insurance.

    Consequences of the Clean Water Act and the Demand for Water Quality

    Since the 1972 U.S. Clean Water Act, government and industry have invested over $1 trillion to abate water pollution, or $100 per person-year. Over half of U.S. stream and river miles, however, still violate pollution standards. We use the most comprehensive set of files ever compiled on water pollution and its determinants, including 50 million pollution readings from 170,000 monitoring sites, to study water pollution's trends, causes, and welfare consequences. We have three main findings. First, water pollution concentrations have fallen substantially since 1972, though were declining at faster rates before then. Second, the Clean Water Act's grants to municipal wastewater treatment plants caused some of these declines. Third, the grants' estimated effects on housing values are generally smaller than the grants' costs.

    Measuring the Effects of the Tipped Minimum Wage Using W-2 Data

    While an extensive literature exists on the effects of federal and state minimum wages, the minimum wage received by tipped workers has received less attention. Researchers have found it difficult to capture the hourly wages of tipped workers and thus assess the economic effects of the tipped minimum wage. In this paper, I present a new measure of hourly wages for tipped servers (wait staff and bartenders) using linked W-2 and survey data. I estimate the effect of tipped minimum wages on the wages and hourly tips of servers, as well as server employment and hours worked. I find that higher mandatory tipped minimum wages increase that portion of wages paid by employers, but decrease tip income by a similar percentage. I also find evidence that employment increases over lower values of the tipped minimum wage and then decreases at higher values. These results are consistent with a monopsony model of server employment. The wide variance of tipped minimum wages compared to non-tipped minimums provide insight into monopsony effects that may not be discernible over a smaller range of minimum wage values.

    Black Pioneers, Intermetropolitan Movers, and Housing Desegregation

    In this project, we examine the mobility choices of black households between 1960 and 2000. We use household-level Decennial Census data geocoded down to the census tract level. Our results indicate that, for black households, one's status as an intermetropolitan migrant ' especially from an urban area outside the South ' is a powerful predictor of pioneering into a white neighborhood. Moreover, and perhaps even more importantly, the ratio of these intermetropolitan black arrivals to the incumbent metropolitan black population is a powerful predictor of whether a metropolitan area experiences substantial declines in housing segregation.

    Structural versus Ethnic Dimensions of Housing Segregation

    Racial residential segregation is still very high in many American cities. Some portion of segregation is attributable to socioeconomic differences across racial lines; some portion is caused by purely racial factors, such as preferences about the racial composition of one's neighborhood or discrimination in the housing market. Social scientists have had great difficulty disaggregating segregation into a portion that can be explained by interracial differences in socioeconomic characteristics (what we call structural factors) versus a portion attributable to racial and ethnic factors. What would such a measure look like? In this paper, we draw on a new source of data to develop an innovative structural segregation measure that shows the amount of segregation that would remain if we could assign households to housing units based only on non-racial socioeconomic characteristics. This inquiry provides vital building blocks for the broader enterprise of understanding and remedying housing segregation.

    FIFTY YEARS OF FAMILY PLANNING: NEW EVIDENCE ON THE LONG-RUN EFFECTS OF INCREASING ACCESS TO CONTRACEPTION

    This paper assembles new evidence on some of the longer-term consequences of U.S. family planning policies, defined in this paper as those increasing legal or financial access to modern contraceptives. The analysis leverages two large policy changes that occurred during the 1960s and 1970s: first, the interaction of the birth control pill's introduction with Comstock-era restrictions on the sale of contraceptives and the repeal of these laws after Griswold v. Connecticut in 1965; and second, the expansion of federal funding for local family planning programs from 1964 to 1973. Building on previous research that demonstrates both policies' effects on fertility rates, I find suggestive evidence that individuals' access to contraceptives increased their children's college completion, labor force participation, wages, and family incomes decades later.

