    Maternal Labor Dynamics: Participation, Earnings, and Employer Changes

    This paper describes the labor dynamics of U.S. women after they have had their first and subsequent children. We build on the child penalty literature by showing the heterogeneity of the size and pattern of labor force participation and earnings losses by demographic characteristics of mothers and the characteristics of their employers. The analysis uses longitudinal administrative earnings data from the Longitudinal Employer-Household Dynamics database combined with the Survey of Income and Program Participation survey data to identify women, their fertility timing, and employment. We find that women experience a large and persistent decrease in earnings and labor force participation after having their first child. The penalty grows over time, driven by the birth of subsequent children. Non-white mothers, unmarried mothers, and mothers with more education are more likely to return to work following the birth of their first child. Conditional on returning to the labor force, women who change employers earn more after the birth of their first child than women who return to their pre-birth employers. The probability of returning to the pre-birth employer and industry is heterogeneous over both the demographics of mothers and the characteristics of their employers.

    High Labor Force Attachment, but Few Social Ties? Life-Course Predictors of Women's Receipt of Childcare Subsidies

    The U.S. federal Child Care and Development Fund (CCDF) childcare subsidy represents the largest source of means-tested assistance for U.S. families with low incomes. The CCDF subsidy aims to help mothers with low incomes gain employment and education, with implications for women's labor force participation, and the wellbeing of their children. Because recipients of the CCDF subsidy are either already employed, or seek the subsidy with the goal of gaining employment or schooling, this group may represent the public assistance recipients who are best able to succeed in the low-wage labor market. However, existing research on the CCDF observes recipients only after they begin receiving the subsidy, thus giving an incomplete picture of whether recipients may select into subsidy receipt, and how subsidy recipiency is situated in women's broader work and family trajectories. My study links administrative records from the CCDF to the American Community Survey (ACS) to construct a longitudinal data set from 38 states that observes CCDF recipients in the 1-2 years before they first received the subsidy. I compare women who subsequently received the CCDF subsidy to other women with low incomes in the ACS who did not go on to receive the subsidy, with a total of roughly 641,000 individuals. I find that CCDF recipients are generally positively-selected on employment history and educational attainment, but appear to have lower levels of social support than non-recipients.

    Tax Preparers, Refund Anticipation Products, and EITC Noncompliance

    This work examines whether the availability of tax refund anticipation products (either in the form of a loan or a temporary bank account) is associated with higher non-compliance rates for the Earned Income Tax Credit (EITC). Refund anticipation products are offered by tax preparers as a way for taxpayers to receive a refund faster or to have the tax preparation fee paid from the refund (or both). These products are, on average, costly for taxpayers compared with the average value of a refund, and they are often marketed to low-income taxpayers who may be liquidity constrained or unbanked. Both tax preparers and taxpayers have perverse incentives to use these products, and the temptation of a large refund (for the taxpayer) and added fees and interest (for the tax preparer) may induce erroneous claiming of credits. The paper examines the association between refund anticipation product use and the overpayment of EITC using tax records and survey data linked at the individual level. For taxpayers in the Current Population Survey Annual and Social Economic Supplement, EITC eligibility is estimated based on household characteristics and combined survey and administrative income information; the data include EITC credit receipt, the use of paid tax preparation or online filing, and the receipt of a refund anticipation product. Both the incorrect payment of EITC and the value of EITC overpayment are associated with preparer use, and to a lesser extent with the use of online filing, when compared with paper filing. Incorrect payment is exacerbated for preparer and online filing when a refund anticipation product is purchased. Finally, an exogenous price shock to the tax preparation industry occurred in 2010. This allows for separately identifying a 'preparer effect' on EITC noncompliance. The rate of incorrect payment and the dollar value of overpayment increased in the tax year of the shock for those using a preparer and buying a product.

    DOES PARENTS' ACCESS TO FAMILY PLANNING INCREASE CHILDREN'S OPPORTUNITIES? EVIDENCE FROM THE WAR ON POVERTY AND THE EARLY YEARS OF TITLE X

    This paper examines the relationship between parents' access to family planning and the economic resources of their children. Using the county-level introduction of U.S. family planning programs between 1964 and 1973, we find that children born after programs began had 2.8% higher household incomes. They were also 7% less likely to live in poverty and 12% less likely to live in households receiving public assistance. After accounting for selection, the direct effects of family planning programs on parents' incomes account for roughly two thirds of these gains.

    Local Labor Demand and Program Participation Dynamics

    Estimates the effect of fluctuations in local labor conditions on the likelihood that existing participants are able to transition out of the Supplemental Nutrition Assistance Program (SNAP). Our primary data are SNAP administrative records from New York (2007-2012) linked to the 2010 Census at the person-level. We further augment these data by linking to industry-specific labor market indicators at the county-level. We find that local labor markets matter for the length of time individuals spend on SNAP, but there is substantial heterogeneity in estimated effects across local industries. While employment growth in industries with small shares of SNAP participants has no impact on SNAP exits, growth in local industries with creases the likelihood that recipients exit the program. We also observe corresponding increases in entries when these industries experience localized contractions. Notably, estimated industry effects vary across race groups and parental status, with Black Alone non-Hispanic, Hispanic, and mothers benefiting the least from improvements in local labor market conditions.

