    The Person Identification Validation System (PVS): Applying the Center for Administrative Records Research and Applications' (CARRA) Record Linkage Software

    The Census Bureau's Person Identification Validation System (PVS) assigns unique person identifiers to federal, commercial, census, and survey data to facilitate linkages across and within files. PVS uses probabilistic matching to assign a unique Census Bureau identifier for each person. The PVS matches incoming files to reference files created with data from the Social Security Administration (SSA) Numerical Identification file, and SSA data with addresses obtained from federal files. This paper describes the PVS methodology from editing input data to creating the final file.

    The Nature of the Bias When Studying Only Linkable Person Records: Evidence from the American Community Survey

    Record linkage across survey and administrative records sources can greatly enrich data and improve their quality. The linkage can reduce respondent burden and nonresponse follow-up costs. This is particularly important in an era of declining survey response rates and tight budgets. Record linkage also creates statistical bias, however. The U.S. Census Bureau links person records through its Person Identification Validation System (PVS), assigning each record a Protected Identification Key (PIK). It is not possible to reliably assign a PIK to every record, either due to insufficient identifying information or because the information does not uniquely match any of the administrative records used in the person validation process. Non-random ability to assign a PIK can potentially inject bias into statistics using linked data. This paper studies the nature of this bias using the 2009 and 2010 American Community Survey (ACS). The ACS is well-suited for this analysis, as it contains a rich set of person characteristics that can describe the bias. We estimate probit models for whether a record is assigned a PIK. The results suggest that young children, minorities, residents of group quarters, immigrants, recent movers, low-income individuals, and non-employed individuals are less likely to receive a PIK using 2009 ACS. Changes to the PVS process in 2010 significantly addressed the young children deficit, attenuated the other biases, and increased the validated records share from 88.1 to 92.6 percent (person-weighted).

    A METHOD OF CORRECTING FOR MISREPORTING APPLIED TO THE FOOD STAMP PROGRAM

    Survey misreporting is known to be pervasive and bias common statistical analyses. In this paper, I first use administrative data on SNAP receipt and amounts linked to American Community Survey data from New York State to show that survey data can misrepresent the program in important ways. For example, more than 1.4 billion dollars received are not reported in New York State alone. 46 percent of dollars received by house- holds with annual income above the poverty line are not reported in the survey data, while only 19 percent are missing below the poverty line. Standard corrections for measurement error cannot remove these biases. I then develop a method to obtain consistent estimates by combining parameter estimates from the linked data with publicly available data. This conditional density method recovers the correct estimates using public use data only, which solves the problem that access to linked administrative data is usually restricted. I examine the degree to which this approach can be used to extrapolate across time and geography, in order to solve the problem that validation data is often based on a convenience sample. I present evidence from within New York State that the extent of heterogeneity is small enough to make extrapolation work well across both time and geography. Extrapolation to the entire U.S. yields substantive differences to survey data and reduces deviations from official aggregates by a factor of 4 to 9 compared to survey aggregates.

    Employee Capitalism or Corporate Socialism? Broad-Based Employee Stock Ownership

    How employee share ownership plans (ESOPs) affect employee compensation and shareholder value depends on the size. Small ESOPs, defined as those controlling less than 5% of outstanding shares, benefit both workers and shareholders, implying positive productivity gains. However, the effects of large ESOPs on worker compensation and shareholder value are more or less neutral, suggesting little productivity gains. These differential effects appear to be due to two non-value-creating motives specific to large ESOPS: (1) To form management-worker alliances ala Pagano and Volpin (2005), wherein management bribes workers to garner worker support in thwarting hostile takeover threats and (2) To substitute wages with ESOP shares by cash constrained firms. Worker compensation increases when firms under takeover threats adopt large ESOPs, but only if the firm operates in a non-competitive industry. The effects on firm valuation also depend on the strength of product market competition: When the competition is strong (weak), most of the productivity gains accrue to employees (shareholders). Competitive industry also implies greater job mobility within the industry, enabling workers to take a greater portion of productivity gains.

We review the various modes used by the Census Bureau to make data available to users, and highlight the costs and benefits associated with each. We highlight some of the specific improvements underway or under consideration at the Census Bureau to better serve its data users, as well as discuss the broad strategies employed by statistical agencies to respond to the challenges of data access.

    Access Methods for United States Microdata

    Beyond the traditional methods of tabulations and public-use microdata samples, statistical agencies have developed four key alternatives for providing non-government researchers with access to confidential microdata to improve statistical modeling. The first, licensing, allows qualified researchers access to confidential microdata at their own facilities, provided certain security requirements are met. The second, statistical data enclaves, offer qualified researchers restricted access to confidential economic and demographic data at specific agency-controlled locations. Third, statistical agencies can offer remote access, through a computer interface, to the confidential data under automated or manual controls. Fourth, synthetic data developed from the original data but retaining the correlations in the original data have the potential for allowing a wide range of analyses.

    Parent-Child Bargaining, Parental Transfers, and the Postsecondary Education Decision

    Economic models of schooling decisions are largely unitary preference in nature. They ignore parent-child conflict, with parents often acting as the sole decisionmaker. In this paper, a theoretical model is formulated in which parents and child participate in cooperative bargaining as a means of resolving disagreements. The model's implications are compared to those of the unitary preference model, motivating tests of parental altruism and income pooling. Reduced form equations for years of postsecondary schooling and transfers are estimated, both for the full sample and for subsamples defined by type of disagreement, using student-level data from the National Center for Education Statistics' High School and Beyond Surveys. While income pooling is rejected only for the group of students who prefer more schooling than their parents, parental altruism is rejected for all groups. A major finding is that parent-child disagreement is an important determinant of the level of financial support parents provide.
