An Evaluation of the Gender Wage Gap Using Linked Survey and Administrative Data

The narrowing of the gender wage gap has slowed in recent decades. However, current estimates show that, among full-time year-round workers, women earn approximately 18 to 20 percent less than men at the median. Women's human capital and labor force characteristics that drive wages increasingly resemble men's, so remaining differences in these characteristics explain less of the gender wage gap now than in the past. As these factors wane in importance, studies show that others like occupational and industrial segregation explain larger portions of the gender wage gap. However, a major limitation of these studies is that the large datasets required to analyze occupation and industry effectively lack measures of labor force experience. This study combines survey and administrative data to analyze and improve estimates of the gender wage gap within detailed occupations, while also accounting for gender differences in work experience. We find a gender wage gap of 18 percent among full-time, year-round workers across 316 detailed occupation categories. We show the wage gap varies significantly by occupation: while wages are at parity in some occupations, gaps are as large as 45 percent in others. More competitive and hazardous occupations, occupations that reward longer hours of work, and those that have a larger proportion of women workers have larger gender wage gaps. The models explain less of the wage gap in occupations with these attributes. Occupational characteristics shape the conditions under which men and women work and we show these characteristics can make for environments that are more or less conducive to gender parity in earnings.

Male Earnings Volatility in LEHD before, during, and after the Great Recession

This paper is part of a coordinated collection of papers on prime-age male earnings volatility. Each paper produces a similar set of statistics for the same reference population using a different primary data source. Our primary data source is the Census Bureau's Longitudinal Employer-Household Dynamics (LEHD) infrastructure files. Using LEHD data from 1998 to 2016, we create a well-defined population frame to facilitate accurate estimation of temporal changes comparable to designed longitudinal samples of people. We show that earnings volatility, excluding increases during recessions, has declined over the analysis period, a finding robust to various sensitivity analyses. Although we find volatility is declining, the effect is not homogeneous, particularly for workers with tenuous labor force attachment for whom volatility is increasing. These 'not stable' workers have earnings volatility approximately 30 times larger than stable workers, but more important for earnings volatility trends we observe a large increase in the share of stable employment from 60% in 1998 to 67% in 2016, which we show to largely be responsible for the decline in overall earnings volatility. To further emphasize the importance of not stable and/or low earning workers we also conduct comparisons with the PSID and show how changes over time in the share of workers at the bottom tail of the cross-sectional earnings distributions can produce either declining or increasing earnings volatility trends.

Trends in Earnings Volatility using Linked Administrative and Survey Data

We document trends in earnings volatility separately by gender in combination with other characteristics such as race, educational attainment, and employment status using unique linked survey and administrative data for the tax years spanning 1995-2015. We also decompose the variance of trend volatility into within- and between-group contributions, as well as transitory and permanent shocks. Our results for continuously working men suggest that trend earnings volatility was stable over our period in both survey and tax data, though with a substantial countercyclical business-cycle component. Trend earnings volatility among women declined over the period in both survey and administrative data, but unlike for men, there was no change over the Great Recession. The variance decompositions indicate that nonresponders, low-educated, racial minorities, and part-year workers have the greatest group specific earnings volatility, but with the exception of part-year workers, they contribute least to the level and trend of volatility owing to their small share of the population. There is evidence of stable transitory volatility, but rising permanent volatility over the past two decades in male and female earnings.

Compositional Nature of Firm Growth and Aggregate Fluctuations

This paper studies firm dynamics over the business cycle. I present evidence from the United Kingdom that more rapidly growing firms are born in expansions than in recessions. Using administrative records from Census data, I find that this observation also holds for the last four recessions in the United States. I also present suggestive evidence that financial frictions play an important role in determining the types of firms that are born at different stages of the business cycle. I then develop a general equilibrium model in which firms choose their managers' span of control at birth. Firms that choose larger spans of control grow faster and eventually get to be larger, and in this sense have a larger target size. Financial frictions in the form of collateral constraints slow the rate at which firms reach their target size. It takes firms longer to get up to scale when collateral constraints tighten; therefore, businesses with the largest target size are affected disproportionately more. Thus, fewer entrepreneurs find it profitable to choose larger projects when financial conditions deteriorate. Using Bayesian methods, I estimate the model using micro and aggregate data from the United Kingdom. I find that financial shocks account for over 80% of fluctuations in the formation of businesses with a large target size, and TFP and labor wedge shocks account for the remaining 20%. An independently estimated version of the model with no choice over the span of control needs larger aggregate shocks in order to account for the same data series, suggesting that the intensive margin of business formation is important at business cycle frequencies. The model with the choice over the span of control generates an empirically relevant and non-targeted collapse in the right tail of the cumulative growth distribution among firms started in recessions, while the model without such a choice does not. The paper also discusses implications for micro-targeted government stimulus policies.

