Disclosure Limitation and Confidentiality Protection in Linked Data

Confidentiality protection for linked administrative data is a combination of access modalities and statistical disclosure limitation. We review traditional statistical disclosure limitation methods and newer methods based on synthetic data, input noise infusion and formal privacy. We discuss how these methods are integrated with access modalities by providing three detailed examples. The first example is the linkages in the Health and Retirement Study to Social Security Administration data. The second example is the linkage of the Survey of Income and Program Participation to administrative data from the Internal Revenue Service and the Social Security Administration. The third example is the Longitudinal Employer-Household Dynamics data, which links state unemployment insurance records for workers and firms to a wide variety of censuses and surveys at the U.S. Census Bureau. For examples, we discuss access modalities, disclosure limitation methods, the effectiveness of those methods, and the resulting analytical validity. The final sections discuss recent advances in access modalities for linked administrative data.

Ranking Firms Using Revealed Preference

This paper estimates workers' preferences for firms by studying the structure of employer-toemployer transitions in U.S. administrative data. The paper uses a tool from numerical linear algebra to measure the central tendency of worker flows, which is closely related to the ranking of firms revealed by workers' choices. There is evidence for compensating differential when workers systematically move to lower-paying firms in a way that cannot be accounted for by layoffs or
differences in recruiting intensity. The estimates suggest that compensating differentials account
for over half of the firm component of the variance of earnings.

The National Science Foundation-Census Bureau Research Network (NCRN) was established in 2011 to create interdisciplinary research nodes on methodological questions of interest and significance to the broader research community and to the Federal Statistical System (FSS), particularly the Census Bureau. The activities to date have covered both fundamental and applied statistical research and have focused at least in part on the training of current and future generations of researchers in skills of relevance to surveys and alternative measurement of economic units, households, and persons. This paper discusses some of the key research findings of the eight nodes, organized into six topics: (1) Improving census and survey data collection methods; (2) Using alternative sources of data; (3) Protecting privacy and confidentiality by improving disclosure avoidance; (4) Using spatial and spatio-temporal statistical modeling to improve estimates; (5) Assessing data cost and quality tradeoffs; and (6) Combining information from multiple sources. It also reports on collaborations across nodes and with federal agencies, new software developed, and educational activities and outcomes. The paper concludes with an evaluation of the ability of the FSS to apply the NCRN's research outcomes and suggests some next steps, as well as the implications of this research-network model for future federal government renewal initiatives.

Revisiting the Economics of Privacy: Population Statistics and Confidentiality Protection as Public Goods

We consider the problem of determining the optimal accuracy of public statistics when increased accuracy requires a loss of privacy. To formalize this allocation problem, we use tools from statistics and computer science to model the publication technology used by a public statistical agency. We derive the demand for accurate statistics from first principles to generate interdependent preferences that account for the public-good nature of both data accuracy and privacy loss. We first show data accuracy is inefficiently undersupplied by a private provider. Solving the appropriate social planner's problem produces an implementable publication strategy. We implement the socially optimal publication plan for statistics on income and health status using data from the American Community Survey, National Health Interview Survey, Federal Statistical System Public Opinion Survey and Cornell National Social Survey. Our analysis indicates that welfare losses from providing too much privacy protection and, therefore, too little accuracy can be substantial.

What Drives Differences in Management?

Partnering with the Census we implement a new survey of 'structured' management practices in 32,000 US manufacturing plants. We find an enormous dispersion of management practices across plants, with 40% of this variation across plants within the same firm. This management variation accounts for about a fifth of the spread of productivity, a similar fraction as that accounted for by R&D and twice as much as explained by IT. We find evidence for four 'drivers' of management: competition, business environment, learning spillovers and human capital. Collectively, these drivers account for about a third of the dispersion of structured management practices.

