    Disclosure Limitation and Confidentiality Protection in Linked Data

    Confidentiality protection for linked administrative data is a combination of access modalities and statistical disclosure limitation. We review traditional statistical disclosure limitation methods and newer methods based on synthetic data, input noise infusion and formal privacy. We discuss how these methods are integrated with access modalities by providing three detailed examples. The first example is the linkages in the Health and Retirement Study to Social Security Administration data. The second example is the linkage of the Survey of Income and Program Participation to administrative data from the Internal Revenue Service and the Social Security Administration. The third example is the Longitudinal Employer-Household Dynamics data, which links state unemployment insurance records for workers and firms to a wide variety of censuses and surveys at the U.S. Census Bureau. For examples, we discuss access modalities, disclosure limitation methods, the effectiveness of those methods, and the resulting analytical validity. The final sections discuss recent advances in access modalities for linked administrative data.

    Ranking Firms Using Revealed Preference

    This paper estimates workers' preferences for firms by studying the structure of employer-toemployer transitions in U.S. administrative data. The paper uses a tool from numerical linear algebra to measure the central tendency of worker flows, which is closely related to the ranking of firms revealed by workers' choices. There is evidence for compensating differential when workers systematically move to lower-paying firms in a way that cannot be accounted for by layoffs or differences in recruiting intensity. The estimates suggest that compensating differentials account for over half of the firm component of the variance of earnings.

    The Potential for Using Combined Survey and Administrative Data Sources to Study Internal Labor Migration

    This paper introduces a novel data set combining survey data from the American Community Survey (ACS) with administrative data on employment from the Longitudinal Employer-Household Dynamics program, in order to study geographic labor mobility. With its rich set of information about individuals at the time of the migration decision, large sample size, and near-comprehensive ability to detect labor mobility, the new combined ACS-LEHD data offers several advantages over the existing data sets that are typically used in the study of migration, such as the Decennial Census, Current Population Survey, and Internal Revenue Service data. An overview of how these different data sets can be employed, and examples demonstrating the usefulness of the newly proposed data set, are provided. Aggregate statistics and stylized facts are generated from the ACS-LEHD data which reveal many of the same features as the existing data sets, including the decline of aggregate mobility throughout the past decade, as well as many of the known demographic differences in migration propensity.

    The Impact of College Education on Old-Age Mortality: A Study of Marginal Treatment Effects

    Using a newly constructed dataset that links 2000 U.S. Census long-form records to Social Security Administration data files, I evaluate the effect of college education on mortality. In an OLS regression, women and men who have at least some college education have 20% lower mortality rates than those with a high school degree or less. I proceed with an empirical design intended to illuminate the extent to which this relationship is causal, estimating marginal treatment effects (MTEs) using the proximity of the nearest college to individuals' birthplace as an instrument. Results indicate positive selection into college education (in terms of longevity) for both women and men. Selection drives almost all of the mortality gap for women. For men, longevity gains from college attendance are concentrated among individuals with unobserved variables that make them unlikely attend college. This suggests that men who would benefit most from receiving college education in terms of mortality reductions are those who are not attending.

    Black Pioneers, Intermetropolitan Movers, and Housing Desegregation

    In this project, we examine the mobility choices of black households between 1960 and 2000. We use household-level Decennial Census data geocoded down to the census tract level. Our results indicate that, for black households, one's status as an intermetropolitan migrant ' especially from an urban area outside the South ' is a powerful predictor of pioneering into a white neighborhood. Moreover, and perhaps even more importantly, the ratio of these intermetropolitan black arrivals to the incumbent metropolitan black population is a powerful predictor of whether a metropolitan area experiences substantial declines in housing segregation.