    RANDOMIZED SAFETY INSPECTIONS AND RISK EXPOSURE ON THE JOB: QUASI-EXPERIMENTAL ESTIMATES OF THE VALUE OF A STATISTICAL LIFE

    Compensating wages for workplace fatality and accident risks are used to infer the value of a statistical life (VSL), which in turn is used to assess the benefits of human health and safety regulations. The estimation of these wage differentials, however, has been plagued by measurement error and omitted variables. This paper employs the first quasi-experimental design within a labor market setting to overcome such limitations in the ex-tant literature. Specifically, randomly assigned, exogenous federal safety inspections are used to instrument for plant-level risks and combined with confidential U.S. Census data on manufacturing employment to estimate the VSL using a difference-in-differences framework. The VSL is estimated to be between $2 and $4 million ($2011), suggesting prior studies may substantially overstate the value workers place on safety, and therefore, the benefits of health and safety regulations.

    Manufacturing Plants' Use of Temporary Workers: An Analysis Using Census Micro Data

    Using plant-level data from the Plant Capacity Utilization (PCU) Survey, we examine how manufacturing plants' use of temporary workers is associated with the nature of their output fluctuations and other plant characteristics. We find that plants tend to hire temporary workers when their output can be expected to fall, a result consistent with the notion that firms use temporary workers to reduce costs associated with dismissing permanent employees. In addition, we find that plants whose future output levels are subject to greater uncertainty tend to use more temporary workers. We also examine the effects of wage and benefit levels for permanent workers, unionization rates, turnover rates, seasonal factors, and plant size and age on the use of temporary workers; based on our results, we discuss various views of why firms use temporary workers.

    You Can Take it With You: Proposition 13 Tax Benefits, Residential Mobility, and Willingness to Pay for Housing Amenities

    The endogeneity of prices has long been recognized as the main identification problem in the estimation of marginal willingness to pay (MWTP) for the characteristics of a given product. This issue is particularly important when estimating MWTP in the housing market, since a number of housing and neighborhood features are unobserved by the econometrician. This paper proposes the use of a well defined type of transaction costs ' moving costs generated by property tax laws - to deal with this type of omitted variable bias. California's Proposition 13 property tax law is the source of variation in transaction costs used in the empirical analysis. Beyond its fiscal consequences, Proposition 13 created a lock-in effect on housing choice because of the implicit tax break enjoyed by homeowners living in the same house for a long time. First, I provide estimates of this lock-in effect using a natural experiment created by two subsequent amendments to Proposition 13 - Propositions 60 and 90. These amendments allow households headed by an individual over the age of 55 to transfer the implicit tax benefit to a new home. I show that mobility rates of 55-year old homeowners are approximately 25% higher than those of 54 year olds. Second, all these features of the tax law are then incorporated into a household sorting model. The key insight of this model is that because of the property tax law, different potential buyers have different user costs for the same house. The exogenous property tax component of this user cost then works as an instrument for prices. I find that MWTP estimates for housing characteristics are approximately 100% upward biased when the model does not account for the price endogeneity.

    Neighborhood Effects on High-School Drop-Out Rates and Teenage Childbearing: Tests for Non-Linearities, Race-Specific Effects, Interactions with Family Characteristics, and Endogenous Causation using Geocoded California Census Microdata

    This paper examines the relationship between neighborhood characteristics and the likelihood that a youth will drop out of high school or have a child during the teenage years. Using a dataset that is uniquely wellsuited to the study of neighborhood effects, the impact of the neighborhood poverty rate and the percentage of professionals in the local labor force on youth outcomes in California is examined. The first section of the paper tests for non-linearities in the relationship between indicators of neighborhood distress and youth outcomes. Some evidence is found for a break-point at low levels of poverty. Suggestive but inconclusive evidence is also found for a second breakpoint, at very high levels of poverty, for African-American youth only. The second part of the paper examines interactions between family background characteristics and neighborhood effects, and finds that White youth are most sensitive to neighborhood effects, while the effect of parental education depends on the neighborhood measure in question. Among White youth, those from single-parent households are more vulnerable to neighborhood conditions. The third section of the paper finds that for White youth and Hispanic youth, the relevant neighborhood variables appear to be the own-race poverty rates and the percentage of professionals of youths' own race. The final section of the paper estimates a tract-fixed effects model, using the results from the third section to define multiple relevant poverty rates within each tract. The fixed-effects specification suggests that for White and Hispanic youth in California, neighborhood effects remain significant, even with the inclusion of controls for any unobserved family and neighborhood characteristics that are constant within tracts.