    A Loan by any Other Name: How State Policies Changed Advanced Tax Refund Payments

    In this work, I examine the impact of state-level regulation of Refund Anticipation Loans (RALs) on the increase in the use of Refund Anticipation Checks (RACs) and on taxpayer outcomes. Both RALs and RACs are products offered by tax-preparers that provide taxpayers with an earlier refund (in the case of a RAL) or a temporary bank account from which tax preparation fees can be deducted (in the case of a RAC). Each product is costly compared with the value of the refund, and they are often marketed to low-income taxpayers who may be liquidity constrained or unbanked. States have responded to the potentially predatory nature of RALs through regulation, leading to a switch to RACs. Using zip-code-level tax data, I examine the effects of various state-level policies on RAL activity and the transition of tax-preparers to RACs. I then specifically analyze New Jersey's interest rate cap on RALs, a regulation that was accompanied by greater enforcement of existing tax-preparer regulations. Employing an empirical strategy that uses variation in taxpayer location, which should be uninfluenced by tax preparers' decisions to provide these products and a state's decision to regulate them, I find increases in RAL and RAC use for taxpayers living near New Jersey's border with another state. Furthermore, I find that these same border taxpayers reported more social program use and more persons per household - a finding that is in line with the results of similar research into the effects of short-term borrowing on family finances.

    Using Linked Survey and Administrative Data to Better Measure Income: Implications for Poverty, Program Effectiveness and Holes in the Safety Net

    We examine the consequences of underreporting of transfer programs in household survey data for several prototypical analyses of low-income populations. We focus on the Current Population Survey (CPS), the source of official poverty and inequality statistics, but provide evidence that our qualitative conclusions are likely to apply to other surveys. We link administrative data for food stamps, TANF, General Assistance, and subsidized housing from New York State to the CPS at the individual level. Program receipt in the CPS is missed for over one-third of housing assistance recipients, 40 percent of food stamp recipients and 60 percent of TANF and General Assistance recipients. Dollars of benefits are also undercounted for reporting recipients, particularly for TANF, General Assistance and housing assistance. We find that the survey data sharply understate the income of poor households, as conjectured in past work by one of the authors. Underreporting in the survey data also greatly understates the effects of anti-poverty programs and changes our understanding of program targeting, often making it seem that welfare programs are less targeted to both the very poorest and middle income households than they are. Using the combined data rather than survey data alone, the poverty reducing effect of all programs together is nearly doubled while the effect of housing assistance is tripled. We also re-examine the coverage of the safety net, specifically the share of people without work or program receipt. Using the administrative measures of program receipt rather than the survey ones often reduces the share of single mothers falling through the safety net by one-half or more.

    Assimilation and Coverage of the Foreign-Born Population in Administrative Records

    The U.S. Census Bureau is researching ways to incorporate administrative data in decennial census and survey operations. Critical to this work is an understanding of the coverage of the population by administrative records. Using federal and third party administrative data linked to the American Community Survey (ACS), we evaluate the extent to which administrative records provide data on foreign-born individuals in the ACS and employ multinomial logistic regression techniques to evaluate characteristics of those who are in administrative records relative to those who are not. We find that overall, administrative records provide high coverage of foreign-born individuals in our sample for whom a match can be determined. The odds of being in administrative records are found to be tied to the processes of immigrant assimilation - naturalization, higher English proficiency, educational attainment, and full-time employment are associated with greater odds of being in administrative records. These findings suggest that as immigrants adapt and integrate into U.S. society, they are more likely to be involved in government and commercial processes and programs for which we are including data. We further explore administrative records coverage for the two largest race/ethnic groups in our sample - Hispanic and non-Hispanic single-race Asian foreign born, finding again that characteristics related to assimilation are associated with administrative records coverage for both groups. However, we observe that neighborhood context impacts Hispanics and Asians differently.

    The EITC over the business cycle: Who benefits?

    In this paper, I examine the impact of the Great Recession on Earned Income Tax Credit (EITC) eligibility. Because the EITC is structurally tied to earnings, the direction of this impact is not immediately obvious. Families who experience complete job loss for an entire tax year lose eligibility, while those experiencing underemployment (part-year employment, a reduction in hours, or spousal unemployment in married households) may become eligible. Determining the direction and magnitude of the impact is important for a number of reasons. The EITC has become the largest cash-transfer program in the U.S., and many low-earning families rely on it as a means of support in tough times. The program has largely been viewed as a replacement for welfare, enticing former welfare recipients into the labor force. However, the effectiveness of the EITC during a period of very high unemployment has not been assessed. To answer these questions, I first use the Current Population Survey (CPS) matched to Internal Revenue Service data from tax years 2005 to 2010 to assess patterns of employment and eligibility over the Great Recession for different labor-force groups. Results indicate that overall, EITC eligibility increased over the recession, but only among groups that were cushioned from total household earnings loss by marriage. I also use the 2006 CPS matched to tax data from 2005 through 2011 to examine changes in eligibility experienced by individuals over time. In assessing three competing causes of eligibility loss, I find that less-educated, unmarried women experienced a greater hazard of eligibility loss due a yearlong lack of earnings compared with other labor-market groups. I discuss the implications of these findings on the view of the EITC as a safety-net program.