A Task-based Approach to Constructing Occupational Categories
with Implications for Empirical Research in Labor Economics

Most applied research in labor economics that examines returns to worker skills or differences in earnings across subgroups of workers typically accounts for the role of occupations by controlling for occupational categories. Researchers often aggregate detailed occupations into categories based on the Standard Occupation Classification (SOC) coding scheme, which is based largely on narratives or qualitative measures of workers' tasks. Alternatively, we propose two quantitative task-based approaches to constructing occupational categories by using factor analysis with O*NET job descriptors that provide a rich set of continuous measures of job tasks across all occupations. We find that our task-based approach outperforms the SOC-based approach in terms of lower occupation distance measures. We show that our task-based approach provides an intuitive, nuanced interpretation for grouping occupations and permits quantitative assessments of similarities in task compositions across occupations. We also replicate a recent analysis and find that our task-based occupational categories explain more of the gender wage gap than the SOC-based approaches explain. Our study enhances the Federal Statistical System's understanding of the SOC codes, investigates ways to use third-party data to construct useful research variables that can potentially be added to Census Bureau data products to improve their quality and versatility, and sheds light on how the use of alternative occupational categories in economics research may lead to different empirical results and deeper understanding in the analysis of labor market outcomes.

Downward Nominal Wage Rigidity in the United States:
New Evidence from Worker-Firm Linked Data

This paper examines the extent and consequences of Downward Nominal Wage Rigidity (DNWR) using administrative worker-firm linked data from the Longitudinal Employer Household Dynamics (LEHD) program for a large representative U.S. state. Prior to the Great Recession, only 7-8% of job stayers are paid the same nominal hourly wage rate as one year earlier - substantially less than previously found in survey-based data - and about 20% of job stayers experience a wage cut. During the Great Recession, the incidence of wage cuts increases to 30%, followed by a large rise in the proportion of wage freezes to 16% as the economy recovers. Total earnings of job stayers exhibit even fewer zero changes and a larger incidence of reductions than hourly wage rates, due to systematic variations in hours worked. The results are consistent with concurrent findings in the literature that reductions in base pay are exceedingly rare but that firms use different forms of non-base pay and variations in hours worked to flexibilize labor cost. We then exploit the worker-firm link of the LEHD and find that during the Great Recession, firms with indicators of DNWR reduced employment by about 1.2% more per year. This negative effect is driven by significantly lower hiring rates and persists into the recovery. Our results suggest that despite the relatively large incidence of wage cuts in the aggregate, DNWR has sizable allocative consequences.

Local Labor Demand and Program Participation Dynamics

Estimates the effect of fluctuations in local labor conditions on the likelihood that existing participants are able to transition out of the Supplemental Nutrition Assistance Program (SNAP). Our primary data are SNAP administrative records from New York (2007-2012) linked to the 2010 Census at the person-level. We further augment these data by linking to industry-specific labor market indicators at the county-level. We find that local labor markets matter for the length of time individuals spend on SNAP, but there is substantial heterogeneity in estimated effects across local industries. While employment growth in industries with small shares of SNAP participants has no impact on SNAP exits, growth in local industries with creases the likelihood that recipients exit the program. We also observe corresponding increases in entries when these industries experience localized contractions. Notably, estimated industry effects vary across race groups and parental status, with Black Alone non-Hispanic, Hispanic, and mothers benefiting the least from improvements in local labor market conditions.

The New Lifecycle of Women's Employment: Disappearing Humps, Sagging Middle, Expanding Tops

The new lifecycle of women's employment is initially high and flat, there is a dip in the middle and a phasing out that is more prolonged than for previous cohorts. The hump is gone, the middle is a bit sagging and the top has greatly expanded. We explore the increase in cumulative work experience for women from the 1930s to the 1970s birth cohorts using the SIPP and the HRS. We investigate the changing labor force impact of a birth event across cohorts and by education and also the impact of taking leave or quitting. We find greatly increased labor force experience across cohorts, far less time out after a birth and greater labor force recovery for those who take paid or unpaid leave. More work experience across the lifecycle is related to the increased employment of women in their older ages.

Black Pioneers, Intermetropolitan Movers, and Housing Desegregation

In this project, we examine the mobility choices of black households between 1960 and 2000. We use household-level Decennial Census data geocoded down to the census tract level. Our results indicate that, for black households, one's status as an intermetropolitan migrant ' especially from an urban area outside the South ' is a powerful predictor of pioneering into a white neighborhood. Moreover, and perhaps even more importantly, the ratio of these intermetropolitan black arrivals to the incumbent metropolitan black population is a powerful predictor of whether a metropolitan area experiences substantial declines in housing segregation.

The Impact of Immigration on the Labor Market Outcomes of Native Workers: Evidence using Longitudinal Data from the LEHD

Empirical estimates of the effect of immigration on native workers that rely on spatial comparisons have generally found small effects, but have been subject to the criticism that out-migration by native workers dampens the observed effect by spreading it over a larger area. In contrast, studies that rely on variation in immigration across industries, occupations, or education-based skill-levels often report large negative effects, but rely primarily on repeated cross-sectional data sets which also cannot account for the adjustment of native workers over time. In this paper, we use a newly available data set, the Longitudinal Employer Household Data (LEHD), which provides quarterly earnings records, geographic location, and firm and industry identifiers for 97% of all privately employed workers in 29 states. We use this data to analyze the impact of immigration on earnings changes and the mobility response of native workers. Overall, we find that although immigration has a negative effect on the earnings and employment of native workers, and positive effects on their firm, industry, and cross-state mobility, the overall size of the effects is small.
