Eviction and Poverty in American Cities

More than two million U.S. households have an eviction case filed against them each year.
Policymakers at the federal, state, and local levels are increasingly pursuing policies to reduce the number of evictions, citing harm to tenants and high public expenditures related to homelessness. We study the consequences of eviction for tenants using newly linked administrative data from two major urban areas: Cook County (which includes Chicago) and New York City. We document that prior to housing court, tenants experience declines in earnings and employment and increases in financial distress and hospital visits. These pre-trends pose a challenge for disentangling correlation and causation. To address this problem, we use an instrumental variables approach based on cases randomly assigned to judges of varying leniency. We find that an eviction order increases homelessness and hospital visits and reduces earnings, durable goods consumption, and access to credit in the first two years. Effects on housing and labor market outcomes are driven by impacts for female and Black tenants. In the longer-run, eviction increases indebtedness and reduces credit scores.

Same-Sex and Opposite-Sex Couples and the Child Penalty

Existing work has shown that the entry of a child into a household results in a large and sustained increase in the earnings gap between male and female partners in opposite-sex couples. We expand this analysis of the child penalty to examine within-couple dynamics in earnings for both opposite-sex and same-sex couples in the U.S. around the time their first child enters the household. Using linked survey and administrative data and event-study methodology, we confirm earlier work finding a child penalty for women in opposite-sex couples. We find this is true even when the female partner is the primary earner pre-parenthood, lending support to the importance of gender norms in opposite-sex couples. By contrast, in both female and male same-sex couples, earnings changes associated with child entry differ by the relative pre-parenthood earnings of the partners and tend towards equalization: secondary earners see an increase in earnings, while primary earners see a small decrease.

The Demographics of the Recipients of the First Economic Impact Payment

Starting in April 2020, the federal government began to distribute Economic Impact Payments (EIPs) in response to the health and economic crisis caused by COVID-19. More than 160 million payments were disbursed. We produce statistics concerning the receipt of EIPs by individuals and households across key demographic subgroups. We find that payments went out particularly quickly to households with children and lower-income households, and the rate of receipt was quite high for individuals over age 60, likely due to a coordinated effort to issue payments automatically to Social Security recipients. We disaggregate statistics by race/ethnicity to document whether racial disparities arose in EIP disbursement. Receipt rates were high overall, with limited differences across racial/ethnic subgroups. We provide a set of detailed counts in tables for use by the public.

Building the Prototype Census Environmental Impacts Frame

The natural environment is central to all aspects of life, but efforts to quantify its influence have been hindered by data availability and measurement constraints. To mitigate some of these challenges, we introduce a new prototype of a microdata infras tructure: the Census Environmental Impacts Frame (EIF). The EIF provides detailed individual-level information on demographics, economic characteristics, and address level histories ' linked to spatially and temporally resolved estimates of environmental conditions for each individual ' for almost every resident in the United States over the past two decades. This linked microdata infrastructure provides a unique platform for advancing our understanding about the distribution of environmental amenities and hazards, when, how, and why exposures have evolved over time, and the consequences of environmental inequality and changing environmental conditions. We describe the construction of the EIF, explore issues of coverage and data quality, document patterns and trends in individual exposure to two correlated but distinct air pollutants as an application of the EIF, and discuss implications and opportunities for future research.

Self-Employment Income Reporting on Surveys

We examine the relation between administrative income data and survey reports for self-employed and wage-earning respondents from 2000 - 2015. The self-employed report 40 percent more wages and self-employment income in the survey than in tax administrative records; this estimate nets out differences between these two sources that are also shared by wage-earners. We provide evidence that differential reporting incentives are an important explanation of the larger self-employed gap by exploiting a well-known artifact ' self-employed respondents exhibit substantial bunching at the
first EITC kink in their administrative records. We do not observe the same behavior in their survey responses even after accounting for survey measurement concerns.

Full Report of the Comparisons of Administrative Record Rosters to Census Self-Responses and NRFU Household Member Responses

One of the U.S. Census Bureau's innovations in the 2020 U.S. Census was the use of administrative records (AR) to create household rosters for enumerating some addresses when a self response was not available but high-quality ARs were. The goal was to reduce the cost of fieldwork during the Nonresponse Followup operation (NRFU). The original plan had NRFU beginning in mid-May and continuing through late July 2020. However, the COVID-19 pandemic forced the delay of NRFU and caused the Internal Revenue Service to postpone the income tax filing deadline, resulting in an interruption in the delivery of ARs to the U.S. Census Bureau. The delays were not anticipated when U.S. Census Bureau staff conducted the research on AR enumeration with the 2010 Census data in preparation for the 2020 Census or during the fine tuning of plans for using ARs during the 2018 End-to-End Census Test. These circumstances raised questions about whether the quality of the AR household rosters was high enough for use in enumeration. To aid in investigating the concern about the quality of the AR rosters, our analyses compared AR rosters to self-response rosters and NRFU household member responses at addresses where both ARs and a self-response were available.

