A key driver of economic growth is the reallocation of resources from low to high productivity activities. Innovation plays an important role in this regard by introducing new products, services, and business methods that ultimately lead to increased productivity and rising living standards. Traditional measures of innovation, particularly those based on aggregate inputs, are increasingly unable to capture the breadth and depth of innovation in modern economies. In this paper, we describe an effort at the US Census Bureau, the Business Dynamics Statistics of Innovative Firms (BDS-IF) project, which aims to address these challenges by extending the Business Dynamics Statistics data to include new measures of innovative activity. The BDS-IF project will produce measures of firm, establishment, and employment flows by firm age, firm size, and industry for the subset of firms engaged in activities related to innovation. These activities include patenting and trademarking, the employment of STEM workers, and R&D expenditures. The exibility of the underlying data infrastructure allows this measurement agenda to be extended to include copyright activity, management practices, and high growth firms.View Full Paper PDF

We study the adoption, diffusion, and impacts of the Universal Product Code (UPC) between 1975 and 1992, during the initial years of the barcode system. We find evidence of network effects in the diffusion process. Matched-sample difference-in-difference estimates show that firm size and trademark registrations increase following UPC adoption by manufacturers. Industry-level import penetration also increases with domestic UPC adoption. Our findings suggest that barcodes, scanning, and related technologies helped stimulate variety-enhancing product innovation and encourage the growth of international retail supply chains.View Full Paper PDF

This paper estimates workers' preferences for firms by studying the structure of employer-toemployer transitions in U.S. administrative data. The paper uses a tool from numerical linear algebra to measure the central tendency of worker flows, which is closely related to the ranking of firms revealed by workers' choices. There is evidence for compensating differential when workers systematically move to lower-paying firms in a way that cannot be accounted for by layoffs or differences in recruiting intensity. The estimates suggest that compensating differentials account for over half of the firm component of the variance of earnings.View Full Paper PDF

I examine the influence of neighbors on the consumer bankruptcy decision using administrative bankruptcy records linked the 2000 Decennial Census. Two empirical strategies remove unobserved common factors that affect identification. The first strategy uses small geographical areas to isolate neighborhood effects, and the second strategy identifies the effect using past bankruptcy filers who moved states. The findings from both strategies reinforce each other and confirm the role of social influence on the bankruptcy decision. Having a past bankruptcy filer move into the block from a different state increases the likelihood of filing by 10 percent.View Full Paper PDF

The National Science Foundation-Census Bureau Research Network (NCRN) was established in 2011 to create interdisciplinary research nodes on methodological questions of interest and significance to the broader research community and to the Federal Statistical System (FSS), particularly the Census Bureau. The activities to date have covered both fundamental and applied statistical research and have focused at least in part on the training of current and future generations of researchers in skills of relevance to surveys and alternative measurement of economic units, households, and persons. This paper discusses some of the key research findings of the eight nodes, organized into six topics: (1) Improving census and survey data collection methods; (2) Using alternative sources of data; (3) Protecting privacy and confidentiality by improving disclosure avoidance; (4) Using spatial and spatio-temporal statistical modeling to improve estimates; (5) Assessing data cost and quality tradeoffs; and (6) Combining information from multiple sources. It also reports on collaborations across nodes and with federal agencies, new software developed, and educational activities and outcomes. The paper concludes with an evaluation of the ability of the FSS to apply the NCRN's research outcomes and suggests some next steps, as well as the implications of this research-network model for future federal government renewal initiatives.View Full Paper PDF

Working PaperWho Files for Personal Bankruptcy in the United States?

Who files for bankruptcy in the United States is not well understood. Previous research relied on small samples from national surveys or a small number of states from administrative records. I use over 10 million administrative bankruptcy records linked to the 2000 Decennial Census and the 2001-2009 American Community Surveys to understand who files for personal bankruptcy. Bankruptcy filers are middle income, more likely to be divorced, more likely to be black, more likely to have terminal high school degree or some college, and more likely to be middle-aged. Bankruptcy filers are more likely to be employed than the U.S. as a whole, and they are more likely to be employed 50-52 weeks. The bankruptcy population is aging faster than the U.S. population as a whole. Lastly, using the pseudo-panels I study what happens in the years around bankruptcy. Individuals are likely to get divorced in the years before bankruptcy and then remarry. Income falls before bankruptcy and then rises after bankruptcy.View Full Paper PDF

We provide an update on the Annual Survey of Entrepreneurs (ASE), which is a relatively new Census Bureau business survey. About 290,000 employer firms in the private, non-agricultural U.S. economy are in the ASE sample. Its content is relatively constant over collections, allowing for comparability over time; however, each year there are approximately ten new questions in a changing topical module. Earlier topical modules covered innovation (2014) and management practices (2015). The topical module for reference year 2016 covers business advice and planning, finance, and regulations. The ASE is collected through a partnership of the Census Bureau with the Kauffman Foundation and the Minority Business Development Agency. Qualified researchers on approved projects may request access to the ASE micro data through the Federal Statistical Research Data Center (FSRDC) network.View Full Paper PDF

Statistical agencies frequently publish microdata that have been altered to protect confidentiality. Such data retain utility for many types of broad analyses but can yield biased or Insufficiently precise results in others. Research access to de-identified versions of the restricted-use data with little or no alteration is often possible, albeit costly and time-consuming. We investigate the the advantages and disadvantages of public-use and restricted-use data from the American Community Survey (ACS) in constructing a wage index. The public-use data used were Public Use Microdata Samples, while the restricted-use data were accessed via a Federal Statistical Research Data Center. We discuss the advantages and disadvantages of each data source and compare estimated CWIs and standard errors at the state and labor market levels.View Full Paper PDF

In this project, we examine the mobility choices of black households between 1960 and 2000. We use household-level Decennial Census data geocoded down to the census tract level. Our results indicate that, for black households, one's status as an intermetropolitan migrant ' especially from an urban area outside the South ' is a powerful predictor of pioneering into a white neighborhood. Moreover, and perhaps even more importantly, the ratio of these intermetropolitan black arrivals to the incumbent metropolitan black population is a powerful predictor of whether a metropolitan area experiences substantial declines in housing segregation.View Full Paper PDF

Racial residential segregation is still very high in many American cities. Some portion of segregation is attributable to socioeconomic differences across racial lines; some portion is caused by purely racial factors, such as preferences about the racial composition of one's neighborhood or discrimination in the housing market. Social scientists have had great difficulty disaggregating segregation into a portion that can be explained by interracial differences in socioeconomic characteristics (what we call structural factors) versus a portion attributable to racial and ethnic factors. What would such a measure look like? In this paper, we draw on a new source of data to develop an innovative structural segregation measure that shows the amount of segregation that would remain if we could assign households to housing units based only on non-racial socioeconomic characteristics.