The Management and Organizational Practices Survey (MOPS): Cognitive Testing*

All Census Bureau surveys must meet quality standards before they can be sent to the public for data collection. This paper outlines the pretesting process that was used to ensure that the Management and Organizational Practices Survey (MOPS) met those standards. The MOPS is the first large survey of management practices at U.S. manufacturing establishments. The first wave of the MOPS, issued for reference year 2010, was subject to internal expert review and two rounds of cognitive interviews. The results of this pretesting were used to make significant changes to the MOPS instrument and ensure that quality data was collected. The second wave of the MOPS, featuring new questions on data in decision making (DDD) and uncertainty and issued for reference year 2015, was subject to two rounds of cognitive interviews and a round of usability testing. This paper illustrates the effort undertaken by the Census Bureau to ensure that all surveys released into the field are of high quality and provides insight into how respondents interpret the MOPS questionnaire for those looking to utilize the MOPS data.

The Management and Organizational Practices Survey (MOPS): An Overview*

Understanding productivity and business dynamics requires measuring production outputs and inputs. Through its surveys and use of administrative data, the Census Bureau collects information on production outputs and inputs including labor, capital, energy, and materials. With the introduction of the Management and Organizational Practices Survey (MOPS), the Census Bureau added information on another component of production: management. It has long been hypothesized that management is an important component of firm success, but until recently the study of management was confined to hypotheses, anecdotes, and case studies. Building upon the work of Bloom and Van Reenen (2007), the first-ever large scale survey of management practices in the United States, the MOPS, was conducted by the Census Bureau for 2010. A second, enhanced version of the MOPS is being conducted for 2015. The enhancement includes two new topics related to management: data and decision making (DDD) and uncertainty. As information technology has expanded plants are increasingly able to utilize data in their decision making. Structured management practices have been found to be complementary to DDD in earlier studies. Uncertainty has policy implications because uncertainty is found to be associated with reduced investment and employment. Uncertainty also plays a role in the targeting component of management.

THE TRADABILITY OF SERVICES: GEOGRAPHIC CONCENTRATION AND TRADE COSTS

We develop a methodology for estimating the 'tradability' of goods and services using data on U.S. establishments. Our results show that the average service industry is less tradable than the average manufacturing industry. However, there is considerable within-sector variation in estimated tradability and many service industries are as tradable as manufacturing. Tradable service industries account for a significant share of economic activity and workers employed in those industries have relatively high average wages. Counterfactual analysis indicates that the potential welfare gains from policy liberalization in service trade are of the same order of magnitude as liberalization in the manufacturing sector.

ENTREPRENEURSHIP AND URBAN GROWTH:AN EMPIRICAL ASSESSMENT WITH HISTORICAL MINES

Measures of entrepreneurship, such as average establishment size and the prevalence of start-ups, correlate strongly with employment growth across and within metropolitan areas, but the endogeneity of these measures bedevils interpretation. Chinitz (1961) hypothesized that coal mines near Pittsburgh led that city to specialization in industries, like steel, with significant scale economies and that those big firms led to a dearth of entrepreneurial human capital across several generations. We test this idea by looking at the spatial location of past mines across the United States: proximity to historical mining deposits is associated with bigger firms and fewer start-ups in the middle of the 20th century. We use mines as an instrument for our entrepreneurship measures and find a persistent link between entrepreneurship and city employment growth; this connection works primarily through lower employment growth of start- ups in cities that are closer to mines. These effects hold in cold and warm regions alike and in industries that are not directly related to mining, such as trade, finance and services. We use quantile instrumental variable regression techniques and identify mostly homogeneous effects throughout the conditional city growth distribution.

Changes in Workplace Segregation in the United States Between 1990 and 2000: Evidence from Matched Employer-Employee Data

We present evidence on changes in workplace segregation by education, race, ethnicity, and sex, from 1990 to 2000. The evidence indicates that racial and ethnic segregation at the workplace level remained quite pervasive in 2000. At the same time, there was fairly substantial segregation by skill, as measured by education. Putting together the 1990 and 2000 data, we find no evidence of declines in workplace segregation by race and ethnicity; indeed, black-white segregation increased. Over this decade, segregation by education also increased. In contrast, workplace segregation by sex fell over the decade, and would have fallen by more had the services industry - a heavily female industry in which sex segregation is relatively high - not experienced rapid employment growth.