Maternal and Infant Health Inequality: New Evidence from Linked Administrative Data

We use linked administrative data that combines the universe of California birth records, hospitalizations, and death records with parental income from Internal Revenue Service tax records and the Longitudinal Employer-Household Dynamics file to provide novel evidence on economic inequality in infant and maternal health. We find that birth outcomes vary nonmonotonically with parental income, and that children of parents in the top ventile of the income distribution have higher rates of low birth weight and preterm birth than those in the bottom ventile. However, unlike birth outcomes, infant mortality varies monotonically with income, and infants of parents in the top ventile of the income distribution---who have the worst birth outcomes---have a death rate that is half that of infants of parents in the bottom ventile. When studying maternal health, we find a similar pattern of non-monotonicity between income and severe maternal morbidity, and a monotonic and decreasing relationship between income and maternal mortality. At the same time, these disparities by parental income are small when compared to racial disparities, and we observe virtually no convergence in health outcomes across racial and ethnic groups as income rises. Indeed, infant and maternal health in Black families at the top of the income distribution is markedly worse than that of white families at the bottom of the income distribution. Lastly, we benchmark the health gradients in California to those in Sweden, finding that infant and maternal health is worse in California than in Sweden for most outcomes throughout the entire income distribution.

Long-Run Adult Socio-economic Outcomes
from In Utero Airborne Lead Exposure

As a neurotoxin, early exposure to lead has long been assumed to affect socioeconomic out-comes well into adulthood. However, the empirical literature documenting such effects has been limited. This study documents the long-term effects of in utero exposure to air lead on adult socio-economic outcomes, including earnings, disabilities, employment, public assistance, and education, using US survey and administrative data. Specifically, we match individuals in the 2000 US Decennial Census and 2001-2014 American Community Surveys to average lead concentrations in the individual's birth county during his/her 9 months in utero. We find a 0.5 'g/m3 decrease in air lead, representing the average 1975-85 change resulting from the passage of the U.S. Clean Air Act, is associated with an increase in earnings of 3.5%, or a present value, at birth, of $21,400 in lifetime earnings. Decomposing this effect, we find greater exposure to lead in utero is associated with an increase in disabilities in adulthood, an increase in receiving public assistance, and a decrease in employment. Looking at effects by sex, long-term effects for girls seem to fall on participation in the formal labor market, whereas for boys it appears to fall more on hours worked. This is the first study to document such long-term effects from lead using US data. We estimate the present value in 2020, from all earnings impacts from 1975 forward, to be $4,230 Billion using a discount rate of 3%. In 2020 alone, the benefits are $252 B, or about 1.2% of GDP. Thus, our estimates imply the Clean Air Act's lead phase out is still returning a national dividend of over 1% every year.

The Longitudinal Employer-Household Dynamics (LEHD) data at the U.S. Census Bureau is a quarterly database of linked employer-employee data covering over 95% of employment in the United States. These data are used to produce a number of public-use tabulations and tools, including the Quarterly Workforce Indicators (QWI), LEHD Origin-Destination Employment Statistics (LODES), Job-to-Job Flows (J2J), and Post-Secondary Employment Outcomes (PSEO) data products. Researchers on approved projects may also access the underlying LEHD microdata directly, in the form of the LEHD Snapshot restricted-use data product. This document provides a detailed overview of the LEHD Snapshot as of release S2021_R2022Q4, including user guidance, variable codebooks, and an overview of the approvals needed to obtain access. Updates to the documentation for this and future snapshot releases will be made available in HTML format on the LEHD website.

Age, Sex, and Racial/Ethnic Disparities and Temporal-Spatial Variation in
Excess All-Cause Mortality During the COVID-19 Pandemic: Evidence from Linked Administrative and Census Bureau Data

Research on the impact of the COVID-19 pandemic in the United States has highlighted substantial racial/ethnic disparities in excess mortality, but reports often differ in the details with respect to the size of these disparities. We suggest that these inconsistencies stem from differences in the temporal scope and measurement of race/ethnicity in existing data. We address these issues using death records for 2010 through 2021 from the Social Security Administration, covering the universe of individuals ever issued a Social Security Number, linked to race/ethnicity responses from the decennial census and American Community Survey. We use these data to (1) estimate excess all-cause mortality at the national level and for age-, sex-, and race/ethnicity-specific subgroups, (2) examine racial/ethnic variation in excess mortality over the course of the pandemic, and (3) explore whether and how racial/ethnic mortality disparities vary across states.
