Antitrust Enforcement Increases Economic Activity

We hand-collect and standardize information describing all 3,055 antitrust law suits brought by the Department of Justice (DOJ) between 1971 and 2018. Using restricted establishment-level microdata from the U.S. Census, we compare the economic outcomes of a non-tradable industry in states targeted by DOJ antitrust lawsuits to outcomes of the same industry in other states that were not targeted. We document that DOJ antitrust enforcement actions permanently increase employment by 5.4% and business formation by 4.1%. Using an event-study design, we find (1) a sharp increase in payroll that exceeds the increase in employment, meaning that DOJ antitrust enforcement increases average wages, (2) an economically smaller increase in sales that is statistically insignificant, and (3) a precise increase in the labor share. While we cannot separately measure the quantity and price of output, the increase in production inputs (employment), together with a proportionally smaller increase in sales, strongly suggests that these DOJ antitrust enforcement actions increase the quantity of output and simultaneously decrease the price of output. Our results show that government antitrust enforcement leads to persistently higher levels of economic activity in targeted industries.

On The Role of Trademarks: From Micro Evidence to Macro Outcomes

What are the effects of trademarks on the U.S. economy? Evidence from comprehensive micro data on trademark registrations and outcomes for U.S. employer firms suggests that trademarks protect firm value and are linked to higher firm growth and marketing activity. Motivated by this evidence, trademarks are introduced in a general equilibrium framework to quantify their aggregate effects. Firms invest in product quality and engage in both informative and persuasive advertising to build a customer base subject to depreciation. Persuasive advertising induces a perception of higher quality. Firms can register trademarks to reduce customer depreciation and enhance product awareness. The model's predictions about trademark registrations, firm growth, and advertising expenditures align with the empirical evidence. The analysis shows that, compared to the counterfactual economy without trademarks, the U.S. economy with trademarks generates higher average product quality but lower variety, ultimately resulting in greater welfare and higher industry concentration. While informative advertising improves welfare, persuasive advertising reduces it. Nevertheless, the positive welfare impact of trademarks outweighs the negative effects of persuasive advertising.

Methodology on Creating the U.S. Linked Retail Health Clinic (LiRHC) Database

Retail health clinics (RHCs) are a relatively new type of health care setting and understanding the role they play as a source of ambulatory care in the United States is important. To better understand these settings, a joint project by the Census Bureau and National Center for Health Statistics used data science techniques to link together data on RHCs from Convenient Care Association, County Business Patterns Business Register, and National Plan and Provider Enumeration System to create the Linked RHC (LiRHC, pronounced 'lyric') database of locations throughout the United States during the years 2018 to 2020. The matching methodology used to perform this linkage is described, as well as the benchmarking, match statistics, and manual review and quality checks used to assess the resulting matched data. The large majority (81%) of matches received quality scores at or above 75/100, and most matches were linked in the first two (of eight) matching passes, indicating high confidence in the final linked dataset. The LiRHC database contained 2,000 RHCs and found that 97% of these clinics were in metropolitan statistical areas and 950 were in the South region of the United States. Through this collaborative effort, the Census Bureau and National Center for Health Statistics strive to understand how RHCs can potentially impact population health as well as the access and provision of health care services across the nation.

Business Dynamics Statistics for Single-Unit Firms

The Business Dynamics Statistics of Single Unit Firms (BDS-SU) is an experimental data product that provides information on employment and payroll dynamics for each quarter of the year at businesses that operate in one physical location. This paper describes the creation of the data tables and the value they add to the existing Business Dynamics Statistics (BDS) product. We then present some analysis of the published statistics to provide context for the numbers and demonstrate how they can be used to understand both national and local business conditions, with a particular focus on 2020 and the recession induced by the COVID-19 pandemic. We next examine how firms fared in this recession compared to the Great Recession that began in the fourth quarter of 2007. We also consider the heterogenous impact of the pandemic on various industries and areas of the country, showing which types of businesses in which locations were particularly hard hit. We examine business exit rates in some detail and consider why different metro areas experienced the pandemic in different ways. We also consider entry rates and look for evidence of a surge in new businesses as seen in other data sources. We finish by providing a preview of on-going research to match the BDS to worker demographics and show statistics on the relationship between the characteristics of the firm's workers and outcomes such as firm exit and net job creation.