    Selection and Specialization in the Evolution of Marriage Earnings Gaps

    We examine changes in marriage and earnings patterns across four cohorts born between 1936 and 1975, using data from a series of Survey of Income and Program Participation panels linked to administrative data on earnings. We find that for both men and women, marriage has become increasingly positively associated with education and earnings potential. We compare ordinary least squares (OLS) and fixed effect (FE) estimates of the earnings differential associated with marriage. We find that the marriage earnings gap fell for women in fixed-effect estimates implying that the impact of specialization has diminished over time. We also find that increasingly positive selection into marriage means that OLS estimates overstate the reduction in the marriage earnings gap. While our findings imply that marriage is no longer associated with lower earnings among women without minor children in our most recent cohort, the motherhood gap remains large. Among men, we find that the marriage premium actually increases for more recent birth cohorts in fixed-effects regressions.

    In this paper, we highlight the potential for linked employer-employee data to be used in entrepreneurship research, describing new data on business start-ups, their founders and early employees, and providing examples of how they can be used in entrepreneurship research. Linked employer-employee data provides a unique perspective on new business creation by combining information on the business, workforce, and individual. By combining data on both workers and firms, linked data can investigate many questions that owner-level or firm-level data cannot easily answer alone - such as composition of the workforce at start-ups and their role in explaining business dynamics, the flow of workers across new and established firms, and the employment paths of the business owners themselves.

    UNEMPLOYMENT DURATION AND GEOGRAPHIC MOBILITY: DO MOVERS FARE BETTER THAN STAYERS?

    This study uses a sample of unemployed workers constructed from the American Community Survey and the LEHD database, to compare the unemployment durations of those who find subsequent employment by relocating to a metropolitan area outside of their originally observed residence, versus those who find employment in their original location. Results from a hazard analysis confirm the importance of many of the determinants of migration posited in the literature, such as age, education, and local labor market conditions. While simple averages and OLS estimates indicate that migrating for a new job reduces the probability of re-employment within a given time frame and lengthens the spell of unemployment in the aggregate, after controlling for selection into migration using an IV approach based on local house price changes, the results suggest that out-migrating for employment actually has a large and significant beneficial effect of shortening the time to re-employment. This implies that those who migrate for jobs in the data may be particularly disadvantaged in their ability to find employment and thus have a strong short-term incentive to relocate.

    When It Rains It Pours: Under What Circumstances Does Job Loss Lead to Divorce

    Much of the previous research that has examined the effect of job loss on the probability of divorce rely on data from the 1970s-80s, a period of dramatic change in marital formation and dissolution. It is unclear how well this research pertains to more recent trends in marriage, divorce, and female labor force participation. This study uses data from the Survey of Income and Program Participation (SIPP) from 2000 to 2012 (thus including effects of the Great Recession) to examine how displacement (i.e., exogenous job loss) affects the probability of divorce. The author finds clear evidence that the effects of displacement appear to be asymmetric depending upon the gender of the job loser. Specifically, displacement significantly increases the probability of divorce but only if the husband is the spouse that is displaced and his earnings represented approximately half of the household's earnings prior to displacement. Similarly, results show that the probability of divorce increases if the wife is employed and as her earnings increase. While the mechanism behind these asymmetric results remains unclear, these results are consistent with recent research that finds a destabilizing effect on marriages when a wife earns more than her husband.

    Talent Recruitment and Firm Performance: The Business of Major League Sports

    Firms rely heavily on their investments in human capital to achieve profits. This research takes advantage of detailed information on worker performance and confidential information on firm revenue and operating costs to investigate the relationship between talent migration and firm profitability in major league sports. One key problem that firms have is identifying performance measures for its workforce, especially for potential employees (recruits). In contrast to nearly all other industries, in the industry of professional team sports, detailed information about the past performance of each individual worker (athlete) is known to all potential employers. First, I demonstrate using public data that worker (athlete) statistics aggregated to the establishment (team) level correlate with success on the field (measured in win percentage). Second, I use confidential data from the 2007 Economic Censuses, and from the 2007 and 2008 Service Annual Surveys to investigate the link between individual worker performance and team profitability, controlling for many other aspects of the sports business, specifically taking account of the mobility of athletic 'stars' and 'superstars' from one team to another. The investigations in this paper provide support for the hypothesis that hiring talented individuals (stars) will increase a firm's profit. However, there is not convincing support for the incremental benefit of hiring superstars. The mixed evidence suggests a benefit on balance.