Trade Liberalization and Labor-Market Outcomes: Evidence from US Matched Employer-Employee Data

We use matched employer-employee data to examine outcomes among workers initially employed within and outside manufacturing after trade liberalization with China. We find that exposure to this shock operates predominantly through workers' counties (versus industries), that larger own industry and downstream exposure typically reduce relative earnings, and that greater upstream exposure often raises them. The latter is particularly important outside manufacturing: while we find substantial and persistent predicted declines in relative earnings among manufacturing workers, those outside manufacturing are generally predicted to experience relative earnings gains. Investigation of employment reactions indicates they account for a small share of the earnings effect.

Multinational Firms in the U.S. Economy: Insights from Newly Integrated Microdata

This paper describes the construction of two confidential crosswalk files enabling a comprehensive identification of multinational rms in the U.S. economy. The effort combines firm-level surveys on direct investment conducted by the U.S. Bureau of Economic Analysis (BEA) and the U.S. Census Bureau's Business Register (BR) spanning the universe of employer businesses from 1997 to 2017. First, the parent crosswalk links BEA firm-level surveys on U.S. direct investment abroad and the BR. Second, the affiliate crosswalk links BEA firm-level surveys on foreign direct investment in the United States and the BR. Using these newly available links, we distinguish between U.S.- and foreign-owned multinational firms and describe their prevalence and economic activities in the national economy, by sector, and by geography.

Has toughness of local competition declined?

Recent evidence on rm-level markups and concentration raises a concern that market
competition has declined in the U.S. over the last few decades. Since measuring competition is difficult, methodologies used to arrive at these findings have merits but also raise technical concerns which question the validity of these results. Given the significance of documenting how competition has changed, I contribute to this literature by studying a different measure of competition. Specifically, I estimate the toughness of local competition over time. To derive this estimate, I use a generalized monopolistic competition model with variable markups. This model generates insights that allows me to measure competition as the sensitivity of weighted-average markup to changes in the number of competitors using directly observable variables. Compared to firm-level markups estimation, this method relaxes the need to estimate production functions. I then use confidential Census data to estimate toughness of local competition from 1997 to 2016, which shows that local competition has decreased in non-tradable industries on average in the U.S. during this time period.

The Evolution of U.S. Retail Concentration

Increases in national concentration have been a salient feature of industry dynamics in the U.S. and have contributed to concerns about increasing market power. Yet, local trends may be more informative about market power, particularly in the retail sector where consumers have traditionally shopped at nearby stores. We find that local concentration has increased almost in parallel with national concentration using novel Census data on product-level revenue for all U.S. retail stores. The increases in concentration are broad based, affecting most markets, products, and retail industries. We implement a new decomposition of the national Herfindahl Hirschman Index and show that despite similar trends, national and local concentration reflect different changes in the retail sector. The increase in national concentration comes from consumers in different markets increasingly buying from the same firms and does not reflect changes in local market power. We estimate a model of retail competition which links local concentration to markups. The model implies that the increase in local concentration explains one-third of the observed increase in markups.

A Search and Learning Model of Export Dynamics

Exporting abroad is much harder than selling at home, and overcoming hurdles to exporting takes time. Our goal is to identify specific barriers to exporting and to measure their importance. We develop a model of firm-level export dynamics that features costly customer search, network effects in finding buyers, and learning about product appeal. Fitting the model to customs records of U.S. imports of manufactures from Colombia we replicate patterns of exporter maturation. A potentially valuable intangible asset of a firm is its customer base and knowledge of a market. Our model delivers some striking estimates of what such assets are worth. Averaging across active exporters, the loss from total market amnesia (losing its current U.S. customer base along with its accumulated knowledge of product appeal) is US$ 3.4 million, about 34 percent of the value of exporting overall. About half is the loss of future sales to existing customers while the rest is the cost of relearning its appeal in the market and reestablishing visibility as an exporter. Given the importance of search, learning, and visibility, the 5-year response of total export sales to an exchange rate shock exceeds the 1-year response by about 40 percent.

A Note on the Locational Determinants of the Agricultural Supply Chain

Over the past several decades, an increasing share of the agricultural supply chain is located beyond the farmgate, implying that some set of economic factors are influencing the location decisions of food and agricultural establishments. We explore the location decisions of several food and agricultural industries for employer and non-employer establishments by expanding on the empirical implications of Carpenter et al. (2021)'s demand threshold models. While Carpenter et al. (2021) focus on methods to estimate these industries' demand thresholds using restricted access data, we focus on expanding the interpretations of their empirical research and explore additional industries along the agricultural supply chain using their refined methods. Results highlight the influential role of the Land Grant University system for specific establishment types, the importance of diverse industries within local economies, and the changing rurality of the agricultural supply chain.
